Conditions of receipt and required documents
To receive the benefit, you must first obtain a certificate for a large family. It is generally accepted that if there are three or more children under age, it is recognized as having many children.

Amount of benefits
This type of benefit is provided on the basis of Decree of the President of the Russian Federation No. 431 dated May 5, 1992.
Having applied for the benefit, one parent and children aged 7 to 18 years old receive travel documents. At the same time, children must attend full-time educational institutions.
It is prohibited for a parent for whom it was not issued to use a travel card; this will result in a fine.
Currently, one parent can use free transport. But the issue of issuing travel cards for all family members is already being actively considered by the Government.
Family members can apply for:

To use public transport free of charge in the Moscow region, residents of the Moscow region who belong to preferential categories must obtain a social card for a resident of the Moscow region (SKMO).
The right to free travel on it will apply to regular transportation routes at regulated tariffs - bus, tram, trolleybus, commuter rail transport (not for all categories).
The card does not apply to minibuses.

The legislative framework
Most of the benefits guaranteed to disabled children are stipulated in Federal Law No. 181-FZ “On the social protection of disabled people in the Russian Federation.”
Article 30 of this normative act contained information about transport concessions. But in 2005, the article lost its force.
This happened in connection with the monetization of benefits, which gave citizens the opportunity to choose whether to use their privilege or receive monetary compensation.
This has led to the fact that transport benefits for children with disabilities today have become almost completely regulated at the regional level - they are prescribed in Government Resolutions and legislative acts of a specific municipality of the Russian Federation.
In other words, the issue of providing transport benefits is at the discretion of local authorities. For this reason, it is best to check the list of all current discounts on tickets with the social security department of your city.
Basic transport benefits
What travel benefits are available to disabled children? The answer to this question will depend on the type of transport, as well as on the class of communication range.
Public transport for urban and suburban purposes (tram, bus, trolleybus, metro, suburban railway transport, in some regions - river transport) Disabled children, as well as one accompanying person (mother or father, guardian, trustee, social worker caring for the child with disabilities) Free travel for an unlimited number of trips. Documents confirming the right to benefits
To take advantage of the benefit for free travel on public transport in your city, a disabled child and his accompanying person must have certain documents with them.
The child must present:
- Pensioner's ID;
- Identity document (birth certificate up to 14 years of age, passport after 14 years of age).
The accompanying person must show:
- Passport;
- A certificate of the established form, issued by the social security authorities.

How to apply for transport benefits
Registration of transport benefits consists of several stages:

- Passport of one of the parents;
- Certificate of family composition.
Free travel to the place of treatment
Children with disabilities need to travel to clinics, medical centers and health institutions located in other cities of the country. Therefore, the state provides a benefit for a child with disabilities and one person accompanying him (parent, guardian or social worker) for free travel for examination and sanatorium-resort treatment.
The journey home will also be free for a child with a disability and his accompanying person. But you can use this preference (a round trip to the place where medical services are provided) only once per year.
Before your trip, be sure to clarify what the procedure for using the benefit for free travel in a particular region is.
For example:
- When the social security department issues special coupons, payment to the cash desk is not required;

Exemption from transport tax
The most convenient vehicle for transporting a “special” child from home to a clinic or health center is your own car. A family with a disabled child can count on an exemption from transport taxes.
The Tax Code does not indicate the categories of citizens receiving tax benefits, so this issue, like the issue of providing benefits in general, is again regulated by regional legislation.
Each region dictates its own rules:
- Thus, in Moscow and the Moscow region, one of the parents of a child with disabilities is exempt from transport tax. The benefit applies only to one car with a capacity of no more than 200 horsepower;
- Similar conditions exist in St. Petersburg - with the only difference being that the power should not exceed 150 horsepower.
Either the age of the car cannot be less than 15 years;
- A limit of 150 horsepower is in effect in the Krasnodar Territory, Vladimir, Sverdlovsk, Murmansk and Tyumen regions, and the Republic of Mordovia;
- Benefits for a passenger car with a capacity of up to 100 horsepower are provided in the Volgograd, Kurgan, and Ulyanovsk regions;
- In the Tula region, one of the parents of a disabled child receives exemption from the tax burden if the cost of his car does not exceed 3 million rubles;
- In the Kostroma, Ivanovo, and Kirov regions, the tax benefit for families raising a special child is 50%.
In a number of regions of Russia, no tax privileges are provided at all.

- In St. Petersburg, pensioners and pre-retirees are entitled to benefits only if they have worked in the city for at least 20 years and have a work experience of at least 45 years for men and 40 years for women.
Discounted minibus travel For example, in St. Petersburg, beneficiaries ride minibuses at full price.
In Moscow, authorities canceled minibuses that duplicated the routes of city buses and stopped anywhere.
Instead, there are minibuses that travel on new routes and are subject to all benefits for travel on public transport.
Bus travel for privileged categories is free if the state provides them with benefits for travel on public transport. If you qualify for a discount on a commuter bus, make sure you can take advantage of the discount pass or discount before you board. Ask the conductor or driver about this.
Benefits for travel on public transport are available to pensioners, labor veterans, schoolchildren, students, disabled people, children and some other categories.

