Benefits for public transport: disabled people, pensioners, students, families with many children

For large families, of which there are many according to statistics in the Russian Federation, the state provides certain privileges. Among them is the possibility of discounted travel on transport.

Large families can get free travel by contacting the social support authorities.

Conditions of receipt and required documents

To receive the benefit, you must first obtain a certificate for a large family. It is generally accepted that if there are three or more children under age, it is recognized as having many children.

  • The certificate is issued at the department of social protection of the population.
  • If available, you can contact the social security authorities to receive preferential travel.
  • In addition to the certificate, you will need:
  • statement from one of the parents;
  • passports of parents (adoptive parents);
  • certificate of a large family;
  • a certificate of the child’s education in an educational institution (relevant for obtaining discounted travel on suburban and intra-district buses);
  • birth certificates for each child.

If one of them has not yet reached 18 years of age, but is studying at an institute, college or school, it is necessary to obtain a certificate of full-time study, thereby confirming the fact that the child is a dependent.

When contacting the authorities, you must provide original documents and their photocopies.

Trustees also have the right to deal with the registration of benefits. To do this, you will need to obtain a power of attorney and have it certified by a notary, only in this case the actions of the representative will be legal.

Amount of benefits

This type of benefit is provided on the basis of Decree of the President of the Russian Federation No. 431 dated May 5, 1992.

Having applied for the benefit, one parent and children aged 7 to 18 years old receive travel documents. At the same time, children must attend full-time educational institutions.

It is prohibited for a parent for whom it was not issued to use a travel card; this will result in a fine.

Currently, one parent can use free transport. But the issue of issuing travel cards for all family members is already being actively considered by the Government.

Family members can apply for:

  • free travel for minors in suburban passenger transport, suburban railway transport, for children under 16 years of age in public transport (buses, subway, trolleybuses, etc.);
  • for children aged 16 to 18 years, a discount of 30 to 50% is applied;
  • free travel on public transport for one parent;
  • payment of compensation for travel to a sanatorium or other medical institution.

The range of benefits and the amount of their compensation may vary significantly depending on the region. To find out the specific size in the region where you live, you can seek advice from the territorial social security department. Taxi, including minibuses, is the only type of transport that is not covered by this benefit.Download for viewing and printing

Decree of the President of the Russian Federation dated 05.05. 1992 N 431. On measures for social support of large families

  1. You can receive compensation in the form of 50% of the funds spent on travel if the treatment and rest were legal and supported by appropriate documentation.
  2. Travel on any type of transport is subject to compensation.
  3. To apply for compensation, as a rule, you need to provide:
  • identification documents;
  • certificate of a large family;
  • checks and receipts confirming payment;
  • a certificate stating that the minor was in a sanatorium for treatment or in a recreation area.

When traveling to medical sanatoriums, compensation is possible not only for travel, but also for the cost of the trip. It ranges from 50 to 90% of its price, this percentage varies depending on the region of residence.

Each subject of the Russian Federation legally establishes the amount of benefits for travel to the place of treatment and back, within the framework of which compensation is calculated.

The same law usually sets the upper threshold for possible preferential payments.

Free travel for large families will help reduce financial expenses. You just need to contact the social support authority in time and get travel cards.

Travel benefits for disabled children and their parents in 2020

from Yaganova Yulia

The state provides a number of benefits to families raising a child with disabilities. These include preferences for transport fares.

The legislative framework

Most of the benefits guaranteed to disabled children are stipulated in Federal Law No. 181-FZ “On the social protection of disabled people in the Russian Federation.”

Article 30 of this normative act contained information about transport concessions. But in 2005, the article lost its force.

This happened in connection with the monetization of benefits, which gave citizens the opportunity to choose whether to use their privilege or receive monetary compensation.

This has led to the fact that transport benefits for children with disabilities today have become almost completely regulated at the regional level - they are prescribed in Government Resolutions and legislative acts of a specific municipality of the Russian Federation.

In other words, the issue of providing transport benefits is at the discretion of local authorities. For this reason, it is best to check the list of all current discounts on tickets with the social security department of your city.

Basic transport benefits

What travel benefits are available to disabled children? The answer to this question will depend on the type of transport, as well as on the class of communication range.

