Replacement of a passport at 20 years old: what documents are needed, terms of replacement and fine, application

A passport is an important document for a citizen of any country in the world. Russian legislation states that citizens receive their first passport at the age of 14. After this, it will need to be replaced several times. The first of these replacements occurs at the age of 20 years.

During this period, no sanctions will be imposed on a person for using an expired passport. If this time passes, the person will definitely face a fine.

An expired passport is considered invalid. He can no longer fulfill his direct obligations - to be an identification document. To prevent this from happening, it is necessary to apply for its replacement in a timely manner.

General procedure and rules

When a citizen turns 20, his passport loses its validity. This happens twice during a person’s life: at 20 and 45 years old. An expired passport must be replaced.

A Russian passport allows you to enjoy all civil rights available in the country. It is needed in order to get a job, to obtain any information from government bodies and to exercise the right to vote. Any errors in this document are unacceptable, so its preparation should be approached as seriously and responsibly as possible.

After replacement at 20 years old, the new passport will be valid for 25 years until the citizen turns 45 years old. You should apply to change your passport immediately after your birthday celebration. It is not allowed to replace the document before the age of 20, since it is prohibited to change a valid passport.

Before submitting documents, you must pay the state fee. A receipt for its payment can be obtained from the Federal Migration Service or downloaded from the website of this institution. If the payment is made at Sberbank, then a receipt with the recipient’s details can be obtained right there.

How the procedure works

The replacement procedure occurs in several cases:

  • after turning 20 years old;
  • after turning 45 years old;
  • after loss or damage to a document.

Replacing a passport based on age is no different from replacing it after damage or loss.

The citizen has 30 days to submit an application to the migration service. After this period, late fees will be charged in the form of penalties. In addition, a person may face a lot of problems, such as the inability to identify the person.

Passport replacement occurs in a certain order:

  • it is necessary to collect all the necessary documents;
  • payment of state duty;
  • send the completed application with all papers to the Federal Migration Service;
  • pick up your completed passport.

Download a sample application for obtaining a passport upon reaching 20 years of age

The most complex and difficult process is the collection of documents. If they are already ready, then the rest of the procedure is quite simple and quick. It is important that all documents comply with the law, and that the application does not contain false information.

An application for a replacement passport must be submitted within 30 days after the twentieth anniversary celebration.

The migration service is responsible for replacing a passport at age 20. Documentation should be submitted to this organization at your place of residence. This way, your new passport will be ready as soon as possible. You can also submit an application to the Multifunctional Center.

If a citizen does not stay at the place of his permanent residence within the allotted time, then he can submit documents at the place of temporary residence. In this case, the procedure will not be different, but the time frame for replacing a passport at 20 years will become longer (from 1 to 2 months).

Today the state also offers its citizens the opportunity to use government services online. You can also submit an application to change your passport on the State Services website.

FMS employees do not have the right to refuse to accept a citizen’s application if he does not currently have registration. If this happens, then you need to defend your rights and demand that the procedure for changing your passport be carried out.

If a citizen is disabled or for some other reason cannot visit the migration service, then he can send an application to the FMS (through third parties or by mail) with a request to accept documents at his home.

List of required papers

To replace your passport at age 20, you must submit the following documents:

  • old passport that should be replaced;
  • an application filled out in a special form;
  • 2 photographs of good quality, size 3.5x4.5 centimeters;
  • a receipt stating that the state duty has been paid;
  • military serviceman's ticket (if you have one);
  • children's birth certificate;

  • document confirming registration (permanent or temporary).

The last four points are not always mandatory and are necessary in order to make the necessary notes in the passport. You can use the house register to confirm registration.

Which authority should I contact to submit documents?

The authorized body that is obliged by the state to deal with the replacement of a passport is the Federal Migration Service, namely, one of its divisions, which is popularly often called the passport office.

If there is a need to replace your passport, you need to contact this department with an application. This document is prepared using a special unified form. The application form can be obtained from MFC employees or on the website of this structure.

The same procedure can be carried out at the MFC. An employee of the center will help you fill out the application and send it along with the documents to the migration service, but you will still need to receive the completed document from the FMS.

