But regional and municipal authorities can adopt a normative act and enroll these categories of children not in the first place, but without a queue at all.

In addition, regions may provide benefits for other categories when entering kindergarten.

An application for a benefit to a kindergarten can be submitted electronically or in person, depending on the established procedure in the region. In Moscow, applications for admission to kindergarten can only be submitted on the website of the Moscow Mayor. In St. Petersburg - at the MFC or on the local government services portal.

When the turn comes, RONO will send directions to the kindergarten. Beneficiaries will receive it before others. When exactly depends on the region. One of the parents can receive compensation. If the kindergarten calculates parental fees already taking into account compensation, a bank card is not required.

You will also need documents confirming the benefit: a copy of a disability certificate, a copy of the certificate of a participant in the liquidation of the consequences of the Chernobyl nuclear power plant accident, a copy of the birth certificate of each child or a certificate from the military registration and enlistment office confirming conscription service.

One of the parents who suffered from Chernobyl has the right to monetary compensation for feeding the child in kindergarten. Payments can be received even if the child does not go to kindergarten, but only for medical reasons.

You can apply for compensation at the social protection department. Compensation will be awarded starting next month.

Regions may provide additional benefits to parents whose child enters kindergarten. Let's look at regional benefits using the example of St. Petersburg.

Regional authorities may compensate part of parental fees. The amount of compensation depends on whether family income is taken into account or not.

You can write an application for compensation in kindergarten. You will need a passport, a birth certificate for each child, if there are several, and a certificate of disability of the parent, if any.

The compensation will be assigned for the entire time and you no longer need to confirm your right to it. If a parent has the right to receive a large part of the compensation, they need to write a statement about this as soon as such a right arises.

If income is taken into account. Some families in St. Petersburg have the right to compensation for part of parental fees in a larger amount than others:

  • 40% - for each child from a single-parent family, if the average per capita income in it is below two times the subsistence level in St. Petersburg;
  • 70% - for each child, if the average per capita family income is below the subsistence level in St. Petersburg.

The decision will be made within five working days, and compensation will be provided starting next month. Compensation is given for three months, after which they will be asked to bring documents again and confirm their right to it.

You can submit an application for non-payment or compensation of part of the parental fee on the local government services portal.

If a child does not go to kindergarten at all, parents are not financially compensated for this. At least at the federal level, such compensation is not provided.

The law does not provide for the award of single mother status to women who are left without a husband. If the fact of paternity is officially registered by the civil registry office, applicants for preferential conditions will be denied.

If the organization where a single mother works is liquidated, then she is dismissed on a general basis. During liquidation, the preferential status of employees is not taken into account. But if an organization undergoes a change in organizational form or a change in staffing, then the reduction of single workers under such circumstances is impossible.

Benefits in kindergarten

The rules for enrolling children in kindergartens are established at the municipal level, so there is no single law in the country according to which all single mothers would receive an extraordinary right to enroll their child in kindergarten.

There are cases when a single mother herself is disabled, then she has the right to a number of federal and regional benefits:

  • obtaining living space;
  • discount from 50% on utility bills;
  • extraordinary receipt of a land plot for individual housing construction;
  • free social services;
  • tax standard deduction for yourself;
  • preferential labor conditions;
  • benefits for transport, property tax and when paying state duties.

There are no separate types of benefits for such categories of single mothers as minors or military personnel in legislative acts.

How to apply for benefits

Until 2006, single mothers received a certificate confirming their status. This document was the basis for receiving benefits. This status is not currently assigned.
