The current regulations establish a schedule for accepting documents for passport replacement at migration departments.

This schedule provides for the reception of citizens during the day and evening hours:

Monday – from 9.00 to 15.00 (if it is not a day off)

Tuesday – from 15.00 to 20.00

Wednesday – from 9.00 to 13.00

Thursday – from 15.00 to 20.00

Friday – from 9.00 to 15.00

The current Regulations (clause 60) establish the period of time during which you must apply for a passport replacement. This period is 30 days.

In case of violation of the established deadline, administrative liability arises as provided for in Part 1 of Article 19.15 of the Code of Administrative Offenses of the Russian Federation.

A violator living with an invalid passport of a citizen of the Russian Federation will be held administratively liable and may be subject to an administrative fine in the amount of 2,000 to 3,000 rubles.

When residing with an invalid passport in federal cities of Moscow or St. Petersburg, the amount of the fine in accordance with Part 2 of Article 19.15 of the above code will increase and range from 3,000 to 5,000 rubles.

How to replace or restore a general passport

You need to replace your general passport when you reach the age of 20 and 45, when you change your last name, first name or patronymic, date and place of birth, change in appearance and gender.

You can also restore your passport if it is lost or stolen, as well as replace your passport if you find an error in it or if it is damaged.

An application for a new general passport must be submitted within 30 days from the date of occurrence of circumstances requiring its replacement. If you submit your documents late, you will be subject to a fine.  

If you have lost your passport or it has been stolen, the first step is to report it to the police. You can find out the address of the nearest branch on the website of the Ministry of Internal Affairs. After you write a statement, you will be given a coupon notification of registration of an incident report. This way you will prevent possible crimes and receive the document necessary to restore your passport.

To replace or restore your passport you will need: 

  • application for a passport;
  • passport to be replaced (unless it is lost or stolen);
  • personal photographs (two photographs measuring 35 by 45 millimeters with a clear image of the face strictly from the front without a headdress, black and white or color - it does not matter). If it is necessary to obtain a temporary identity card, an additional photograph must be submitted;
  • documents for making mandatory marks: military registration documents (if there is an appropriate basis); marriage certificate, divorce certificate (if the specified fact exists); birth certificates of children under 14 years of age (if available);  
  • a document confirming the change of surname, name or patronymic (certificate of marriage (divorce), certificate of change of name, repeated birth certificate) - if you are changing your passport due to a change of surname, name or patronymic;
  • a document containing correct information - if you are changing your passport because it contains errors;
  • a document confirming your gender change (birth certificate, repeated birth certificate) - if you are changing your passport due to a gender change;
  • statement about the loss of a passport (it indicates where, when and under what circumstances the passport was lost or stolen, as well as the date and name of the authority to which the citizen contacted regarding the theft of the passport) - if you want to restore a lost or stolen passport.

If you wish, you can be given a certificate of acceptance of documents. While you are applying for your passport, you can also obtain a temporary identity card. In this case, additional photography will be required. The original documents will be returned to you along with the completed passport.

The amount of the state duty and details for its payment can be found on the website of the Main Directorate for Migration Issues of the Ministry of Internal Affairs of Russia. A receipt for payment of the state fee for issuing or replacing a civil passport can be obtained at the “My Documents” government service center that you plan to contact. Payment can be made at any bank.