Public transport for urban and suburban purposes (tram, bus, trolleybus, metro, suburban railway transport, in some regions - river transport) Disabled children, as well as one accompanying person (mother or father, guardian, trustee, social worker caring for the child with disabilities) Free travel for an unlimited number of trips. Exception: taxi is a private mode of transport, so the benefit does not apply. Train (intercity and long-distance trains) Disabled children, as well as one accompanying person, once a year - free travel to the place of health or treatment and back within the country in carriages of any category, except for double compartments and carriages with increased comfort. The child is also included the right to take advantage of the benefits that Russian Railways JSC provides to all children, regardless of disability status:

  • Free travel for children under 5 years old who do not occupy a separate seat;
  • 50% discount for schoolchildren over 10 years old from September 1 to May 31 upon presentation of a certificate from the school.

Bus (suburban and intercity service) Disabled children, as well as one accompanying person, once a year - free travel to the place of health or treatment and back within the country. Water transport Disabled children, as well as one accompanying person, once a year - free travel to the place of health or treatment and back on water transport of the 3rd category (according to the constituent entities of the Russian Federation). Airplane Disabled children, as well as one accompanying person, once a year - free travel to the place of health or treatment and back within the country in economy class under the following conditions:

  • Lack of railway communication in the desired direction;
  • Lower cost of an air ticket compared to a train ticket;
  • A disabled child has a spinal cord disease or injury.

When transporting by plane, disabled children will enjoy a number of intangible privileges: priority service, the right to be the first to take a seat in the cabin, the provision of a stroller by the airline. Some airlines participating in the state program offer tickets at subsidized rates for people with disabilities on a number of routes. Information on the availability of such tickets can be obtained from the air carrier.

Documents confirming the right to benefits

To take advantage of the benefit for free travel on public transport in your city, a disabled child and his accompanying person must have certain documents with them.

The child must present:

  • Pensioner's ID;
  • Identity document (birth certificate up to 14 years of age, passport after 14 years of age).

The accompanying person must show:

  • Passport;
  • A certificate of the established form, issued by the social security authorities.

If a disabled child lives in Moscow, his travel must be carried out using a Muscovite social card, which must be issued at the social security department.

How to apply for transport benefits

Registration of transport benefits consists of several stages:

  1. The child undergoes a medical and social examination (MSE) to confirm disability (issued after passing a medical examination; valid for 1 year);
  2. Obtaining a conclusion on assignment of a disability group;
  3. Registration of benefits based on a certificate at the regional social security office;
  4. Registration of a certificate in the established form for an accompanying person (parent, guardian, trustee, social worker) in the USZN

To apply for benefits you will also need the following documents:

  • Child's birth certificate;
  • Passport of one of the parents;
  • Certificate of family composition.

Free travel to the place of treatment

Children with disabilities need to travel to clinics, medical centers and health institutions located in other cities of the country. Therefore, the state provides a benefit for a child with disabilities and one person accompanying him (parent, guardian or social worker) for free travel for examination and sanatorium-resort treatment.

The journey home will also be free for a child with a disability and his accompanying person. But you can use this preference (a round trip to the place where medical services are provided) only once per year.

Before your trip, be sure to clarify what the procedure for using the benefit for free travel in a particular region is.

For example:

  • When the social security department issues special coupons, payment to the cash desk is not required;
  • A number of municipalities have a different procedure: the ticket is paid in full through the ticket office, and then the money spent is reimbursed. In this case, it is important to keep all travel documents.

Exemption from transport tax

The most convenient vehicle for transporting a “special” child from home to a clinic or health center is your own car. A family with a disabled child can count on an exemption from transport taxes.

The Tax Code does not indicate the categories of citizens receiving tax benefits, so this issue, like the issue of providing benefits in general, is again regulated by regional legislation.

Each region dictates its own rules:

  1. Thus, in Moscow and the Moscow region, one of the parents of a child with disabilities is exempt from transport tax. The benefit applies only to one car with a capacity of no more than 200 horsepower;
  2. Similar conditions exist in St. Petersburg - with the only difference being that the power should not exceed 150 horsepower.

    Either the age of the car cannot be less than 15 years;

  3. A limit of 150 horsepower is in effect in the Krasnodar Territory, Vladimir, Sverdlovsk, Murmansk and Tyumen regions, and the Republic of Mordovia;
  4. Benefits for a passenger car with a capacity of up to 100 horsepower are provided in the Volgograd, Kurgan, and Ulyanovsk regions;
  5. In the Tula region, one of the parents of a disabled child receives exemption from the tax burden if the cost of his car does not exceed 3 million rubles;
  6. In the Kostroma, Ivanovo, and Kirov regions, the tax benefit for families raising a special child is 50%.

