Postpartum payments. Maternity benefits after the birth of a child

Postpartum payments are benefits that a young family receives after the birth of a baby. Some of them are entitled only to the mother (sick leave for pregnancy and childbirth), others can be received by the father or mother (one-time compensation for the birth of a child). In the regions, authorities can additionally subsidize families from their own budget. Let's consider in detail all the options for payments for a child.

Maternity payments

Maternity benefits are a general concept for various benefits provided to women during pregnancy and after childbirth. In this article we present a comprehensive overview.

What exactly parents receive after the birth of a child, in what amount and for how long, is determined by the legislation of the Russian Federation. The standard set of payments looks like this:

  1. Benefit for early registration at the antenatal clinic. If the expectant mother managed to register for pregnancy before the 12th week, then she is entitled to 680.40 rubles.
  1. Payment of sick leave for pregnancy and childbirth. Popularly known as “maternity leave.” Only officially employed citizens can issue sick leave and receive payment.

The amount of payments is affected by the woman’s official income for the previous two years. The average daily wage is paid for all 140 days of sick leave. At the same time, there are restrictions on the “upper” and “lower” payout limits.

The maximum compensation is 322,191.78 (with standard sick leave of 140 days). The minimum benefit depends on the minimum wage and cannot be less than 55831.23. This is exactly the kind of maternity and postpartum payments that a woman can count on in 2020 in terms of the Birth and Employment benefits.

In addition to employed women, benefits can be received by full-time students and women giving birth who were laid off as a result of the liquidation of an enterprise. The latter must be recognized as unemployed through the employment center, and their benefit amount will be meager.

Also, individual entrepreneurs who independently pay insurance premiums to the Social Insurance Fund can receive benefits for BiR.

  1. One-time benefit at birth. This payment is received by one of the parents - the one who is employed. If both parents work, then the mother has priority. From 02/01/2020, the benefit amount is 18,143.96 rubles. Issued immediately after birth.

The name of the payment directly at the birth of a child can be seen from the last paragraph - it is a one-time benefit. But there is something more. Read more in the next section “Postpartum payments”.

Postpartum payments

What payments are due after childbirth and how much are they? What other payments after childbirth, besides a one-time benefit, can a young family count on?

Firstly, compensation for additional days of sick leave according to the BiR. The standard period for maternity payments is 140 days, provided that there are no complications. But situations are different, sometimes sick leave increases:

  • Surgical intervention during childbirth (most often we are talking about caesarean section);
  • Conception through IVF;
  • Multiple pregnancy (if this was not known in advance);
  • Problems encountered during childbirth, both with mother and child.

Sick leave under BiR can be extended by 16-40 days, depending on the condition of the mother or child. If the sick leave is extended, then there is a need to pay for it. The rules for additional accruals are the same as we described above - based on average daily earnings.

To receive payments after childbirth, you must submit a new sick leave certificate, a birth certificate and an application to the HR department. Within 10 days he will pay the additional accrued benefits. Usually the money is transferred on the next payday.

The second type of additional compensation that parents can claim is a regional-level postpartum benefit or, as it is also called, “governor’s” payments. The size and conditions depend on the state of the regional budget. For example:

  1. In Moscow, if the parents’ age does not exceed 30 years, for each child born in the family, 5 to 10 times the subsistence minimum is paid at a time. Parents whose age is older are entitled to one-time payments in the amount of 14,497 rubles.
  1. In St. Petersburg, the amount of compensation ranges from 28,257 to 47,096 rubles for the first to third child. The compensation is strictly targeted and can be spent exclusively on children's things and accessories.
  2. In Volgograd and the region, parents are paid an additional 16,350 rubles.

In a number of regions there is an additional program, according to which parents of a newborn receive not only cash payments, but also clothing sets. A gift is given to a newborn upon discharge from the hospital.

