Who is entitled to payments?
The head of state explained that 70-80% of low-income families are families with children, and this is nothing more than a threat to the decline of the nation. In his message, Putin immediately answered the emerging question about who is entitled to new child benefits from 3 to 7 years.
Thus, those who:
- permanently resides in Russia;
- parents whose children were born later than January 1, 2017;
- has a monthly income that for each family member does not exceed twice the minimum subsistence level (ML).
Federal Law No. 418 of December 28, 2017 contains a number of additional restrictions. It says that upbringing should take place in a family, and not in a special children's institution, and Russian citizenship must be a must.

Payments will affect those families in which the income per person is less than double the subsistence level. True, it has not yet been clarified which PM will be taken into account - all-Russian or regional. It is expected that this issue will be resolved when the law is adopted. And the start of payments will begin on January 1, 2020, that is, retroactively.
According to Federal Law No. 134 of October 24, 1997, the living wage is established separately for all groups of the population (children, workers, pensioners) and per capita.
Benefit amounts
Taking into account the latest news, we can say that benefits for children from 3 to 7 years old, starting in 2020, will be available to families with children aged from three to seven years old.
Interesting!
From January 1, 2020, payments will amount to 5,500 rubles, and from January 1, 2021 - 11,000 rubles. And these are the national averages.
How to get benefits
The employer has nothing to do with the payment of benefits for children aged 3 to 7 years. Social protection authorities or the Pension Fund of the Russian Federation are responsible for receiving benefits. Payment of benefits can be issued as soon as the relevant federal law is adopted.
If you look at the President's message, you will see that in order to receive benefits, parents with children will only need to write a corresponding application and indicate their official income.
At the same time, the president noted that it is important to make the procedure for receiving money as simple and accessible as possible. Citizens must complete everything without standing in queues, without creating any obstacles, and possibly remotely.
To apply for benefits, you can contact the MFC at your place of residence. You can also submit your application electronically. This will speed up the process. This registration can be done through the State Services portal by logging into the user’s personal account.
If the parents do not have permanent registration, then the benefit can be issued on a temporary basis. Assistant to President Vladimir Putin, Andrei Belousov explained that the mechanism for citizens to apply for benefits and their payments will be considered and accepted before July 1, 2020.
Since a corresponding application is required to apply for benefits before the child reaches the age of seven, the possibility of remote registration will be implemented 100%, Belousov promised.
Let's consider an example of whether a conditional family, say, consisting of four people, will be able to receive benefits. It contains mom, dad and children aged three and seven.
Only dad works. Since the children are over one and a half years old, the mother does not receive any benefits. This means that only dad’s salary will be taken into account.
Benefit amount for large families
For large families, in addition to the new allowance being introduced from 3 to 7 years, increased subsidies are provided that will be paid to children until they reach the age of three.
From 2020, state support will be received by families whose income is less than twice the subsistence minimum, as opposed to the current value of one and a half minimum.
The amount of benefits paid to large families depends on the region and the minimum subsistence level established there for the child.
What documents are needed to apply for benefits?
The law on the new benefit has not yet been adopted, but has already raised a lot of questions among citizens. For example, what documents will be needed to obtain benefits for children from 3 to 7 years old in order to apply for it, or what minimum cost of living will be taken into account. The latest news of 2020 does not provide clarity and a complete picture.
The list of documents that will be required to issue a new benefit will be known after the adoption of the relevant regulatory act. But if we rely on the current rules for assigning benefits, then most likely, when applying for a new benefit for children from 3 to 7 years old, the following documents will be required:
- passport of the parent submitting the application;
- certificate of family composition;
- certificate of family income.
There is an assumption that in rural areas you may need a certificate of the presence of a subsidiary plot in order to calculate possible additional income.
Important! To whom the benefits will be provided and how to apply for them will become known exactly only after the law is published.