In a number of regions of Russia, no tax privileges are provided at all.

Disabled children, as well as those accompanying them, today can enjoy a number of transport benefits and discounts. The procedure for providing such benefits in most cases is established by local governments, so a complete list of benefits can be found in the department of social protection of the population in your locality.

Who has travel benefits and how to get them

Travel benefits can be provided at the federal, regional and municipal levels. Let's figure out who has the right to ride public transport for free or at a discount.

Veronica Netsova

figured out travel benefits

The legislative framework. The right to discounted travel on public transport is regulated by federal, regional and municipal regulations.

Federal:

  1. Law “On the organization of regular transportation of passengers and luggage by road transport and urban ground electric transport in the Russian Federation and on amendments to certain legislative acts of the Russian Federation”, Art. 9.1 and art. 20.
  2. Law “On State Social Assistance”, art. 21.
  3. Law “On additional guarantees for social support of orphans and children left without parental care”, paragraph 9 of Art. 6.
  4. Law “On State Social Assistance”, art. 6.2.

Each region has its own regional standards. For example, in Moscow it is:

In St. Petersburg - law dated November 22, 2011 No. 728-132 “Social Code of St. Petersburg” and several special orders.

For information about travel benefits in your area, check your local laws, regulations, and orders.

Travel by train. Some categories of beneficiaries have the right to free travel on the train - on an ongoing basis or once a year to the place of treatment and back.

The following people can ride free of charge on commuter trains:

  1. Orphans.
  2. Children left without parental care.
  3. Young people between 18 and 23 years of age if both or only parents died when the child was under 18 years of age.
  4. Those who lost both or only parents during their studies and are studying full-time at a secondary school or university.
  • The title of labor veteran is given in two cases: when a person began working as a minor during the Second World War and has a work experience of 40 years for men and 35 years for women; if a person worked in the same industry for 15 years, earned a work experience of 25 years for men and 20 years for women and received one of the following merits: orders or medals, honorary titles of the USSR or the Russian Federation, certificates of honor or gratitude from the President of the Russian Federation.
  • The title of veteran of military service is also given in two cases: when a serviceman has served for 20 years or more; if he has become disabled as a result of an injury or illness received in military service.
  • In St. Petersburg, pensioners and pre-retirees are entitled to benefits only if they have worked in the city for at least 20 years and have a work experience of at least 45 years for men and 40 years for women.

Discounted minibus travel For example, in St. Petersburg, beneficiaries ride minibuses at full price.

In Moscow, authorities canceled minibuses that duplicated the routes of city buses and stopped anywhere.

Instead, there are minibuses that travel on new routes and are subject to all benefits for travel on public transport.

Bus travel for privileged categories is free if the state provides them with benefits for travel on public transport. If you qualify for a discount on a commuter bus, make sure you can take advantage of the discount pass or discount before you board. Ask the conductor or driver about this.

Benefits for travel on public transport are available to pensioners, labor veterans, schoolchildren, students, disabled people, children and some other categories.

They can be provided in the form of free travel, a discount on the purchase of a travel card, or compensation for part of its cost. I'll tell you about the benefits for each category.

They are provided at the local level and are provided by regions and municipalities.

Amount of benefits. Benefits can be in the form of free travel, discounts or compensation for part of the cost of the ticket.

In Moscow, pensioners travel for free on city public transport and commuter trains using a social card. Including in public transport in the Moscow region.

Pensioners buy a travel pass at a special price. It is equal to the amount of the monthly payment for pensioners. Its size in 2019 is 600 rubles.

Benefits for labor veterans are provided by local authorities.

Provided at the regional and municipal level.

The amount of benefits varies in each region. In Moscow and St. Petersburg, schoolchildren travel using a special card or travel ticket without a travel limit. The cost of a card or ticket is fixed and lower than a regular travel card.

In Moscow, a student can buy a discounted travel pass for one or three months. The price of the pass varies depending on the type of transport:

  • metro and monorail - 395 R for a month and 1185 R for three months;
  • ground transport - 260 RUR for a month or 780 RUR for three months.

In St. Petersburg, schoolchildren travel with a student pass. The price of such a ticket is 515 rubles.

Students are entitled to discounted travel only by decision of the region or municipality.

In St. Petersburg, students travel using a special travel card - a contactless smart card, BSK.

It is applicable to university students, graduate students and students of professional lyceums, technical schools and colleges who are studying full-time.

