Increasing scholarships for students in Russia

The Ministry of Education of the Russian Federation raised the issue of increasing scholarships for students in 2020. Based on discussions in the government, representatives of the Ministry of Education planned to increase student scholarships by 4% from September 1, 2019.

This increase will remain in effect until the end of the 2019 academic period. In the first half of 2020, indexation for the 2019 academic year is in effect and is equal to about 6% of the inflation rate.

Thus, at the beginning of the next academic period 2019-2020, the scholarship will be increased again.

This increase will be equal to the inflation rate, that is, the general level of increase in prices for everything, which will equalize the standard of living of students in secondary and higher educational institutions. In what amounts will this increase be expressed?

Based on the minimum scholarship amount, payments will increase as follows:

  • For university students – 62 rubles
  • For technical school students – 34 rubles
  • For college students - 34 rubles

The increase in scholarships was announced by the Head of the Ministry of Education and Science Olga Yuryevna Vasilyeva at a seminar meeting entitled “The present and future of the financial policy of the Ministry of Education and Science of Russia”

Today in the country quite a lot of young people are receiving education in various educational institutions. So, for example, about 4.5 million people study in 820 universities. If we talk about colleges and technical schools, about 3 million people receive education in them throughout the country.

Who gets the scholarship?

The scholarship is awarded to those students who:

  1. They study on a budget, that is, they entered a budget-funded form of education and
  2. They undergo training full-time, that is, they attend classes every day.

How is the student scholarship calculated?

The amount of the scholarship may vary at each educational institution. It depends on the educational organization and a special agreement between the Ministry of Education and Science and regional and capital universities.

In addition, the Ministry of Education and Science has changed the rules according to which scholarships will be awarded to students. So, today, in order to receive a scholarship, the following conditions must be met:

  1. At the end of the session, the student should not have a single grade with the value “satisfactory”.
  2. At the end of the session, the student should not receive a retake.

That is, if at the end of the session the student received at least one grade “satisfactory” or was sent to retake, in this case the scholarship is terminated.

Social scholarships for students

At first glance, it may seem that a regular scholarship and a social one are one and the same. However, it is not. Social scholarships differ at the legislative level and are not available to everyone. Let's look at the category of persons:

Who is entitled to a social scholarship?

The main conditions for those who can apply for a social scholarship are the following:

  • First of all, the student must study full-time, that is, attend classes every day.
  • And also, the student must study on the Budget, that is, successfully pass the entrance exams Unified State Exam (for admission to universities after 11th grade) or Unified State Exam (for admission to colleges and technical schools after 9th grade).
  • After two main conditions are met, a student can apply for a social scholarship if he falls into the following category of citizens:
  • 1) Orphans and children left without parental care.
  • Orphans include children who lost their parents (parents died) before they turned 18 years old.
  • Children left without guardianship are those whose parents are alive, but for a number of reasons: they were deprived of parental rights, are in prison, missing, incompetent, or unknown, and also if it has been proven in court that the child has lost parental rights guardianship

A social scholarship is paid to students who are orphans and children without parental care up to the age of 23 , unless the student completes their studies before this age.

2) Disabled people of different categories.

  • Disabled children. The category of persons with disabilities includes citizens who have not yet turned 18 years of age, and a medical examination has assigned them a disability.
  • Disabled since childhood. A person disabled since childhood is a person of adult age who has been disabled since childhood. With this status, a person can also go to study at a university, college or technical school and receive a social scholarship.
  • Disabled people of groups 1 and 2. Disabled people of groups 1 and 2 can be adult citizens who are undergoing full-time education on the budget. They can also receive a social scholarship. A disabled person of groups 1 and 2 can study even in adulthood and will still receive a social scholarship from the state as a social form of support for a needy category of the population.

3) Students who suffered radioactive influence.

  • Participants of the Chernobyl disaster at the nuclear power plant.
  • Those who took part at the Semipalatinsk test site.
  • Was a participant in other radiation impacts of a catastrophic nature.

4) Students who served under a contract

  • 3 years in the Armed Forces of the Russian Federation
  • 3 years in the troops of the Ministry of Internal Affairs of the Russian Federation
  • 3 years in the troops of the FSB of the Russian Federation
  • 3 years under executive authorities
  • Students who have become disabled due to illness or injury during military service.

