Basic requirements and conditions

Based on the resolution, the main requirement will be the acquisition of real estate in a certain territory:

  • Small cities with no more than 30,000 residents;
  • Urban-type settlements included in large cities, the so-called urban settlements;
  • Geographically small rural settlements;
  • Settlements classified as rural;
  • Small villages united with district municipalities by a common territory.

The preferential interest rate will not apply to the purchase of real estate in the capital of our country and its region, as well as in St. Petersburg.

The main conditions for concluding a mortgage agreement with a rate of 3% are as follows:

  • The term of the mortgage will be 25 years;
  • A down payment of 10% of the cost of housing is required;
  • The basic annual percentage is 3%, but it can be reduced to 0.1% due to regional subsidies;
  • The maximum amount of borrowed funds provided cannot exceed RUB 5,000,000 when purchasing housing in the Far East and Leningrad Region; RUB 3,000,000 in all other regions of the Russian Federation.

Important point. In case of quick and early closure of the mortgage, the property purchased under this preferential program cannot be sold or donated within 5 years from the date of signing the contract.

You can also take advantage of the preferential offer to purchase housing only once.

Requirements for the borrower

  1. Mandatory requirement: Russian citizenship.
  2. At the time of signing the mortgage agreement, the borrower must already be 21 years old and on the date of the last mortgage payment the age of the payer must not exceed 65 years.

  3. Documentary confirmation of the monthly level of official income for the last six months will be required using a 2-NDFL certificate or on a bank form.
  4. The borrower must have permanent or temporary registration in the rural area in which he plans to purchase real estate.

  5. A citizen applying for the purchase of housing under a preferential program must carry out his labor activity in the territory of this settlement for at least one year as an individual entrepreneur or employee in the agro-industrial, veterinary or social fields.

In addition, the financial institution has the right, at its discretion, to request additional documents.

Required documents

  1. Russian Federation passport with permanent or temporary registration in Russia.
  2. Men must provide a military ID or a certificate of deferment from military service.

  3. Employed citizens will have to provide the financial institution with a copy of their work record book with a mark on their current place of work or an agreement confirming the borrower’s employment.

    Individual entrepreneurs will need to present a certificate of registration as an individual entrepreneur. For pensioners - pension certificate.

  4. The potential client will need to verify their monthly income. Working employees must contact the accounting department of their enterprise in advance to obtain a certificate of profitability in form 2-NDFL.

    An individual entrepreneur confirms his income using a tax return for the last 2 years. A pensioner can receive a certificate indicating the exact and complete amounts of monthly pension accruals from the Pension Fund of the Russian Federation in person, or through the State Services website.

  5. When considering an application for a mortgage, the bank will ask you to provide a number of documents for the purchased property: cadastral and technical passports, a certificate confirming the ownership of the current owners, their passports, as well as an expert assessment of the property conducted by a special independent organization.

To date, there is no finally approved complete list of documents for a mortgage at 3 percent.

Most likely, in addition to the above documents, you will have to provide registration in the rural area in which you plan to purchase housing on a mortgage and document your employment in the areas specified in the requirements for the borrower receiving loans under the state preferential mortgage lending program (agriculture, veterinary medicine, enterprises, providing social services to the population).

Real estate requirements

The quality of the property must allow year-round living. Dilapidated housing will not be considered:

  1. A house or apartment must be supplied with electricity, running water, sewerage and any type of heating if there is no gas supply in the region.
  2. The area of ​​the house must comply with legal regulations on the provision of minimum square meters for each family member, including minors. Each region of Russia has its own indicator.
  3. When issuing a preferential mortgage, the location of the property being purchased will be taken into account.

Before signing the contract, the financial institution will necessarily require an independent assessment of the property. The mortgage amount cannot significantly exceed the value indicated in the appraisal.

Where can I get a mortgage at 3 percent?

A preferential mortgage can be obtained from today’s only fully state-owned financial and credit institution, Bank DOM.RF, or from any other bank participating in the Mortgage at 3% program. A complete list of these organizations will soon be available on the official website of the Ministry of Agriculture.

How to get a mortgage at 3 percent - Step-by-step instructions

  1. Step 1. First of all, the borrower needs to contact the selected financial institution to receive detailed and reliable advice.

    Note. All certificates must have a current date.

    If more than 10 business days have passed since the receipt of the document, the bank has the right to refuse to accept such a certificate to the client.

  3. Step 3. Upon approval of the application, it is possible, at the request of the bank, that you will need to provide a number of additional documentation.
  4. Step 4. In fact, the very fact of signing a mortgage loan agreement.
  5. Step 5. The borrower needs to register the purchased property with Rosreestr.