Exact information about what postpartum payments exist in 2020 in the regions of Russia, as well as how much the amount of payments is, can be found in the social security authorities at your place of residence. And we are moving to a one-time benefit.

What benefits are paid after the birth of a child?

So, the main thing that is paid after the birth of a child is a lump sum benefit.

The specified postpartum lump sum payment for 2020 is federal and is due to all parents without exception. Unlike sick leave under BiR, not only the mother, but also the father (one of the parents) can receive a one-time child benefit. In addition, the benefit is paid regardless of whether the parents work or not.

In 2020, the following level of cash payments at the birth of a child has been established:

  1. In January - 17,478.73 rubles;
  2. From February to the end of the year - 18,143.96 rubles.

Regions such as Primorsky Krai, Kamchatka, Murmansk Region and others use an increasing coefficient when calculating benefits.

Postpartum benefits in 2020 in the form of a lump sum payment are also provided to citizens who have adopted a child.

How to get postpartum money and payments

Payment of money after childbirth.

Payment of sick leave according to BiR (“maternity leave” when going on sick leave before childbirth):

  • Employed women receive compensation at their place of work.
  • Individual entrepreneurs who have paid contributions to the Social Insurance Fund apply to social insurance.
  • Pregnant women who are laid off due to layoffs, registered with the labor exchange, as well as full-time students must contact social security.

In the last two cases, the benefit is calculated within 10 days from the date of application and paid until the 26th of the next month.

Simultaneously with the B&R compensation, a benefit for registration in the early stages of pregnancy is also paid. You need to apply for benefits at the same place where the woman receives maternity benefits. The payment terms are also similar.

One-time benefit for the pregnant wife of a serviceman

A lump sum benefit at birth is received by:

  • Employed mother or father of the child - at the place of work within 10 days from the date of submission of the application;
  • All other categories of citizens are included in social security (accrued within 10 days, and payment until the 26th of the next month).

An application for payment of a lump sum compensation must be submitted within 6 months from the date of birth of the baby.

Regional benefits are assigned by territorial social protection authorities, and they also transfer money to the account. The department's staff will advise on how to receive postpartum payments for employed, unemployed and students. After submitting the application, social security is obliged to review the documents and make a decision on payment within 10 days, after which parents are notified of the timing of the payment of compensation.

Amount of postpartum payments

The increase in postpartum benefits in 2020 will affect a lump sum payment at the birth of a child and compensation for early registration. Major changes are made annually from February 1 and 2020 is no exception. Compensation for the birth of a child will be indexed by a factor of 1.083 and will amount to 18,143 rubles, the allowance for early registration will be 680.40 rubles

What amount of postpartum 2020 is paid by local authorities depends on each region separately.

The authorities of the subject independently determine the type of payment, its size and indexation procedure.

A social security employee will tell you exactly what amount is paid after childbirth in the region where the mother or father of the child lives. This is where you need to apply for all regional payments.

How much do they pay at work for having a child? We partially answered this question in the first section of the article. We are talking about sick leave according to BiR (they are also “maternity benefits”, they are also “maternity benefits”). Now in more detail.

  • To assign compensation under the BiR, the woman’s average income for the two calendar years preceding the year of maternity leave is taken into account (in 2020 – for 2018 and 1019).
  • The required payments are calculated using the formula:
  • The maximum amount of annual earnings for calculating compensation under the BiR in 2020 will be 1,680,000 rubles, respectively, the maximum amount of payments for 140 days of standard sick leave will be 322,191.80 rubles (301,095.20 rubles in 2019).
  • The minimum payments in 2020 are calculated based on the minimum wage at the time of going on maternity leave and amount to 55,830.60 rubles (in 2019 – 51,919.00 rubles).

It is important to know!

Young parents are interested not only in how much they pay upon the birth of a child, but also in what gifts the newborn is entitled to from the state. Since 2019, more and more regions have joined the Gift for a Newborn program.

