What payments and benefits are available to families with many children in the Yaroslavl region? Review
About 1,800 large families are registered in Rybinsk. The regional social code states: these are families raising three or more minor children - it doesn’t matter whether they are natural or adopted. People with many children can count on tax, medical, housing and other support measures. Cheryomukha has prepared an overview of the payments and benefits that such families are entitled to.
Monthly payment at the birth of the third and subsequent children
The size of the payment depends on the cost of living and currently amounts to 10,235 rubles per month for each child until he is three years old. Families whose average per capita income does not exceed 26,789 rubles can receive it.
To do this, the social security authorities, among other documents, will have to submit a certificate of family income for three months and details of the account where the money will be transferred - as a rule, this is the mother’s card.
The social support measure is valid until the end of 2021.
Regional family capital
Regional family capital in the amount of 58,870 rubles is assigned after the third child turns one and a half years old, provided that the family has permanently resided in the Yaroslavl region since his birth. The subsidy is paid in a lump sum from the regional budget.
Additional benefits
When a third and subsequent children appear, large families receive a one-time payment of 7,380 rubles. In addition, they are entitled to a monthly allowance, which is calculated without taking into account family income. The amount depends on the age of the children: for a child under three years old - 682 rubles, for older children - 436 rubles.
Until a breastfed child turns six months old, the family has the right to receive a monthly payment for additional food - 295 rubles. But the average per capita family income in this case should not be higher than 10,573 rubles.
Also, large families are entitled to a monthly payment of 737 rubles for children aged from one and a half to three years who do not attend kindergarten due to lack of places or medical reasons. Family income is not taken into account in this case.
Social benefits
Children from large families in the region do not pay for public transport. They are entitled to free breakfasts in schools, secondary and higher educational institutions. If the family is low-income, then in addition to breakfast, children are provided with free lunches. Members of large families can visit museums for free and qualify for priority admission to kindergartens.
The state provides children from large families with free medicines up to the age of six. They are also given discounted vouchers to children's camps. But only families who find themselves in difficult life situations can receive them: low-income families or those raising a disabled child.
Tax benefits
One of the parents in a large family is exempt from paying transport tax. But the engine power of his car should not exceed 100 horsepower. Otherwise, they will only provide a discount.
Since April of this year, the amount of property tax for large families has decreased. For each child, the cadastral value of five square meters of the total area of the apartment and seven “squares” of the area of the residential building is deducted. The land tax was reduced by the cadastral value of six hundred square meters.
Housing benefits
Large families are allocated free land plots for housing construction. Families in need can receive housing if their home is declared unsafe. Large families are given a 30% discount on housing and communal services.
Social security officials remind you that if the eldest child turns 18 years old, or there is another reason for stopping payments, this must be reported. If this is not done on time, the money will still have to be returned, but through the courts.

What benefits will large families of Yaroslavl receive in 2019?
Yaroslavl's budget for next year will retain all types of additional social support measures. Assistance will be provided based on the principle of targeting and need, which will protect those categories that need it. The largest number of benefits is intended for large families.
Transport

At the city level, the benefit was provided to one more parent. This type of assistance will continue. To qualify for free travel, you must confirm your low-income status.
“To apply for benefits, documents confirming income and family composition must be submitted to the social protection authorities once every three months,” explained Sergei Ivchenko, director of the department for social support of the population and labor protection. — The period for reviewing certificates is one day.
Kindergarten
Compensation for kindergarten will be received by large families in which the income for each family member does not exceed one and a half times the subsistence level. Now it is 15,975 rubles.
For example, if there are three children in a family, then to receive the benefit, parents should not earn more than 79,875 rubles. According to Yaroslavlstat, the average salary in the Yaroslavl region at the end of 2017 was 30 thousand 504 rubles.
In 2018, it is projected at 33 thousand rubles. Thus, compensation for kindergarten can be canceled only for families with high incomes.
Triplets
From the city budget, families where triplets were born receive a monthly payment for each child. The payment amount is equal to the cost of living for each of the triplets. The benefit is provided until children turn three years old.
Now in Yaroslavl there are eight large families with triplets. All of them will continue to receive monthly assistance until the specified age.
However, starting from 2019, new applications for this type of support will not be accepted, since benefits for triplets are provided at both the federal and regional levels.

Your opinion
Everything written above is taken from the laws. However, everything looks smooth only on paper. In reality, circumstances are not that way, or some people in power choose not to comply with the law. Therefore, I actually don’t know what the situation is with the issuance of free plots in the Yaroslavl region.
Please rate how well, in your opinion, things are going with the allocation of free plots in the Yaroslavl region. Better yet, leave a comment.
