Registration for 1st grade

Your fidget is almost 6 years old - this means that it’s time to think about which educational institution your baby will go to 1st grade, and also find out how to register for school for 2020-2021, and in which regions of Russia, except Moscow and St. Petersburg, electronic queue is available.

We will tell you what parameters you should pay attention to when choosing an educational institution, what regulatory documents directors should be guided by when making a decision on enrollment, as well as who and under what circumstances can be denied acceptance of documents.

Problem of choice

Most parents become interested in choosing a good school long before their child first crosses the threshold of the classroom. And this is correct, because it is quite difficult to conduct a high-quality comparative analysis in a few days or even weeks.

  • So, we suggest choosing a school in three stages.
  • Stage No. 1 – searching for information
  • Find out which schools are located near your home (or near your place of work) and try to find the following important facts about the educational institutions you are interested in:
  • training schedule (not only primary school, but also grades 5-11);
  • class occupancy;
  • comfort of offices and material resources;
  • qualifications of subject teachers;
  • educational effectiveness (number of winners of Olympiads at various levels, results of the Unified State Exam and Unified State Examination);
  • the presence of extended day groups and the format of their work;
  • accessibility for students to diverse clubs and sections on the territory of the educational institution;
  • fees and additional paid courses (parents of students will be happy to tell you about this).

Stage No. 2 – comparison and selection of the optimal option.

Sometimes an establishment that interests you at first glance turns out to be not so good upon a more detailed comparison.

Thus, many parents will prefer enrolling in 1st grade at a school located near their home rather than sending their child to an elite gymnasium on the other side of the city for the 2020-2021 academic year.

But for some, the prospects and level of training will be decisive, and all the disadvantages (six days, the need to transport the child by car every day and pay more) are insignificant.

Stage No. 3 – getting to know the administration and teacher.

Exactly! Meeting the teacher, including communication with the future teacher not only of the mother, but also of the future first-grader.

Remember that when choosing an elementary school, you are not choosing an institution with its regalia and loud promises, but the person who will lead your child by the hand to knowledge.

It is on teaching methods, the ability to find an approach to a child, to make his path interesting and full of bright emotions, that the success of a little schoolchild and his desire to study in the future depends.

If after the 3rd stage your confidence in the right choice has only strengthened, feel free to proceed to the stage of “enrolling your child in school”, having read the documentation for the 2020-2021 school year.

The legislative framework

All educational institutions in Russia are required to act in accordance with the following documents:

Document Chapter / Article Contents Constitution of the Russian Federation Chapter 2 / Article 43 Guarantees every child in the country the right to free education Federal Law No. 273-FZ (12/29/12) Chapter 6 / Article 152 General issues of admission of children to educational institutions of the Russian Federation Order of the Ministry of Education and Science of the Russian Federation No. 32 (22.01 .14) — Set of rules that must be taken into account when considering an application Order of the Education Committee No. 2139-r (07.22.19) — Deadlines for submitting documents

Important! Regional authorities have the right to make additions to the norms established at the federal level, but with the condition that they will not infringe on the rights of citizens.

In most settlements in Russia, certain territorial districts are assigned to schools, taking into account the prospects for the occupancy of educational institutions. Residents of these areas have priority rights to study at the school to which they are assigned.

However, parents can also apply to schools in other areas (for example, specialized gymnasiums with in-depth study of foreign languages, mathematics, computer science or other subjects). But it is important to know that such applications can be accepted for consideration only after classes have been formed based on children from their area, and if there are free places.

Application deadlines and methods

To submit documents, parents (or official representatives) of future first-graders can:

  • contact the educational institution directly;
  • submit an application to the MFC;
  • submit an application through the State Services portal;
  • use regional online platforms.

Important! Please note that electronic registration for future first-graders for the 2020-2021 year is not valid in all regions of Russia, and before submitting a digital application, it is still worth contacting the school and checking whether it processes such applications.

Digital enrollment in first grade for residents of megacities such as Moscow and St. Petersburg for the 2020-2021 academic year will also be implemented through regional government service portals.

Important! Only one application can be submitted electronically.

