Applying for it is not difficult: it took me 10 minutes to fill out the application form, 3,500 rubles for the state fee and another 3 weeks to wait for the passport to be produced.

The procedure is as follows: come with a package of documents and photographs, wait for your turn, pay the state fee at the terminal, fill out an application by hand - three pages in duplicate. If you make a mistake, you will have to write again. They can fill out the application for you; it costs about 1,000 rubles.

You will pick up your passport at the Ministry of Internal Affairs office or its representative office. But if in the next five years you plan to get married and change your last name or are preparing a document for a newborn child, it is more profitable to make an old-style international passport - for 5 years.

Type of appeal (clause 5). There are several options for obtaining a document:

  1. At your place of residence - if you submit documents in the city in which you have permanent residence. The waiting period for a completed international passport is up to 1 month.
  2. At the place of actual residence - if you submit documents in a city in which you have neither residence permit nor temporary registration. The waiting period is up to 3 months.
  3. At your place of residence - if you submit documents in a city where there is temporary registration. The waiting period is also up to 3 months.

My family lives in St. Petersburg. My child and I have permanent registration, so our passports were ready in 17 days. My husband is registered in another city - he was given a passport 53 days later.

The photo (item 6) is needed only for the application form. You will have your passport photograph taken at the Ministry of Internal Affairs when you are invited to submit original documents. You can attach any photograph of yourself to the application form: color or black and white on a neutral background. The main thing is that it meets the requirements.

Applications are checked by employees of the Ministry of Internal Affairs, which usually takes no more than two working days. If an error is found, you will be sent an email indicating what needs to be corrected. Install the government services mobile app to receive alerts on your smartphone.

A receipt for payment will be sent by mail. The message states that it is not necessary to print and bring this receipt. But it seems to me that it is better to play it safe and take the receipt with you.

After you have paid the state fee, a letter will be sent to your post office with an invitation to visit the department of the Ministry of Internal Affairs. I received such a letter 10 days after filling out the form. For my husband, who submitted an application not at his place of registration, the wait took 53 days.

You will be offered a specific day and time - for example, from 16:30 to 17:00. The same interval will be assigned to several more people; you will be admitted on a first-come, first-served basis.

If you can’t come at this time, you can come any other day, but then you’ll have to stand in a general queue.

I arrived half an hour before the appointed time, was first in line and therefore walked in exactly at 16:30. I spent about 15 minutes in the office.

The letter will contain a list of documents that need to be brought. No photo is needed: the employee will take your photo himself. Even if you are applying for a passport for a newborn child, they will help you take a photo.

Invitation to pick up a passport

After you have submitted the original documents and taken a photo, you will receive an invitation to pick up your passport. It took both me and my husband 7 days to complete it. We were not assigned a specific day and time, so we came and waited in line.

My child and I received passports in August. The staff of the Unified Center suggested that the longest queues are in the summer and late spring. Therefore, it is better to come from October to March.

  1. To save time, nerves and money, it is better to apply for a foreign passport through the government services website.
  2. The processing time for a passport depends on whether you are registered in your city or not. Interval - from 2 weeks to 3 months.
  3. You will have to go to the Ministry of Internal Affairs office at least 2 times - to take the original documents and take photos, and to pick up the finished passport.
  4. The quietest time to apply for a passport is from October to March.

You can urgently issue only an old-style international passport. Despite the fact that it is issued after three days, the amount of the state fee will not change.

Production time for an old-style international passport:

  • up to three working days. If there are documented circumstances related to emergency treatment, serious illness or death of a close relative and requiring departure from Russia.
  • up to 20 days. If documents are submitted at the applicant’s place of residence.

After submitting an electronic application, the citizen receives a message in his personal account on State Services that he can continue to obtain a foreign passport. After verification, the Ministry of Internal Affairs will send the applicant a notification and a payment receipt.

How to pay the state fee for a foreign passport?

  1. Log in to State Services in your Personal Account and go to the notifications feed.
  2. Click on the notification of acceptance of the passport service.

In 2010, biometric foreign passports of the Russian Federation of a new type came into circulation. They differ from standard international passports not only in the presence of a microchip, but also in enhanced security measures, different durations of validity and other capabilities. Compared to the standard foreigner, its new version has both advantages and disadvantages.

