The rules for free meals in schools are established at the regional and municipal level: in some places it is provided to children from large or low-income families, in others to children with disabilities, from foster families, etc.

Who is eligible for free school meals?

There is no standard on this issue: the categories of students who can eat for free are set by regional and local authorities. At the federal level, the President decided to provide two meals a day (breakfast and lunch) to children from large families. Also, expenses are partially reimbursed for those who live in the territory affected by the Chernobyl accident (70 rubles).

You can find out if your child is eligible for free meals during school hours and if you are entitled to reimbursement for the cost of their meals, you can check directly with the school or your local education department.

As a rule, children from large and low-income families are fed free of charge, often children with disabilities (visually impaired, hearing impaired, etc.) and disabled people. However, due to the fact that this issue has not been resolved at the state level, the conditions and procedures for school meals may vary greatly in the regions.

In Moscow and the Moscow region, for example, once , and children eat free twice a day

  • from large and low-income families;
  • those left without parental care and orphans;
  • from single-parent families;
  • those under guardianship and in foster families;
  • receiving a survivor's pension;

  • breakfast:
    • students in grades 1-5;
    • students in grades 6-11 from low-income families and those in difficult life situations;
  • dinner:
    • disabled children;
    • children from large families;
    • students in grades 1-9 who attend after school, from low-income families and families in difficult life situations.

For children who study at home, compensation is provided, most often monetary, but sometimes in the form of dry rations.

Compensation for school meals

Some regions also provide compensation for school meals, i.e. you pay the school for breakfast and lunch for your child, and the authorities return part of this money. For example, in the Nizhny Novgorod region, low-income parents with many children (this includes adopted children) are paid 792 rubles a month, and those with many children in the Kostroma region receive 460 rubles per month.

The region may also partially pay for food. The amounts in different regions and for different categories of students may differ significantly. For example, in Bryansk the following are allocated per day:

  • 27 rubles per child from a low-income or large family;
  • 52 rubles per child with disabilities,
  • 7 rubles for the rest.

In Belgorod, the city budget allocates 70 rubles for children with disabilities, from low-income and large families, orphans and children under guardianship.

Of course, this benefit is not available to everyone. Most often, reimbursement of food costs is due to children from large and low-income families and primary school students. But regions can introduce other preferential categories, for example, in the Volgograd region, in addition to children from large families and primary schoolchildren, compensation is given to children registered with a TB doctor, regardless of their family income.

To receive compensation, you need to write an application to the school or social security authorities (for example, in Samara) - in each region it is different. It is paid once a month.

How to apply for free food: sample application

In order for a child to be fed free of charge at school, you usually need to write a simple application addressed to the director. Samples are usually available on the school website, and, most often, the document indicates:

  • please provide free food;
  • the basis for the request (for example, a low-income family or a large family);
  • a list of attached documents that confirm the child’s right to free breakfast and (or) lunch.

In addition, in certain regions it is mandatory to indicate that you:

  • you are not entitled to other benefits for school meals (federal or regional, for example, compensation for children affected by radiation after the Chernobyl accident);
  • know the rules and procedure for providing free food;
  • must report within a certain time if they have lost the right to benefits (for example, they are no longer low-income).

In some regions, special commissions are also created that conduct a survey of families and draw up an act in which they inform the school management whether the applicants need free meals or not.

Documents you will need

The exact list of documents that must be attached to the application differs in each region. Typically, the school requires:

  • passport of one of the parents;
  • child's birth certificate;
  • document confirming the right to food:
    • a certificate from social security recognizing the family as low-income;
    • certificate of a large family;
    • certificate of family composition;
    • document appointing a guardian or trustee;
    • certificate of disability;
  • family examination report, if the school has a corresponding commission.

How to pay for food?

To pay for meals, schools issue parents with receipts that indicate the necessary details (TIN, BIC, bank account), the student’s personal account and often a QR code. There are several ways to transfer money.

  1. At the ATM. If the receipt has a QR code and the terminal is equipped with a scanner, then just select the appropriate operation in the window (usually it is called “Payment by barcode” or something similar) and let it read the code. If you don't have a scanner, you need to:
    • select “Payments and transfers”;
    • find a service by TIN;
    • select the found organization;
    • enter the student’s personal number;
    • check the details and confirm the payment.
  2. Through a mobile application or on the bank’s website. You need to do everything the same as when working with an ATM, only instead of it there will be a phone with an application running or a bank’s Internet service.
  3. At a bank branch. Go to the window, tell the bank employee the TIN from the receipt and your personal account number.
  4. Some schools (for example, in Yekaterinburg) are connected to various electronic services for paying for meals, in whose personal accounts you can pay for school lunches.