Parents' advice! If you decide to submit documents for admission to first grade for the 2020-2021 year at one of the prestigious institutions through the online platform, fill out all the fields of the form in advance, saving the data in a draft.

This way, you can quickly submit your application, significantly ahead of your competitors who will be filling out the fields.

History knows many cases when online enrollment in elite specialized schools closed within 1-2 minutes after it began.

Important! The introductory campaign for first-graders, who must sit down at their desks from September 1, 2020, starts for beneficiaries on December 15, 2019, and for most residents of Russia - from January 20, 2020.

Please note that you must submit your application strictly within your period. If the family does not belong to the category of beneficiaries, but the application is sent before the start of the general campaign, the response will be a refusal. You can resend the request, but you should do this after the start of the general recruitment.

According to the order of the Education Committee No. 2139-r dated July 22, 2019, the following deadlines for submitting documents will be relevant for all regions of the country:

The draft budget of the city of Moscow was considered at a joint meeting of the commissions of the Moscow City Duma

The program will provide educational services to half a million preschool children, more than a million students in general education organizations, 62 thousand students in colleges and 8.9 thousand students in higher education institutions. A significant amount of resources will be directed to strengthening the material and technical base of schools and colleges. The city development budget in 2020 will amount to 1.278 trillion rubles, and in total for the period 2020–2022. — 3.8 trillion. These funds are planned to be used for the construction and reconstruction of more than 230 new social facilities in 109 districts of Moscow, including 27 kindergartens and 22 schools, 32 clinics and 14 hospital buildings, 5 ambulance substations, 3 museums, 5 theaters and 19 sports and recreation centers complexes.

“The draft budget presented for consideration is aimed at stimulating economic growth, ensures an increase in social spending, significantly exceeding the level of inflation and provides funds necessary for the development of the socio-economic complex of the city,” noted the head of the Department of Finance of the city of Moscow, “The strengthening of the social orientation of the budget is due not only an increase in social spending, but also a significant increase in funds for improving the material and technical base of healthcare, education, and social protection institutions. As a result, the level of education, medical and social care in Moscow institutions will be qualitatively improved,” stressed Elena Zyabbarova.

During the discussion, deputies discussed the financial support of state programs of the city of Moscow, examining in detail the parameters of each of them.

Following the results of a joint meeting of the commissions of the Moscow City Duma, deputies supported the presented draft budget of the city of Moscow for 2020 and the planning period 2021-2022 and its main parameters, emphasizing that the bill maintained a balance between social and investment areas of spending funds. The bill was recommended for adoption in the first reading.

Registration for 1st grade

Many parents begin to worry about their child’s enrollment in school in advance; this approach is correct; you can simply skip a year. There is a risk of not being enrolled, then there will be big problems. To avoid this, you need to submit an application to the educational institution.

What you need to know to get started about this

There are two types of admission:

  1. First.
  2. When transferring from one institution to another.

It should also be noted that the application has electronic and direct forms. They have slightly different requirements. The first is a record on the establishment’s website, the second is a submission on the establishment itself.

With a direct form of admission to an institution, you must:

  1. Birth certificate.
  2. Child registration.
  3. SNILS.
  4. Medical record (should often be after kindergarten).
  5. Passport of the parent or guardian.

For an electronic form, the first is often enough. Registration is carried out via the Internet; this method has its own registration rules, due to the presence of the necessary forms.

How to choose a school

The most important criterion is the location of the institution in relation to the house; a lot is determined by it. It would be good to read reviews about the educational institution and ask around. The prospects for admission to higher educational institutions should be taken into account. Some have connections with them, and some are known as those who produce good students.

Application time

Application deadlines vary depending on the location of your home in relation to the school. Parents will receive a refusal to admit their child depending on this. In this case, you need to wait and apply again. There should be only one application per child at a time, more will be accepted.

Accepted submission:

  • from mid-December until the start of school: for those who have a priority right to do so;
  • from the 20th of January to the 30th of June: for those who live close to the territory of the establishment;
  • from the moment of finishing the second year until studying: for those who do not live nearby.