The composition of the sets is very different and depends on the region. In Moscow, Sobyanin’s “gift” includes 44 items for newborns - from special scissors to bed linen, and in the Republic of Bashkortostan - a cap, a diaper and undershirts. The kits are given to young mothers upon discharge from the maternity hospital. Read more about gifts here.

This concludes our review of “Postpartum Payments”.

Sequence of paperwork for a newborn child in 2020

Hello dear readers. You are on the page of ProfiKomment magazine, a publication that writes on the most pressing social issues. The benefit after the birth of a child in 2020 is a monthly receipt of funds in the amount of one subsistence minimum per child in the region for 1.5 years (or 18 months). It is worth noting that payments are made even if the first child appears in the family. This manual is popularly called Putin's. Even from 2020, it will be possible to receive money for the third child in the family.

Such social assistance will help young parents ease their financial expenses a little after the child is born. It is important to apply for this money on time, otherwise difficulties may arise 6 months after the birth of the baby. This money significantly helps parents provide the proper level of care for their newborn.

Documents for obtaining monthly child benefits

As always, the procedure for receiving any benefit or benefit begins with the collection of documents and certificates. What list of documents is required to receive Putin’s child benefit in 2020?

In order to make a request for financial assistance for children in 2019, the following documents should be prepared:

  1. A handwritten statement or request for payment of funds;
  2. Certificate of registration of the newborn;
  3. A document from the place of work of the second legal representative of the newborn to prove that the benefit was not previously received;
  4. A certified extract from the employment record from the last place of work. This document will only be needed if the payment will be made by social security authorities;
  5. Divorce certificate. It will only be needed if this factor exists.

It is worth noting that documents must be prepared no later than six months from the date of birth of the newborn. After 10 days, from the moment of transfer of all necessary papers, the material payment will be ready.

Payments are made by the employer for a period of 10 days, and social security authorities make payments:

no later than the twenty-sixth day of each month

The amount of Putin's child benefit

The benefit amount is fixed and is indexed by a factor of 1.043. In 2020, the amount of Putin’s child benefit will be about 12,000 rubles - approximately equal to the minimum wage of 12,260 rubles.

But if one of the parents is a worker in the vicinity of the Far North, then:

the payment amount will be increased in relation to the regional coefficient

Payments are made at the place of official work of one of the legal representatives in whose name the payment was made. And if the payment is handled by social protection, then according to the actual region of residence - by the Federal Social Security bodies.

Do not forget, if one of the parents does not have his own work, but is engaged in housekeeping, then:

Payments will be made to the parent who has a place of work.

It should be mentioned that the Federal Social Security bodies deal with payments if one of the parents does not have an official place of work or for students who are enrolled in full-time studies at an educational institution.

Where to apply for child benefits

To receive monthly payments for a newborn, you should know where to go. Therefore, let us consider this point in detail together.

Typically, young parents, who are the official representatives of the newborn, transfer all the required papers directly to their employer at the place of work or military service, one of the child’s representatives.

However, if both parents do not have a permanent and official job, then you will need to contact the Social Security Service at the place of residence of the family.

USZN - Department of Social Protection of the Population

After 2011, most of all regions of the Russian Federation were completely transferred to full servicing of the Social Security Fund. But if the parents have a place of work, they will still have to contact their employer with documents.

The sequence of actions to receive payment is as follows:

  • Preparation and collection of documents no later than 6 months after the child was born;
  • Appeal to the employer/FSZ/USZN;
  • Waiting and receiving funds within 10 days from the date of submission of documents.

Registration of a newborn, preparing the baby’s first documents

The first stage of registration of a newborn is birth registration.

We recommend that you do not delay registration and register your baby in the first month of his life. To do this, you need to choose a name for the child and submit an application for the birth of the child to any registry office in your city.

This can be done regardless of your registration. When registering a newborn, the child’s parents, one of the parents, or any authorized person, such as a grandmother, can submit an application to the registry office.