Will free school meals be cancelled?

In February, the public was stirred up by news from Yekaterinburg: deputy Elena Deryagina proposed abolishing free meals for primary schoolchildren. The official talked about saving meals only for those families who need it.

Although the idea was criticized by other deputies and party members, it reflects the current practice: only certain categories of schoolchildren receive full free meals (from low-income or large families, disabled people, etc.), which Deryagina herself mentioned.

In fact, it’s not even the proposal itself that is frightening, but the fact that the official is not an innovator at all. At the end of 2018, the same idea was supported by the Vladimir City Council, and even earlier by the Orel municipality. In the Astrakhan region, free meals were first completely abolished, and then returned, but only for the poor.

However, not everything is so bad: in January, the head of the National Parents Committee, Irina Volynets, sent an appeal to the ministers of education and labor with a request to develop all-Russian standards for free breakfasts and lunches for all students in schools and vocational schools under 18 years of age.

A similar initiative was supported by Vladimir Putin at the media forum of the All-Russian Popular Front. More children should have free, quality meals at school, he said. At the same time, the president noted that in order to implement such tasks, it is necessary to calculate the amount of funding and find its sources.

Education benefits for low-income families

To understand whether a family has the right to count on preferences and benefits from the budget, you can make a simple calculation: add up all income for three months and divide by three, and then by the number of people living under one roof. If this figure is below the minimum required for living in the region, it means the family is low-income. For this category, the state offers assistance, including payments and benefits for education.

Benefits for schoolchildren

Compensations and benefits are provided for schoolchildren from low-income families. Their list was developed at the Federal level, and then the regions adjust it. For what specific purposes they will be provided depends on decisions at the regional level. Main regional benefits related to the educational process:

  1. One of the common benefits is the provision of free meals in educational institutions, namely breakfast. Parents pay for lunch, but at a reduced price.
  2. Families classified as low-income are entitled to receive a one-time annual benefit by September 1. Its goal is to prepare the child for school. By providing receipts, parents can reimburse the costs incurred for the purchase of sportswear for physical education lessons, school uniforms and teaching aids, as well as school equipment, for example, ski kits for physical education classes.
  3. Schoolchildren can receive free trips to children's health camps. Or compensation for the costs of its acquisition - in each region differently.
  4. Visiting cinemas, museums, circuses or zoos may be free by decision of the local administration.
  5. Another type of benefit is compensation for travel for schoolchildren. But it is stipulated by the condition that the child has to get to school by transport, because there were no places in the educational institution at his place of residence.

Benefits for students

If the income is low and the family is recognized as low-income, a student studying at a university can count on a standard and increased social scholarship.

It is paid from a scholarship fund formed from the regional budget. Its size is determined by the university leadership.

Only those who study on a budget can apply for a social scholarship until they turn 23 years old.

One of the benefits for those recognized as low-income is priority admission to the university. According to the new legislation, only applicants who have scored a minimum passing score and are children of a single parent with a disability of group I or II can apply for it. The age of a student applying for this benefit must not exceed 20 years.

Some universities, at their discretion, provide one-time financial assistance for special life events.

Where to go to apply for benefits

To exercise your right to benefits, you must first obtain the status of “low-income family.” To do this, contact the social protection department, which is located at the registration address, and submit certificates of all income. Having confirmed your relationship to this category, you can begin applying for payments or benefits intended by the state for the education of children.

What to do if your debt is not returned

You can submit the prepared package of documents and application in several ways:

  • through a multifunctional center;
  • through the territorial department of social protection;
  • through the Gosuslugi portal.

Social security authorities usually take 10 days to make a decision. Due to the fact that receiving a number of compensations and benefits is not a one-time service, a package of materials and an application will have to be submitted at least once a year.

Some regions require confirmation of family income every six months.

  • The service is suspended.
  • If the applicant does not provide original documents confirming the child’s preferential status within the specified period, the applicant will be sent a notice of refusal to provide the Service indicating the reason for the refusal to the “personal account” subsystem of the Portal.
  • If original documents confirming the child’s preferential status are provided within the specified period, the Governing Council of the educational organization considers the issue of providing meals at the expense of the Moscow city budget within 10 working days from the date of provision of the original documents by the applicant.
  • Information about the progress of consideration of the application is sent to the applicant in the “personal account” of the Portal in the form of an electronic notification.
  1. The grounds for refusal to provide the Service are:
    • the applicant did not provide documents confirming the right to subsidized meals within the prescribed period;
    • the right to receive meals at the expense of the Moscow city budget has not been confirmed based on the results of the Governing Council of the educational organization;
    • preferential status was not confirmed based on the results of interdepartmental interaction with the Department of Labor and Social Protection of the Population of Moscow.
  2. A notification confirming the provision of the service is sent to the applicant in the “personal account” subsystem of the Portal in electronic form and contains information about the decision (positive or negative) regarding the provision of food at the expense of the Moscow city budget.