Who has the priority right

Children of employees or who served in military and special bodies on a serious basis (for example, the Ministry of Internal Affairs), as well as those who received injuries as a result, have a priority right. Those who have relatives in the establishment are also its owners.

Preparatory courses needed

Preparatory courses are not required and there is no impact on admission. They will only be needed if the parents think that the child will not cope with the load. They are also free and any child can come, regardless of temporary or permanent registration with him or his parents.

Child's age

He must be between 6.5 and 8 years old. The most important thing is that this is the case at the time of admission. If there is a discrepancy, then you need to go to higher authorities for a statement, thanks to which the problem will be resolved.

How long does it take to process an application for admission and how is the review process carried out?

Here everything goes in accordance with when the application was submitted (and, accordingly, with the categories mentioned above). In the first and third cases, no less than 10 days are considered, but no more than 30; in the second, no less than 30, but no more than 45. Issued within one week.

Open Day

Open Day is a good opportunity to look at the school. Often held twice a year. Information is available on the institution's websites.

How to submit an electronic application to an educational institution

You need to do the following:

  1. Register with government services, do not forget to confirm your account, otherwise it will not be valid (thanks to this, everything except the birth certificate is filled out automatically);
  2. Read and understand the rules for using the services, and agree to them;
  3. Fill out an electronic application for admission to school, send it and wait for notification of processing.

This must be done by the child’s legal representative, and no one else. After all this, you can wait for the receipt notification; you won’t need to do anything else.

Temporary registration

You should start with the fact that the child can be registered. You can submit an electronic application even with temporary registration, but in this way he will be considered as someone who lives away from the school, which falls under the third category.

Territories that are considered to be close to the educational institution.

Each school is assigned a certain territory, which accordingly includes a certain number of houses, that is, in other words, microdistricts. There is another name for this - “attached territory”. They divide into similar ones even at the very first counting of children. For this purpose, there is a registration of the child at the place of residence.

Collection of documents. How to obtain a child's birth certificate

This document is the very first document for the child. Not having it before school is incredible. Issued without fees on average in half an hour. In this case, the surname of one of the parents is indicated.

It is customary to complete the application within a month. If you miss a deadline of up to 14 years, there will be no sanctions. It is worth noting that thanks to it the remaining documents are obtained.

How to obtain a certificate of registration of a child at the place of residence

The certificate of registration of a child at the place of residence itself is, in some respects, an analogue of a passport. Receipt will take place after mandatory registration of place of residence. Every child will still be registered somewhere.

List of documents for this:

  • registration application;
  • birth certificate;
  • documents confirming the possibility of moving in a child.

How do you get a child’s SNILS?

SNILS – insurance number of an individual personal account. Needed for various reductions in the number of documents, as well as for the formation of a pension. You can apply after your birth certificate. Any parent can submit a document.

How do you get a child’s medical record?

A medical record is a document that indicates all the ailments and diseases of the child. It is issued for a child most often from kindergarten, but also at school. It indicates the degree of health, this is important.

Why does the school need copies of parents' passports?

This is used to confirm the identity of the parents; established by law. Why do they need passport data and SNILS besides the rest? There is no normal answer to this question.

The child has a degree of disability

With not such high degrees, the child can go to school, although it is possible to go to specialized institutions intended for such, ordinary ones are not adapted for this. If your health does not allow you to walk in principle, then it will be impossible to enroll.

What if the school or classroom is overcrowded?

In the first case, this is one of the common problems, this is the desire of the top of the institution to receive a bribe. They cannot refuse. If they refuse this, then you can complain to higher authorities. One thing is important to understand: if everything is really as the administration says, then it is better to choose another school, overcrowding will affect the quality of education.

In the second case there is a significant problem that exists with the first. For such cases, there is a method of creating another parallel, although such groups have less prestige and, unfortunately, less attention is paid to them.

How to choose a school for a first-grader in St. Petersburg

Formally, the state made the choice for you by “assigning” your child to the school at your place of residence.

There are several options for how to get into a school other than your registration in 2020: in St. Petersburg, this implies certain benefits and the availability of free places in educational institutions in the region.

Sometimes the admissions committee is satisfied with temporary registration. You can see the rating of schools in St. Petersburg and read reviews about them in the Littlevana review database.

Now let's look at the procedure in more detail.

How to get to 1st grade

The rules for admission to school in 2019-2020 in St. Petersburg have not changed significantly compared to last year. The regulatory details of this process are described in a number of documents.

You can find their current list, in particular, on the website of the Education Committee of St. Petersburg in a special section dedicated to admission to first grade or on the portal “State and municipal services (functions) in St. Petersburg.”

Which school a particular house is assigned to is stated in the administrative acts of the city district administrations on assigning microdistricts for the primary registration of children (look at the websites of the district administration or a specific school, hyperlinks to them - look at the very bottom of the special section of the Education Committee website. And the work schedule admissions committees in schools - in the internal regulations of the schools themselves.You can get acquainted with them on the websites of the educational institutions themselves, as well as district education departments.

Admission stages

Registration for the school for 2019-2020 (St. Petersburg) takes place in three stages. Acceptance of applications for first grade begins on December 15 and ends on September 5.

Stage I

Applications are accepted from those who have regional and federal benefits. That is, they enroll children whose brothers and sisters are already studying at the chosen school or whose parents are employees of this educational organization (regardless of their place of residence), or future first-graders from preferential categories live in the territory assigned to the school.

All categories of “beneficiaries” are indicated in official documents:

  • Federal Law of May 27, 1998 No. 76-FZ “On the status of military personnel”;

Parents of first-graders can expect innovations when enrolling in school

There are less than two weeks left before the start of the first grade admissions campaign.

A press conference dedicated to the start of the admissions campaign for enrolling children in first grade for the 2020-2021 academic year was held on Tuesday, December 3, 2019, at the Administration of Yekaterinburg.

Next school year, about 21 thousand 500 first-graders will sit at their desks. They will be admitted to 157 municipal schools in the city, including two new general education organizations that are currently under construction: No. 79 in the Academichesky microdistrict and No. 215 in the Solnechny microdistrict.

In order to make the process of enrolling future students more comfortable for parents, the Department of Education of the Yekaterinburg Administration is introducing a number of innovations.

Let us remind you that since 2018, the admission campaign begins on December 15 for children eligible to receive places in municipal educational institutions as a matter of priority. This year, thanks to the federal law on brothers and sisters, according to which relatives can be enrolled in the same kindergarten or school, the list of preferential categories of children has expanded.

We are talking about elementary school classes (grades 1-4), when the eldest child is already studying at this school. This opportunity can be used by parents whose children live in the same family and have a common place of residence. The period for preferential categories of children will continue until January 23, 2020.

Further, the acceptance of applications will be suspended so that schools can update information about the availability of free places.

“You can submit an application to enroll your child in first grade through the State Services portal, departments of the MFC or Central Medical Education Center, as well as through the school commission,” explained Ekaterina Sibirtseva, head of the Department of Education of the Yekaterinburg Administration.

– But, I want to draw the attention of parents, if you submitted an application through the State Services portal, you can confirm it with documents only at the MFC or Central Medical Center within three working days after receiving the notification in the portal’s personal account.

December 15 is Sunday, so check the work schedule of the MFC and the Central Medical Center in advance on the official websites of these organizations. School admissions committees will begin working only on Monday, December 16, from 8:00 to 19:00.”

The list of documents provided for enrollment remains the same: passport of the applicant or authorized representative, document confirming preferential enrollment, child’s birth certificate.

“Taking into account the new law on brothers and sisters who can be enrolled in one general education institution, it is also necessary to provide a birth certificate for the child who is already studying at a particular school,” added Sergei Baranov, director of the municipal services center.

Another innovation this year was a change in the timing of the main stage of submitting applications to 1st grade for children at their place of residence. Now it is not February 1, as it was before, but January 29. This involves submitting applications timed by area.

Thus, from January 29 to June 30, 2020, applications will be accepted for enrollment in schools of children registered in the territory to which a specific educational organization is assigned in the Verkh-Isetsky, Leninsky and Chkalovsky districts.