5) Poor

Low-income families include families in which each member has an income less than the subsistence level.

Thus, a social scholarship can be received by a student whose family does not have enough funds to meet the subsistence level for each individual family member.

In each region the level of the cost of living is different, but on average in Russia in 2018-2019 the cost of living will be 9,500 rubles.

Documents required to apply for a social scholarship

  • Certificate of family composition from the passport office. It will indicate which family members live together.
  • Documents from each adult family member confirming his income . This could be wages (you need a certificate of income for the last three months from your place of work), benefits and pensions (you need certificates from relevant organizations about the amount of accruals).
  • A certificate from the employment service and a copy of the work book for those who do not work in the family. If the unemployed person has not joined the employment service, this must be done, otherwise this family member will be considered working and receiving the average salary in the region, or will not be taken into account at all in the calculation.
  • Documents confirming family ties: birth certificates, marriage certificates .
  • A certificate from the university confirming the completion of training for the student.
  • Statement . An example of a statement in the picture below:

Sample application for a social scholarship

All income certificates must contain information for the last three months. From this period the calculation of income will be taken to recognize a family as low-income.

Having collected all the necessary documents, it must be submitted to the social protection authorities and receive the appropriate status. Depending on the region, a low-income family may receive additional benefits, payments and social support from the state to maintain a normal standard of living.

A student whose family is recognized as low-income must take the corresponding certificate to a university, technical school or college and receive a scholarship. Let's once again take a closer look at the procedure for applying for a social scholarship for a student.

Procedure for applying for a social scholarship

If an applicant has become a student and has circumstances that allow him to apply for a social scholarship, then he should proceed as follows:

  1. First, you need to obtain a certificate from the dean’s office (college, technical school, university) stating that a particular student is studying at this educational institution.
  2. Next, you need to take a certificate from the dean’s office (university, college, technical school) about the payments received (if any) for the last 3 months. Even if there were none, you need to get a certificate indicating that there were no payments.
  3. Then the student must hand over the outstanding balance for the session, if such circumstances exist. Otherwise, if the session is not passed, then such a student will lose the right to further study and, accordingly, he will no longer be entitled to a social scholarship.
  4. Then you need to collect documents confirming the family income, the amount of which, when calculated for each member, is below the subsistence level. Such documents include a 2NDFL certificate for the last 6 months, as well as copies of work records of non-working family members.
  5. Obtain a certificate from the social security department at your place of residence, which states that the student lives in a low-income family.
  6. Provide a certificate from social security to the educational institution.

! By the way, a few important words should be said about educational benefits for children in low-income families. As you know, in order to enter a university, a student needs to score a certain number of points. However, there are admission benefits for children from low-income families.

So, for example, in order to enroll in education, a child or children from a low-income family do not need to participate in a general competition that all applicants go through. Although, of course, some conditions must be met:

  1. A low-income family has only one parent with a 1st degree disability.
  2. A graduate, when passing the Unified State Exam or an exam at a university, scored the minimum number of points allowed for admission, which is quite enough.
  3. The applicant is under 20 years old.

Social scholarship amount

The amount of this scholarship for students of different categories is regulated by the Federal Law “On Education in the Russian Federation” dated December 29, 2012 No. 273-FZ. What does it say regarding scholarship amounts for 2020?

First of all, the amount of scholarships awarded is regulated separately by each educational institution. However, there are certain limits:

  • A social scholarship for students of colleges, technical schools and other secondary specialized educational institutions cannot be lower than 730 rubles.
  • The social scholarship for university students cannot be lower than 2010 rubles.

The amount of this category of scholarships is regulated by Decree of the Government of the Russian Federation dated October 10, 2013 No. 899 “On establishing standards for the formation of a scholarship fund at the expense of budgetary allocations from the federal budget”

Social scholarship for students

All student financial payments in Russia were regulated back in 2007. The order of the Ministry of Education provides for several types of them: from standard to assigned under certain conditions. Social scholarship attracts special attention. The payment of this scholarship is due to a number of persons engaged in the educational process on a budgetary basis in the 2019-2020 academic period. The intended purpose of these funds is special material support and equalization of property status among students.