Important:

Applications are submitted during the calendar year from August 15 to June 1 (applications are not possible during the period from June 1 to August 15).

This category includes children from complete, small families with an income of at least average. These are the benefits they are entitled to.

For food

Meals in schools can be free or paid, it all depends on the budget of the region. For example, in Moscow schools, children receive free breakfast, and parents pay for lunch, in whole or in part. In other regions, parents pay for most of the meals, and local authorities pay the rest.

You can find out about subsidized meals from the social security authorities or the secondary school where the child goes. Contact your class teacher or social workers, they should provide information.

For travel

The duration of benefits may vary. For example, discounts on air tickets are available all year round, but train travel with a 50% discount is only available during the school year, so check this question at the ticket office before purchasing tickets.

Travel by bus. Children can ride on city buses with or without a discount - this also depends on the region. For example, in Tyumen there is a student card, with which travel is 5 times cheaper than travel for adults. There is a certain number of trips on the card; if they are exhausted, the trip is calculated at the regular price.  

In St. Petersburg, a student can buy a travel ticket, which is suitable for both the bus and the metro, for 515 ₽. The number of trips on the bus is unlimited, and on the metro - 70 per month. But in the city of Yalutorovsk, Tyumen region, children travel with adults at the same price.  

In some regions, unused trips are carried over to the next month, in others - not. You can buy a travel pass at the station ticket office or at the MFC. A student card can be issued at the MFC or through the school. At school you will only need to write an application for the card, and to the MFC you will need to bring:

  • certificate from school;
  • birth certificate;
  • passport of one of the parents;
  • 3x4 photo (or it will be taken at the MFC, but then you need to come with your child).

If you live in Moscow, you can apply for a student card online on the city mayor’s website.

On commuter buses, children under 10 years old receive a discount from a full ticket. The size of the discount is determined by local authorities. In some cities you need to show a certificate or birth certificate, in others it is enough to simply say: “I have two children with me, 9 and 7 years old.”   

Travel by train and metro. Children under 10 years old receive a 35% discount in SV, compartment, reserved seat and general carriages (with seats). In luxury carriages, a child under 10 years old can travel for free, and over 10 years old can travel for 50% of the cost. There is no discount on express or high-speed trains. Travel for disabled children is free everywhere.  

Documentation:

  • birth certificate;
  • student certificate (can be taken from the school reception);
  • documents confirming disability.

All schoolchildren can ride trains with a 50% discount, but only during the school year. At school you need to take a certificate and take it with you. In summer, tickets are at regular prices.  

Metro rides can be at a reduced or regular price, depending on the region. For example, in Yekaterinburg, the fare for the metro is the same for children and adults. In St. Petersburg, metro trips are included in a single student travel card.

Flying on an airplane. If the student is under 12 years old, the discount will be 30–70%, the amount depends on the airline. The discount is issued by the cashier using the child’s birth certificate when purchasing a ticket. If the child is already 12 years old, then you will have to pay the full cost of the ticket. If you buy tickets online, simply select a child ticket and show your birth certificate when boarding.

To museums, cinemas, theaters

According to the order of the Ministry of Culture of the Russian Federation No. 3119, schoolchildren can visit museums and theaters for free once a month. When - the institution itself decides.

For example, in the Hermitage it is the third Thursday of every month, and in the Battle of Borodino panorama museum it is every third Sunday. They usually don’t ask for documents at the box office; you can just buy a ticket and go through.

But if the child looks older than his age, it is better to take his birth certificate with him.

For additional education

The state decided to make additional education more accessible and created a system of personalized additional education. It works like this: parents fill out an application on the website, the student receives a certificate and can enroll in any club for free.

Restriction: you can only choose from those circles whose leaders have registered their organizations on the PFDO portal. And you can only sign up for one class.  

Each region has its own characteristics. For example, in Tyumen this applies only to first-graders, and in other regions - to schoolchildren of all ages.  

Regions in which the system of personalized additional education operates

Documentation:

  • parental statement;
  • birth certificate;
  • parent's passport;
  • certificate from school;
  • SNILS number of the child, if available. 

You can submit an electronic application on the PFDO portal or bring documents in person to the organization that the child will attend. 

