Three weeks of rest in Artek, the famous pioneer camp of the USSR, is fully paid for by the state. Accommodation, food, excursions - everything is free, except tickets to Simferopol.

I am a class teacher, I do tourism and orienteering with children. My students go to competitions and win prizes. These achievements helped the students win a trip to the camp. Now I’ll tell you how they did it.

  1. Collect and scan certificates for the last three years. Make sure that the year is indicated on them, there is a signature and a seal.
  2. Register on the Artek-Children website and submit an application for several shifts. If you have any questions about the operation of the site, write to technical support.
  3. Wait for the automatic distribution of vouchers - this will happen no later than 20 days before the start of the shift.
  4. Pass a medical examination. Certificates will be issued free of charge at the hospital to which the child is assigned.
  5. Buy tickets and sign documents. If you have any questions, ask them to your regional operator.
  6. Provide the child with money, a telephone, clothes and toiletries.
  7. Join the regional delegation, take them to Artek yourself, or send your child alone.

Since 2014, Russian schoolchildren began to be given vouchers to Artek for achievements in studies, creativity and sports. 95% of tours are free.

Schoolchildren who want to go to the camp submit applications and list their achievements - victories in various competitions. Each achievement is assessed in points - whoever gets the most points goes to the camp.

Regions are given free trips to other camps, for example, “Orlyonok” and “Ocean”. But they are still distributed by education departments, and there are no clear criteria that are clear to schoolchildren and parents. At least in my region.

Artek accepts secondary school students from grades 5 to 11. There is also an age limit for participants in summer shifts: from 8 full years to 17 years inclusive.

The child must have achievements in school, creativity, sports and social activities. For example, he wins Olympiads in school subjects and wins dance and sports competitions.

Most of my schoolchildren's achievements are sports. They engage in tourism, orienteering and win competitions at the regional and district level. With these achievements they win trips to Artek.

To create a personal account, indicate your full name, address, school and class, and upload your birth certificate. Indicate the parents' contacts: they will be called if the child receives a ticket.

The personal account interface is not particularly friendly, but Artek employees recorded a video on how to fill out your profile correctly. Check that the diploma indicates the year of the competition and the signature and seal of the organizing committee. Otherwise he will not be accepted.

Each achievement is loaded in five steps. On the following screens, the child selects a category - "Awards" or "Other", - indicates the level of competition, for example regional, and a prize place, for example Grand Prix

After all the certificates have been uploaded, the child submits an application. To do this, he selects a shift and indicates the achievements on which the rating will be calculated.

A maximum of 15 certificates can be submitted

Information about the submitted application will appear in your personal account. Moreover, the system will immediately process the information and automatically calculate the amount of points.

The student received 14 certificates for winning sports competitions at the regional and district level. The system determined her rating - 153 points out of 677

There is no single passing score to receive a ticket: the child competes with other children from their region who want to take the same shift. In Moscow, the average score will be higher than in the regions of the Far East.

When distributing vouchers, the system takes into account the area in which the student lives: increasing coefficients apply for children from remote villages. There is currently no exact scheme for how the rating is calculated. Since January, they began to use new coefficients when calculating points, but which ones are unknown.

Vouchers are distributed no later than 20 days before the start of the shift. The exact dates are set by regional operators - local administration specialists. You can also find out details about the application from them.

After submission, the application may have the following statuses:

  1. “New” - the application is registered in the system;
  2. “Application accepted” - the authenticity of the achievements was checked by the regional department, everything is in order;
  3. “Voucher received” - the system automatically distributed the vouchers and the child received it;
  4. “The trip has been issued” - the parents have signed all the documents, the child is definitely going to the camp.

After the application status changes to “Voucher received,” a representative from the Department of Education will call the parent. He will find out if the parent agrees to let the child go and will send the documents that need to be filled out. All that remains is to pay for air tickets, undergo a medical examination and issue a voucher.

Summer shifts are the hardest to get into - they provide the least number of vouchers.

To apply for a trip, you will need to collect a package of documents. The full list is posted on the Artek website.

