A bill on high-quality hot meals for children in schools has been adopted
At a plenary meeting, the State Duma adopted amendments to the laws “On the quality and safety of food products” and “On education in the Russian Federation” in terms of improving the legal regulation of issues of ensuring the quality of food products. It was introduced by the Chairman of the State Duma Vyacheslav Volodin, the Chairman of the Federation Council Valentina Matvienko and the leaders of all factions of the State Duma.

“For the purpose of providing students with one-time hot meals in conditions of a possible budget deficit, it is proposed to provide for the possibility of providing

“By the provisions of the bill, we clearly define the obligation to provide schoolchildren with hot meals. The health of children is a priority for both parents and the state. 3. Increase monthly payments to families with children
A direct threat to the demographic future is the low income of a significant part of families, Putin believes. Therefore, additional payments must be provided for each child.
“Starting from January of this year, families whose income does not exceed two subsistence minimums per person will receive payments for their first and second children, not up to one and a half years old, as was previously the case, but up to three.
The amount of payments will depend on the cost of living in a particular region. The national average is more than 11 thousand rubles per child per month.
In 75 constituent entities of the Federation, payments have begun for the third and subsequent children.”
When a child turns three years old, all established payments stop, Putin reminds. This means that the family may have problems with income, and this should not be allowed. Until the child goes to school, it is difficult for mothers to go to work and combine this with child care.
“In this regard, I propose to provide monthly payments for children aged three to seven years inclusive. And already from January 1, 2020, this year. 4. Increase maternity capital
In addition, the president recalled that the maternity capital program is in effect until 2021. Putin decided to extend this program until 2026 and offer payments to families whose first child is born.
“Already at the birth of the first child, the family will receive the right to maternity capital in its current volume. After indexation from January 2020, this is 466,617 rubles. This is exactly how much was still due at the birth of a second or subsequent child. Such support will enable the family to prepare for the birth of a second child.
But I believe that in modern conditions this is not enough, taking into account the demographic challenges the country faces, it is not enough. More can and should be done. I propose increasing maternity capital by another 150 thousand rubles. The family will receive the right to these additional funds to maternity capital upon the birth of their second child.
Thus, the total amount of maternity capital for a family with two children will be 616,617 rubles. And in the future it will be indexed annually.”
5. Provide hot meals to all primary school students
Putin noted that from the moment a child starts going to school, parents’ expenses also increase, even though mothers already have the opportunity to go to work. Therefore, all primary school students must be provided with hot meals.
He called the objections of his colleagues that it is unfair that families with different income levels will receive the same support from the state as fair, but still considers such a measure justified. The President called for the issue to be resolved before September 1, 2023.
“In order to organize free hot and, I emphasize, healthy meals, I propose to allocate funds from three sources: federal, regional and local. But the issue is not only about money.
It is necessary to create the necessary infrastructure in schools, equip canteens and buffets, establish a supply system, and, of course, quality products. I would like to draw your attention to the fact that even during the Soviet Union this was not done, as I already said.
This, of course, will take time, but in those regions and schools where there is technical readiness, free hot meals should be provided starting September 1, 2020. I ask other colleagues to speed up this work.
No later than September 1, 2023, primary schoolchildren in all regions of the Federation throughout the country must be provided with free high-quality hot meals.”
6. Create high-quality technical conditions in schools
Putin noted that over the past decade the number of schoolchildren has increased by as much as 6 million. In this regard, he called for understanding how many additional places in schools are needed, as well as making changes to the national project “Education”.
“Here we need to look for flexible solutions: not only to build schools, but also to effectively use the entire educational and other infrastructure for these purposes, the capabilities of modern technologies in the interests of educating children.”
Putin also pointed out that everything is fine with the Internet in schools now - almost everyone in the country is connected to it. But this is not enough: schoolchildren should not just have access to the network, but the opportunity to use it to its full potential. Therefore, by 2021, all schools should have high-speed Internet.

The President recalls that within the framework of the “Culture” national project, 8 billion rubles were allocated for equipment and musical instruments for children’s art schools. He asked to ensure that the premises for such classes were put in order.
“Now more than a thousand premises where such educational institutions are located are dilapidated or simply unsuitable for classes. I ask the government to help the regions put them in order. And I ask the regions not to forget that this is your responsibility.”
7. Increase salaries for class teachers
The class teacher becomes an important person in the dialogue between the child and the school, says the president. He considers it necessary to introduce additional wages for them.
“Such constant everyday work related to teaching and raising children is a huge responsibility, and it, of course, requires special training of mentors and their special support. In this regard, I consider it necessary, starting September 1, to introduce a special additional payment to class teachers in the amount of at least five thousand rubles from the federal budget.
There is also a lot of controversy here: this is the responsibility of the regions, those present in the room understand this well. But what is a class teacher anyway? This is a teacher, and this is still a federal function.

8. Increase the number of budget places in universities
Putin recalled that in the coming years the number of school graduates will grow. In this regard, he proposed increasing the number of budget places in universities, especially in regional ones.
“It is important for us to maintain equal, fair access to free full-time higher education. In this regard, I propose to annually increase the number of budget places in universities, and (and what I will say next is extremely important) give priority to these places to regional universities, precisely to those territories where today there are not enough doctors, teachers, engineers .
Naturally, it is necessary not only to increase enrollment numbers, but to seriously engage, with the participation of business and employers, in the development of universities and higher education institutions in the regions, including strengthening their educational, research and social infrastructure, a system of continuous training and advanced training for teachers of regional universities, so that students can receive modern knowledge, start a successful career in your small homeland.”
9. Resolve the situation with the supply of unregistered drugs
The President mentioned that he is aware of the situation with vital drugs that are not registered in Russia. He said that such situations should not be repeated again and asked the government to improve the supply of medicines.

One of the main issues in healthcare is to ensure an influx of personnel, Putin says. “The issue of training and attracting personnel is key for healthcare. By 2024, all levels should be provided with specialists, and primary care should be a priority. In this regard, I propose to significantly change the procedure for admission to universities in medical specialties in the new academic year.
In the specialty “general medicine” - 70% of budget places will be targeted, in the specialty “pediatrics” - 75%. Quotas for targeted admission will be formed based on applications from regions of the Russian Federation.
But they, in turn, must provide a guarantee of employment to future graduates, so that specialists come to work exactly where people are waiting for their help.
As for residency training, I propose establishing almost one hundred percent targeted training in the most deficient areas. Moreover, upon admission, doctors with experience in primary care, especially in rural areas, will have an advantage. Naturally, targeted training should also be provided for federal medical centers.”