If the marriage is civil, then only both parents can submit an application.

To register a newborn, the registry office must provide the following documents: a birth certificate (issued at the maternity hospital upon discharge) and passports of the mother and father; if the application is submitted by an authorized person, then his passport and a power of attorney from the child’s parents. The child’s birth certificate is the baby’s very first document and is provided to parents on the same day they apply to the registry office.

The next stage of registration of a newborn is registration.

After receiving the birth certificate, you need to apply for registration; to do this, you need to go to the passport office with the passports of both parents and the child’s birth certificate.

If the parents are registered in different places, it is also necessary to provide an extract from the house register from the place of residence of the second parent, to whom the child will not be registered, this is necessary so that the child is not registered in two places of residence.

This stage of registering a newborn also needs to be done as soon as possible, preferably in the first month. The third stage of registering a newborn is obtaining a compulsory medical insurance policy

To apply for a compulsory medical insurance policy, you need to contact the compulsory medical insurance fund at your place of registration, you must have with you the passport of one of the parents and the baby’s birth certificate. There is also no need to delay the registration of the policy, since without a policy the clinic may not accept you. And the last stage of registration of a newborn is obtaining citizenship.

To obtain citizenship, the passport and visa department of the police must provide originals and copies of parents’ passports, a birth certificate, a marriage certificate, an extract from the house register, which must indicate that there are no debts in the apartment where the child is registered.

After registering the newborn, you can begin to apply for benefits. A one-time benefit for the birth of a child can only be received until the child is 6 months old.

“Luzhkov payments” to young families at the birth of a child in Moscow

Due to the high cost of living in Moscow, the capital’s authorities are taking measures to support families joining the population.

One of the measures to stimulate the birth rate was called “Luzhkov payments” to a young family upon the birth of a child, named after the mayor who initiated it. Yu.M. Luzhkov approved City Government Resolution No. 199-PP on April 6, 2004.

The purpose of the benefit is regulated by the Moscow City Law “On Youth” dated September 30, 2009 No. 39. Despite the change of the mayor, the activities are also valid in 2019-2020.

Criteria for allocating assistance

The city authorities have developed conditions for providing additional payments at the birth of a child.

  • budget funds are spent only on members of young families;
  • the applicant must have Moscow registration;
  • You should apply within a year after giving birth.

Attention! One of the young parents must be a citizen of the Russian Federation. The second may have citizenship of another state or Russian, but not have a passport.

The concept of "young family"

The above law provides a definition that is of great importance when assigning an additional one-time benefit. Young families in Moscow include the following:

  1. Citizens, regardless of the presence of a marriage certificate, under 30 years of age (at the time of birth):
    • spouses;
    • adoptive parents;
    • single mother (sole adoptive parent);
  2. One of whom has a permanent residence permit within the metropolis and has registered a newborn (adopted child) at his place of registration.

All criteria are taken into account on the date of birth of the baby. That is, you cannot use Luzhkov’s help if registration in the capital or citizenship was obtained later than your birthday.

Clue! Temporary registration does not give the right to receive budget money under this program.

Do you need expert advice on this issue? Describe your problem and our lawyers will contact you as soon as possible.

Payment amount

The amount of payment depends on the average cost of living for metropolitan residents, which is determined quarterly until the end of the month following the reporting month (for the third quarter until October 30). The calculation is based on the date of birth of the baby. The amount of the benefit, in addition, depends on the order of the newborn (determined in chronological order by birthday).

Benefit amount table according to latest data

Child's priority According to the subsistence level (LM) In rubles First 5 81 300 Second 7 113 820 Third and subsequent 10 162 600

Hint: the order of children living in families is taken into account:

  1. from the mother - those born by her in any marriage;
  2. from father:
    • appeared in the family after marriage registration;
    • registered with the civil registry office before birth.

Example

Radugina applied for benefits on August 17, 2017. The family fully satisfied the legal criteria. Four young children were raised there:
