Normative base

273 Federal law determines the procedure for reimbursing parents’ expenses. The payment system operates in a certain way: parents pay for the actual stay of the child in the kindergarten.

Since December 2012, the mandatory fee includes some kind of compensation - Federal Law 273 continues to work. It provides for the issuance of compensation to parents only after the occurrence of certain conditions - basic and additional.

Thanks to the old bill of 2012, it was possible to reduce the workload of kindergartens, also support parents, and provide the opportunity to find other ways to arrange preschool education.

In parallel, women who were unable to complete maternity leave as scheduled were also provided with financial assistance. The updated part of the bill is designed for those parents who already pay for kindergarten services.

A certain compensation is calculated for them - it differs in the possibilities of receiving financial assistance and the amount of basic compensation.

Who is entitled to compensation for kindergarten?

The Russian Constitution grants every child the right to be enrolled in a preschool institution. Preschool education is obliged to prepare the child, help with further socialization, and relieve parents - working citizens.

The garden is available to Russians from an early age. Experience shows that it is problematic to fully comply with the legislation; a large number of applications are rejected due to lack of space. The best option available to parents is visiting kindergarten for children aged 2-3 years.

Compensation – partial payment, refunded amount. It involves covering some damage to the parents. The right, according to the bill, is available only to needy families. They also pay for kindergarten services, but need government assistance.

Federal law affects all cases where reimbursement of regular payments is appropriate and justified. Need criteria have the right to be established at the regional level and increased by various programs.

Compensation payments vary depending on related conditions. The decisive factor indicated by the legislative act is the number of minor children - they are being raised and need constant care and support.

Additional benefits are awarded to children of military personnel. They are subject to different conditions: the number of children is not taken into account. Reimbursement is provided even if there is only 1 child in the family.

An increase in compensation from 2019 is available to disabled people, military personnel subject to conscription, liquidators of the consequences of the Chernobyl nuclear power plant accident, and employees of preschool institutions. A complete list of citizens entitled to receive benefits is provided by the local administration.

Compensation for failure to provide kindergarten

The federal law describes several situations when compensation is provided: failure to provide a place, compensation if there are no places in the selected region, payment due to visiting a private kindergarten.

If there is no legal place for a child to receive preschool education, parents have the right to request compensation. The situation is stacked against the mother: she does not go to work according to the deadlines established by law because the child is denied kindergarten. She demands compensation for material damage.

Compensation for lack of a place in kindergarten in the regions

Similar rules apply in cases where there are no places at all. If in the first case the child does not get a place because they are redirected to beneficiaries, then in the second case there are no places at all.

At the legislative level, the situations are identical. The fact remains that the child is deprived of the right to attend preschool. Parents also demand compensation, which is entirely dependent on the region of residence of the family.

The economic opportunity of the region is decisive. If there are no funds in the budget, demanding compensation is ineffective.

Compensation also cannot be demanded if unfavorable conditions arise, but the family is not regarded by the state as needy. The second decisive criterion is the family’s earnings: the basis is the subsistence level.

Compensation for private kindergarten

The third case concerns the placement of a child in a private institution. Tuition costs are higher, which often becomes an unbearable burden for families. Commercial kindergartens are also supported by the state, so parents again have the right to demand compensation.

An important nuance of compensation is that parents are forced to send their child to a private kindergarten:

  • compensation is lower than other cases: no places in a government institution;
  • reimbursement is less than the full monthly payment;
  • the amount is calculated based on a regular, not a private kindergarten: parents paid 14 thousand rubles, a state kindergarten cost 2 thousand, as a result, the additional payment takes into account only 2 thousand rubles.

A private establishment must also be licensed and undergo annual government inspections. Employees are required to follow the preschool education program. If the kindergarten is not registered, compensation cannot be calculated.

Amount of compensation for kindergarten

The size of the additional payment is influenced by 2 factors - the place of residence of the family and the number of children. Payment is processed in the standard way. At the local level, additional benefits are also established, accrued separately, and in combination - state financial assistance.

What kind of compensation can a family apply for:

  1. Parents of one child. They expect only 20% of the total monthly payment.
  2. Parents of two children. The family has the right to count on 50% of the mandatory compensation.
  3. When a third child appears in the family. Starting from the 3rd child born in the family, a payment of 70% of the total amount is awarded.

Local budget funds are used for additional payments and other benefits established by law. Local authorities also determine which groups of citizens receive compensation. If the garden is retained by a certain industry, it also reserves the right to decide who to assign compensation to.

Additional benefits arising from the law are intended for the families of military personnel. Disabled people, employees of preschool institutions, and liquidators of the Chernobyl accident expect 50% of the compensation.