Differences from the old model

The new version differs from the old one in the presence of an electronic microchip that stores the necessary information about the owner. The information includes biometric data: height, weight, iris, fingerprints of both hands and DNA. The chip duplicates data from paper media: due to this, the speed of reading it when identifying the owner’s identity increases.

Also in the new version there is a larger number of pages relative to the old one - 46 versus 36 - and there are other external differences:

  • Unlike a regular international passport, on the cover of a biometric passport the inscription is duplicated in English;
  • On the first page there is an electronic signature;
  • The owner’s photograph is applied by engraving, and not pasted in, as before;

Where to get a biometric passport

There are different ways to submit an application for a foreign passport with biometrics. The first option is through a personal visit to the Federal Migration Service (GUVM of the Ministry of Internal Affairs) or the MFC, the second is remotely in electronic form through the State Services portal.   • If available - a new identification card and an old foreign one;

  • Permission from the command of the unit in which the recipient is serving (only for military personnel).

All of the above concerns the papers that an adult applicant must provide. In turn, a citizen aged 14 to 18 must simultaneously provide identification of a guardian or other legal representative.

Additionally, you need to bring a birth certificate with the name of the representative or, in the case of adoption, certificates confirming the legitimacy of it. Also, when submitting the application form, it differs slightly.

Citizens of the Russian Federation under fourteen years of age are required to provide a document confirming citizenship (birth certificate or representative’s passport with data about the child). In addition, you will have to bring a passport or other identification document of a guardian or other representative. Otherwise, the requirements are practically the same; the application form is filled out in approximately the same way.

Photo requirements

In contrast to a “paper” passport, photographs are not pasted into a biometric foreign passport, but are literally imprinted or engraved.

Thus, there is no need for a standard paper photo, but it will still have to be attached to the package of documents.

Photos during the procedure are taken by specialists right on the spot when submitting an application, after which the result is adjusted in the desired direction.

Since a passport with biometrics stores all the owner’s data, including fingerprints, the photo format does not differ from the standard one. Since the duration of action is 10 years, it is logical to expect that the owner will have time to change in appearance. Personal identification in the future will be carried out using other data entered into the microchip.

Paper photographs that should be included with the rest of the application package must be 35 by 45 millimeters in size, as with the standard application. However, this restriction does not apply to uploading an image to the site when submitted through “Government Services”. In this case, the image size should be between 10 KB and 5 MB.

Resolution – minimum 300 dpi, good quality and extension .png, .jpg or .bmp.

Production time and cost

In this matter, the new passport differs unfavorably from the old one. Thus, the fee for 2018 is 5,000 rubles for citizens of the Russian Federation who are adults or have reached fourteen years of age, and 2,000 for those under fourteen years of age. Considering the increased convenience of this version of the foreign exchange compared to the regular one and the validity period, the price seems quite reasonable.

There is also a difference in how long the recipient has to wait. Unlike a regular passport, the production of which takes no more than one month, a biometric passport can be produced within up to four months.

The officially established maximum production time is one month. The period may be extended accordingly if the authority has doubts about the reliability of the information provided. Despite this, the average speed of paper production is approximately two months.

If you need to travel abroad frequently, for example, on business trips, a new foreign traveler will be more convenient. If the number of trips does not exceed one per year or two, it is easier to issue a paper one.

If you have changed your last name, first name or patronymic, you need to apply for a new passport. This can be done at any time after receiving documents on a name change. There are no time limits established by law.

If you have lost your international passport, report it to the territorial body of the Ministry of Internal Affairs (MVD) at your place of residence or stay. After you report the loss of the document, you can apply for a new passport for 5 or 10 years.

Urgent registration of a foreign passport

If the validity of a foreign passport has not yet expired, but an application for a new passport is submitted, then the current passport is canceled only upon receipt of a new one (while the new passport is being issued, the old one can be used). If necessary, you can issue a second valid passport, but only a biometric one valid for 10 years.

Any citizen can receive such a passport, regardless of age. Proof of frequent flights abroad is not required. For young people aged 18 to 27 years, military service must be determined.