It’s not possible to simply issue a BSC - the educational institution needs to provide information about the benefit to the carrier. And the carrier will already make a BSC for the student at his request.

You can apply for a personalized student travel card at the metro ticket office, the Center for the Production of Discount BSCs, or through the Internet service map-online.rf.

Other benefits for travel in transport for people with disabilities are not fixed at the federal level, but in many regions they have the right to travel on public transport for free or for a small fee. Usually, the person accompanying a disabled person does not have to pay a fare.

In St. Petersburg, travel is free for disabled people:

  1. According to the vision of the first and second groups.
  2. Missing one or both legs or one or both arms.
  3. With paralysis of two or more limbs.

Travel benefits for children are provided at the federal and local levels. Federal benefits - free travel or a discount on tickets for ordinary children and orphans. Local benefits vary by region.

Children travel free of charge without a separate seat. But if the carrier does not allow traveling without a seat, then the parent will have to pay 50% of the ticket price for the child. A child under 12 years old receives a 50% discount on a ticket. Just in case, the parent should have a document confirming the child’s age, such as a birth certificate.

Benefits apply to those who lost their parents before the age of 18 or while studying.

You can’t just grab and go on public transport for free and without a ticket. The right to discounted travel must first be confirmed. How exactly to do this depends on the category of the beneficiary and the region.

Where to contact. All beneficiaries receive a free or discounted train ticket at the station ticket office using a document confirming their right to it. Schoolchildren, students, pensioners and all other beneficiaries in Moscow first contact the MFC and apply for a social card there.

To issue a card you will need the following documents:

  1. Application - filled out on the spot.
  2. Passport.
  3. Documents confirming the right to benefits. Not needed if you are about to retire.
  4. Photo 3 × 4 cm, if available. If you don’t have a photo, you can take one at the MFC.

For schoolchildren, the card is usually issued by the school. To do this, you need to write a special application. Parents of Moscow schoolchildren and students can apply for a student card on the website of the Moscow Mayor. You will need a photo of the student in electronic form.

Students, before applying for a Muscovite card at the MFC, need to make sure that they are in a special register. If everything is in order, you can apply for a card at the MFC or on the website of the Moscow mayor. If you are not on the register, contact the university about this issue.

The card will be ready within 30 days. During its production, you will be given a temporary travel pass and a certificate, on the basis of which you can receive train tickets for free or buy them at a discount.

After receiving the card, you need to confirm the discounted travel pass. This can be done at the metro ticket offices, special kiosks and ticket vending machines of the State Unitary Enterprise Mosgortrans, through self-service terminals of Eleksnet OJSC and Moscow Credit Bank PJSC.

Write an application and attach to it:

  1. A copy of the child's birth certificate.
  2. A copy of his passport, if available.
  3. A copy of the passport of the parent or other legal representative.
  4. A copy of the certificate of a large family, if the family has many children.
  5. A copy of a document confirming the status of an orphan - death certificates of parents, court decision on deprivation of parental rights, etc.
  6. A copy of the act of the guardianship and trusteeship authority establishing guardianship or trusteeship - for orphans.
  7. Certificate of disability - for a disabled child.
  8. A copy of the pension certificate or certificate of granting a survivor's pension from the pension fund, if so.
  9. A document confirming the place of registration and residence. For example, a copy of a certificate in Form 8, the original of Form 9 or 3.
  10. Photo of the child 3 × 4 cm.

The originals will be needed so that the school or carrier's office can verify the authenticity of the copies.

If you submit documents through the school, it will transfer the documents to the transportation organizer. The carrier will review the application and, if everything is in order, will give the go-ahead to issue a school pass.

You can get a travel card at a school or metro ticket office. Check with your school exactly how it is issued.

The discounted travel pass is valid from the date of issue to September 30 of the following year. But it may end earlier if the right to benefit expires before that time.

Beneficiaries can travel around Moscow on public transport for free or with an unlimited travel pass at a discount. Residents with permanent registration in Moscow or the Moscow region have the right to free travel.

The full list of beneficiaries entitled to free travel is in the chch. 2 and 3 tbsp. 3 Law of Moscow dated November 3, 2004 No. 70.

Additionally, the following categories of Muscovites have the right to free travel in the Moscow region:

  1. Home front workers.

  3. Rehabilitated and subjected to unjustified political repression.

  13. Orphans left without parental care, children and persons from among them.
  14. One of the parents in a large family until the youngest child reaches 16 years of age or 18 if he is in school.