You can also fill out an application for a new passport on the State Services portal. It also allows you to upload all the necessary documents (for this you will need to scan them).

After accepting the papers for consideration, a letter will be sent to the applicant’s personal account and to his email about the time frame for the passport to be produced and where it can be picked up.

Sample passport photo

How many days do you need to wait

After filling out the application and sending all the documents to the FMS, the citizen only has to wait to receive his passport. If the applicant has submitted documents to the migration service department located at his place of residence, he will only need to wait 10 days.

In the case where the application was sent to a unit located in another region of the country, the time for preparing the document will be increased to 60 days.

An employee of the organization in which the documents were accepted is obliged to inform the applicant about the timing of the document production and the time when he will be able to pick up the finished passport.

Receipt for payment of state duty for issuing a passport

Grounds for refusal

Passport office employees do not have the right to refuse to accept an application for a passport change.

Exceptions are cases:

  • when the application is filled out incorrectly or incompletely;
  • if not all documents were submitted (including the presence of invalid or forged documents);
  • the receipt for payment of the state duty was not submitted;
  • photographs were not taken in the required quality or quantity;
  • documents in a foreign language have not been translated.

Sample certificate of registration at place of residence

After an application to replace a passport has been accepted, a citizen may be denied a replacement under the following circumstances:

  • the person does not have Russian citizenship;
  • the application or other documents contain incorrect information;
  • the state duty was not paid.

There are no other grounds for refusing to issue a new passport.

Sample of Russian military ID

Acceptable time frame for replacing a Russian passport is 20 years

You shouldn’t delay replacing your passport at age 20. The application must be submitted immediately after your birthday. From this moment on, the old passport is no longer considered valid.

The application must be submitted within these 30 days. After submitting documents (including an old passport) to FMS employees, the citizen may be issued a temporary identity card in the form of a certificate. This document can be used instead of a passport.

The validity period of the certificate is temporary. It will be canceled immediately after the citizen receives a new passport.

Late fees

If you do not change your passport on time, the citizen will be fined for delay. In 2020, its size ranged from 2 thousand rubles and depended on the region.

If in the regions of the country you could pay from 2,500 to 3,000 rubles for an expired document, then in cities of federal significance (St. Petersburg, Moscow) this amount increases to 3-5 thousand rubles.

The amount of the fine does not depend on the number of days of delay. It can be 1 day or 1 month, but you will still need to pay 2.5 thousand rubles.

Sample birth certificate

Replacing a passport is a very important procedure that requires responsibility and serious attitude. A valid passport is required to receive full civil rights from the government. This cannot be done with an expired document.

The services of state and municipal bodies will become unavailable to citizens. It will also be impossible to obtain a passport and travel abroad. For these reasons, you should apply for a passport change on time.

How to change your passport at 20 years old

A passport of a citizen of the Russian Federation received for the first time (read about obtaining a passport at the age of 14 here) is not valid for an indefinite period. Quite soon, at 20 years old, it will need to be replaced with a new one.

For many young people, reaching this age coincides with studying at a university and other important life events, but one should not assume that replacing an internal passport is a formality that can be postponed until better times.

You are given 30 days to receive a new document, and if this deadline is missed, then an administrative fine of several thousand rubles is quite likely (plus additional walking to offices and standing in queues).

You cannot change your passport in advance (before you turn 20 years old). If the passport you received for the first time has already changed, for example, due to marriage, then it will still be necessary to replace it at the age of 20.

You need to apply for a passport replacement after you turn 20, that is, the day after your birthday.

Read below to find out what you need to quickly and promptly change your passport.

Where to go to change your passport at 20 years old

Replacement of passports upon reaching the age of 20 is carried out in accordance with the currently valid Administrative Regulations for the provision of public services for the issuance and replacement of passports of a citizen of the Russian Federation, identifying the identity of a citizen of the Russian Federation on the territory of the Russian Federation, approved by Order of the Ministry of Internal Affairs of the Russian Federation dated November 13, 2017 No. 851 .