Who is entitled to a social scholarship?

Social support is intended for certain categories of students.

  1. A significant group of such recipients are orphans.
  2. This also includes students who do not have sources of financial support. Provided that their parents do not support them financially.
  3. Another category of recipients are people with disabilities. Here, due to physical condition, the student is limited in earning income.
  4. Military personnel who served under contract in the Armed Forces of the Russian Federation, in the state security, in the FSB, the National Guard or similar special forces. units for at least three years.
  5. Those students who received a disability during their service.
  6. Students from families whose income does not exceed 10,328 rubles per member. This standard is set for 2019.
  7. Students who have lost their breadwinner or parents during their studies.
  8. Chernobyl victims or persons exposed to radiation.
  9. Persons who receive any types of social payments: pensions, benefits, compensation, benefits for housing and communal services, subsidies, financial assistance, which were assigned to the OSZN.

The administration of the educational institution can expand this list based on its capabilities. Many institutions have introduced trustee payments or financial assistance under certain conditions. The main requirement that the applicant must meet is the minimum level of real income.

Who is awarded the state social scholarship?

Those persons who do not have a sufficient subsistence level can apply for a state scholarship. In such a situation you may find yourself:

  • families with the loss of a breadwinner;
  • a student who lives with one parent classified as a “single parent”;
  • young student spouses;
  • a social scholarship will be paid if at least one of the student’s parents is a disabled person of the first or second group.

Note! Only full-time students are eligible for the scholarship. If they study under a contract or in a correspondence department, then they will not be able to receive a scholarship. It is assumed that in this case they themselves can work and receive a salary.

It is important to note that poor academic performance does not disqualify you from receiving social benefits. But it is only available to full-time students of the budget department who do not have “tails” in sessions.

What documents are needed to register social security? scholarships

The procedure for applying for and receiving a scholarship traditionally begins with collecting a certain package of documents. What documents are needed to receive a scholarship?

The basis for awarding this scholarship is the provision at the place of study of a certificate obtained from the territorial social protection authorities. For its production the following is required:

  • passport with registration and its copy of the passport;
  • birth certificate and place of registration;
  • photocopy of student ID;
  • statement;
  • certificate from the place of study, indicating the place, course and form of study;
  • certificate of family composition;
  • statements of the real income of each family member;
  • documents certifying the grounds for awarding a social scholarship. For example, medical reports, certificates of disability of 1 or 2 groups, etc.

Look here for a sample application for social scholarships:

For low-income citizens, a certificate of family composition is provided, which can be obtained from the management company/homeowners association at the place of registration.

Data on family income for the last quarterly period must be provided (for working parents, these are certificates from employers; for retired parents, data from the pension fund).

The package is supplemented with a document confirming the right to receive such a special payment (on disability or other grounds). The legislation provides for a two-week period for reviewing submitted documents.

The registration procedure can be completed at the MFC or on the State Services portal.

Amount of social scholarship for students

  1. Students of secondary specialized educational institutions, technical schools, colleges, vocational schools can count on 856 rubles per month.
  2. For university, master's and doctoral students - the scholarship amount will be almost 2,500 rubles .

Although the level of academic performance does not affect the very possibility of receiving a scholarship payment, it has a positive effect on its size: good and excellent students of the first two years become applicants for additional payment.

According to the new rules, the indexation of this category of payments this year will be 4%.

Important! The social grant amounts shown here are a low estimate. This is exactly the minimum threshold set by the state for 2019-2020.

The actual amount of social scholarships depends on the educational institution itself. Some of them have funds that are intended to provide scholarships to their students. Also, some students who prove themselves well may qualify for grants.

The procedure for assigning a social scholarship to students

It is worth noting that each application for a social scholarship is considered individually. All the personal characteristics of the student, the specific case and the reasons for awarding the scholarship are taken into account. Usually a commission is appointed, which decides on payments to a particular student.

Attention! Residents, graduate students, assistant trainees are not paid a stipend.

When awarding scholarships, decisions may be made to increase the monthly stipend rate. This benefit usually extends to:

  • 1st and 2nd year students;
  • full-time and budget-funded students;
  • students studying rare specialties;
  • have demonstrated excellent and good knowledge;
  • students in a bachelor's program or in demand specialties.