  18. Veterans of labor and military service - women over 55 years old, men over 60 years old.

How to use a Muscovite card to travel by train. If you receive a discounted or free train ticket for the first time, go to the station's suburban ticket office and present your Muscovite card. Information about free or discounted travel will be recorded on it.

In the future, you can issue a discounted train ticket at a suburban ticket office or ticket machine at the station.

What to do if the Muscovite card does not work. Contact the metro ticket office or Mosgortrans kiosk. You will be given a free boarding pass. It is valid for three days from the moment of the first passage through it.

Take the non-working card to the MFC for examination. On the spot, write a cover letter in free form describing the problem.

If the examination finds the card to be faulty, they will issue you a new one. While you are replacing your card, you will receive a temporary unified social ticket. To use it without restrictions, carry a document confirming your travel benefit with you.

Sample social card of a Muscovite

Free travel without a Muscovite card is provided for:

  1. Heroes of the USSR, Russian Federation and Socialist Labor, full holders of the Order of Glory and Labor Glory of three degrees, even if they do not live in Moscow or the Moscow region.
  2. Children under 7 years old.
  3. Members of the Moscow People's Squad.

Children do not need a ticket at all. And other categories receive it at the cash desk upon presentation of a document confirming the benefit.

Is a pensioner entitled to preferential travel on public transport?

For this reason, the government establishes certain benefits for people of retirement age.

These benefits are regulated by federal laws and regional regulations. One type of social benefit is the opportunity to ride public transport for free.

Is a pensioner entitled to discounted travel on public transport?

Acquiring the status of “pensioner” is not an absolute basis for obtaining the opportunity to ride public transport for free. In 2019, the following are entitled to free travel:

  • veterans and disabled war veterans. This also includes family members of army personnel who died in the performance of their military duty or suffered from radiation exposure;
  • honorary donors;
  • parents who have many children;
  • persons who eliminated the consequences of man-made accidents;
  • residents of besieged Leningrad;
  • people who are disabled;
  • persons who worked on the home front during the war;
  • heroes of the Russian Federation, the Soviet Union; labor veterans;
  • persons who raise minors with disabilities;
  • people who suffered from political repression and were subsequently rehabilitated.

In what types of transport does it work?

Benefits for people of retirement age for travel on municipal transport include the following opportunities:

  • the opportunity to travel for free on commuter trains and electric trains (for pensioners who participated in the Great Patriotic War);
  • the opportunity to travel free of charge to the place where the course of treatment is planned;
  • the opportunity to ride free of charge in municipal transport (for participants of the Great Patriotic War; labor veterans; Heroes of Russia, the Soviet Union).

Benefits apply to any municipal transport. This includes buses, trolleybuses, trams, as well as some minibuses.

Size

Additional measures of material support in the form of travel compensation are assigned at both the federal and local levels. The amount and frequency of compensation are directly dependent on the size of the budget of a constituent entity of the Russian Federation or locality. a citizen can receive compensation for travel on municipal transport

  • cash supplement to pension payments;
  • special tickets (social cards);
  • providing the opportunity to ride free of charge on municipal transport or ride at a reduced fare.

In most regions of the Russian Federation, pensioners belonging to one of the above groups of people can ride public transport for free. Therefore, the amount of the benefit in this case will be equal to 100% of the fare.

However, in some regions of the Russian Federation additional benefits apply:

  1. Chelyabinsk region . Here, pensioners have the right to travel free of charge to their dachas on suburban transport.
  2. Leningrad region . Pensioners can purchase travel passes at a discount. To do this, you must be registered in St. Petersburg. Participants of the Great Patriotic War and blockade survivors can buy train tickets from May to December at a discount.
  3. Moscow region . Recipients of pensions can travel on electric trains for free. This benefit appeared as a result of an agreement concluded between the Moscow administration and the governor of the Moscow Region. The contract is valid until 2020. In addition, people over 60 years of age can ride the metro for free.

How is it provided?

To do this, you will need to prepare a set of papers and submit an application to the social security institution located at your place of residence.

After submitting an application, information about the citizen is entered into a single database. Organizations that manage public transport have access to it. If the decision to grant benefits is positive, the applicant needs to go to the ticket office where travel passes are issued and provide his passport and identification. After this, he will be given a free travel pass.

Attention! Even if a retiree is not eligible for federal benefits, he should still try to apply. Many Russian regions have adopted special acts that make it possible to obtain benefits for the use of municipal transport.