Registration procedure

The procedure for receiving the payment is standard - a Russian citizen prepares documents justifying the receipt of an additional payment. He confirms his right to receive funds. Only 1 parent applies for payment - any parent.

Large families with a second child, disabled people, and other groups of citizens are required to submit a package of documents - compensation is not automatically calculated.

When the documents are collected, you need to write a statement - it is a kind of petition. The collected package of documents and the application are considered, and then a reasoned decision is made.

The payment has fixed conditions - what date is paid, how the funds are credited to the account. If necessary, social protection services have the right to request additional documents: each case is considered separately, taking into account the basic and additional conditions.

Documents for reimbursement of kindergarten fees

The package of documents is the basis for receiving additional payments. It consists of:

  1. An application drawn up according to a single template. After writing a petition, a Russian citizen is regarded as a person applying for permanent additional payments.
  2. A passport and identification card for the parent receiving payments must be provided.
  3. Marriage certificates, if the marriage is officially registered, are not a mandatory document.
  4. A certificate of place of residence must be provided: at the place of registration, place of actual residence.
  5. Birth certificates for children: everyone under 18 years of age.
  6. A receipt for payment for kindergarten services is the main document for calculating compensation.
  7. The composition of the family must be indicated - a certificate must be submitted: brought by a single mother, large families, families where children are listed as adopted.
  8. Copies of the invoice for future deposits.

Low-income families and parents below the poverty line apply for compensation and additional payments, so they additionally submit a certificate of income.

Application for compensation payment

The collected package of documents does not provide grounds for reimbursement of funds spent. The application is the main document giving the right to receive additional payments.

The application must be correctly drawn up, without errors, corrections, inaccuracies, or unverified information. Any errors in the application will result in a refusal.

A standard application form is issued by a government agency. The applicant’s main task is to correctly fill out the personal information fields. The form consists of mandatory items, including the applicant’s last name, first name, and patronymic. The applicant is one parent, to whose account the transfers will be made. The form contains information about the place of residence - registration and actual place of residence are important.

The basis of the application is a request. The text indicates the requirement to receive compensation, as well as the basis why payments should be accrued. Additionally, the current account number is entered. The main payments are made through it.

A Russian citizen, when signing a petition, agrees with the condition that when his status, position, or living conditions change, he will inform the government authorities. If there is no standard application, a Russian citizen independently draws up a petition according to the sample.

Regional programs of private kindergartens 2022

Regional programs mean government assistance. It differs in different regions of the country: the more money from the local budget, the more significant the assistance.

In recent years, the state has provided significant assistance to private institutions if they create separate programs for receiving children. Changing the law should help increase the number of available places when parents are forced to work, even with children with disabilities.

Regional programs help Chernobyl victims if the child has an official guardian. Large families and single mothers also claim to receive regular assistance.

If a family loses its breadwinner or finds itself in a difficult situation, compensation due to the garden is rarely awarded, but the regional program is in effect - each case is unique.

Regional programs always operate within the framework of state ones - the local administration does not have the right to cancel or change the operation of the Federal Law. The main source of information on the availability of a regional program is social protection authorities and local administration.

How to calculate compensation for kindergarten

The money for the kindergarten determines the amount of compensation. A certain percentage is deducted from the payment collected.

If the government makes changes to the bill, the fixed percentage also changes. An established formula is used for calculations - parents have the right to use the calculation independently to estimate the amount of future compensation.

The formula calculates the amount of compensation. It is equal to the amount of payment for the entire month multiplied by the number of days when the child was present in the kindergarten. In families with 2 or more children, the number of children is taken into account.

The formula is used during a standard calculation by an employee of a government agency. Parents use the formula to double-check basic calculations.

If the eldest child is 18 years old

The presence of other children in the family allows you to increase compensation. The rule takes into account only children of preschool and school age. Once a child turns 18, it does not affect the amount of money spent.

The total amount of payments changes as one of the children reaches adulthood: initially, documents were submitted for 2-3 or more children, including teenagers; later he became an adult and is automatically deprived of the right to influence the amount of compensation.

Documents are reissued taking into account new circumstances. The remaining children under 18 continue to appear in the application as factors increasing payments.

When is compensation transferred?

Compensation is calculated in accordance with Federal Law. The transfer is made to a bank account - it is represented by one of the parents. Payment is made once per month.

Compensation is accrued at the end of the period - the end of the month when payment for kindergarten services was made. Cash assistance is received at the end of the month, the date of transfer is agreed upon with the social protection authorities.

