If a child was born in Russia and at least one of his parents is a Russian citizen, the child has the right to Russian citizenship by birth.

If a child was born in another country and both or his only parent is Russian, the child also receives Russian citizenship by birth.

Acceptance of citizenship. A foreigner can accept Russian citizenship only voluntarily.

Restoration of citizenship. A person who already had Russian citizenship, but moved and became a citizen of another state, can apply for restoration of citizenship.

Russian citizenship can be obtained in a general or simplified manner. This does not apply to citizenship by birth.

To become a Russian citizen in the general order, you first need to obtain a temporary residence permit, then a residence permit. And only after that you will be allowed to apply for Russian citizenship. If you violate this sequence, your application for citizenship will be refused.

There is no quota for Russian citizenship, but there is a quota for temporary residence permits - TRP.

A temporary residence permit without a quota can be obtained by a foreigner who:

  1. born in the RSFSR and was a citizen of the USSR;
  2. born in Russia;
  3. is disabled, but has a capable child - a citizen of the Russian Federation;
  4. has a disabled parent - a citizen of the Russian Federation;
  5. is married to a Russian citizen and lives in Russia.

  • If a foreigner does not meet any of these conditions, he can obtain a temporary residence permit under a quota.
  • These conditions must be met simultaneously.

In St. Petersburg, a special department of the Main Directorate of the Ministry of Internal Affairs provides free consultations on citizenship issues; you do not need to make an appointment. There you can ask questions about the documents.

Foreigners who receive Russian citizenship in the general manner usually submit the following documents:

  1. Application for Russian citizenship.
  2. Resident card.
  3. Documents confirming income for the year preceding the year of application. For example, a 2-NDFL certificate, a certificate from work, an employment contract, a work book.
  4. If necessary, a document confirming the renunciation of the citizenship of another state or the impossibility of such a renunciation: a certificate from a diplomatic mission or consulate, a copy of a notarized application for renunciation sent to the mission or consulate.
  5. A document confirming knowledge of the Russian language.
  6. Three photographs 3 × 4 cm.
  7. Receipt for payment of state duty - 3500 RUR.
  8. An identification document, such as a foreign passport. A notarized translation is also required.

The application must be signed in the presence of an inspector. If the applicant is unable to sign the application on his own due to illiteracy or health conditions, then at his request another person signs the application. To do this, you need to contact a notary.

If the applicant, for good reason, cannot submit documents in person, he submits them through a representative or sends them by mail. In this case, he needs to have all documents certified and sign the application for citizenship in the presence of a notary.

A document on proficiency in Russian is not needed for incapacitated foreigners, disabled people of the first group and pensioners - men 65 years of age and older and women 60 years of age and older.

Documents for refugees. Foreigners who have received political asylum in Russia will need a certificate of its granting. For refugees - a document confirming refugee status. Refugees do not need to present a residence permit.

Russian citizenship exam - testing for Russian language proficiency. The exam is paid and compulsory for most foreigners. It includes questions on knowledge of the Russian language, legislation and history of the Russian state.

A test certificate can be obtained in Russia or abroad. But it is important that the organization that conducts testing has an educational license and is included in a special list.

Who doesn't need to take the exam? There is no need to take a Russian language test:

  1. For those who have an education document confirming their knowledge of the Russian language.
  2. Incapacitated foreigners.
  3. Disabled people of the first group.
  4. Pensioners: men 65 years and older, women 60 years and older.
  5. WWII veterans.

Obtaining Russian citizenship generally takes 7-9 years.

A foreigner arriving in the Russian Federation must first obtain a temporary residence permit. A year after receiving a temporary residence permit, subject to continuous residence in Russia, you can apply for a residence permit. If everything is in order, the residence permit will be given for 5 years. After completing the residence permit, you can apply for citizenship in the general manner.

When obtaining Russian citizenship through a simplified procedure, a residence permit is usually not required. In cases where it is still needed, the required period of residence in Russia is reduced from 5 years to a year or 3 years. It depends on who is applying for Russian citizenship.

For everyone else - 6 months.

The new law on simplified acquisition of citizenship is a decree of the Russian president on determining, for humanitarian purposes, categories of people who have the right to apply for Russian citizenship in a simplified manner. According to the decree, residents of certain areas of the Donetsk and Lugansk regions of Ukraine have the right to do this. The processing time for their application is up to 3 months.

