Northern experience allows citizens of the Russian Federation to claim a number of benefits. Those who have worked in the Far North or in nearby regions for a sufficient period of time can count on receiving pension benefits before the required age.

  • service in the ranks of the Armed Forces (with the exception of certain cases, for example, for career military personnel);
  • leave to care for children up to 1.5-3 years old.

When working part-time, this period will be counted toward the length of service only if the person ended up working full-time. Although care leave is not included in the calculation, women have the right to include pre- and post-natal leave, paid on the basis of certificates of incapacity.

How to calculate northern experience

The standard is to consider northern experience separately. Every 1 year worked by a person in the Far North is counted as 1 year of insurance experience, and 1 year worked in equivalent areas is counted as 9 months special. length of service

The reform will not affect the minimum length of service for assigning northern labor pensions. Only the indicators by age will change.

Northern retirement experience (for women and men) - those years of work in the northern regions, during which the citizen sent contributions to the Pension Fund. Having this length of service allows you to apply for an early pension. To do this, the following conditions must be met:

  1. The duration of work on the territory of the CS is at least 15 years, in the ISS - 20.

The age limit is reduced in this order:

Assignment and payment of pensions in the conditions of the Constitutional Court

From 2019, only the age of registration of a pensioner and the number of required IPC will increase. The length of service requirements for workers in the Far North remain the same. The reform does not apply to the following citizens:

All other northerners receive their pension benefits later, despite having accumulated sufficient length of service.

The size of the pension for northerners in 2019

The basic, fixed part of the pension was increased in 2019. The amount of payments depends on the number of dependents supported by the recipient. For workers in the Far North:

  1. Three or more dependents: RUB 16,000.
  2. Two dependents: RUB 13,335.
  3. One dependent: RUB 10,668.
  4. No dependents: 8,000 rubles.

For workers in regions equated to the Far North:

  1. Three or more dependents: RUB 13,868.
  2. Two dependents: RUB 11,557.
  3. One dependent: RUB 9,245.
  4. No dependents: RUB 6,934.

For pensioners over 80 years of age, these payments increase, on average, by 7,000-8,000 rubles.

Regional coefficient

This is the name of the indicator by which this or that payment to a citizen increases. In the case of a coefficient, this is multiplication: pension 5,000 rubles. * coefficient 2 = final payment 10,000 rubles.

For the last category of citizens, a mandatory condition applies: to confirm their permanent residence, they annually submit a corresponding application to the MFC or Pension Fund at their place of residence. Moreover, a personal visit is required - you cannot submit an application through the official website.

When moving to another region, accordingly, the pension will be increased/decreased due to a change in the regional coefficient. But the additional payment for northern experience is constant. It is not canceled if you move to an area with a more favorable climate.

Work for at least 25 and 20 years, respectively, as reindeer herders, fishermen, and commercial hunters; 9 months of work in the far north = 1 calendar year of work in an area equated to the regions of the far north.

The law provides for the possibility of assigning a pension with a reduction in the retirement age in proportion to the length of service. This requires at least 7 years 6 months of work in the Far North.

 In this case, the insurance pension is assigned with a reduction in the retirement age (60 years for men and 55 years for women) by four months for each full calendar year of work in these areas.

Citizens who have worked for at least 15 calendar years in the regions of the Far North or at least 20 calendar years in equivalent areas and have the insurance period and length of service in the relevant types of work required for the early assignment of an old-age insurance pension, the age established for the early assignment of a pension, decreases by 5 years. The duration of the required work experience in the regions of the Far North and equivalent areas depends on the severity of the natural and climatic conditions in which such work is carried out (the regions of the Far North are more severe compared to equivalent areas), therefore the legislation establishes rules for summing up periods of work in different northern regions and localities. The pension in such cases is established for 15 calendar years of work in the Far North.

Compensation for pensioners in the north for travel costs to and from their holiday destinations

Non-working pensioners who are recipients of old-age and disability pensions and who live in the Far North and equivalent areas have the right to compensation for the cost of travel to and from their vacation destination once every two years. For compensation, a pensioner can apply to the Russian Pension Fund at the place of residence with an application in the prescribed form indicating the place of rest. In this case, the place of rest must be located on Russian territory.

Let's look at the question that people have when they want to move from the northern regions or vice versa to the northern regions. How will their pension change?

If a pensioner moves from the Far North region to an area with normal natural and climatic conditions, the fixed payment is determined without a regional coefficient.