In this case, financial assistance will be 6,307 rubles. In some areas, a regional coefficient is added to this amount.

Scholarship payment deadline

The duration of the awarded scholarship is one academic year. If during this annual period the student has debts for passing exams or has provided inaccurate information about his financial status, payments will be suspended.

Based on the results of the audit, confirmed information about the distortion of the presented data may form the basis for initiating a criminal case.

For previous periods, even if the student had grounds for receiving social support measures, but did not declare them, payments are not made.

It should be borne in mind that any changes in the circumstances for which a social benefit was assigned must be brought to the attention of the management of the educational institution.

Scholarships for Russian students

The scholarship is an important source of income for many students in the Russian Federation. Most of them study at higher educational institutions in rather complex specialties, and cannot afford additional income, since all their free time from studying is spent working on various projects, notes and workshops.

In this regard, the news about the upcoming increase in scholarships in 2020 interested almost all students receiving it. In this case, the size of the student allowance determines whether the student will be able to pay for accommodation in a hostel, travel around the city, entertainment, and most importantly, provide himself with adequate nutrition.

Planned increase in scholarships

According to representatives of the Ministry of Education and Science of the Russian Federation, at the beginning of 2020, all scholarships will be indexed.

It is worth saying that work is already underway in all educational institutions of the country to conclude agreements on subsidizing student payments, and if you believe the words of the head of the Ministry of Education, then from January next year, the amount of such payments will increase by more than 5%.

However, in order to increase the size of scholarship incentives, the authorities will need to reduce the budgetary portion of the cost of renovating dormitories and academic buildings. In addition, the government is going to cut funds for the purchase of office equipment (office equipment).

It is also worth considering that from 2020 the Ministry of Education and Science of the Russian Federation plans to tighten the conditions for receiving scholarships.

According to them, only those students who are enrolled in full-time education, pass each session without failing grades, and without debt in any subject will be able to receive student payments.

If all conditions are met, then next year students of educational institutions will be able to count on the following amounts of scholarship payments:

  1. For colleges and technical schools, the minimum academic scholarship amount will be 985 rubles. The same amount is provided for students who receive education in institutions of this type and receive a social scholarship.
  2. For students in higher educational institutions of the country, the minimum scholarship payment will be 1882 rubles. Moreover, if a student is awarded a social scholarship at a university, he will be able to receive 2,874 rubles.
  3. For graduate students, residents and interns, an incentive of 3,387 rubles is provided.
  4. For postgraduate students studying in a natural science or technical field, the monthly government payment will be 8,073 rubles.

Students will need to receive all of the above amounts in January 2020. It is worth saying that the amounts of these payments are minimal, and most educational institutions are limited to them.

However, there are quite a few exceptions, when students of certain universities receive scholarships of about 10 thousand. rubles

In this case, such educational institutions include almost all state universities located in Moscow.

Presidential Scholarship

I would like to immediately note that this type of scholarship is received by only a few students who were able to pass all the necessary qualifying criteria.

In this case, to receive the presidential scholarship, a special commission is appointed, which includes representatives of the Ministry of Education and the management of the higher educational institution.

Next, the created commission selects candidates from among students of a certain educational institution to receive an increased state payment.

Next year, 2020, according to representatives of relevant departments, the requirements for such candidates will not change, and in order to receive a presidential incentive they will need:

  1. Pass the sessions exclusively with all A's.
  2. Demonstrate exceptional success in the social and scientific life of the educational institution.
  3. Take part in the Olympics. In this case, preference is given to those participants who take first place.
  4. Participate in various competitions, studies and conferences.
  5. Publish scientific articles and register patents.

After the commission has selected suitable candidates, they are entered into a special electronic database and sent to the regional unit of the Ministry of Education. After this, the submitted list is reviewed by the Ministry of Education of the Russian Federation, where the recipients of the increased scholarship are determined.

According to representatives of the Ministry of Education, in 2020 the amount of the Presidential scholarship will be as follows:

  1. For specialists who show promise in one or another scientific field, the incentive will be about 24 thousand. rubles per year.
  2. For postgraduate students studying full-time, this allowance will amount to 56 thousand. rubles per year.
  3. For students studying in priority specialties and areas, the presidential payment will be 8.5 thousand. rubles per month.
  4. For students who demonstrate exceptional academic success, a payment of 2.6 thousand is provided. rubles per month.

