Following the letter of the law

To understand this issue, you need to know that the process of admitting a child to kindergarten is regulated by several standards. Like many legislative acts in our country, they largely contradict each other.

The greatest number of misunderstandings both among the population and among those in charge, who are the heads of preschool educational institutions, is caused by the point about at what age people are admitted to kindergarten. The Law “On Education in the Russian Federation”, in particular, its article number 67, says that children from two months old are allowed to be admitted.

The last edition of this document was dated December 2015 and to this day no changes have been made to it.

This means, logically, it is from this age that babies are taken to kindergarten.

At what age should a child be registered on the waiting list? Perhaps even before he was born (just kidding)! Although everyone who has already begun to think about a kindergarten for their child has probably already encountered the fact that there is a catastrophic shortage of places in these institutions.

During Soviet times, most of them were abolished as unnecessary, but when the demographic situation in the country began to improve, the old kindergartens did not open again, and new ones are not being built as quickly and not in the quantity required.

As a result, officials made an amazing decision, which, in their opinion, will help relieve preschool institutions, namely, to take there only those children who are already three years old. This decision is confirmed by Presidential Decree No. 599 of May 7, 2012.

So that parents do not have doubts about the age at which children are admitted to kindergarten, each of these organizations has set this bar in its Charter and recruits groups based on it. That is, the heads of kindergartens, on completely legal grounds, can refuse parents to admit a child if he is under three years old.

When does real kindergarten age begin?

Thus, no matter how much mothers and fathers would like to place their child, if there is a real shortage of places in the preschool educational institution they have chosen, the head has every right to refuse them admission to kindergarten. At what age exactly? As we have already said, when the child reaches three years of age. And this will not happen “here and now”.

There is a prescribed procedure for admitting children to preschool educational institutions. According to the law, the baby must first be put on a waiting list. But even if at the time of her approach the child is under 3 years old, he may not be taken, although in the territories of some municipalities there are exceptions, for example in Moscow.

At what age are metropolitan children admitted to kindergarten?

As practice shows, at about 2.5 years you can already try.

At the moment, city officials are preparing a resolution in which this limit will be lowered to two years, which is good news, because often parents cannot stay with their child on maternity leave for the required three years.

At the same time, if the relatives did not worry in a timely manner and did not register with a special commission that registers children in the program that distributes places in preschool educational institutions, they risk starting to take the child to kindergarten by about 4-5 years.

What do parents say?

Judging by the reviews, it is simply not possible to place a child earlier than two years. In most cases, parents still have to wait up to three years. As most of them note, children should be put on a waiting list for kindergarten immediately after birth - up to a maximum of one year.

It is a little easier to send your child to kindergarten early if both parents are officially employed. In this case, there is a real opportunity to get into the group from about 2.5-2.8 years old. Often, at first, preschool employees offer parents an alternative option to the standard stay in kindergarten - the GKP. We will now talk about what this is in more detail.

What is GKP?

This abbreviation stands for “short stay group”. When representatives of a kindergarten offer parents to send their child to GKP, they mean that the child can go to kindergarten and be there with other children, study, go for walks and participate in various activities, but under special conditions:

  • the child’s time in kindergarten does not exceed 5 hours a day;
  • there is no place allocated for him to sleep;
  • The baby, who is in the hospital, does not eat in kindergarten.

That is, everything happens approximately according to this scenario: a mother brings her child to the group after breakfast, he studies with the children and teachers, goes for a walk, but at lunchtime his parents come for him and take him away, without leaving him for lunch and quiet time.

Sometimes children from the GKP are combined into one separate group, but this is only if there is room for it in the kindergarten. Usually the children are together, only some are in the care of teachers only until lunch, while others come to kindergarten for the full day.

What about nurseries - do they still exist today? In Soviet times, it was a completely natural practice for a child to be sent to kindergarten at the age of one and a half years.

The maternity leave was short, no payments were made to the mothers, so they were forced to go to work literally a few months after giving birth.

  2. Wait for the so-called permit, which opens the doors of the kindergarten to parents and their baby, and go to the head with the appropriate application for admission and all the necessary documents.

Does everything seem simple? No, at the second stage the problems are just beginning.

The list of documents, in addition to the application, copies and originals of the birth certificate, passport and TIN of one of the parents, birth certificates of other children in the family, medical insurance policy for the child and an open bank account with a registered passbook and its copy, you need to undergo a specialized medical examination and prepare a vaccination card for the baby.

According to the latest decrees, if a child has not received all anti-epidemiological vaccines, he has the right to be refused entry into kindergarten. Such a decision can be challenged; similar precedents already exist, but then parents will need to prove that their child is not sick and does not pose a threat to the health of other children.

How to bypass the queue at kindergarten?

Many parents have had to deal with the fact that their queue stands rooted to the spot for several months, and there is no place for the child in the chosen kindergarten and, according to the assurances of the head of the preschool educational institution, there will not be.