The new benefit for children from 3 to 7 years old is not the only help for families with children. The latest news for 2020 is encouraging. In addition to it, according to the president’s assurances, other measures will be implemented aimed at improving the material well-being of families with children.

Child benefit from 3 to 7 years
There have not been as many changes in the social sphere for a long time as recently. If previously the issue of additional financial assistance to families with children was of interest only until the child reached the age of 3 years, now everything has changed.
The government has taken a course to support families with children from 3 to 7 years old, increase child benefits for each child, improve financial support for schools, in particular, free meals. And much more. But let's talk about all this in more detail.
Payments for the first child
Since 2018, a special type of financial assistance has been in effect in the Russian Federation - the so-called. "Putin's manual". More precisely, these are cash payments that are due to families where the first child was born. This benefit is paid in an amount not lower than the subsistence level in the region of residence. You can learn more about this benefit from the article about Putin’s benefit.
In some cities, in addition to federal payments, there are also incentive cash benefits at the local level. For example, in Moscow or St. Petersburg there are such benefits and their size differs from the federal minimum.
How the benefit amount changed up to 1.5 years
At the beginning of January, the President announced a number of changes in the state’s social policy regarding the first child:
These measures should help increase the birth rate, and also significantly support low-income families, rural families, single mothers and those living in difficult financial situations.
How the benefit amount changed from 1.5 to 3 years
Child benefit from 3 to 7 years old
If we talk about child benefits, their size has begun to change with surprising speed in recent years. And here it is very important to understand the reason for what is happening. And it lies in a rather simple problem.
Infographics: Population density of Russia.
Since these regions were the leaders in the decline in fertility last year:
- Moscow region: drop by 19%;
- Chukotka Autonomous Okrug: drop by 17%;
- Kaluga region: drop by 14%;
- Udmurt Republic: drop by 13%;
- Kurgan region: drop by 13%,
It should be assumed that it is in these regions that the greatest funding and increase in child benefit payments are planned for the coming years.
So, if we recall social support measures, then until recently there was no question of child benefits for families with a child over 3 years old. The maximum that could be counted on was alimony or unemployment benefits. There are also other benefits for single mothers in some regions. Especially when the city has problems with kindergartens.
By the way, you can receive additional money if there are no places in kindergarten.
As for the latest changes, after the President announced a new program to help families with children, a benefit for children from 3 to 7 years is being introduced.
However, there are certain differences between benefits up to 3 years and after.
Benefit amount from 3 to 7 years
All payments for children under 3 years of age are tied to the minimum wage, which is set in each region once a year. As you remember, the requirements for receiving child benefits for a child under 3 years of age are as follows:
- Average per capita income per family member does not exceed 2 subsistence minimums
- Amount of child benefits up to 3 years: not lower than the minimum wage
Child benefits for a child aged 3 to 7 years will be paid differently:
- Average per capita income per family member does not exceed the subsistence level
- Amount of child benefits from 3 to 7 years: not less than half the minimum wage
So what does this mean in practice? It's simple. If, up to 3 years of age, for example, parents with one child could have an average family income of 60 thousand rubles and still be entitled to this benefit, then for applicants for benefits from 3 to 7 years of age, the conditions become more stringent.
Benefit amount from 3 to 7 years
A family with one child should have an income no higher than 3 minimum wages on average, that is, about 30-40 thousand, depending on the city of residence. And the size of children's children is reduced by 2 times. Approximately, the amount of child benefit for 2020 for children aged 3 to 7 years is expected to be no more than 6 thousand rubles.
To be precise, the President said that in 2020, child benefits from 3 to 7 years old will be 5,500 rubles, and from 2021 they will be raised to 11,000 rubles.

Benefit from 3 to 7 years: when will it come into force
Many families ask this question - when does the law on the payment of child benefits for children aged 3 to 7 come into force? And not by chance.
After all, it is one thing to announce changes in the social policy of the state, which was done by the President when announcing the Address to the Federal Assembly.
And it’s another matter when this money is allocated from the budget and sent directly to those families who are entitled to it.
