Can military pensions be cancelled?

In recent months, various unofficial sources on the Internet have reported about the possibility of abolishing military pensions in Russia in 2020 .

A likely reason for the dissemination of this kind of publication could have been the appearance on radio “Echo of Moscow” back in 2016 by the director of the Research Financial Institute (NIFI) of the Russian Ministry of Finance, Vladimir Nazarov .

At that time, all sorts of rumors about the abolition of military pensions were actively fueled by unpopular reforms that the Government began to implement in connection with the economic crisis that worsened in 2014-2016.

Answering questions from the presenters of Echo of Moscow in a discussion on the topic “What will happen to the pension and to us?”, a member of the Ministry of Finance board then proposed introducing a one-time “large severance pay” instead of military pensions, which would provide for the serviceman in the near future after dismissal from military service (literally - “so that he has enough for a year or two of comfortable life”). Additionally, it was proposed to provide military retirees with the opportunity to retrain and acquire a profession that is currently in demand on the labor market.

There is no reason to believe that such an extravagant initiative can actually be implemented in the near future.

There are no discussions being held within the Government itself on the issue of abolishing the military pension , and no bills have been introduced on this matter.

However, it is still worth paying attention to such a proposal, which was received in 2016, since the NIFI Institute, subordinate to the Russian Ministry of Finance, prepares recommendations for bills related to the country’s budget policy, and also develops methods of financial management, forecasting and planning for the execution of the federal budget. And in the new composition of the Government, approved by Vladimir Putin on May 18, 2018, the position of First Deputy Prime Minister is occupied by the head of the Ministry of Finance, Anton Siluanov.

Will military pensions be cancelled?

At the moment, it is impossible to say definitively whether military pensions will be abolished or not. Nothing other than the proposal of the Financial Research Institute on this issue was voiced from official sources, and no legislative projects were submitted for consideration.

However, if by military pensions we mean in general the pension benefits received by military personnel and former employees of services equivalent to them (law enforcement agencies, security services, fire protection, etc.), then, according to expert estimates, budget savings from the abolition of military pensions could would amount to about 500-700 billion rubles per year .

Since this is a large amount for the federal budget in times of crisis, questions about the need to reform the military pension system in one form or another will arise more than once . For example, in 2018, the annual increase in the reduction coefficient provided for by law was not carried out. Its change took place only on October 1, 2019 - from 72.23% to 73.68%.

What was proposed as a reform of the military pension system?

Judging by the explanations that Vladimir Nazarov gave in October 2016 to Nezavisimaya Gazeta regarding his previously voiced proposals to abolish military pensions, if such a project (pension reform) had actually been implemented, it would not have affected existing military pensioners - citizens would have continued receive assigned pensions. According to Nazarov, the reform should have been based, first of all, on a gradual adjustment of the rules for the retirement of military personnel .

This implies a change in length of service requirements, the introduction of a progressive “age - length of service” scale, which will allow a citizen who has more work experience and a higher rank to retire earlier.

After dismissal, it is planned to provide the citizen with a one-time cash benefit and provide the opportunity to complete a training program and find employment within the framework of the newly acquired profession.

Cancellation of the reduction coefficient for military pensioners

Currently, pensions for military pensioners are calculated based on the pay of military personnel. It, in turn, consists of salaries in accordance with the position and rank, as well as other additional allowances for:

  • class qualifications;

  • performing tasks associated with a threat to life and health;
  • special achievements in service, etc.

Since January 1, 2012, Article 43 of the Law of the Russian Federation No. 4468-I dated February 12, 1993, monetary allowances for calculating pensions are not taken into account in full , but only in the amount of 54% (that is, taking into account the reduction factor ). It was initially assumed that this value would increase by 2% annually until it reached 100%.

From October 1, 2019, the reduction coefficient is 73.68%. An increase is not planned by the Government in 2020.

Pension reform hits the army: Putin will repay debts to the military after devaluation

The pension reform, apparently, has reached the military. In theory, now the entire State Duma Defense Committee should stand up in unison and, taking a step, in a united formation, headed by Colonel General of the Reserve Vladimir Shamanov, leave the meeting room - their demands to the government to solve the problems of military personnel were once again ignored.

However, such a demarche did not take place, and the State Duma, at a plenary meeting on November 19, continuing the cannibalistic pension reform, adopted a law that again freezes at the current level the amount of monetary allowance to be taken into account when calculating military pensions.

The document, part of the so-called package of budget-forming laws, was introduced by the government and was nevertheless approved by deputies in the third reading. There will be no increase in military pensions expected from January 1, 2020 - instead there will be only a lip-rolling machine.