In such situations, it becomes completely unimportant at what age one is admitted to full-day kindergarten; one wants to go there at least someday, because for some reason other kids go there without any problems.

You need to understand that there are categories of citizens who have preferential places in kindergartens. These include:

  • children who have only one parent (guardian) and he is employed;
  • children of students and especially student mothers;
  • children of disabled people of the first and second groups;
  • orphans or those under guardianship;
  • children of military personnel, judges, prosecutors, police officers, parents employed in the teaching field (if they are subordinate to the Department of Education in Moscow);
  • children from large families, also twins and those who already have brothers or sisters in a particular kindergarten.

As you can see, the list is quite impressive and there is someone to move the queue. Purely theoretically, the system for allocating places in kindergartens is absolutely transparent and does not depend on the human factor, but, as practice shows, this is not always the case. There have been, are and will be cases when children were enrolled in pre-school educational institutions, bypassing all formalities, and it is still unknown how to deal with this.

Who else can take their child to kindergarten earlier?

So far, locally, all preschool educational institutions are guided by a single legislative framework, making no exceptions for their wards.

They are a little more accepting of this in small settlements, where the population is not so large, and therefore there is no severe shortage of free places in groups for preschoolers.

But in large cities this is a real problem - there are not enough kindergartens, including in Moscow. At what age do they enroll in full-day kindergarten? We have already said that with the GKP it is a little easier - you can enroll a child there even at two years old.

But it’s worth trying to get into a preschool educational institution for parents who are forced to work for one reason or another. If both the father and mother are officially employed, they are qualified specialists and can prove this, then they have a real opportunity to send their child to kindergarten before the age of three.

Discounts and compensation for payment

Now let's talk about how much you need to pay for your child's stay in kindergarten. As of 2018, parents whose baby goes to a nursery group will have to make a monthly payment of about 1,200 rubles; for older children, the costs will be slightly less - 1,100 rubles. At the same time, the state provides compensation for parents.

The discount depends on many factors, such as the number of children in the family, the income level of the parents, whether they have benefits and their place of employment. The minimum compensation for kindergarten fees is 20% of the payment amount, the maximum is 70%.

There is also a group of children who can attend preschool educational institutions free of charge - disabled people and children whose parents have disabilities or are military personnel or employees of the educational system.

A little about expensive things - private kindergartens

By the way, even without compensation and benefits, municipal kindergartens are quite accessible to citizens, which cannot be said about private preschool educational institutions. Daily routine in kindergarten

It is mandatory for the harmonious development of the child to include developmental activities in the daily routine according to SanPiN, which subsequently serve as preparation for school.

Classes in kindergarten are conducted in the main areas:

  • musical;
  • physical training;
  • art;
  • classes to develop fine motor skills;
  • speech development classes;
  • introduction to basic mathematical knowledge.

Activities that require increased cognitive activity and mental stress of children are held in the first half of the day and alternate with physical education and music classes to avoid overworking the child.

The continuous duration of an educational lesson for a preschooler does not exceed:

  • 10 minutes for children 3 - 4 years old (younger group);
  • 15 minutes for children 4 - 5 years old (middle group);

    • the increase in mandatory payment for services is set according to market prices in full (previously - 20% of the full cost);
    • providing compensation (reimbursement) for payment in the following amounts: 20% for the first child, 50% for the second, 70% compensation for the third and subsequent children.
  3. Amendments to Art. 86 of the Law on providing a place in kindergarten:
    • must give kindergartens the right to refuse to provide children aged 1.5, 2, 3 years and older with a place in the absence of one;
    • grants parents the right to get a place in any other municipal institution (get on the waiting list).

Also, President Putin, based on the adoption of federal laws and orders, must change the new admission rules, allocate funds and expand the number of preschool institutions for young children aged 3 years and up to 7 years. Preschool education will be provided not only by kindergartens, but it will also be possible to invite teachers home for children 1.5 years old (home education), organize preschool groups at schools, private preschool institutions, regardless of how old the preschooler is.

In what case can they provide a place in kindergarten at a discount, and what to do if they do not give a place?

Local authorities are legally required to provide a place in a walk-in kindergarten for a 3-year-old child to the following categories of persons:

  • orphans, adopted, under guardianship, left without parental support;
  • children whose parents are orphans or left without care between the ages of 18 and 23;
  • children whose parents suffered as a result of the disaster at the Chernobyl nuclear power plant;
  • children whose parents or guardians work in the prosecutor's office, police or in the Investigative Committee of the Russian Federation.

Without waiting in line, they are required to provide a place in kindergarten to the above categories, as well as to: disabled parents; large families; children whose parents serve in the armed forces of the Russian Federation; single mothers; children of preschool workers; a second child whose brother or sister is already studying in a specific preschool institution.