Conclusion

Paying for kindergarten is a serious expense for families, especially beneficiaries. The state provides compensation payments if there are disabled people in the family, it is a large family. All conditions for receiving compensation are described by Federal Law.

Compensation of parental fees for kindergarten in 2019-2022 through State Services and MFC: amount for one and two children

The state provides assistance to families with children; in recent years this has been one of the main directions of social policy of the Russian Federation. Among the many benefits and compensations, there are also payments for children who attend kindergarten.

We will tell you who is paid compensation for parental fees for kindergarten in 2019-2020, how to receive it and where to go to apply for such a payment.

What parents can count on

The amount of compensation for parental fees for kindergarten is established by federal law. However, regional authorities ultimately decide who, how and in what amount can receive it. For the entire country, it is set as a percentage of the amount that parents pay for the supervision and care of children in a preschool institution.

The specified percentage depends on the number of children in the family. So for the first child you can get back at least 20% of the money paid. For the second child - at least 50%. And for the third - no less than 70% (clause 5 of Article 65 of Federal Law No. 273-FZ dated December 29, 2012). As a rule, it is these minimum values that the authorities set for the amount of compensation.

When calculating the number of children in a family, only minors are taken into account.

The amount of parental fees for kindergarten is established by the regional authorities. Compensation depends on this. It is also paid from the regional budget. It may not be available to all parents of preschoolers. The decision is made directly by the regional authorities. For example, they can reimburse part of the garden fee only to the poor.

How to make a payment?

Providing compensation for part of parental fees has only one difficulty - registration. Each region has its own order. If you have any doubts about receiving compensation, you can always check with the management of the preschool institution about the procedure for receiving it. Let's look at some regions of the country.

How many days can you stay away from school and kindergarten without a certificate in 2019-2020?

Compensation in Moscow

In the capital, all parents receive compensation for kindergarten, regardless of their financial situation. When counting children, not only minors are taken into account, but also those who are receiving full-time education (if they are under 23 years of age).

Moscow parents are required to submit an application directly to the preschool institution itself for compensation of part of the parental fee for kindergarten in 2019-2022. A sample application is provided below.

You must attach copies of the children’s birth certificates, as well as account details with a credit institution.

The administration of the preschool institution itself sends documents for compensation to the Departments of Education (and district administrations), social protection and health care.

No further action is required from parents. Part of the amount paid for kindergarten will be returned after some time.

Moscow region

All parents who sent their children to a preschool institution can also apply for compensation in this region. Unlike the capital, the Moscow region has a completely different procedure for processing this payment. You can receive compensation for parental fees for kindergarten through government services or at the MFC. Providing documents for compensation in this region is possible only in these ways.

If documents are submitted remotely on the government services website, you must:

  • fill out an application;
  • scan 2 pages of your passport;
  • scan children's birth certificates;
  • attach account details.

Funds are accrued monthly. Compensation is paid for the previous month. In the Moscow region it is:

  • RUR 432.40 – for 1 child;
  • 1081 rub. – for 2 children;
  • 1513.4 rub. - for 3 children.

Changes to 418-FZ dated December 28, 2017 “On monthly payments to families with children” from January 1, 2020

Saint Petersburg

Compensation in St. Petersburg is paid to all parents of kindergarten students. But they don’t receive the money in their hands. The authorities established a completely different order than other regions. When a child enrolls in a preschool organization, parents only need to fill out a form to receive the payment. The preschool educational institution independently transmits information to the Education Committee. There the information received is verified.

If the decision is positive, the compensation is immediately included in the payment for the garden. Thus, the procedure saves parents from wasting time on processing payments.

Let's give an example. In St. Petersburg, parental fees in kindergarten are 1,161.10 rubles. This does not include compensation. Therefore, for the first child, parents pay 928.88 rubles. For the second and third: 580.55 rubles. and 348.33 rubles, respectively.

Permian

In the Perm Territory, only low-income parents or those with 3 or more children can receive compensation. This innovation came into effect on September 1, 2018.

Therefore, citizens whose children began attending kindergarten before this date receive payments regardless of material income. However, its size is greatly influenced by the presence or absence of a preferential category for the family.

Thus, low-income people and families with many children can receive a refund in the amount of 501 to 1,756 rubles. All other parents - from 226 rubles to 565 rubles.

Compensation is assigned upon the application of the child’s parent with the provision of the necessary documents to confirm the right to receive it. Applications must be submitted annually.

Compensation for kindergarten for large families

Large families belong to a special category of citizens who are entitled to social protection from the state.