Almost half of the documents on the list are medical. Before the trip, the child undergoes a commission with doctors and draws up a medical card. This must be done no earlier than 10 days before departure. You will also need a certificate of sanitary and epidemiological environment - take it no earlier than 3 days before the trip. Documents will be issued free of charge at the clinic at the place of registration.

The child should have no contraindications to active activities. At the camp they go on excursions, go hiking and go down to caves, practice at the climbing wall, and swim. Parents sign consent for their child to participate in these activities. Parents also give the right to treat the child if necessary - they sign a consent to medical intervention.

My students flew to Artek by plane, as part of a regional delegation. Plane tickets Vladivostok - Moscow and Moscow - Simferopol were paid for by parents. It’s convenient that tickets for children are booked in advance - for this, Artek has an agreement with Aeroflot.

The schoolchildren had accompanying persons: three adults for 30 children. They took the group to Simferopol, to the Artek base hotel, where the children were received by counselors. After the medical examination, the children were taken by bus to Gurzuf, to the camp itself.

Money. At Artek, children are taken on excursions to the Livadia Palace, Suuk-su Palace, the Cosmos Museum, the Chekhov House-Museum and others. The tours are free, but your child will probably want to buy a souvenir. Other popular purchases include camp-themed clothing and candy sold in a vending machine.

Take small bills - there is no place to change money in the camp. My students spent about 10,000 R each on souvenirs and clothes with Artek symbols.

Vouchers to Artek - how to get a free voucher for a shift at the camp

Next year, the Artek children's camp will celebrate its completely non-children's anniversary - 95 years.

Back in 1925, it was created as a small children's tent camp, which in the year of its opening accepted only three hundred pioneers. And in 2016, the one and a half millionth child since its foundation rested there.

In that remarkable year, they tried to double the number of vacationers - up to 31 thousand children. However, in 2020 it is planned to reach an ambitious target of 45,000.

Since the fall of 2014, Artek has been undergoing a global reconstruction as part of the reboot program for 2015-2020.

Its task is to organize an international center that is a leader in the creation, testing and implementation of additional and general education programs on an innovative basis, as well as full-scale recreation and health improvement for children. Nine of the ten camps have now been reconstructed. This:

There are 7 physical education and health programs, including those using the Sports Palace with two swimming pools, three outdoor swimming pools (with water slides), courts and 9 sports grounds, a gym and gymnasium, the Central Stadium (7 thousand seats), a rope park and a climbing wall . Throughout the center, 500 counselors from 19 to 25 years old and almost 300 teachers, on average 35 years of age, work with the children. You can get into the camp in this capacity only on a competitive basis, showing an active life position and extraordinary success in the professional field.

You can get to the Artek International Children's Center only after registering with the Putevka AIS, but in several ways:

  1. Buy a ticket via commercial routes. This method is common to encourage children to study and as an option for children from other countries. However, they simply won’t take everyone who wants it, even for money - all applications in this category are registered with an indication of achievements, filling out a personal profile, after which they are approved by the AIS.
  2. Free for various programs, including sponsorships, currently running at Artek.

Starting from January 1, 2017, all children enter the camp through the automated information system AIS “Putevka”. In it, anyone can create their own profile and organize a portfolio, including a note of achievements over the past three years.

These can be various diplomas, certificates, fixed awards for prizes at competitions, olympiads, creative performances, etc.

In addition, only children aged 8-17 years of age are allowed to be considered in the summer, and during the school year there is access to Artek schools from 5th to 11th grade.

Remember that no child, regardless of the method of financing, can enter twice in the same year.

Prices for tours

If a child does not meet the criteria for free sponsored programs or institutions or partner enterprises, but there is an opportunity to break into Artek through commercial means, it is important to take into account that the cost of the trip is currently 80 thousand rubles for one trip (21 days).

You can also purchase Artek-certified programs from the tour operator Mosgortur to Bulgarian Varna - SOK Kamchia - for a fee. This resort was completely purchased by the Moscow Government and is intended for health improvement, recreation and creative learning, development of young Russians and children from other countries.

It includes two children's camps - "Chernomorsky" and "Rainbow", GC "Longoz", cottage village "Pirin" and Children's Children's Center "Zdravets". It also includes an educational complex, an amphitheater, a sports complex and a restaurant.

