Step 2. Monitor the movement of the queue. On the State Services portal this is done like this: we look in the category of services “Registration for kindergarten”, there we select the item “Check queue”.

From January 8, 2020, the law on electronic queues for kindergartens

It is now easier to register for kindergartens.
Uniform conditions for electronic registration in kindergartens are designed to guarantee equal access to the service regardless of region of residence.

On January 8, a law comes into force that determines the legal status of already existing information systems that ensure the maintenance of an “electronic queue” in kindergartens. At the federal level, such a system has been operating since April 1, 2014. Regions have their own “electronic queues”, information from which is automatically transmitted to the federal level.

The law increases the transparency of the distribution of places in kindergartens and creates an objective picture of the availability of preschool education.

The law also establishes a unified organizational and technical basis for enrolling children in kindergartens using information systems, including establishing an exhaustive list of information that must be contained in the information system.

“Today, “electronic queues” for admission to kindergarten are already used in the regions and at the federal level.

The purpose of the bill is to create uniform conditions for the provision of this service and guarantee equal access to it for all citizens, regardless of the region in which they live.

This will simplify the registration procedure for kindergarten, save time and effort for parents and significantly reduce corruption risks in this area,” Chairman of the State Duma Vyacheslav Volodin previously said, noting that the draft law was developed in pursuance of the President’s instructions.

A single electronic queue will be formed to register children in kindergartens

Amendments to the Federal Law “On Education in the Russian Federation” establish a unified organizational and technical basis for electronic systems that are used to form a queue for the enrollment of children in preschool educational institutions. This, according to the authors of the bill, will guarantee equal access to this service for all citizens, regardless of their region of residence.

The bill was prepared by the Cabinet of Ministers on behalf of Russian President Vladimir Putin. According to deputy Oleg Nikolaev, the introduction of a single electronic queue will make this procedure more transparent.

Each parent who needs a place for their child in kindergarten will have the opportunity to independently monitor the status of the queue and progress along it.

State Duma Speaker Vyacheslav Volodin believes that this will simplify the procedure itself and “significantly reduce corruption risks in this area.” The law was adopted by the State Duma in the final third reading.

The law signed by Putin changes the rules for enrollment in schools

The administration of the Odintsovo city district has assigned schools to the territories for the 2020-2021 academic year. Officials once again tried to distribute the children evenly. But this time the situation may be heated by the law signed in December 2019 by Vladimir PUTIN on priority enrollment of brothers and sisters in one school.

  • As last year, the district administration used a scheme whereby houses are assigned not to one school, but to several at once.
  • However, according to the December law signed by the president (the State Duma adopted the document in November), children living in the same family and having a common place of residence have the right of preferential admission to primary school (grades 1 to 4) and kindergartens in which their brothers and ( or) sisters .
  • Corresponding amendments have been made to the Family Code of the Russian Federation and the Law on Education.
  • The authors of the law justified its necessity by the fact that previously parents had difficulties when trying to enroll their children in one school or kindergarten - because of this they had to take (take) their children to different institutions that are far from each other.
  • The explanatory note stated that this situation creates “obvious inconveniences for both children and their parents, and accordingly does not contribute to strengthening the family or creating favorable conditions for solving the demographic problem in the country.”

Parents have the right to demand that their second and subsequent children be enrolled in school, with priority given to the first. Will everyone be able to achieve this?

The Moscow Region Ministry of Education does not explain the nuances. But the Ministry of Education and Science of Tatarstan issued a message on January 9: school management will be able to refuse priority admission to a child if there are no empty places in the institution.   

In Odintsovo, the greatest excitement arises around admission to the OLG (Linguistic Gymnasium). The struggle when submitting applications through government services is such that seconds decide the child’s fate. Now, the first ranks of applicants will be the second children of parents who previously managed to place their first children in a “round school”.

School preparation courses do not provide benefits

All municipal schools offer paid training courses for preschool children. Their cost is established by a resolution of the municipal administration. Thus, for the 2019-2020 academic year, the most expensive preparatory courses are at the Odintsovo Linguistic Gymnasium.

One lesson on the adaptation program for children of senior preschool age - 313 rubles. Moreover, such a program includes literacy and mathematics (2 times a week), as well as logic, speech development, choreography and orchestra (one lesson per week).

  4. Arguments on the basis of which the applicant does not agree with the decision and action (inaction) of the educational organization or an official of the educational organization.

The applicant may submit documents (if any) confirming the applicant’s arguments, or copies thereof.

If the complaint is submitted through a representative of the applicant, a document confirming the authority to take actions on behalf of the applicant is also submitted. The following may be submitted as a document confirming the authority to carry out actions on behalf of the applicant:

  1. A power of attorney issued in accordance with the legislation of the Russian Federation;
  2. A copy of the decision of the authorized body (official) on appointment or election, or an order on the appointment of an individual to a position, according to which such an individual has the right to act on behalf of the applicant without a power of attorney.

The complaint is considered by the educational organization providing the service, the provision of which was violated as a result of decisions and actions (inaction) of the educational organization or its official.

If the decisions of the head of an educational organization are appealed, the complaint is submitted to the executive body of state power of St. Petersburg, which is in charge of the educational organization, and is considered in the prescribed manner.

  1. If the competence of the educational organization does not include making a decision on the complaint, within 3 working days from the date of its registration, the specified educational organization sends the complaint to the executive body of state power of St. Petersburg, which is in charge of the educational organization, and informs the applicant in writing about redirecting the complaint.
  2. In this case, the period for consideration of the complaint is calculated from the date of registration of the complaint with the executive body of state power of St. Petersburg, which is in charge of the educational organization.
  3. When a complaint is received through the MFC, it ensures its transfer to the educational organization or executive body of state power of St. Petersburg, which is in charge of the educational organization, no later than the next working day from the date of receipt of the complaint.
  4. A complaint about a violation of the procedure for providing MFC services is considered in accordance with the established procedure by the Education Committee.
  5. In this case, the period for consideration of the complaint is calculated from the date of registration of the complaint with the Education Committee.
  6. A complaint about a violation of the activities of MAIS EGU, of which the Portal is a subsystem, is considered in accordance with the established procedure by the Committee on Informatization and Communications.

  8. The applicant may file a complaint, including in the following cases:
  1. Violation of the deadline for registering the applicant’s request for the provision of services;

  2. Number, date, place of the decision, including information about the official whose decision or action (inaction) is being appealed;

  4. Grounds for making a decision on the complaint;

  • The response based on the results of consideration of the complaint is signed by the official of the educational organization authorized to consider the complaint.
  • At the request of the applicant, a response based on the results of consideration of the complaint can be submitted no later than the day following the day the decision was made, in the form of an electronic document signed with the electronic signature of an official of the educational organization authorized to consider the complaint, the type of which is established by the legislation of the Russian Federation.
  • The educational organization refuses to satisfy the complaint in the following cases:
  1. The presence of a court decision that has entered into legal force on the same subject and on the same grounds;
  2. Filing a complaint by a person whose powers have not been confirmed in the manner established by the legislation of the Russian Federation;
  3. Availability of a decision on a complaint made earlier in accordance with established requirements in relation to the same applicant and on the same subject of the complaint (on the same grounds);
  4. Failure to confirm the facts contained in the complaint.

If the complaint contains obscene or offensive language, threats to the life, health and property of an official, as well as members of his family, the official has the right to leave the complaint unanswered on the merits of the questions raised in it and inform the citizen who sent the complaint about the inadmissibility of abuse of rights . The citizen who filed the complaint is notified of this decision by the government body or official to whom the complaint was received.

  1. When to enroll your child in school for 2020-2021 in Russia