A pensioner fills out an application for a benefit when visiting a government agency. Required documents - a general passport of a Russian citizen, a pensioner's certificate. You may need:

  • compulsory medical insurance policy – issued by the insurer;
  • a certificate confirming the status of “disabled” – issued after a medical examination;
  • veteran's certificate - issued at a social security institution;
  • certificate of honorary donor - can be obtained from the regional unit of the Ministry of Health;
  • home front worker's certificate - issued by the Pension Fund of Russia;
  • ID card for a large family (minimum 3 children) – provided at a social security institution.

There are people who don’t even realize that they are beneficiaries. This is due to the fact that information about changes in the assignment of benefits is infrequently published on websites. In addition, pensioners, especially those over 70 years old, cannot be called particularly active Internet users.

Important! In order not to miss the opportunity to save money on travel, you need to submit a request to the social security institution once a year.

Benefits for disabled people on transport in 2020

Disabled people are among the most vulnerable segments of the population, requiring additional protection from the authorities and society. Depending on the severity of the disease or injury, disabled people are usually divided into 3 groups.

Establishing the disabled group is the responsibility of the federal bureaus of medical and social examination. The list of benefits entitled to a person with disabilities depends on the disability group.

Let's find out what benefits disabled people are entitled to for transport within the city, district and within Russia in 2020.

Benefits for disabled people on public transport: for disabled people of group 3

You can use discounted travel only after presenting your social travel card on public transport.

The third group of disability is considered to be working, since diseases and injuries, the identification of which gives the right to disability, do not interfere with the implementation of certain types of work activity and receiving earnings for performing work. In this regard, disabled people of group III are entitled to the least number of benefits:

  • for free travel on any public transport (bus, train, tram, but not taxi) within a populated area and in the suburbs;
  • for discounts when purchasing railway tickets in the amount of half the fare from October 1 to May 15 of each year, as well as for a similar discount when purchasing a ticket at other times once a year.

Benefits for disabled people on public transport: for disabled people of group 2

Disabled people of group II suffer from more severe diseases than disabled people of group III, therefore a wider range of benefits is provided for them:

  1. Free use of public transport services. The benefit is not provided for travel in taxis and commercial minibuses.
  2. Free travel on public transport for passenger transportation in rural areas.
  3. Free use of suburban public transport services, excluding taxi travel.
  4. A 50% discount on travel tickets when planning a trip on any type of transport abroad (by train, road, plane, river transport) during the period:
    • from 01.10 to 15.05 each year without restrictions on the number of international trips;
    • at other times with a limit of up to 1 trip.
  5. Free travel to the place of treatment and recovery once a year. An accompanying person cannot receive a free ticket.

Benefits for disabled people on public transport: for disabled people of group 1

Travel on international public transport is compensated for round-trip travel for disabled people of group 1.

The first group of disabilities means that a person with disabilities cannot work, support himself, and sometimes even take care of himself. Therefore, caring for him falls on family members, and the state, by approving the largest number of benefits, tries to ease their burden of maintaining and caring for the patient. Group I disabled people are entitled to:

  1. Free travel pass for any city public transport, except taxis and private minibuses.
  2. Free use of public transport services in rural areas.
  3. Free travel pass for any suburban public transport (except taxis).
  4. Discount when paying for a ticket for an international flight for any type of transport (air, river, road, rail) in the amount of 50%:
    • unlimited number of times from 10/1 to 15/05;
    • once a year in other months.
  5. Free travel to a place of recovery or treatment (sanatorium-resort institution) once a year. The right to free travel is also granted to a person accompanying a disabled person.

Benefits for disabled people on transport: travel tickets

The cost of a social travel ticket for disabled people is 375 rubles.

A social travel card, which will indicate the name of its owner, will help you take advantage of the discount on public transport.

To prevent anyone else from presenting your card on a bus, train or tram, you must have a passport with you.

If a disabled person does not have a social travel card with him, he will have to pay for the ticket, even if the person is in a wheelchair.

To get a social travel card, you need to go to the regional department of social protection of the population (you can send a proxy or use a social taxi service). You need to have the following documents with you:

  • application for card issue;
  • Russian passport;
  • conclusion of a medical and social examination;
  • birth certificate (for a child with a disability under 14 years of age);
  • Russian passport of the person accompanying a person with disabilities.

  • 1650 rubles for disabled people of group I and children with disabilities.

Federal Law No. 181-FZ of November 24, 1995 On social protection of disabled people in the Russian Federation
