The procedure for paying state benefits related to the birth of children is determined by Federal Law No. 81-FZ dated May 19, 1995 (hereinafter referred to as the Law). They install:

  • types of assistance to parents;

How to receive a lump sum payment upon the birth of a child?

A one-time allowance when a child joins a family can be paid only to one of his parents (mother or father), provided that the second of them presents a certificate stating that he did not receive it. In this case, one of the options applies:

  • at the place of the working parent, if the second is not officially employed;
  • at the place of work of one of the parents, if both are employed;
  • through the Social Insurance Fund if both do not have a place of work.

Documents are provided according to the following list:

  • an application requesting payment of one-time assistance;
  • passport;
  • baby's birth certificate;
  • birth certificate issued by the civil registry office;
  • a certificate confirming the registration of the parents’ marriage;
  • in case of divorce - a corresponding certificate;
  • a certificate stating that the benefit was not received by the other parent (from his place of work or from the social security authority in the absence of official employment).

Who is eligible for payment?

All Russian citizens can count on one-time financial support from the state:

  • persons working under an employment contract, from whose earnings transfers are made to the Social Insurance Fund (clause 27 of the Regulation of the Ministry of Health and Social Development No. 1012N);
  • unemployed citizens, students (clause 29 of the Regulation of the Ministry of Health and Social Development No. 1012N)
  • foreigners permanently residing in the territory of the Russian Federation who make contributions to the Social Insurance Fund (Article 2 of Federal Law No. 255);

How to correctly fill out an application for payment of a lump sum benefit upon the birth of a child in 2020?

Order No. 578 of the Social Insurance Fund dated November 24, 2017 approved the application form, which is valid from December 29, 2017. Its form contains all the necessary information for the assignment and payment of benefits.

The filling rules include the need to enter data:

  • block letters;
  • black ink;
  • ballpoint, fountain, gel or capillary pen.

Each entry must be located within its own area. The use of printing media is acceptable.

  1. Name of the FSS body to which the application is sent (without abbreviations);
  2. Full name of the applicant;
  3. Marks on the assignment and payment, as well as a one-time benefit for the birth of a child, are placed in the appropriate cells;
  4. In the payment method block, the mark indicates the one that will be convenient for the applicant to receive funds.
  5. The details of the banking institution and the details of the account where the benefit should be credited are indicated. If the applicant has a payment card that is a national payment instrument, only its number is filled in.
  6. Sections I, II, III. Provide information about the applicant:

The next block contains data on the documents attached to the application and is also divided into sections, of which, when applying for a one-time benefit at the birth of a baby, only section IV must be completed.

In the corresponding cell, a mark is placed on the form of the certificate from the registry office, its date and number. Data on the birth certificate are filled in if it is issued at a consular office of the Russian Federation, other documents - if they are issued by an authority of a foreign state. Information on the assignment of benefits is filled out by the employer, who prescribes:

  • type of employment of the applicant employee;
  • SNILS and TIN of the employee;
  • replacement of calendar periods, if there is such a statement from the employee;
  • a note is made that the employer confirms the payment of contributions to the Social Insurance Fund for the recipient of benefits;
  • certifies with the position, full name of the employer’s representative and his personal signature;
  • employer's contact phone number.

After receiving and checking the application, the FSS representative must put a mark on it indicating the full name, personal signature and date.

When and where to apply?

The period for filing an application for any of the types of benefits prescribed under this Law is contained in Article 17.2. In particular, one-time assistance from the state at the birth of a child can be paid if the application is submitted no later than 6 months from the date of his birth.

The application is filled out by the parent or legal representative (guardian) of the child and submitted to:

  • to the accounting department of the employing organization, if at least one of the parents (guardian) is officially employed;
  • to the body authorized to assign and pay benefits at the place of residence of parents or guardians if they are unemployed.

When and how much will they pay?

To make a decision on the assignment and payment of benefits, 10 days are given, counted from the date of submission of the application with the necessary package of documents. This period is the same for employers and government authorities (social protection), where the citizen applied in accordance with his category.

Payment is made in the following order:

  • the employer is obliged to pay benefits to the applicant within a 10-day period;
  • by the 26th day of the month following the date of application.

In accordance with Government Decree No. 32 dated January 24, 2019, the size of the lump sum payment upon the birth of a baby in the family for 2020 is set at 17,479.73 rubles.

It should be taken into account that in the territories of the country where increasing regional coefficients are in effect, the benefit is indexed by the value of this coefficient.

For example, a locality is classified as a territory where there is a 15% bonus to wages. The same applies to the calculation of benefits.

The decision to assign this one-time social benefit to a child is made by the administration of the organization or the social protection body within ten days from the date of submission of documents. In case of refusal to obtain an extradition, the applicant is notified within five days and receives the entire package of documents.