“In connection with the Federal Law “On the Federal Budget for 2020 and for the planning period of 2021 and 2022”... it is proposed to extend the suspension of the second part of Article 43 of the Law on Pension Security until January 1, 2021, maintaining the amount of monetary allowance taken into account for calculating the pension “73.68 percent,” says the adopted document.

This means that the amount of monetary allowance taken into account when calculating pensions will remain at the level of October 1, 2019, when a very belated and insignificant increase took place. And after January 1 of the next year, there will be no changes in payments. So the military was compared to those who became victims of the pension reform.

The new law, which can only be described as predatory in relation to pensioners, suspends the rule of law according to which monetary allowance is taken into account when calculating pensions from January 1, 2012 in the amount of 54 percent and, starting from January 1, 2013, increases annually by 2 percent until it reaches 100 percent size. At the same time, for some reason, it is forgotten that President Vladimir Putin, back in May 2012, instructed the government to ensure an annual increase in pensions for military veterans by at least 2 percent above the inflation rate. If we follow the logic of the presidential decree, then in 2020 military pensions should be indexed by 5 percent. However, Putin also promised civilians not to carry out pension reforms and not to raise the retirement age.

What's the result? Now the amount of monetary allowance taken into account when calculating pensions remains at the same level established on October 1, 2019, that is, all those 73.68 percent of monetary allowance.

That is, comrades, they threw you a “bone” of military pensions in October and that’s enough, in a year we’ll think about whether to increase it or even with the current “prosperity” you won’t give up. By the way, I can’t even call the latest increase in military pensions an “increase” - it’s a pitiful increase.

The Free Press has already cited these figures - a military pensioner with the rank of lieutenant colonel, who retired from the Armed Forces with the 24th tariff category and served for 25 calendar years, received an increase of 1,583 rubles.

A sergeant who retired from the 5th tariff category and served for 23 calendar years received 700 rubles added to his military pension. This is the pension reform for the army.

As “compensation” for freezing the amount of salary to be taken into account when calculating military pensions until January 1, 2021, the government sweetened the pill.

As noted in the accompanying materials, the new draft budget still takes into account the increase in inflation and provides for an increase in the pay of military personnel and a number of other categories - by 3 percent from October 1, 2020.

Accordingly, something will “break off” for military pensioners - again crumbs and only in a year. That is, the government is once again “throwing away” military pensioners with the now catchphrase “there is no money, but you’re hanging in there.”

As a result, both the deputies from the defense committee and the military themselves lost their way. First Deputy Minister of Defense Leonid Gorin, speaking at a plenary meeting of the State Duma, emphasized that the growth rate of military pensions “has a positive trend.” A representative of the military department noted that since 2011, the military pension has increased 2.6 times and, based on October 1, 2020, should increase to 26,968 rubles. At the same time, the inflation rate in Russia in 2011 was 6.4 percent, and in 2018 - 4.3 percent. In general, don’t deny yourself anything, “rich” pensioners. Actually, the pension reform was started for all the “rich people”, so that they could become even richer at the expense of the money that was taken from the population.

During the second reading of the law “On the federal budget for 2020 and for the planning period of 2021 and 2022,” which took place on October 9, the head of the State Duma Defense Committee, Vladimir Shamanov, with the support of his associates, sharply condemned the proposals of the government, which constantly evades legislative implementation fixed pension guarantees for citizens discharged from military service. The conclusion, published on the State Duma website, indicated that from 2014 to 2016, the “increase in military pension” due to the increase in the reduction coefficient did not even cover the inflation rate, not to mention the implementation of the decree of the head of state. According to parliamentarians' calculations, under-indexation has already amounted to 20 percent. At the same time, due to the reduction factor, budget savings from 2012 to 2019 amounted to about 2.8 trillion rubles.

It is likely that the current “freeze” of military pensions until 2021 will significantly replenish the treasury with money taken from retired defenders of the Fatherland. Again, during this time, more than one thousand of them will have time to pass away - pensioners in our country are rapidly leaving for another world. It’s also “savings”. There is another reason for freezing pension increases. For example, Doctor of Economic Sciences Nikita Krichevsky believes that this measure, like the entire pension reform, is aimed at delaying time; the government is waiting for the ruble to devaluate and the national currency to depreciate even more.

“When the ruble finally collapses, the government will immediately pay off its pension debts, including making payments to military pensioners who are heavily in debt. There will be more depreciated money supply and it will no longer be a pity to give it away, says the economist.

It cannot be said that now, against the backdrop of the adoption of a law that is predatory for pensioners and the entire pension reform in general, the State Duma Defense Committee has “blown away” and stopped defending the rights of military pensioners.

However, in the end, it was not possible to butt heads with the government on equal terms - Prime Minister Medvedev’s team once again ignored increasing the level of pay for military personnel and achieved the desired result.

In fact, they don’t give a damn not only about military pensioners, but also about the army as a whole.