- The new Head of the Cabinet of Ministers, Mikhail Mishustin, who replaced Dmitry Medvedev in this post on January 16, 2020, determined the shortest possible time frame for the adoption of all necessary legislative acts regulating this process.
- Moreover, the level of income and their relationship with expenses will be taken into account more carefully.
According to a number of media reports, which are still unconfirmed, changes to the laws on child benefits under seven years of age will be adopted during the winter and by the spring, no later than May 1, will come into force.
It is quite possible that these benefits may be paid retroactively, just as was the case with the re-indexation of pensions in 2019, when at first pensioners were not given an increase on January 1, after which the President intervened and they were recalculated to the subsistence level, paying the entire amount of the increase before July 1 .
When to apply for benefits from 3 to 7 years
As for the specific date for submitting documents, all families with children of this age should carefully monitor updates in this legislation. As soon as the State Duma adopts amendments to the law on child benefits and its allocation to families raising children over 3 years old, you must immediately contact the local authorities authorized to assign this payment.
It is best to track this information using our website, and it is easier to apply for benefits through the MFC branch. It has been noted, based on feedback from our readers, that when contacting social security authorities, sometimes there are unfounded refusals, which are much less common when contacting MFC employees.
What documents are needed to assign benefits:
- Passport of the person submitting the documents (usually the mother)
- SNILS (mother, father, child)
- Certificate of income for the last year (or for the last 12 months)
- Child's birth certificate
(the list of documents is not exhaustive)

New benefit from 3 to 7 years - the amount and conditions for receiving Putin’s payment for children
The annual message of Russian President Vladimir Putin to the Federal Assembly of the Russian Federation on January 15, 2020 will be remembered by Russians, among other things, for its radical proposals to change state support for citizens with children. Among such proposals is to introduce a new allowance for children from 3 to 7 years old in 2020, the amount and conditions for receiving which were also approximately determined in the speech of the head of state.
We’ll tell you in more detail what Vladimir Putin announced for the payment. It is already known that the relevant law on benefits up to 7 years will apply to legal relations that arose from January 1, 2020. Read further in the article for the latest legislative news.
The role of the president in shaping social policy
This is not the first time the President has shown such interest in state support for citizens with children. During a direct line in 2019, answering a question from a viewer, Vladimir Putin also announced an increase in child benefits.
In essence, a new payment was introduced for children from birth to 1.5 years (later extended to 3 years) in the amount of the subsistence minimum for children in the region for the 2nd quarter of the previous year (FZ-418 “On monthly payments to families with children”) .
However, only families where the income per family member is less than twice the subsistence minimum for an able-bodied citizen of the region are entitled to receive it.
This manual is popularly called Putin's. Now there will be a new Putin benefit for children under 7 years of age, the appointment of which in 2020 will be carried out according to a similar principle, depending on income.
Payments under Federal Law-418 are made only for the first and second children. In addition, there is Presidential Decree No. 606 of 2012 (significant changes were made to it in 2019), in which V. Putin recommended that heads of regions assign a similar payment in the amount of the region’s child subsistence level for the third and subsequent children to needy families.
Main provisions of the President's message
The introduction of a child benefit up to 7 years of age is not the only proposal for state support for families with children that was made during the direct line on January 15, 2020. Proposals to improve the maternity capital program caused particular resonance. In particular, pay matapital:
- already at the birth of the first child - in the amount of the existing maternity capital - 416,617 rubles;
- at the birth of a second child - in the amount of 616,617 rubles (an increase of 150,000 rubles).
- In addition, it is worth mentioning that at the birth of a third child, according to the law, the state partially pays the loan taken by the parents, in the amount of 450,000 rubles.
- Changes to the law on maternity capital from January 1, 2020 - latest news
Entry into force of the law
Child benefits up to 7 years of age should already begin to be paid in 2020, but so far there is only a proposal from the president, made as part of an official speech. The law has not yet been adopted.