For questions regarding passport replacement, please contact:

  1. at the place of residence, i.e. in the locality where you have permanent registration (registration);

  2. at the place of stay - in the locality at the place of temporary registration;

  3. at the place of application - to any migration department, i.e. It does not matter at all whether the applicant has permanent or temporary registration in a given locality.
  • I would like to note that the period for replacing a passport will be significantly reduced if you follow the first path (we will talk about this in more detail later).
  • However, the lack of registration in a given locality cannot serve as a basis for refusing to accept documents to replace a passport, although in some departments such cases sometimes occur.
  • Documents to replace your passport at age 20 can be submitted:
  • Directly to the employees of the migration department.
  • Through multifunctional centers for the provision of state and municipal services (MFC), with which migration departments have concluded agreements. In accordance with paragraph 75 of the above Regulations, documents for replacing a passport from citizens can be accepted by employees of multifunctional centers no later than 30 days after the applicant reaches 20 years of age.
  • Through the Unified Portal of State and Municipal Services (gosuslugi.ru).

You can use the website guvm.mvd.rf

  1. Application for issuance (replacement) of a passport in form No. 1P, which must be filled out typewritten or by hand.

    1. Two personal photographs corresponding to the applicant’s age at the time of application for a passport replacement.
    2. Photos can be in black and white or color, size 35x45 mm without headdress.
    3. Citizens whose religious beliefs do not allow them to appear in front of strangers without hats may submit photographs wearing hats.

Employees of the migration department have no right to require any other documents other than those listed above from you when submitting documents to replace your passport.

Having accepted your documents, the department employee is obliged to inform you about the deadlines for reviewing, processing and returning the submitted documents, as well as inform you of the date, place and time of receiving your passport.

State fee for replacing a passport

When replacing a passport, a state fee is paid. Currently, its size is 300 rubles.

Please note that the details for paying state fees differ in different regions of the Russian Federation; you can look at them at the information stand in your migration department, where there should also be a sample of filling out receipts. However, quite often there are no samples at the stands due to the fact that prudent visitors try to take samples of documents with them so as not to waste time rewriting them.

We recommend convenient ways to pay the state fee:

  1. Generate a receipt on the website guvm.mvd.rf ("Citizens of Russia" - "Receipts for payment of state duty" - "State fee for issuing a passport of a citizen of the Russian Federation - 300 rubles.")

  2. Pay through an “electronic bank” system, for example “Sberbank Online”, offered by Sberbank of Russia (“Transfers and payments” - “Payment for purchases and services” (in your region) - “State traffic police, taxes, duties, budget payments” - “Ministry of Internal Affairs affairs" - "State Administration for Migration Issues (in your region)". Select the service: "Issuance/replacement of a Russian passport")

  3. Pay through payment terminals installed in banks. If something is unclear, you can ask bank employees for help.

Learn more about paying state fees.

It is not necessary to present the paid receipt when submitting documents; it is enough to provide its details.

Deadline for passport replacement

The period for replacing a passport upon reaching the age of 20 directly depends on which migration department you apply to: at your place of residence, at your place of stay, or at your place of application.

    • If you contact the department at your place of permanent registration, the replacement period will be minimal - no more than 10 days .
    • If this is not possible, then you can submit documents to the department that is closest and most convenient; in this case, you are required to change your passport within a period not exceeding 30 days .
  • Until July 19, 2016, the period for replacing a passport at the place of stay and place of application was 2 months and was reduced in accordance with Decree of the Government of the Russian Federation of July 7, 2016 N 644.
  • When submitting documents, you can request to be issued a certificate of acceptance of documents for issuing a passport, and, if necessary, a temporary identity card of a citizen of the Russian Federation (which will replace your passport while you are issuing a new one).
  • In this case, you will not have to pay anything additional, but for a temporary identity card you will need another photo of the established sample.
  • You can read about the procedure for issuing a temporary identity card for a citizen of the Russian Federation in this article.

Days and hours for accepting documents to replace a passport

The current regulations establish a schedule for accepting documents for passport replacement at migration departments.