    Note. Until all credit obligations to the bank are completely closed, a citizen does not have the right to sell or give mortgaged housing.

On average, it will take from one to four months to complete all of the above steps, from the initial consultation to the registration of real estate in Rosreestr.

Any banking product has both its positive and negative sides. The preferential mortgage program at 3% also has its drawbacks.

Disadvantages of a 3 percent mortgage

  1. Mandatory work experience of at least 1 year in the settlement in which it is planned to purchase housing.
  2. Restriction on sale for 5 years from the date of signing the mortgage agreement.

    Nobody knows what will happen tomorrow, and even more so it is impossible to plan your life for such a long period of time.

    Perhaps, for family reasons or some other serious reasons, the borrower will have to urgently return to the city, move for permanent residence to another region, and maybe to another country.

But, despite the above negative aspects, financial analysts on mortgage lending in Russia, even before the official start of the preferential mortgage program at 3% per annum, make very favorable forecasts.

In their opinion, this loan offer, with the support of the Government of the Russian Federation, will be in demand among the population of the country and will really help attract a large number of citizens to permanent residence and work in rural areas. Which will undoubtedly have a beneficial effect on the revival of currently empty Russian villages and villages.

The state publishes new bills with enviable regularity. Some of them are aimed at improving the living conditions of families with children living in rural areas. Here is one of the latest innovations - a mortgage at 1 percent.

This program has attracted the interest of many residents of the Russian Federation. Who can count on a preferential housing loan and what criteria must be met to participate in the mortgage program at 1 percent in Sberbank, in rural areas and in certain regions such as Tyumen, Belgorod, etc.

What is a 1 percent mortgage?

A home loan with low interest rates is the dream of many potential borrowers. But thanks to interesting proposals from the state and commercial banks, this desire can actually be realized. Thus, today there are/are at the commissioning stage 3 programs with rates of 1 percent:

Who can buy

According to the adopted law on providing mortgages at 1 percent for residents living in rural areas, only a certain circle of people will be able to take advantage of the program, namely those who meet the following requirements (all at the same time):

  • having permanent or temporary registration in the village;
  • those employed here (it is acceptable to work “for yourself” - as an individual entrepreneur);
  • conducting activities in certain areas for at least a year: agro-industrial, social, veterinary medicine.

Financial organizations also have their own requirements for potential borrowers. Most often this is:

  • presence of Russian citizenship;
  • age range 21-65 years;
  • solvency (availability of a permanent place of work, sufficiency of income received), confirmed by special certificates.

Important! Banks may, at their discretion, put forward new requirements: a complete list of all conditions for issuing a mortgage at 1 percent can be found directly from the potential lender. By the way, at the moment Sberbank and Rosselkhozbank have agreed to issue such a loan.

Special purpose

To participate in the preferential lending program, it is not enough for borrowers to meet certain requirements: the purchased property must also meet certain standards. Thus, the location of the house will be taken into account: it must be built in small settlements (villages, hamlets, workers’ settlements).

The second point that will be paid attention to when drawing up a deal is the quality of housing. It must meet the following criteria:

  • the house implies all-season living;
  • All basic communications are installed in the home: electricity, gas, water, sewerage;
  • The area of ​​the property is sufficient according to the standards.

Important! Before receiving a mortgage at 1 percent, you will need to order a real estate valuation report from experts. If the amount they indicate turns out to be significantly less/more than the indicated value of the house, the bank has the right to refuse to provide a loan. Mortgage at 1% in Sberbank

Since November 2019, it is possible to obtain a mortgage at Sberbank at 1%. Sberbank announced this at the end of October. This reduction in rates is achieved through a special discount to the interest rate of standard programs.

At the request of the client, he can independently choose the size of the discount. The first option assumes that the rate is reduced by 1.4% from the standard rate and will be valid for the entire loan term.

The second option gives you a chance to reduce the rate by 4% immediately, but it will be valid only until the house is put into operation.

Important point! A preferential mortgage at 1 percent from Sberbank will only be available for apartments in a new building from a developer who works with Sberbank on escrow accounts within the framework of the new legislation.  

Conditions

A mortgage at 1 percent from Sberbank is issued on standard conditions for new buildings:

+ 0.5% if you do not have a Sberbank salary card; + 0.3% if the mortgage is based on two documents.
Subsidized rates for a period of 12 years 1 month. up to 30 years old. 7.7 + 0.3% if PV is from 15-20%; +1% if you refuse insurance;
+ 0.5% if you do not have a Sberbank salary card; + 0.3% if the mortgage is based on two documents.