However, there is no doubt about its imminent adoption.
In 2019, for example, a direct line was drawn in July and already on August 2, the corresponding amendments to Federal Law-418, developed on the basis of V. Putin’s instructions, were adopted.
Most likely, the law on child benefits up to 7 years of 2020 will be adopted in a similar way (as soon as possible). The latest news confirms this - officials have already calculated how much money will be needed to implement all presidential initiatives to support families with children - more than 500 billion rubles.
Who is entitled to payment: terms of assignment and amount of benefit
According to the text of the speech delivered by the president on January 15, 2020, the amount of benefits for children under 7 years of age for low-income parents will be about 5,500 rubles (half the subsistence level in the regions). These are preliminary data; the amount of payment may be changed during the consideration of the relevant bill in the State Duma of the Russian Federation.
V. Putin also announced the conditions for receiving this monthly benefit:
- insufficient financial security of the family;
- the average per capita income (that is, income per family member) is less than the subsistence minimum.
This is how the president limited the circle of people who are entitled to receive a monthly payment for children aged 3 to 7 years. For comparison, families with an average per capita income below twice the subsistence level can apply for benefits for up to 3 years under Federal Law-418.
Thus, the requirements for recipients of the new benefit are more stringent. The president did not specify what exact cost of living indicator would be used.
According to Federal Law-134, the PM indicator is established for all socio-demographic groups of the population (pensioners, able-bodied citizens and children) and per capita.
When forming the PM level, average consumer prices for the basic set of products and services necessary for a citizen to maintain the vitality of the body are taken into account. In law, such a set is called a consumer basket.

From January 1, 2020, an allowance of 5.5 or 11 thousand rubles for children from 3 to 7 years old: clarification
Putin, during a speech before the Federal Assembly, announced that from January 1, 2020, benefits will be issued to children aged 3 to 7 years inclusive. The payment will be received by families whose income per person is no more than the subsistence level.
They will be received by families whose income does not exceed one subsistence minimum per person. From January 1, 2020, this payment will amount to 5.5 thousand rubles . If this is not enough, then from next year the payment will be increased to the subsistence level in the region, which is about 11 thousand rubles .
To raise a child, you need not only “spiritual investments”, but also quite “earthly” ones - monetary ones. But not all people have the opportunity to purchase even basic things for their offspring. It is for such persons that additional benefits are provided for children up to 7 years of age.
Russian President Vladimir Putin proposed introducing monthly payments for each child from three to seven years old from January 1, 2020. He said this on Wednesday in his Address to the Federal Assembly. The head of state noted the problem of low incomes of Russian families.
He indicated that if incomes are low, families should receive additional payments for the first and second children.
According to him, such payments for a child will initially amount to half the subsistence level - 5.5 thousand rubles, and in 2021 they can double - up to 11 thousand rubles.
The President also instructed the government to make changes to the budget as quickly as possible and take into account new payments for children from January 1 of this year.
About 1,300 people were invited to the ceremony of announcing the Message.
These are members of the Federation Council, deputies of the State Duma, members of the Government, heads of the Constitutional and Supreme Courts, governors, chairmen of legislative assemblies of the constituent entities of the Federation, heads of traditional faiths, public figures, including heads of regional public chambers, heads of major media outlets.
Types of state support
Child benefits are one of the means of social support provided by the state to families with children. Each of them has its own nuances of assigning and making payments. The same applies to the rules for their calculation.
In the Russian Federation, there are many “variations” of receiving financial assistance for a child.
Among them, there are those that are paid monthly, and there are those that are provided only once. The latter include:
- on pregnancy and childbirth (Federal Law No. 81);
- for early registration (in the first trimester of pregnancy);
- cash “bonus” for military wives;
- upon the birth of a baby;
- financial assistance when transferring a baby to a family for upbringing (Federal Law No. 81, Article 12.1).
regularly ( every month ):
- for caring for an infant up to 1.5 years old;
- “presidential” (according to Federal Law No. 418) - available to parents whose child was born after 01/01/2018;
- for a child whose parents (one of them) is an employee of the RF Armed Forces.