“Kamchia” can annually accommodate up to 25 thousand children, as well as families with small children, and it operates year-round.

What do you need to know about shifts?

Rest and study at the international children's camp are carried out traditionally - on arrivals. One shift is 21 days. Admission of children is carried out strictly on the days of arrival approved by the schedule for the corresponding year. Moreover, if within one shift you arrived on the first day of arrival, then you will leave the camp no later than the first day of departure.

Children arriving for a certain shift, accompanied by their parents individually, gather in the Simferopol base hotel (located on Gagarin St., 5). There is also the option of meeting organized groups of children at Simferopol airport (organized transfer).

If a child arrives on the territory of the MDC independently, his separate meeting and transfer are not provided, and the written consent of the guardians is required by law to move within the territory of the Russian Federation in a similar format (copies of the parents’ identity documents must be attached).

You can leave your shift early only if it is handed over to parents who have a notarized power of attorney from the parents to third parties, or with a legally issued permit for independent movement around the country.

There are usually 15 shifts in total per year (arrival day – departure day + shift by 1 day upward, if necessary):

Who is eligible

The state has developed a law guaranteeing the right of every child to rest. Article 12 of this legal act states that certain categories of children have the right to receive benefits.

On a general basis, children from 7 years of age, but not older than 15 years, have the right to relax in camps. Categories of minors are identified as beneficiaries, and their travel must be paid for from the budget of regional authorities. Such beneficiaries include:

  • children left without guardianship;
  • children considered orphans;
  • children of mothers with single status;
  • children from large families;
  • disabled minors;
  • children whose parents work in the public sector;

For minors whose parents work in the public sector, compensation for the paid trip can be 90%.

For example, my husband just recently received compensation for our daughter's paid camp. Initially, he had to pay for her trip in full and then apply for compensation.

As a result, the cost of the camp was not 22,000 rubles, but only 2,200 rubles.

For all other categories, the state can compensate 15-80% of the cost, depending on regional legislation. It is local acts that contain information about the amount of compensation for their budget of a given subject.

What documents are needed

Any issuance of vouchers is carried out by social security authorities. Therefore, to obtain them, you must contact these authorities in accordance with your residential address. To register in order to receive a discounted voucher, you will need the following documents:

  1. Application completed in accordance with the established requirements for it. Typically, each social security agency has a prepared application form.
  2. Photocopy of the applicant's passport. In this case, the applicant will be a parent or other person who has the right to represent the interests of the child in government institutions.
  3. Certificates of family income are required not only in cases where the claim for benefits is based on recognition of the family as low-income.
  4. A certificate confirming the birth of a child who is sent to the camp.
  5. Passport of a teenager, if he has reached 14 years of age.
  6. Documents confirming the registration of the child in the region of application. A prerequisite is that the minor must be registered in a specific region in order for the trip to be paid for from the regional budget.

This is the main list of papers. In addition, it is also required to submit additional documents indicating the basis for receiving the benefit. Depending on your specific situation, you may need:

  1. In case of disability - a medical report. It is done by a special social commission. In addition, a rehabilitation program is always drawn up at the conclusion, which prescribes the necessary direction of a sanatorium or children's camp.
  2. If the child is in poor health or undergoing surgery, a medical certificate issued by the attending physician is required. This document should state that it recommends a resort holiday as an additional treatment.
  3. For large families, a certificate confirming this status is required. It is issued by the same social security agency.
  4. Orphans will need evidence or court decisions indicating the death of their parents or their recognition as missing.
  5. Children left without guardianship will need documents confirming this fact.
  6. Single mothers bring a certificate indicating that there is no entry about him in the father column. Also, sometimes you may need a certificate from the registry office using a special form 25.
  7. Families in distress present income certificates. It is necessary to show income for the last 3 months to each family member. This takes into account not only wages, but also other payments that all family members receive.

Based on the submitted application, social protection authorities make a decision on whether the child meets the preferential category. Applications for next year are accepted in advance. All children whose applications have been successfully reviewed are placed on a waiting list. When the number of preferential places ends, enrollment of children for the current year stops.

