Many journalists immediately latched on to Pletnyova’s phrase and hastened to make headlines that the State Duma did not support the proposal of Patriarch Kirill and the Public Chamber.

It is worth noting that the deliberate desire to thicken the clouds and collect traffic on news with a negative connotation only adds a fly in the ointment to a good start.
Well, what’s wrong if we have another additional payment in our country to support large families and single fathers? Moreover, it is first proposed to work out the payment of “father’s capital” as an experiment in the Far East - within the framework of the national development program for the region. There, the implementation of the project will require 70–80 billion rubles over five years.
There is an idea to also include the Kaliningrad region, Sevastopol and Crimea among the pilot regions of the first stage. It is planned to include the demographically depressed regions of the Central and Northwestern Federal Districts in the second wave, and at the final stage all other subjects of the Federation.
And in conclusion, we add: according to the latest survey conducted by the same Public Chamber, 74 percent of respondents support the introduction of paternal capital.
About half believe that the amount of paternal capital should be equal to the size of federal maternal capital, and about 34 percent of respondents said that payments should be twice as high.

Why is there a need for paternal capital?
The Public Chamber reported that in 2016, after a slight increase in 2013-2015, the birth rate began to decline again, and natural population growth gave way to decline. These processes are seriously influenced by factors such as the demographic hole of the 1990s and the fall in real incomes of the population.
As a successful example that will help break the negative trend, the authors recalled the experience of the Sakhalin region. Here, thanks to large-scale programs to support large families, a significant increase in the birth rate was recorded. The number of families with a large number of children in the Sakhalin region has doubled over 5 years.
According to the calculations of the report’s authors, if the Sakhalin experience of supporting families is launched throughout the country, this will require significant injections of funds in the amount of up to 2% of GDP annually. But this is still much less than in European countries that today are pursuing policies to stimulate the birth rate.
Also analyzing the provisions of the national project on demography, the Public Chamber noted that most of the funds provided for by the project are aimed at payments for the first or second child in the family. Families with a third child receive only 10% of the total planned project funds.
The author of the report proposed, within the framework of the national project, to develop a separate direction to support large families. The main measure of support here should be paternal capital.
Dad's capital amount
According to the proposal of the Public Chamber, the amount of support for the third child should be equal to maternity capital for the second child. Let us remind you that in 2019 the amount of maternity capital is 453 thousand rubles. In which regions can the support program be launched?
According to the authors of the report, a new demographic set of measures, which will also include paternal capital, will require significant investments in family policy. According to the proposals, the program should start from the Far East, where 5.5% of the country’s population lives today. Also among the priority regions should be the Kaliningrad region, Sevastopol, and Crimea.
During the second stage, a set of measures will be launched in the weakest regions in terms of demographics in the Central and Northwestern federal districts. At the final stage, all regions of the country will join the project.

An important issue that is of great importance for all Russians is the moment of using funds. Since everything so far only exists on paper and in the form of proposals, it is too early to talk about directions for using paternal capital.
But there are already responses from Russians and their wishes regarding what the money could be spent on. According to the results of monitoring by the Public Chamber, it is known that 74% of families today support the introduction of paternal capital.

When discussing forms of support for large families, it is necessary to note the systematic work of the authorities in this direction. Among the latest initiatives, mortgage compensation, which appeared this year, should be highlighted.
The bottom line is that citizens who have a third child in their family from 2019 to 2022 are helped with repaying their mortgage. They help in the amount of 450 thousand rubles. Thus, the lucky person who meets the conditions contacts the bank where he has an unpaid mortgage and asks to write off the indicated amount at the expense of the state.
If a large family does not have a mortgage loan, they can always get one. This must be done before 2023. Accordingly, after the loan is issued, the family can benefit from compensation.
With a mortgage, a family can buy a finished apartment, a new building, or even a plot of land to build a house. Real estate must be located in the country. You can buy it from both individuals and legal entities.
Some experts are already calling mortgage compensation new maternity capital for the third child. Let's imagine that a second and then a third child appeared in the family.