But there are other benefits, funds for the payment of which are allocated from the regional budget.
Additional Help
In some regions, families with children have access to an additional payment for the maintenance of a child up to 7 years of age. This is practiced, for example, in the Moscow region and St. Petersburg.
This financial assistance is allocated for the purchase of “children’s” goods (food, etc.).
Families in which the baby and one of the parents (both) do not have Russian citizenship can apply for these funds - for example, refugees, or persons who do not have any citizenship at all. And:
- those whose second spouse refuses to pay alimony for the maintenance of common children;
- military personnel;
- single mothers (fathers).
An important condition: at the time of registration of the payment, these people must live in the locality where they will be given the benefit.
The period for assigning assistance is from the day the child reaches the age of 1.5 years. But at the same time, it is important not to miss the deadlines established for applying for benefits - only six months are allotted to complete all the necessary papers and submit an application.
You need to apply for assistance to the territorial department of social protection. In this case, the applicant will need the following documents:
- passport;
- if you don’t have a passport (lost, or no documents at all) – a temporary identity card;
- refugee certificate;
- request for benefits;
- juvenile metric;
- documents on marriage (or its dissolution);
- papers indicating the establishment of guardianship over the child;
- documents on family income for the last 3 months;
- if the baby’s parents are divorced, then an additional certificate of child support payments will be required;
- documents confirming the family’s “need” and some others.
Note: This is a sample list of documents. A complete list is provided at the social protection department to which the applicant applies, and may differ in different regions of the Russian Federation.
The period for consideration of the application is two weeks from the date of filing the application.

Benefits for children from 3 to 7 years old from January 1, 2020
16:30 January 15, 2020
Addressing the Federal Assembly on January 15, 2020, Vladimir Putin outlined new support measures for families with children. Here are the most significant of the announced changes:
- maternity capital for the first child ;
- increase in maternity capital for the 2nd child by 150,000 rubles ;
- extension of the maternity capital program until at least 2026 ;
- creation of the missing number of places in nurseries ;
- payments for children from three to seven years old ;
- free hot meals in schools for all primary schoolchildren (grades 1-4);
- expansion of the social contract .
In addition, emphasis was placed on improving the educational infrastructure , in particular: connecting high-speed Internet in schools, creating modern conditions for children to practice creativity.
Payments for children from 3 to 7 years old
Let us dwell on the proposal for monthly benefits for children after three years of age and analyze it in more detail. The President explained that from 2020, payments for the first and second children were extended from 1.
5 to 3 years and expanded the criterion of need for their receipt to two subsistence minimums (SL) per family member.
In addition, in 75 regions of the country they have already begun to pay benefits for the third child and subsequent up to three years with the support of funds from the federal budget.
- But when the child turns three years old, almost all payments stop , and families very often find themselves in a difficult situation.
- As a rule, this is due to the fact that preschoolers often get sick, and it is difficult for parents (most often mothers) to combine child care and work.
- In this regard, the President proposed introducing a new monthly allowance for children from 3 to 7 years old inclusive , and to do this as early as January 1, 2020. The conditions voiced by Putin are as follows:
- The benefit will be provided to families whose income level does not exceed one subsistence minimum per person.
- At the first stage, it is proposed to set the amount of such a benefit at half the subsistence level in the region (on average about 5,500 rubles).
- Next, the situation will be analyzed: if, taking into account these payments, the family income does not reach one subsistence level per family member, then, perhaps, benefits will be increased to the full subsistence level , also regional (on average, approximately 11,000 rubles).
- The process of applying for benefits should be as simple as possible: you only need to write a corresponding application and indicate your official income. This can be done, among other things, through the government services portal.