For homeschoolers

A child who is educated at home can also enjoy the above benefits. For example, go to a museum for free once a month or travel on transport with discounts. In addition, he is entitled to compensation for school meals - a food package once a month. Here are the documents you will need to apply for the benefit:

  • application for compensation;
  • passport of one of the parents;
  • a document confirming the right to home schooling, for example a certificate of disability.

These documents must be given to the school, class teacher or social teacher. You will have to wait a maximum of a month for the child to be included in the required lists.

For those studying in family education

Children who do not attend traditional school do not receive all the benefits. The fact is that to receive some benefits you need a certificate from the school, but children in family education will not be given one. Here's what you can't use:

  • travel on city buses;
  • travel by train; 
  • food benefits.

But you can take advantage of discounts on air travel and museum visits. Children in family education also have the right to participate in competitions and receive an advantage when entering a university. If your child is studying in an online school, then teachers will tell you about the Olympiads.  

A child who is in family education and belongs to a preferential category (disabled people, orphans) can enjoy the benefits that he is entitled to in another category. For example, travel for free by transport, relax in a camp or be treated in a sanatorium with a 50–100% discount.

For gifted schoolchildren

If a child is an excellent student or an activist at school, he can receive intangible benefits in addition to the usual benefits. For example, he has a higher chance of entering a university than those who enter only based on the results of the Unified State Exam.

Children who are excellent students and actively participate in school life may be offered free trips to children's camps, theaters, gubernatorial balls and other events. In each case, you need your own package of documents.

A birth certificate or passport is required if the child is already 14 years old; medical certificates about the epidemic environment and that the child is healthy are also often needed.

For students from large or low-income families

There is a concept of “large families” - they have 3 or more children. There is a concept of “poor” - these are citizens or families whose income per family member is below the subsistence level approved in a particular region. People with many children may or may not be poor. A single mother raising a school-aged son may also be poor.

Schoolchildren from large or low-income families are entitled to benefits for:

  • Nutrition. The amount of compensation from local authorities for meals will be greater than for other schoolchildren.
  • Directions Children can buy student travel cards or transport cards.
  • Visiting museums. Also, at least one day a month, children can come to the museum for free. Some museums admit large families free of charge any day of the week. For example, in Tyumen there is a museum of Ivan Slovtsov - families with many children can go there for free at any time.
  • Compensation for the cost of purchasing a school uniform. This doesn't work everywhere. There is such a thing in St. Petersburg, Moscow, Krasnoyarsk Territory, Penza Region and some other regions. The amount is also different, somewhere around 4 thousand, somewhere around 10 thousand per child.
  • Vouchers to children's camps and sanatoriums. According to the law, children from large and low-income families and children from other preferential categories have the right to free trips to camps and sanatoriums - they are distributed by the local social protection authority. But often there are fewer free vouchers available than needed, and you may have to stand in line. Information about available vouchers can be found in social protection authorities and on the websites of child care institutions.

Basic documents that will be needed to apply for benefits (social security may require something else, such as a medical certificate):

  • birth certificate (original and copy); 
  • parents' passports (original and copy); 
  • documents confirming the right to the benefit: marriage certificate and certificate of family composition (for large families), certificate of income (for low-income people), certificate of the amount of alimony paid (if the child lives with one parent).

For children of preferential categories

The preferential category includes children:

  • from large and low-income families; 
  • with one or two disabled parents;
  • victims of armed and ethnic conflicts, environmental and man-made disasters, natural disasters;
  • from families of refugees and internally displaced persons;
  • whose parents were injured as a result of the explosion at the Chernobyl nuclear power plant;
  • whose father or mother (or both) were injured or died in the line of duty;
  • from families where there was a fire, robbery, flooding, destruction or loss of housing;
  • orphans or those under guardianship;
  • disabled people.

These children receive free or partially free meals. There are discounts on trips to camps and sanatoriums, and it doesn’t matter whether it’s a day camp or a country camp. For disabled children, travel to and from the place of treatment is free. If an orphan child studies full-time at the expense of the budget, then once a year travel to the place of study and back is also at the expense of the state.  

The amount of discounts and benefits depends on the category and budget of the region. For example, in one region, orphans will receive a 50% discount on a day camp, and in another - 100%.  

According to the law on state social assistance, a disabled child has the right to receive a second ticket to a sanatorium in the same year, if there are medical indications for this. You must write an application to social security, attach documents from the hospital and the conclusion of a medical commission.

If you do not agree with anything or it turns out that not all benefits are assigned, write to the city social security department, they are obliged to sort it out.
