  • a family in which a person was sent to military service according to conscription.

However, to determine such a concept as need, it is not the composition of families that is considered, but primarily their income per person.

In order to determine whether your family meets this criterion, it is enough to carry out a basic mathematical operation: sum up the income of all family members and divide it by the number of people.

If the final result is below the subsistence level established in the region, then your family is considered low-income, and you can qualify for appropriate social benefits.

Types of financial assistance for first-graders

If your family income is low and you need social protection, current legislation provides for two types of different financial assistance. In particular, large families in 2015 and 2016 can count on the following types of assistance:

  1. One-time financial assistance at the time a preschooler enters first grade.
  2. Monthly payments for the purchase of office supplies.

However, this money is only a one-time help, and the child will have to study for a long time. He needs a huge number of various stationery items, the purchase of which can also become a real problem for parents.

That is why the second type of financial assistance was established, namely payments for the purchase of stationery for the child. It is made monthly, but its size, of course, is significantly lower than that of a one-time payment.

Low-income and large families can receive them, and they also need to be applied to the department of benefits and social payments in the region. As for the required documents, the list is as follows:

  • passport (original and copy);
  • a document confirming the large number of children and/or a certificate of family income (original and copy);
  • birth certificate;
  • a certificate stating that the minor was admitted to first grade;
  • if the document is brought by an authorized representative, he must present a passport and confirm his authority;
  • if children do not live with their parents, but with guardians, it is also necessary to bring an extract from the relevant authorities confirming this fact.

The deadline for applying in this case is somewhat shorter and you must apply no later than December 31 of the current year.

In this article, we will take a comprehensive look at the most common situations that may arise during the “Operation “First Day of School””, as well as the procedure for documenting them.

Although it is still found in a number of existing acts[2] containing labor law norms, court decisions and textbooks, the Labor Code of the Russian Federation (hereinafter referred to as the Labor Code of the Russian Federation) uses the terms “another day of rest”, “additional day of rest” or “ additional rest time."

The main and most important thing: there must be reasons for providing such a day. Such a day of rest must be earned. There are several reasons for providing it:

engaging an employee in overtime work lasting no less than the time that will be provided to him for additional rest (Part 1 of Article 152 of the Labor Code of the Russian Federation);

an employee’s work on a day off or a non-working holiday (Part 3 of Article 153 of the Labor Code of the Russian Federation);

donation of blood and its components - no earlier than one year before the additional day off (Part 4 of Article 186 of the Labor Code of the Russian Federation);

shift overtime - provided that September 1 falls during the inter-shift period (Part 4 of Article 301 of the Labor Code of the Russian Federation).

If an employee has a “reserve” created by one of the above, he has the right to apply to the employer for an additional day of rest (Example 1). On the part of the employer, the provision of additional rest time is formalized by order (Example 2).

Please note that many organizations practice providing time off in advance for certain categories of employees. As a rule, this is done for employees who are regularly required to work overtime.

From a formal point of view, this practice is completely contrary to current legislation, therefore, in most cases, such “time off” is provided “according to internal accounting” without the necessary registration. Please note that such actions are fraught with certain risks. For example, such an absence of an employee can be regarded as absenteeism.

Also, absenteeism instead of time off will result if the employee exercises his right to additional rest without the consent of the employer. Moreover, as the Supreme Court of the Russian Federation indicated, such dismissal will be completely legal:
