- If a person decides to resume activities after a long break (more than a year).
- For those who were fired due to violation of discipline at the workplace (for drunkenness, disrespect or failure to fulfill their duties).
- Citizens who have not completed 26 weeks of work.
For these categories, legislators have established a different procedure, namely the minimum value. If you fall under the 4 cases described above, then the maximum you can count on is 1500 rubles. per month.
Payment terms
Now those who are counting on unemployment benefits will be a little sad. The fact is that the almost doubling of payments did not leave its mark on the old accrual system. Although the amount was increased, the period for providing the subsidy was reduced.
This is the principle on which benefits were calculated before. Payments were made for 12 months to all categories of unemployed without exception. It doesn't matter why the person was fired. The only thing that was influenced by the reason for the layoff was the amount of benefits. For culpable offenses, a minimum amount was awarded.
From January 1, 2019, the timing of this benefit has been adjusted. Now there is a division into categories. Also, parliamentarians added a new category – dismissed citizens of pre-retirement age.
Here's how they pay now.
- For people who have worked 26 or more weeks, dismissed at their own request, during downsizing or liquidation of the company - 6 months.
- For those who have worked for less than 26 weeks, those looking for a job for the first time and those who have committed a crime - 3 months.
- For pre-retirees, the system is more complicated. In general, the subsidy is paid for 12 months. But it is possible to increase it to 24. To do this, a person must have 20/25 years of experience (for a woman/man). But when you gain more experience, for each year beyond that, 2 weeks are added to the main period of 12 months. This rule also applies to the required length of service.
It is worth noting that for people who have 5 years left before retirement (pre-retirees) they also need to have 26 weeks of work experience under their belt in the same place. If there are a few days short, the state will pay only the minimum amount, that is, 1,500 rubles. The same applies to those fired for violating the order.
The calculation of the amount for pre-retirees follows the same scheme as for ordinary people. In any case, the amount cannot be higher than the established 11280. If it is exceeded, the state will pay the established maximum.
How to apply for benefits in Moscow
Only those citizens who were fired or left their jobs themselves can apply for benefits no later than 12 months before the date of application. The day of application is the day when a person came to the employment service office, wrote an application and provided all documents.
Here are the papers you need to bring.
- Of course, a citizen’s passport (in our country nothing is done without a passport).
- If you are disabled, you need to provide a rehabilitation program (issued at a local clinic).
- Documents confirming employment (work book or a copy thereof, as well as employment contracts).
- A diploma or certificate of your level of education (this includes a certificate of qualifications, title, academic degree and other significant information about the person and his professional skills).
- A certificate confirming the average earnings for the last 3 months at the last work address.
- A paper that confirms the termination of the applicant’s labor activity.
- A document that would confirm the difficult situation (financial or otherwise) of the applicant. The norm is established by law.
But the money is not transferred immediately on the day of application. The employment agency has 11 days to provide the applicant with options for employment. If after 10 days no such person is found (place of work), then the person is assigned unemployment payments from the date of his application.
From the list above, only the first two points are important. That is, without presenting these papers, registration will be denied. Subsequent documents are brought if available.
It is worth noting that these requirements are the same for all regions of Russia. It doesn’t matter where the person in need of benefits is registered: in the Moscow region, St. Petersburg, or another city - the procedure for applying for a subsidy is the same.
How much will they pay
A very interesting question that worries people who have difficulty finding a permanent job: will benefits increase in the coming 2020? To find the answer, let's turn to the official source itself, namely, Decree No. 1032-1, which regulates all the nuances relating to unemployment benefits.
Article 33 of this document clearly defines the procedure for indicating the maximum amount of this payment. It says that the government determines the amounts to be assessed each year.
In fact, the whole process looks like this. Parliamentarians, when discussing the country's state budget, plan financial expenses for the year.
Particularly important areas, related industries, as well as those that will be financed last, are highlighted. That is, the order of financing.
This is exactly how, at the end of 2018, decree number 1375 was published, which indicated the maximum and minimum payment values.