Important! The 1 percent rate will be valid only until the completion of construction work on the site and when registering a family mortgage with Sberbank.

Other borrowers will be able to qualify for other reduced values:

  • 3.3 and 3.8 - when applying for a Sberbank mortgage under special agreements with borrowers;
  • 5.3% when purchasing an apartment from developers accredited by the bank and in other cases, respectively.

Who can apply

Anyone can purchase a home with a mortgage at reduced interest rates. The main thing is to satisfy the bank’s requirements (have Russian citizenship, meet the company’s age criteria and solvency).

Purpose

The mortgage loan under consideration with reduced rates will only apply to the purchase of real estate on the primary market directly from developers. In this case, cooperation between the financial company and the home seller is mandatory. Namely, the developer must use Sberbank escrow accounts.

Regional programs

In order to improve the demographic and social situation, some entities are creating their own local preferential mortgage lending programs. Some regions are thereby trying to increase the birth rate, others are trying to improve living conditions for state employees, and others are trying to restore life in dying villages. Belgorod

The program, introduced in the Belgorod region, involves issuing mortgages at 1 percent to young families who have expressed a desire to build a house in a dying village. The terms of the loan are as follows:

  • loan term – up to 15 years;
  • maximum amount – up to 3 million rubles;
  • debt write-off in the amount of 1 million rubles at the birth of children (for each). That is, if three children are born in a family, the mortgage will be fully repaid.

Important! The most attractive thing about this offer is that for the first 3 years after receiving a mortgage at 1 percent, the family will be completely exempt from the need to make monthly payments.

Tyumen

Information repeatedly appears on the Internet about the possible launch of preferential housing loans in the northern regions. The possibility of launching a mortgage at 1 percent was also implied in Tyumen, but to date the bill has not been adopted and is not under consideration. This means that residents of the region will have to be content with other offers.

What other regions could there be?

Often, when considering the possibility of issuing a mortgage at 1 percent, we are talking about sparsely populated regions. More often they are the northern regions. The main goal of the program. A new credit and social product was created to attract people to rural areas. It is known that in recent years there has been a sharp increase in the migration of rural residents to cities. This is especially true for young people.

The government has developed a set of measures to correct this situation:

  • Landscaping.
  • Development of engineering and transport infrastructure.
  • Solving employment issues.
  • Preferential mortgage for rural residents.

Large federal banks - Sberbank and Rosselkhozbank - will be in charge of issuing and servicing mortgage loans. It is these credit institutions that have branches in rural areas. Both companies are currently working on the product. The exact credit limits are not yet known. However, the budget for 2020 has already included 1 billion rubles for the implementation of rural mortgages.

The resolution states that preferential mortgages will be available for the purchase or construction of residential premises located in rural areas.

This includes:

  1. Cities whose population does not exceed 30 thousand people. They must interact closely with neighboring rural areas - have a common infrastructure and depend on the same economic factors.
  2. Small settlements.
  3. Urban-type settlements that are part of an urban district.
  4. Rural settlements.
  5. Inter-village territories, small settlements with common areas at the municipal level.

Important! preferential mortgages will not be available within the municipalities of the Moscow region, as well as Moscow itself and St. Petersburg.

Other conditions apply:

  • The maximum loan limit is 3 million rubles for all regions of the country except the Leningrad region and the Far East. Here you can get up to 5 million rubles for the purchase of real estate.
  • The term of the mortgage loan is up to 25 years.
  • The annual rate varies from 0.1 to 3%. It is possible to get a rate below 3% thanks to subsidies allocated from the regional budget.
  • The minimum down payment is 10%.

Important! You can only apply for a mortgage loan under these conditions once. However, the property cannot be sold for 5 years.

Resolution of the Government of the Russian Federation No. 696 was approved on May 31, 2019. The document was developed within the framework of the “Integrated Development of Rural Territories” program. On its basis, a regulatory legal act was drawn up, registered on the federal portal on August 15, 2019. The mandatory corruption examination procedure ended on August 29, 2019. From this date the document came into force.

As it became known from the media, the preferential mortgage program “Rural Mortgage” begins to operate on January 1, 2020.

Who is eligible for a rural mortgage?

Potential borrowers must meet the standard requirements imposed by credit institutions:

  1. Age from 21 to 65 years at the time of mortgage repayment.
  2. Sufficient income to pay the mortgage, which is confirmed by a 2-NDFL certificate.
  3. Citizenship of the Russian Federation.

The borrower can be a rural resident who:

  3. Has a minimum experience in the current workplace of more than 1 year.

What housing is available with a preferential mortgage?

Consideration of an application for a mortgage at 3 percent begins with an assessment of the area where the property is located. Next we study the house itself.