- Both parents are citizens of the Russian Federation, permanently residing in the Kaliningrad region.
As for the amount and directions of spending, the situation is similar with maternity capital. Potentially, the father will be able to receive 453,000 rubles if the payment amount is not increased by the time the project starts.
Is there paternal capital for the 2nd or 4th child?
The essence of the program is to encourage families to have a third child, so payments will be assigned only if a third child appears in one union. Along with this, this may be a man’s fourth or fifth child; only minors within the same marriage are taken into account.

In May 2019, the Public Chamber of the Russian Federation submitted for consideration a new bill regarding the provision of cash payments to families with three or more children, that is, the so-called paternal capital, which is provided for parents with many children.
In Russia, more than ten years ago, they began paying families with a second child 250 thousand rubles, now the amount, taking into account indexation and inflation, has reached more than 450 thousand rubles. Social support measures have somewhat improved the demographic situation in the country.
What is paternal capital and who will it be entitled to according to the law?!
The conditions for receiving paternal capital are very similar to the conditions for receiving maternal capital, but there is one “but” - families with three or more children can count on it.
Also, to receive paternal capital, conditions must be met, such as living and raising children in the same family.
All children must be together, and step-children or adopted children must be officially adopted.
Like maternal capital, paternal capital cannot be cashed out, because this money can only be spent for its intended purpose.
In particular, this is improving living conditions, buying housing, construction, repaying loans, educating a child, or this money can be put into the father’s personal account to form the funded part of the pension.
It should also be noted that state financial assistance to children with many children can be directed either to one or divided into several goals. In particular, leave part of the money for the child’s education, and use the other part to pay off loan obligations.
When will the bill come into force?
The law has not yet entered into force, and it has not been signed by the President of the Russian Federation, Vladimir Putin. It is planned that the Federal Law will be approved and come into force around 2024-2025. In some regions, the law on paternal capital will be in effect in test mode starting in 2020.
It is unknown which regions will participate in the experiment, but sources close to the official authorities indicate that this could be the Far East and the Trans-Baikal Territory. At the same time, the monetary investment will be quite substantial.
If the experiment to introduce the new bill is implemented in the Far Eastern District, then, according to preliminary estimates, about seventy-two million rubles will be needed to implement it.
Payments on paternal capital under the certificate can only be received once. The amount of social assistance based on “paternal capital” is compared with maternal capital. In the period 2007-2020, financial assistance to mothers is equal to 453 thousand rubles.

Conditions for receiving paternal capital
The “Demography” project, which provides for the payment of paternal capital, began to be developed a couple of years ago. In countries with high demographics, forty percent of funds and subsidies go to families with three or more children.
According to the developers of the budget project, its implementation will help stimulate the natural birth rate in our country, because it is no secret that recently, according to the population census, it is in a rather sad state. Before receiving paternal capital, certain conditions must be met.

First of all, when contacting government agencies, the following will be taken into account:
- All children must be born not in a civil marriage, but in an officially registered marriage;
- Only large families receive paternal capital. In the Russian Federation, families with more than three born or officially adopted children are recognized as having many children.
An application for paternal capital is submitted to the territorial bodies of the Pension Fund at the place of residence of the family. You can also contact the multifunctional center of the MFC.
The application is written in simple written form and the following types of documents are attached to it:
- Passport of a citizen of the Russian Federation (you need a passport of both husband and wife);
- Birth certificates of children;
- If the children in the family were adopted, then it is necessary to provide documents about their official adoption;
- Other types of documents confirming the death of one of the parents or deprivation of parental rights.
According to the authors of the project presented by the Public Chamber, the father’s capital can be used to improve the family’s living conditions, to educate children, pay for the services of kindergartens or nurseries, or to pay for the father’s funded pension.
As noted above, the bill is not yet in force, but according to many legal scholars, after January 2020 it will come into force and then large families will be able to count on social subsidies from government bodies.
In addition to the Far Eastern District, it is planned that paternal capital will be introduced in the Republic of Crimea and the Kaliningrad region.
Such a support measure will make it possible to receive additional funds along with maternity capital, a one-time allowance for the birth of children and regional payments intended for large families.