This schedule provides for the reception of citizens during the day and evening hours:

Monday – from 9.00 to 15.00 (if it is not a day off)

Tuesday – from 15.00 to 20.00

Wednesday – from 9.00 to 13.00

Thursday – from 15.00 to 20.00

Friday – from 9.00 to 15.00

Saturday – from 8.00 to 13.00 (if it is not a day off)

Note: Reception of citizens is carried out on the first and third Saturday of the month. Monday after working Saturday is a day off.

Taking into account local conditions, as well as the interests of citizens, the appointment schedule for passport replacement may be changed. Information about the days and hours of reception of citizens should be posted on the information stand of the unit, as well as at the entrance to it.

  1. Under certain circumstances, in order to receive documents from citizens who, for health reasons, are not able to personally contact the unit, an employee of the unit is organized to go out to the place of residence, place of stay or place of actual residence of the person.
  2. To organize such an exit, you must contact the head of the department with a written request.
  3. The current Regulations provide citizens with the opportunity to exercise the right to pre-register an appointment by telephone or by email.

Responsibility for untimely replacement of a passport

The current Regulations (clause 60) establish the period of time during which you must apply for a passport replacement. This period is 30 days.

In case of violation of the established deadline, administrative liability arises as provided for in Part 1 of Article 19.15 of the Code of Administrative Offenses of the Russian Federation.

A violator living with an invalid passport of a citizen of the Russian Federation will be held administratively liable and may be subject to an administrative fine in the amount of 2,000 to 3,000 rubles.

When residing with an invalid passport in federal cities of Moscow or St. Petersburg, the amount of the fine in accordance with Part 2 of Article 19.15 of the above code will increase and range from 3,000 to 5,000 rubles.

Read more about fines for an expired passport here.

If a fine is imposed on you in the event of a violation, you will have to pay it in any case, since the interaction between the migration departments and the bailiff service, whose responsibilities include the collection of unpaid fines, is currently well developed.

The above does not apply to military personnel undergoing military service upon conscription. The young man will be able to replace or obtain a passport at the end of the established period of military service without any penalties.

How to change your passport at 20 years old

In Russia, it is established that all citizens who have reached the age of 20 must necessarily change their passport, issued at the age of 14, and then at the age of 45 they must undergo a repeat procedure.

It is also worth paying attention to the fact that a fine has been established in case of failure to comply with the law, so we will consider in more detail the procedure for replacing a passport, as well as some features that must be taken into account.

Why do you need to change your passport at 20 years old?

In Russia, it is established at the legislative level that all citizens must replace their internal passport several times throughout their lives. The first procedure must take place within one month after the citizen reaches 20 years of age. You should not postpone this procedure, because an administrative fine and an even longer registration procedure are possible.

Changing a passport at this age is associated with the importance of this document, because it is the main one and reflects many personal information, including appearance.

Law enforcement agencies identify a person by passport, so the photograph must correspond to current external changes.

Thanks to physiognomy, it was found that maximum external changes are noticeable precisely at 20 and 45 years old, because a person’s appearance changes under the influence of the environment, due to aging or other factors.

When should a replacement be made?

The passport of a Russian citizen must be replaced within one month from the date of turning 20 years old. This rule applies to all cases, even if the passport was replaced in the event of marriage. It is also impossible to do this earlier, because there is a strictly limited time to change your passport.

The possible period for replacing a passport depends on which department the 20-year-old citizen will submit his application to, because if he applies to the department at the place of permanent registration, the possible replacement period will be no more than 10 days.

All citizens can be issued a temporary identity card, which will become a full-fledged replacement for a passport while the application is being considered. This certificate is issued and issued absolutely free of charge, but the citizen must have a photograph in accordance with the established requirements.

Where to contact

In order to change their passport, Russians must contact one of the divisions of the migration service that deals with this issue. Institutions are divided into several types:

  • at the place of residence;
  • at the place of stay;
  • at the place of application.

You can replace your passport by contacting:

  • to the Department of Citizenship and Migration of the Ministry of Internal Affairs of the Russian Federation;
  • to special centers that provide such services - MFC;
  • through the State Services portal – www.gosuslugi.ru.

What documents are needed to replace a passport at 20 years old?