It must meet several mandatory requirements:

  1. Availability of conditions for year-round living.
  2. There are the necessary communications - water, electricity, heating and sewerage.
  3. If the area is gasified, gas must be supplied to the house.
  4. The size of the living space must be sufficient for each living person. The standards are set individually; they are different in each municipality.

Important! Before applying for a mortgage, the property must undergo an expert appraisal. The amount indicated in the report should not significantly exceed the size of the loan.

Where should you apply to get a mortgage at 3 percent?

After the preferential lending program comes into force in 2020, everyone who wants to become a participant must contact the DOM.RF company.

This is the only credit institution that is owned by the state. Other large banks will also join the program. Rosselkhozbank and Sberbank have already announced their participation.

Rural mortgages are issued at 1 percent (as well as 2 or 3%) for a maximum of 15 years (although Sberbank is still considering an option with 25 years). According to bank management, this will be quite enough - after all, housing in rural areas is significantly cheaper than in the city.

It will not be possible to subsidize a previously issued loan, even if it was issued for the purchase of housing in rural areas - preferential terms apply only to those mortgage agreements concluded from January 1, 2020.

You can take part in the program only once - those borrowers who want to apply for such a mortgage again will be denied. In addition, even if the purchased house is not pledged to the bank, it is prohibited from selling it for 5 years after purchase.

Who is eligible to receive

What’s good about preferential rural mortgages is that they are available not only to rural residents. These loans are available to anyone who decides to move permanently to rural areas.

Banks do not impose any restrictions on age (with the exception of elderly borrowers who are not issued any loans), marital status, presence of children and their number.

Since the program itself does not provide for any restrictions regarding the age and social status of potential borrowers, the program is suitable for both a young family and for teachers or other rural workers. The main thing is to fit the parameters of the borrowers of a particular bank, that is, to have:

  • citizenship of the Russian Federation,
  • registration in the region where the bank branch to which the client applies for a mortgage is located,
  • official income in an amount that would allow you to pay off the loan,
  • good credit history.

Mortgages in rural areas should by default be less demanding for the purchased residential premises.

However, the bank needs to know how much the property is really worth, so it will definitely request a fresh report on the market value of the property.

If it is a completely illiquid property, then it will not be possible to register it as collateral - and then you will have to use for this purpose other real estate registered in the name of the borrower.

Standard requirements for private houses when issuing a mortgage:

  • capital building with foundation and roof,
  • communications carried out,
  • sufficient living space (corresponding to SNiPs and the number of family members of the borrower),
  • the condition of the housing is not dilapidated or in disrepair,
  • You can live in the housing all year round.

In which regions will it be issued?

The program, which will officially launch on January 1, 2020, applies to all regions of the country, with the exception of Moscow and St. Petersburg, as well as the borders of the municipality of the Moscow region.

Although the government decree on the development of rural areas names only certain territories as priorities (the republics of the North Caucasus, the Arctic zone, the Kaliningrad region, the Republic of Crimea and Sevastopol), a budget of 2.3 trillion rubles is allocated to support rural areas throughout the country.

At the same time, individual regions can further reduce the rate by subsidizing the difference from their budget. Some regions, including Mordovia and the Krasnoyarsk Territory, have already announced their intention to provide even more favorable conditions to rural residents. And in the Nenets Autonomous Okrug, mortgages are already issued at 1%.

What applies to rural areas

Rural areas include not only the villages themselves, but also other populated areas with a small number of residents and registered farmsteads:

But Sberbank and Rosselkhozbank are not yet in a hurry to announce their programs, restructured to meet state requirements, so in practice, the issuance of rural mortgages may take until the first spring months of 2020.

But this does not prevent you from applying for participation in the program as early as January 1.

How to get a mortgage in rural areas

For a preferential loan for the purchase or construction of rural housing, you must contact either directly the bank that participates in the program (the exact list is now being prepared by the Ministry of Agriculture), or the organization DOM.rf (formerly called AHML). Which banks are participating?

Currently, Sberbank and Rosselkhozbank have announced their participation.

Receipt procedure

Since we are talking about a loan using government funds, the procedure for issuing it will be slightly different.

  2. If the application is pre-approved, the potential borrower receives a list of additional documents.

  3. A loan agreement is signed.

  4. The purchase and sale agreement is registered in Rosreestr.

  5. The money is transferred to the account of the seller of the property, and the buyer begins to make payments according to the schedule.

  6. The bank turns to the state to subsidize part of the interest rate (for example, it issued a mortgage at 9%, and the government promised 3%. The bank will receive the difference of 6% from the state budget).