From January 30 to June 30 - in Zheleznodorozhny and Ordzhonikidze, as well as in Verkh-Isetsky, Leninsky and Chkalovsky districts for children who have permanent or temporary registration in the assigned territory, including those who have the right to receive places in schools as a matter of priority and who have right of preferential enrollment. From January 31 to June 30 - admission of children registered in the territory to which a specific school is assigned in Kirovsky and Oktyabrsky, as well as in Zheleznodorozhny and Ordzhonikidze, in Verkh-Isetsky, Leninsky and Chkalovsky districts for children who have permanent or temporary registration in an assigned territory, including those who have the right to receive a place on a priority basis and those who have the right of preferential enrollment. From July 1 to September 5, admission will begin for children who do not live in the territory to which a particular school is assigned, including those who have the right to receive a place on a priority basis and those who have the right of priority enrollment if there are free places.

The number of united territories has not changed compared to last year’s admissions campaign - 39 districts, a list of which can also be found on the school websites. In most cases, parents will have several schools to choose from.

An innovation this year will be the so-called “people’s testing”, which will take place on December 5, 2019 from 22:00 to 23:00 on the State Services portal. The goal is to simulate as much as possible the real situation of enrolling children in schools. Parents will be able to go through all the steps in a demo version of the application window.

“The purpose of testing is to simulate as much as possible the real situation regarding enrollment in schools. For Rostelecom, the goal of “public testing” is to test the operation of the new portal form under a truly extreme load on all subsystems of the e-government infrastructure.

And parents will have the opportunity to familiarize themselves with how to fill out the data, go through all the necessary steps in real conditions in a demo version of the real application window, and check whether all the data necessary to fill out the application has been entered in their personal account on the Unified Portal of State Services.

The results of the “popular testing” will be carefully analyzed by us. We don't expect an ideal situation.

We specifically simulate the stress load on the portal, so that we can then carefully analyze all the nuances and make additional settings in the process for the real recording,” noted Sergey Fedorov, head of the Yekaterinburg branch of Rostelecom PJSC.

Based on the results of the “popular testing”, parents can send their wishes to [email protected] .

At the press conference, the issue of falsification of documents when enrolling children in first grade was raised. Yekaterinburg prosecutor, senior justice adviser Svetlana Kuznetsova noted that last year nine cases of crimes related to document forgery were recorded.

“The desire to choose the best school for a child does not justify falsifying documents,” added Svetlana Kuznetsova.

– To date, four criminal cases have been considered, each of which resulted in a guilty verdict.

The punishment for some may seem insignificant - fines of up to 15 thousand rubles, but the very fact of criminal prosecution may have consequences in the future for the parents and children themselves.”

If you have any questions about the child enrollment procedure, parents can contact the hotline from December 9 to 22, 2019 and from January 23 to February 10, 2020.

Telephone numbers of specialists, as well as a memo for parents, which includes all the necessary information, are posted on the Official Portal of Yekaterinburg on the page of the Department of Education in the section “How to get to school.”

A consultation day in general education organizations of the Ural capital will be held on December 7, so that everyone can get to know the schools in advance and make their choice. As for schools in the unified territory, the start time of the consultation day will be different so that parents can visit several educational organizations at once.

After deleting the history, you longer need es.asurso.ru to monitor the time counter. If you really really want to look at the counter, open the site in another browser, and leave clean Google Chrome to apply. As soon as the counter in another browser reaches zero, open Chrome and start filling out the application.

A separate question: “Do I need to log in to State Services in advance to save time on this?” . Past experience shows that this really works. Yes, you can try entering your login and password for State Services in pure Chrome in advance.

However, be prepared, if any difficulties arise, re-enter the login and password for your ESIA account. To do this, be sure to disable login confirmation via SMS if you previously enabled it. Temporarily disable, only at the time of application.

Please also note that logging in “by e-mail” is always faster than logging in “via SNILS” - unlike SNILS, you know your email address by heart.

If during the application process you see that the process has gone wrong (browser error, a new form step does not open, a CAPTCHA does not load, or any other problem that you did not expect) you need to gather your strength and press the F5 button. This will refresh the application form page, you will completely lose all the entered data, but it is faster than opening the page again. At least you will be able to quickly continue filling out.