There are no similar documents for the next 2020 yet. Therefore, we will wait for the approaching end of 2019.
Let us also note one more point. In the regions, local authorities can make additional payments to the federal level of benefits. For example, in 2017 in Moscow, at the same level of payments, the mayor’s office doubled the minimum amount. Additionally, unemployed Muscovites were paid transportation costs in the total amount of 1,100 rubles.

The government has established the amount of unemployment benefits
It has become known what minimum and maximum amounts of unemployment benefits have been established by the Government of the Russian Federation for 2020. Accrual rules
A citizen who has officially received the status of unemployed has the right to receive payments not lower than 1,500 rubles and not higher than 8,000 rubles - these are the amounts of unemployment benefits that the government has established for 2020 for the working population. The maximum monthly payment to pre-retirement pensioners is set at RUB 11,280.
Calculation of the amount that will be accrued monthly to the unemployed depends on many factors. First of all, this is income recorded in the NFS for the last 6 months of the last working period.
Thus, for persons who worked at their last place of work for at least 26 weeks (1040 working hours), who were not dismissed “under article” and who applied to the Employment Center no later than 12 months.
from the date of official dismissal, the following payment amounts are established:
- 75% of average income in the first 3 months;
- 60% - in the next 3 months.
For those who want to get a job for the first time or cannot find a job after a long break (a year or more), were fired “under article” or did not work at their last job for 26 weeks, as well as for persons who left training from the Employment Center, payments will be assigned in a minimum amount and only for 3 months.
You can re-apply for unemployment benefits only after 6 months have passed after the completion of payments of the previous reporting period.
Important! For those who were deregistered with the Employment Center due to a violation of the re-registration procedure, refused employment, or tried to obtain payments fraudulently, the repeated right to receive benefits from January 1, 2019 is granted only after 12 months.
Regional allowances and surcharges
The minimum and maximum thresholds set by the federal government may be increased. Residents of regions for which regional coefficients apply, as well as those for whom regional authorities will establish appropriate additional payments, will receive more.
Thus, the maximum coefficient of 2.0 in 2020 will be applied when calculating unemployment benefits in the following regions:
- Chukotka Autonomous Okrug;
- Nizhnekolymsky district (Yakutia);
- Aleutian district (Kamchatka);
- Kuril, North Kuril and South Kuril regions and Kuril Islands (Sakhalin region);
- village Ust-Kuiga Ust (Yansky district).
Here, able-bodied unemployed people will receive from 3,000 to 16,000 rubles, and pre-retirees – up to 22,560 rubles.
Unemployed residents of the capital will traditionally receive the largest additional payments from regional authorities. Although in Moscow unemployment benefits in 2020 will be calculated with a coefficient of 1.0, each unemployed person will be paid an additional 850 rubles from the city budget and will additionally cover transportation costs in the amount of 1,190 rubles.
The amount of additional payments that residents of St. Petersburg who are registered with the Employment Center can count on directly depends on whether the unemployed person takes part in community service.
Registration procedure
To apply for benefits, an unemployed citizen of the Russian Federation must contact the regional Employment Center at the place of registration. Not everyone receives the “unemployed” status and the right to assistance from the state, but only those citizens who were unable to find a new job or begin training as part of a retraining program within 10 days from the date of contacting the employment service.
To register, you must write an application (a sample will be given to the Central Office), and also provide:
- passport of a citizen of the Russian Federation;
- work book (as well as employment contracts, if any);
- certificate of income (for the last 6 months before dismissal);
- an additional package of documents confirming marital status, the presence of minor children, disability and other important facts.
It is important to remember that in order to maintain status and receive payments, the unemployed must regularly visit the Employment Center and respond to vacancies offered to him. In case of drunkenness, failure to appear on the appointed day without a good reason, refusal to try to find a job (including paid public works) or undergo retraining, payments may be suspended for 3 months.

It will take 11 days to obtain your status from the date of contacting the regional Employment Center at the place of registration.