Implementation plans
There is no corresponding regulatory act yet, but the President ordered to study this issue and introduce benefits “retroactively”: from January 1, 2020 . To do this, it will be necessary to make adjustments to the federal budget as soon as possible. In turn, regional authorities should also promptly prepare relevant regulations.
On the day of Vladimir Putin’s speech, Deputy Prime Minister Tatyana Golikova assured that the budget had enough funds to implement all the proposed measures. The Government has already begun to develop the necessary changes to the laws, and the final payment will be made upon the release of instructions to the President’s message.
This means that families with children aged three to seven years will be able to receive new child benefits every month
It is noteworthy that payments must continue even at the age of 7. All this will be provided that the family is in need.
Considering the shortage of places in kindergartens—and this issue is especially acute in the regions—this way of supporting Russian families will be very useful.
A verbatim fragment of the President’s message to the Federal Assembly can be found below:

Payments from 3 to 7 years
On January 15, 2020, Vladimir Putin delivered his annual message to the Federal Assembly, in which he proposed to provide a new benefit for children from 3 to 7 years old inclusive. The accruals will be monthly, and only low-income families with an income of no more than one subsistence level (SL) per person will receive them.
Initially, the benefit amount will be equal to half the monthly minimum. The numbers will differ between regions, but on average the amount will be approximately 5,500 rubles . If this turns out to be insufficient for the income per person in a family to reach 1 subsistence minimum, then starting in 2021 they may begin to pay the subsistence minimum in full. The amounts will again be different, but on average for the regions it is about 11,000 rubles .
Benefit up to 7 years from January 1, 2020
Vladimir Putin explained the need to introduce new payments for children under 7 years old in 2020 as follows. The President noted that the issue of supporting families with children under 3 years of age has generally been resolved:
- For the first two children, “Putin” benefits are paid, which from 2020 can be received until they turn 3 years old. In addition, the criterion of need for their appointment was expanded: from 1.5 to 2 regional subsistence minimums for those of working age in the second quarter of last year. The income for each family member should not exceed this figure.
- For the third and subsequent children, regional monthly payments are also provided up to 3 years of age. In 2020, they are already paid in 75 constituent entities of the Russian Federation, which includes all regions of the Far East, Siberia and the Urals.
After a child reaches the age of 3, family income decreases sharply: when children enter kindergarten, they often get sick, and it is difficult for the mother (or father) to combine work and caring for them.
In this regard, the President proposed to provide, starting January 1, 2020, new monthly payments for children aged 3 to 7 years inclusive . Below is a fragment of the message to the Federal Assembly from the website kremlin.ru:
So, payments will be assigned to low-income families, where there is no more than 1 subsistence minimum per person. In this case, you will receive a benefit equal to half the subsistence level in the region (on average, about 5.5 thousand rubles). In the future, it can be increased to the full monthly minimum if the income per family member does not reach the subsistence level.
Resources for implementation
According to the President’s plan, benefits will be introduced “retroactively,” namely, from January 1, 2020 . Therefore, it is necessary to make adjustments to the federal budget and prepare regulatory documents (laws, regulations or decrees) as soon as possible. Moreover, regulatory work must be carried out both at the federal and regional levels.
Legislators will need to do this already in the spring session, so that people start receiving money in the second half of 2020. Funds will be transferred taking into account the period “missed” from the beginning of the year.
Assistant to the President Andrei Belousov said that there are already detailed calculations for each social measure proposed by Vladimir Putin. In total, additional costs will amount to about 400 billion rubles.
And separately, 134 billion rubles will be required for monthly benefits for a child from three to seven years old. only in 2020.
During his speech, the President emphasized the importance of convenience and ease of processing payments. You just need to submit an application and indicate your official income.
At the same time, there should be no queues in the relevant institutions, and if they wish, parents should be able to do this remotely.
A special service will be created on the State Services portal; according to preliminary data, this should be done before July 1, 2020.
Putin's other proposals for payments for children
In his address to the Federal Assembly, the President announced the highest priority goals and objectives for the current year, including within the framework of state support for families with children.