Citizens who have worked for at least 15 calendar years in the regions of the Far North or at least 20 calendar years in areas equivalent to them, and who have an insurance record of at least 25 years (for men) or at least 20 years (for women), have a fixed payment to old age insurance pension and disability insurance pension are established at an increased rate regardless of place of residence. Retirement table in the Far North since 2019: retirement by year of birth and northern length of service

Pension reform has started in Russia. On January 1, 2019, the law on changing the parameters of the pension system came into force, which proposes pension reform in the Russian Federation.

  • According to the old law, northerners had the right to apply for an old-age pension 5 years earlier than the generally established period - women upon reaching 50 years of age and men at the age of 55 years.
  • In the new law, starting from 2019, the standard retirement age for workers in the Far North will be increased to 55 and 60 years (for women and men, respectively).

The pension reform from 2019 , proposed by the Government and supported by the President, will also affect the so-called “northerners” - Russians working in the Far North (FN) and equivalent areas (MKS). Already from January 1, 2019, for this category of workers, along with others, a gradual increase in the retirement age will begin, which gives the right to early registration of an old-age insurance pension (5 years earlier than the generally established period).

In its final form, as a result of the reform, the retirement age for northerners will increase by 5 years - to 55 years for women and 60 for men (until the end of 2018, these standards are 50 and 55 years, respectively). However, the requirements for the insurance period necessary to apply for a pension (including the northern period of service) will not change .

Pension reform for northerners

The main change in pension legislation for northerners will be to raise the age required for retirement, which will be carried out in stages, starting in 2019.

  • Moreover, in the first 2 years of the new law’s validity, it will be possible to register payments six months earlier deadlines provided for by the new law. Thus:
    • to retire in 2019 when they reach 50.5 years for women and 55.5 for men (instead of 51 and 56);
    • in 2020 - reaching 51.5 and 56.5 years, respectively (instead of 52 and 57).
  • Further increases will occur in accordance with the annual increase - up to 53 and 58 years in 2021, etc. in increments of 1 year until 2023 inclusive (see the retirement schedule by year for workers in the Far North).

Which northerner will not be affected by the new pension law?

The changes presented above will affect those citizens who, according to Part 6, Clause 1 of Art. 32 of the Law “On Insurance Pensions” No. 400-FZ dated December 28, 2013, provides for the right to early registration of a pension if you have the necessary “northern experience”.

At the same time, changes in pension legislation will not affect the following categories of citizens with “northern experience”:

  • Women who have given birth to 2 or more children and have a total experience of at least 20 years, of which 12 years in the CS areas or 17 in the ISS. According to clause 2, part 1, art. 32 of Law No. 400-FZ, they will still have the right to early payments upon reaching the age of 50 .
  • Citizens permanently residing in the KS and in equivalent areas, who have worked as reindeer herders, commercial hunters, and fishermen for at least 20 and 25 years (women and men, respectively). They will be able to become pensioners, as now, when they reach the ages of 45 and 50 years (Part 7, Clause 1, Article 32 of Law No. 400-FZ).

Retirement age for northerners from 2019 in Russia

The initial bill on raising the retirement age in Russia, proposed by the Government of the Russian Federation, provided for an annual increase in this standard by 1 year , with a total of 5 years for men and 8 years for women. But by the amendment that Vladimir Putin proposed in his address to citizens of the Russian Federation, these parameters were adjusted:

  • The retirement age for women will be increased by 5 years, as for men ;
  • a special benefit will be provided for those who, according to the old law, were supposed to retire in the first 2 years of the reform (2019-2020) - payments will be processed six months earlier than the stipulated period .

Consequently, for future recipients of the “northern pension” who have accumulated the necessary length of service in the Far North and ISS regions, the retirement age will change as follows:

  1. Similar to citizens receiving an old-age pension on a general basis, northerners will have the deadline for receiving an old-age pension increased by 5 years for women and men - up to 55 and 60 years, respectively.
  2. In 2019, the “period of working capacity” will be extended not by 1 year, but by 6 months .
  3. In 2020, an increase of 1.5 years instead of 2 years.
  4. Gradual changes will be carried out until 2023 inclusive, when the final parameters of the new law will be established.

Thus, the transition period will last from 2019 to 2023, and citizens who have worked the required number of years in the conditions of the CS and ISS will begin to receive payments upon reaching the final retirement age of 55/60 years , starting in 2028.