In St. Petersburg, schoolchildren travel with a student pass. The price of such a ticket is 515 rubles.
Students are entitled to discounted travel only by decision of the region or municipality.
In St. Petersburg, students travel using a special travel card - a contactless smart card, BSK.
It is applicable to university students, graduate students and students of professional lyceums, technical schools and colleges who are studying full-time.
It’s not possible to simply issue a BSC - the educational institution needs to provide information about the benefit to the carrier. And the carrier will already make a BSC for the student at his request.
You can apply for a personalized student travel card at the metro ticket office, the Center for the Production of Discount BSCs, or through the Internet service map-online.rf.
Other benefits for travel in transport for people with disabilities are not fixed at the federal level, but in many regions they have the right to travel on public transport for free or for a small fee. Usually, the person accompanying a disabled person does not have to pay a fare.
In St. Petersburg, travel is free for disabled people:
- According to the vision of the first and second groups.
- Missing one or both legs or one or both arms.
- With paralysis of two or more limbs.
Travel benefits for children are provided at the federal and local levels. Federal benefits - free travel or a discount on tickets for ordinary children and orphans. Local benefits vary by region.
Children travel free of charge without a separate seat. But if the carrier does not allow traveling without a seat, then the parent will have to pay 50% of the ticket price for the child. A child under 12 years old receives a 50% discount on a ticket. Just in case, the parent should have a document confirming the child’s age, such as a birth certificate.
Benefits apply to those who lost their parents before the age of 18 or while studying.
You can’t just grab and go on public transport for free and without a ticket. The right to discounted travel must first be confirmed. How exactly to do this depends on the category of the beneficiary and the region.
Where to contact. All beneficiaries receive a free or discounted train ticket at the station ticket office using a document confirming their right to it. Schoolchildren, students, pensioners and all other beneficiaries in Moscow first contact the MFC and apply for a social card there.
To issue a card you will need the following documents:
- Application - filled out on the spot.
- Passport.
- Documents confirming the right to benefits. Not needed if you are about to retire.
- Photo 3 × 4 cm, if available. If you don’t have a photo, you can take one at the MFC.
For schoolchildren, the card is usually issued by the school. To do this, you need to write a special application. Parents of Moscow schoolchildren and students can apply for a student card on the website of the Moscow Mayor. You will need a photo of the student in electronic form.
Students, before applying for a Muscovite card at the MFC, need to make sure that they are in a special register. If everything is in order, you can apply for a card at the MFC or on the website of the Moscow mayor. If you are not on the register, contact the university about this issue.
The card will be ready within 30 days. During its production, you will be given a temporary travel pass and a certificate, on the basis of which you can receive train tickets for free or buy them at a discount.
After receiving the card, you need to confirm the discounted travel pass. This can be done at the metro ticket offices, special kiosks and ticket vending machines of the State Unitary Enterprise Mosgortrans, through self-service terminals of Eleksnet OJSC and Moscow Credit Bank PJSC.
Write an application and attach to it:
- A copy of the child's birth certificate.
- A copy of his passport, if available.
- A copy of the passport of the parent or other legal representative.
- A copy of the certificate of a large family, if the family has many children.
- A copy of a document confirming the status of an orphan - death certificates of parents, court decision on deprivation of parental rights, etc.
- A copy of the act of the guardianship and trusteeship authority establishing guardianship or trusteeship - for orphans.
- Certificate of disability - for a disabled child.
- A copy of the pension certificate or certificate of granting a survivor's pension from the pension fund, if so.
- A document confirming the place of registration and residence. For example, a copy of a certificate in Form 8, the original of Form 9 or 3.

The originals will be needed so that the school or carrier's office can verify the authenticity of the copies.
If you submit documents through the school, it will transfer the documents to the transportation organizer. The carrier will review the application and, if everything is in order, will give the go-ahead to issue a school pass.
You can get a travel card at a school or metro ticket office. Check with your school exactly how it is issued.
The discounted travel pass is valid from the date of issue to September 30 of the following year. But it may end earlier if the right to benefit expires before that time.
Beneficiaries can travel around Moscow on public transport for free or with an unlimited travel pass at a discount. Residents with permanent registration in Moscow or the Moscow region have the right to free travel.

How to use a Muscovite card to travel by train. If you receive a discounted or free train ticket for the first time, go to the station's suburban ticket office and present your Muscovite card. Information about free or discounted travel will be recorded on it.
In the future, you can issue a discounted train ticket at a suburban ticket office or ticket machine at the station.
What to do if the Muscovite card does not work. Contact the metro ticket office or Mosgortrans kiosk. You will be given a free boarding pass. It is valid for three days from the moment of the first passage through it.
Take the non-working card to the MFC for examination. On the spot, write a cover letter in free form describing the problem.