There are separate solutions to problems for “class not loading” and “check word not loading”. These options are less radical than F5 and often help. The contents of the page will be saved after these actions:

  1. Your class did not load. Select another school, make sure the class loads there, then select yours again. This should help.
  2. Your CAPTCHA has not loaded. Enter any 6 Russian letters in the field and click the green checkmark. The test word will not match, but a new test word will appear on the screen. Enter it correctly and press the green checkmark again.

If the problem persists, you should start filling out again in a clean browser. Doing this via Ctrl+Shift+Delete will take a long time, master another keyboard combination: Ctrl+Shift+N.

It opens a new window on a dark background, this is Incognito mode. It is completely equivalent to a “pure” browser. Continue filling out the form in this new window from the beginning.

This is only if the problems were insurmountable.

The application is considered submitted successfully the moment you receive its unique number. Write down this number , you will need it to check your position in the application register after it is published on the school website. An approximate view of the register for last year in the picture below:

On February 1, registration of children in first grade will begin in Ryazan

If you submit your application electronically through the EPSU earlier than 09.00 on February 1, 2019, you must re-submit your application for 1st grade for the 2019-2020 academic year within the established time frame.

Submitting an application in the electronic register is not the basis for enrolling a child in a general education institution - the child is enrolled in school only after submitting the originals of all necessary documents directly to the institution.

  1. To enroll a child in first grade, parents (legal representatives) must submit a number of documents:
  2. - parents (legal representatives) of children living in the assigned territory:
  3. 1) the original document certifying the identity of the parent (legal representative), or the original document certifying the identity of a foreign citizen and stateless person in the Russian Federation; 2) original birth certificate of the child;
  4. 3) a certificate of registration of the child at the place of residence or at the place of stay in the assigned territory or a document containing information about the registration of the child at the place of residence or at the place of stay in the assigned territory;
  5. - parents (legal representatives) of children not residing in the assigned territory:
  6. 1) the original document certifying the identity of the parent (legal representative), or the original document certifying the identity of a foreign citizen and stateless person in the Russian Federation; 2) original birth certificate of the child;
  7. - parents (legal representatives) of children who are foreign citizens or stateless persons additionally present:
  8. 1) a document confirming the applicant’s relationship (or the legality of the representation of the child’s rights); 2) a document confirming the applicant’s right to stay in the Russian Federation.
  9. Foreign citizens and stateless persons submit all documents in Russian or together with a duly certified translation into Russian.
  10. Parents (legal representatives) of children have the right to submit other documents at their discretion.

Until July 1, 2019, children living in the territory assigned to the school are enrolled in first grade. The enrollment order is issued no later than 7 working days after submitting the package of documents directly to the school.

For children whose parents have chosen a school not in the assigned territory, enrollment begins on July 1, subject to the availability of vacancies. In this case, parents can apply to the school from February 1 of the current year. In this case, the application will be registered, but the deadline for consideration of enrollment documents will be postponed to July 1.

Information about the availability of free places by this time will be posted on information stands and official websites of schools. If there are no free places at school, parents should contact the Department of Education and Youth Policy of the city administration at the address: Ryazan, st. Lenina, 45a, room 307, to resolve the issue of sending a child to an educational institution.

Students with non-Italian citizenship

Special rules are established for the enrollment of students with non-Italian citizenship. In particular, the Ministry of Education clarifies that even those who do not have a TIN are allowed to register online. In fact, the system function allows you to create a “temporary code” that the school institution will quickly replace with the final TIN.

Enrollment in an Italian kindergarten

The application must be submitted directly to the selected educational institution. Children who turn 3 years old before December 31, 2020 have priority for enrollment in kindergartens. However, under no circumstances should younger children be enrolled in nursery school.

If there are no places available at the first selected school, the online registration system will automatically indicate that an application has been sent to the schools listed as your second or third choice.

What happens if you change your mind and want to choose a different school?

If you made a mistake during the registration procedure, contact the school to which the application was sent to request a refund and thus make changes by submitting it again. If the student changes his or her mind at the end of the year, the family must request permission to receive the transfer.