The amount of benefits is set individually by each subject of the Russian Federation. Therefore, the same category of persons in one region can receive a discount of 80%, and in another region - only 50%. This application form may vary slightly in different regions. But its filling order and essence remain the same.

After the child has been placed on the waiting list, it is necessary to prepare additional medical papers confirming the child’s health:

  • sanatorium-resort card , it is issued by a pediatrician;
  • a certificate that there was no contact with infectiously infected people;
  • a certificate from a pediatrician about the state of health and the presence of contraindications;
  • an extract from the medical history if the child has health problems;
  • card , which reflects all vaccinations given;
  • photocopies of the compulsory medical insurance policy and a certificate confirming the birth of the child.

To obtain a certificate from a pediatrician indicating the health of the child, you will need to undergo mandatory tests, as well as undergo certain doctors. But remember that the tests have a limited validity period, so it is better to take them after you have already received your permit.

Application methods

You need to send the application and collected documents to Social Security. You can do this in several ways:

  1. By personal appeal to this body . Typically, this government institution is always crowded with people, so it is better to contact it by making an appointment in advance. Submitting an application in this way will help you clarify all the questions that interest you, since when submitting an application, employees will be able to tell you how best to proceed in your situation in order to receive a preferential voucher.
  2. Personal appeal to the MFC . These centers act as intermediaries between government agencies and ordinary people. Therefore, you can submit any application here. But it will arrive for consideration only after 1-3 days, since this time will be required to deliver the correspondence to a certain institution. The center staff will also give you an application form and help you complete it.

You can submit an application in the same way through a representative, but then he must have a notarized power of attorney, giving him the right to represent the interests of your child instead of you.

When to apply

Application deadlines vary. Typically, applications are accepted in the spring, 3 months before the start of the summer season. However, some regions and children's camps announce the acceptance of applications almost immediately after the end of the previous summer period. Therefore, you need to check with Social Security for specific deadlines in your region.

If you are sending a child of preschool age, as well as someone who requires care due to his health condition, you can sign up for the “Mother and Child” program. It gives the mother the right to accompany her child. At the same time, food and accommodation will also be paid for. But you will have to pay for travel to the camp yourself.

Methods for obtaining vouchers

The legislation provides for 2 main ways in which you can obtain a voucher:

  1. If you have certain benefits that you can count on, you must first submit an application to get in line, and then, after receiving the voucher, send your child on vacation.
  2. If you do not expect to receive a completely free trip, you must purchase a trip to the camp at full price. Then you will be able to compensate for the part of the funds due to you by submitting an appropriate application.

You can also reimburse the entire cost of the trip if you are entitled to such a benefit. To receive compensation you will need to collect the following documents:

  • a check confirming payment of a certain cost of the trip;
  • a certificate from the camp confirming that your child was actually there.

Along with these documents, the above-mentioned papers are also submitted, indicating the benefit you are entitled to.

It is also possible to find out about the availability of benefits at the medical institution where your child is being treated. To do this, you need to request a referral from your doctor.

In addition, you can ask about the possibility of going to the camp at the educational institution. To receive such benefits, you must be a winner of Olympiads, grants, have sporting achievements or good grades.

For example, my eldest son once had the opportunity to go to a sports camp completely free of charge, since he took several prizes in sports competitions. At that time, 15 vouchers were allocated for each school. And my son was one of the lucky ones who got this opportunity .

Recommendations

As a parent of two children whom I regularly try to send to camp for the summer, my advice is the following:

  1. Request information about conditions and possible benefits in the fall so that you have time to prepare all the necessary documents by the time you submit your application.
  2. Submit your application as soon as applications open. There is no need to wait until the last minute, as there are many people who want to get permits.
  3. If they tell you there are no free places in the queue, stay in it anyway. People have various circumstances in their lives due to which they may refuse a trip. Therefore, you can get a place even if you did not manage to get in line in time.
  4. Keep the required documents to reimburse you for your camp expenses. But remember that the state compensates only a strictly established amount, depending on the calculation of the cost of living in this region, on the days of living in the camp, as well as on the services that are provided in it. Therefore, there is no point in choosing an expensive camp, compared to other similar ones, in the hope that you will be paid the full amount.