At the moment, families can receive maternity capital in the amount of 453,029 rubles. (at the birth of a second or subsequent child), as well as 450 thousand rubles. to repay the mortgage (if there are 3 or more children in the family). What is paternal capital?
Paternal capital will not only become an analogue of maternal capital, which is issued to a woman after the birth of her second or subsequent child.
The list of areas for spending paternal capital will be significantly wider than that of maternal capital.
As of August 2019, only the general conditions for receiving paternal capital are known, since the bill has not been submitted to the State Duma of the Russian Federation:
- a man will be able to receive paternal capital after the birth of his third or subsequent child;
- all children of a man must be born and raised in the same family in a registered marriage (at the moment there is an alternative proposal to take into account the total number of children born and adopted);
- paternal capital will be allocated once, i.e. You cannot apply for it at the birth of subsequent children.
The initiator of the introduction of paternal capital in Russia was the Public Chamber under the President of the Russian Federation. Although the proposal passed the public hearings favorably, it was not presented as a bill. Therefore, talking about the timing of the introduction of such a social measure. support is impossible, since the Government of the Russian Federation and the State Duma of the Russian Federation do not even have a draft document.
There is a possibility that in 2020 the paternity capital program will be introduced in test mode in the Far East, Kaliningrad region, and Sevastopol. Based on the results of the experiment, the conditions of the program will be clarified and extended throughout the country.
Amount of payment from paternal capital
Based on the results of public hearings, a decision was approved to equate the amount of paternal capital to MSC funds. In 2019, maternity capital is 453,029 rubles, and from the beginning of 2020 it will reach the amount of 470,241 rubles. Therefore, if the law on paternal capital is adopted, in 2020 its size will be 470,241 rubles.
Where and how to get paternal capital
The procedure for submitting an application and allocating paternal capital funds is not yet known. Most likely, the state will adhere to the same rules that apply to maternity capital, i.e. You will have to submit documents to the Pension Fund units or through the MFC.
Where can I spend my father's capital?
An important feature of paternal capital will be an impressive list of areas in which money can be spent. This list includes the same areas as for MSC funds, as well as a number of fundamentally new spending options:
- for the purchase of housing on the primary or secondary housing market, through shared-equity construction;
- to build your own house;
- to pay the down payment on the mortgage, current payments and interest;
- for the child and other family members to receive education;
- for the purchase of vehicles for family needs;
- for the development of peasant (farm) farming, the acquisition of agricultural equipment;
- to open your own business (registration of a business or legal entity, acquisition of fixed assets, other areas).
It is possible that individual areas for spending paternal capital will be determined by the constituent entities of the Russian Federation, while at the federal level only a basic list will remain. It will be impossible to receive money in cash, i.e. they will be transferred from the budget for the purposes specified in the statement.
Father's capital

More than 10 years ago, Russia began paying an amount of 250,000 rubles to families where a second baby was born. - It is planned that the new payment will be in effect from 2020.

- At the same time, receiving a subsidy does not exclude the possibility of obtaining maternity capital, the amount of which is planned to increase to 470,240 rubles in 2020. (currently the amount is 453,026 rubles)
- “Paternity” payments are an addition and a new incentive for planning a third child.
Funds cannot be received in cash. They can be used, like maternal capital, to improve living conditions, the father’s pension savings or the education of any of the children (including payment for kindergarten).
- Let me remind you that not only a woman, but also a father can apply for maternity capital for a second child, if he is raising minor children on his own.
- The planned conditions for receiving “father’s capital” are more stringent.
- If the receipt of maternity capital is not affected by whether a two-parent family or a woman raises children on her own, then in order to receive a new type of state support, a man must be officially registered with his wife.
- They note that initially payments will not be made everywhere, but only in certain regions.
It is planned to start from the Far East, Crimea, and the Kaliningrad region. This is due to the fact that currently the demographic situation in these regions is worse than in others.
The second stage of the project involves connecting the Northwestern and Central Federal Districts to the payment.
Over time, the subsidy is planned to be issued in other regions. According to preliminary calculations, more than a trillion rubles will be needed for these purposes over the next 5 years.