Russian citizens who are over 20 years old must apply to a special agency to change their passport with a full package of documents, which includes:

  • application for a replacement passport, which can be filled out with your own hand or using a typewriter;
  • 2 photographs in accordance with all the requirements specified below;
  • passport that needs to be replaced;
  • a receipt or its details for payment of the state fee;
  • documents that are needed to put special marks in the passport, for example, a marriage certificate, birth certificate and/or others.

No other documents other than those listed above will be required, so it is worth collecting the entire package of documents to provide to the employees of the migration department.

Initially, an employee of the migration department must accept documents and an application for changing a passport, and then inform about the timing of the production of a new passport, as well as tell the place and time for receiving a new passport.

  1. The citizen missed the deadline for replacing the passport.
  2. The ID was lost.
  3. The citizen is not registered at the place of application.

Contacting the MFC does not help in any way to increase the time required for document production. You can pick up your completed identity card by personally contacting the migration department.

Passport replacement at 20 years - replacement period, what documents are needed, late fee

Throughout your life, in connection with reaching a certain age, your Russian passport must be changed twice - at 20 and 45 years old. Thus, the lifespan of the first passport issued at age 14 is only 6 years. Immediately after reaching the age of 20, the document becomes invalid - it will not be serviced at the bank, you will not be able to buy an air ticket, or receive government services. Therefore, an expired passport must be replaced with a new one as quickly as possible.

To replace the document, you must go to the Main Department of Migration or MFC. The period during which this can be done without penalty is 30 days. In case of violation, you will have to pay several thousand rubles.

In this article we will talk about the procedure for replacing a passport at 20 years old.

Where to contact

To replace a passport, citizens must submit an application and a certain list of documents to the authorized body - the Main Directorate for Migration Affairs of the Ministry of Internal Affairs of the Russian Federation. This can be done via the Internet - the Gosuslugi.ru portal or provided in person to:

  • territorial branch of GUVM,
  • multifunctional center MFC,

Recently, to replace documents, citizens have begun to actively use multifunctional MFC centers: they have a more convenient work schedule compared to GUVM branches, as well as an electronic queue and the possibility of remote recording.

When submitting an application through the State Services portal, you will still have to visit the authorized body twice - the first to submit original documents, the second to receive a completed passport. The advantage of filing an application electronically is the reduced state fee - 210 rubles instead of 300.

How long does it take to apply for a new passport?

The passport must be replaced within the strictly allotted period established by law - one month.

You must submit your application within this period.

There is a fine for violating the deadline. In 2020, its value is, according to Article 19.15 of the Code of Administrative Offenses of the Russian Federation:

  • from 2000 to 3000 rub. on Russian territory;
  • from 3000 to 5000 rubles in federal centers such as Moscow and St. Petersburg.

If there are good reasons or mitigating circumstances, you can avoid a fine and limit yourself to only an oral remark from the inspector. These include:

  • replacement of a passport by a pregnant woman or a woman raising young children;
  • if there has been little time since the deadline was violated - a few days;
  • difficult life circumstances.

In these cases, the citizen may not be held administratively liable, and the inspector will limit himself to only an oral remark. In the rest, the violator will be issued an administrative violation report and given a receipt for payment.

Application form

An application to change a passport is filled out using Form 1P. Its form can be downloaded on our website and taken to the GUVM office. You can fill out the form either with your own hand or electronically on a computer.

What documents are needed

To replace your passport, you must provide the following package of documents:

  • Completed application form 1P;
  • Former passport;
  • 2 photos - black and white or color, size 35 by 45 mm;
  • Marriage or divorce certificate, if the applicant is married or has been divorced;
  • Birth certificate of children, if the applicant has them;
  • Military ID for those liable for military service;
  • Paid receipt of state duty.

If you are applying for a passport through State Services, an application in Form 1P is not submitted; instead, an online form is filled out.

Renewing a passport in another city

  • If you are away from home and you are over 20 years old, you can get a new passport there, but only if you have registered at your place of stay.
  • Replacement of a passport occurs in the same way, the list of required documents is the same.
  • However, the production time for the main identification document will be delayed - up to 2 months.