Russian citizenship is granted in a simplified manner to children and incapacitated adults if:

  1. one of the parents or the only parent of the child is a citizen of the Russian Federation;
  2. a citizen of the Russian Federation took the child under guardianship or established guardianship over him or an incapacitated adult;
  3. a child or an incapacitated adult is in a special Russian organization for orphans and children left without parental care, a medical organization or an organization providing social services.

The state fee for obtaining Russian citizenship in a simplified manner is the same as for obtaining citizenship in the general manner: 3,500 RUR.

It is not possible to move to all regions under the resettlement program. For example, you can’t go to Moscow and St. Petersburg, but you can go to the Leningrad region. Here is a list of all regions to which you can move under the program.

First, a compatriot needs to obtain a program participant certificate. It is issued in Russia and abroad for 3 years. To obtain a certificate, you need to apply for participation in the government program. In Russia - to the Ministry of Internal Affairs at the place of residence or temporary registration. Abroad - to the representative office of the Ministry of Internal Affairs of the Russian Federation, a diplomatic mission or the Russian consulate.

Applications for Russian citizenship for native speakers are processed in a simplified manner - within 3 months.

The time frame for obtaining Russian citizenship by a native speaker is up to six months.

To obtain Russian citizenship, an ordinary foreigner needs to live continuously in Russia for 5 years. But in a marriage with a Russian citizen, three years is enough.

  • An application for Russian citizenship by marriage is processed in a simplified manner - up to 6 months.
  • If a child was born in Russia and his parents are unknown, he becomes a citizen of the Russian Federation after six months, provided that during this time his parents have not been found.
  • If the child was born and lives abroad, the parents submit the following documents along with the application:

CIS citizens not from Belarus, Kazakhstan or the Kyrgyz Republic receive Russian citizenship in a general manner - or in a simplified manner, if they meet one of the conditions for obtaining citizenship in this manner.

If one of the parents of a foreign citizen is Russian, you will need the parent’s passport. If a foreigner was a citizen of the USSR and lived or is living in a state of the former Union, he will need a birth certificate or a certificate of exchange of a USSR passport for another document.

Pensioners also do not need to confirm their knowledge of the Russian language and undergo testing.

You need to wait for an official response or contact the department of the Ministry of Internal Affairs for citizenship issues in person. Within 30 days the appeal will be reviewed and a response will be given. It is currently impossible to check citizenship readiness via the Internet.

He submits his application for citizenship earlier than others: 3 years after receiving a residence permit. Citizenship by marriage is one of the most common grounds for accelerated registration. It eliminates the need to live in the country for a long time under a residence permit.

To acquire civil status by marriage, you must be in a marriage union with a Russian man/woman for at least three years. In addition, a residence permit and an official source of livelihood are required.

The main advantage of obtaining citizenship to a country by marriage is the quick receipt of a passport. A foreigner does not have to live in the country continuously for five years. The main requirement is to be married to a Russian man/woman for three years and have a residence permit.

The disadvantage of acquiring civil status through marriage is that it is required to issue a temporary residence permit and residence permit. People who are married to a Russian man/woman have the right to apply for a temporary residence permit outside the quota.

However, despite this, obtaining documents from the migration service takes a lot of time and money. The procedure for obtaining a temporary residence permit lasts at least three months from the date of preparation of documents. It takes even longer to obtain a residence permit, about six months. It must be remembered that a foreigner has the right to provide documents no earlier than six months after he was issued a temporary residence permit.

Receiving process

Acquiring a residence permit is the main stage of obtaining civil status, both in a standard and accelerated manner. To purchase it you need:

  • a written request;
  • photos;
  • passport, the translation of which is certified by a notary;
  • a document confirming knowledge of the language, history and legislation of Russia;
  • statements of income or incapacity;
  • a medical certificate confirming that the migrant does not suffer from HIV, infectious diseases, or drug addiction;
  • payment slip for state duty.

The procedure for considering applications from foreigners for a residence permit is established by Decree of the Migration Service of the Russian Federation dated April 22, 2013 No. 215. This document defines the following procedure for considering applications from foreigners:

  1. Acceptance of a foreigner's application for consideration. The migration service employee checks whether the application is filled out correctly, whether all the necessary documents are present, and whether the deadline for submitting documents has been met. If there are no violations, the documents are accepted. The migrant is given a receipt.
  2. Consideration of the application . The foreigner is comprehensively checked against the records of the migration service and requests are sent to authorized structures. This is necessary to verify the identity of the foreigner and ensure the accuracy of the data provided by him.
  3. Making a decision on the application . The migration service inspector makes an informed decision on granting a residence permit or refusing to issue this document.