According to the established procedure, during the first 10 days after applying, employees are required to do everything to find a new job for the applicant as quickly as possible. A person who finds himself without a job will be offered all available vacancies in the Employment Center database, taking into account his profession.
For holders of rare (not popular in the modern labor market) professions, the opportunity to retrain is provided.
If within 10 days the center’s employees cannot find a new job for the person who has applied for help or convince him to begin training in one of the available retraining programs, on the 11th day a decision is made to assign him the status of “unemployed” and accrue state assistance.
Benefit amount
The minimum and maximum thresholds for this type of payment are established by law. Thus, in 2020, unemployment benefits for the working population may vary between 1,500 - 8,000 rubles, and for people of pre-retirement age should not exceed the threshold of 11,280 rubles.
When calculating the amount of payments, the following are taken into account:
- experience;
- wages for the last 6 working months;
- how long the person worked at their last place of work;
- reason for dismissal (downsizing, closure or bankruptcy of the enterprise, dismissal of one’s own free will or under an article, etc.);
- How many people are already in unemployed status?
The legislation establishes the following payment amounts:
Period Percentage of average earnings for the last 6 months. First 3 months 75% Subsequent 3 months. (from 4 to 6) 60%
Important! Initially, assistance from the state is prescribed for 6 months. If a person does not find a job during this period, the benefit may be awarded again, but in a minimum amount.
You can resubmit documents and receive benefits (already in the minimum amount) only 6 months after the end of the previous payment period.
Also, the following categories of citizens will receive unemployment benefits in the minimum amount (RUB 1,500) for only 3 months in 2020:
- previously officially unemployed (first-time job seekers);
- unemployed for more than 12 months;
- dismissed “under article”;
- those who worked in their last position for less than 26 weeks, which is approximately 6 months;
- those who left training, where they were transferred from the Employment Center.
Regional surcharges
Regional authorities have the right to adjust the amount of payments, providing citizens with additional bonuses, which in 2020 will traditionally be received in many regions, for which increasing coefficients have been established from 1.15 to 2.0.
Thus, unemployment benefits in Moscow for 2020 are calculated taking into account the regional coefficient of 1.0 and allowances from the local budget. To the amount accrued according to the principle described above will be added:
- 850 rubles (regional);
- RUB 1,190 (for transportation costs).
Thus, able-bodied Muscovites who have not reached pre-retirement age can count on payments in the amount of 3,540 - 10,040 rubles, and pre-retirement people - up to 13,320 rubles.
In St. Petersburg, unemployment benefits in 2020 will be calculated on a general basis, but individuals who took part in community service will be allocated additional subsidies from the city budget.
Termination and suspension of payments
Each citizen who has received unemployed status is notified of the cases in which payments are terminated or suspended.
According to the law, deregistration of unemployment and subsequent termination of payments occurs in the following cases:
- official employment;
- failure to appear at the Employment Center for more than a month without good reason;
- reaching retirement age (registration of a pension);
- change of place of residence (moving);
- deprivation of will or referral to correctional labor as a result of a trial;
- official refusal to assist the Employment Center in finding a job (upon application);
- commencement of studies with payment of a scholarship;
- identifying the fact of illegally obtaining unemployed status;
- death of a citizen.
Citizens can also find themselves without money as a result of a temporary suspension of payments (for up to 3 months):
- appearing within the walls of the Employment Center while intoxicated;
- violating the re-registration schedule;
- who twice refused the offered vacancies (provided that the employers were ready to hire the applicant);
- dropped out of the training they were assigned to;
- those who refused paid public work or training (relevant for certain categories).
It is worth considering that 3 months during which payments were suspended (the person did not receive benefits) are taken into account in the total period of assistance, which is a maximum of 12 months.
Moreover, according to the new rules introduced in 2019, citizens who were deregistered for failure to appear, refusal of employment, and receiving benefits fraudulently will be able to receive benefits in the minimum amount, but not earlier than after 12 months.