Assignment of social scholarship payment

In addition to the main and presidential scholarships, the legislation of the Russian Federation provides for other types of payments that are intended for students of secondary and higher educational institutions. These include:

  • personalized scholarships;
  • increased academic benefits;
  •  social scholarship benefits.

In addition, there are other special payments that are provided for by law for students of preparatory departments.

Along with the above scholarship payments, social benefits for students are one of the main types of financial support.

In this case, state aid is assigned not only to those students who have distinguished themselves with good performance in their studies or research work, but also to students who, due to various circumstances, have a difficult financial situation.

Also, in addition to low-income students, social benefits are also provided to other students who have certain health problems. In addition, this category includes serving contract soldiers, combat veterans, and former military personnel of the Russian Federation who, while serving in the army, received a chronic illness or injury.

In this case, the calculation and provision of social scholarship benefits is regulated by the following legislative documents and regulations of the Russian Federation:

  1. The Russian Federation Law on Education, which was adopted in 2012.
  2. Decree of the Government of the Russian Federation dated 1712.2016, which contributes to the regulation of the scholarship fund.
  3. Order of the Ministry of Education and Science of the Russian Federation dated December 27, 2016, which describes the procedure for assigning a social type of scholarship.

From January 1, 2020, the following categories of students will be eligible to receive social scholarship benefits:

  1. Low-income students, whose membership will be determined by the level of the cost of living established in a certain region.
  2. Students with disabilities of the first or second group.
  3. Students who are classified as orphans or displaced citizens.
  4. Students who have completed contract service in the armed forces of the Russian Federation, in state security agencies or the FSB. In this case, the service life should not be less than three years.

It is also worth knowing that students equated to the category of migrants can receive social benefits at an educational institution until graduation, but at the same time they will lose it upon reaching the age of 23.

Social scholarship amount

Students, regardless of the category of social vulnerability, and those in need of financial government assistance, will be able to receive payments in the following amounts from January 1, 2020:

  1. For colleges and technical schools, this monthly benefit will be 976 rubles.
  2. For higher educational institutions (bachelor's, master's, postgraduate), the monthly social benefit will be 2,784 rubles.

It is also worth noting that the amount of financial support is determined for each student individually and is set directly by the administration of the educational institution.

Who receives the increased stipend?

For most students, good study, obtaining quality knowledge, and therefore good grades in exams, means caring about their future, prospects and career. Various scholarships provide additional incentive to work hard.

In addition, it is quite difficult to study while having financial difficulties, because studying full-time means giving up work, and a scholarship can partially compensate students for the costs of training, food and housing.

At the moment, there are many scholarship programs in Russia, and gifted, diligent students can easily live with dignity on a scholarship. Let's figure out who is paid an increased stipend in 2020 and under what conditions.

What is an increased scholarship, its types

An enhanced scholarship is a special type of student payment, awarded for outstanding excellence in studies, scientific activities and cultural life of the university, and is awarded to students for only one semester, unless they are eligible to receive it in the future.

An increased scholarship can be:

  1. Academic. An academic scholarship is awarded to all students without exception already in the first semester of study, but many lose the right to receive it as soon as they receive the first “satisfactory” or “unsatisfactory” mark on any exam of the first session. An increased academic scholarship can be awarded to an undergraduate or graduate student who currently continues to receive a standard academic payment, is an excellent student, and has high achievements in terms of educational activities, participation in scientific research, or the cultural and creative life of the university.
  2. Social. The social scholarship is intended for students who can demonstrate difficult living conditions or a difficult financial situation. The payment does not depend in any way on success in educational or cultural activities; only the fact of studying at a university is important (that is, the student should not be expelled and should not have exam debts). An increased social scholarship will be awarded to those students who belong to the most socially vulnerable segments of the population:
    • disabled people of groups I and II;
    • disabled combat veterans;
    • children of citizens who suffered from radiation during the Chernobyl accident or participated in the liquidation of the consequences of the Chernobyl accident and similar facilities;
    • children without parental care;
    • orphans.