If they are unable to send their children to a municipal or state kindergarten upon reaching the age of three and have to turn to a private institution, they are entitled to at least 50% compensation for the cost of its services.

To receive it, it is important to know the conditions and features of the provision, as well as the step-by-step algorithm of actions.

Who is entitled to compensation?

According to the law, all children upon reaching the age of three must be provided with places in kindergartens so that their parents can safely continue to work. This is possible provided that you are placed on the queue in a timely manner.

However, in practice, only 40-50% of those on the waiting list receive their assigned places on time, as a result of which parents have to send their children to private kindergartens. The cost of services in such institutions starts from 10,000 rubles. per month, which is very expensive for large families. That is why Federal Law No. 273-FZ dated December 29, 2012 provides for the possibility of processing appropriate payments.

There are currently two types of compensation in effect in the Russian Federation:

  • If there is a lack of places in kindergartens. Money is paid to parents, guardians or adoptive parents if the child is placed on the waiting list on time.
  • Refund of part of the funds spent on a private, state or municipal preschool educational institution.

Important! The amount of payments depends not only on the factors presented above, but also on the number of children. In some cases, you can receive compensation in the amount of 100%.

“The formation of ways to support large families is one of the priority areas of social and demographic policy. In 2020, an additional set of measures will be developed to allow these categories of citizens to live most comfortably and receive assistance from the state.”

YES. Medvedev, Chairman of the Government of the Russian Federation.

Kindergarten benefits for large families

In relation to large families, Decree of the President of the Russian Federation dated September 19, 2017 No. 431 is currently in force, according to which they are guaranteed the right to priority provision of places in kindergartens for each child. However, a queue of beneficiaries also forms, as a result of which not everyone receives their allotted places in a timely manner.

Based on the above, families with many children can also receive compensation in the amount of 70% for each child. It is traditionally believed that this category of citizens includes families raising three or more children, so lower discounts are not relevant for them.

It is worth considering that if a child turns 18, all benefits are lost, including the maximum amount of payments for a preschool educational institution. The exception is if they continue their full-time studies: here, privileges will be provided until they receive a diploma or until they reach the age of 23.

How to put your child on the waiting list

One of the most important criteria for processing government payments is the timely registration of the child for a place in kindergarten. This is done as follows:

  1. Collect a package of documents and submit them to the Department of Education along with the application. In response, a written notification of acceptance of the documentation is issued.
  2. Wait for a decision. Department employees are given up to 30 days to review documents. The period depends on the region.

There is an easier way to submit documentation – through State Services. This will avoid long lines at a government office and simplify the procedure as much as possible. What it looks like:

  1. One of the parents registers on the portal and confirms the account. This can be done at a bank branch, MFC or Russian Post.
  2. After confirmation, you need to go to the “Registration for kindergarten” menu. A window will open on the monitor with an application that must be filled out.
  3. Scanned documents are attached to the application.
  4. The applicant is notified of the results of the review through his personal account in the notifications section.

In the future, the queue can also be tracked through “State Services” in the section for posting a record of placing a child on the queue by clicking “Check application”.

Important! To guarantee a place in kindergarten, it is recommended to put your baby on the waiting list immediately after receiving a birth certificate.

Documentation

The following documentation is provided along with the application for placement in the queue:

Name Where to get it Validity period Passport of the parent, adoptive parent or guardian Civil registry office Changes upon reaching 20 or 45 years of age, as well as when changing the surname for any circumstances Children's birth certificate Issued at the registry office at the request of one of the parents Until the child turns 14 years old, after which a passport is issued Extract from the MFC house register 1 month. Required to confirm the registration of a child at the same address with his parents as proof of the fact of cohabitation. Guardianship agreement. Guardianship authorities. Until the end of the guardianship period specified in the agreement, or until the child reaches 14 years of age, after which a guardianship agreement is drawn up. Certificate of large families. Social security. Until the eldest child reaches 18 years of age. or 23 years old if he continues to study full-time. Without it, you cannot apply for a place out of turn. Conclusion on the need to visit a correctional group. Polyclinic at the child’s registered address. Indefinitely. Required if the child requires special treatment in kindergarten due to health reasons

Example No. 1. Registration of a child from a large family at a preschool educational institution

The Gennadiev family has three children: a 15-year-old son, a 12-year-old daughter, and another newborn son.

Immediately after the birth of her youngest, the mother received a birth certificate by presenting medical certificates from the maternity hospital. When the child was 3 months old, she decided to register him in kindergarten.

To do this, the mother collected and scanned all the documents and sent them electronically through the State Services portal.

The response to the application arrived 10 days later, and the baby was put on a waiting list from similar large families. When he turned 3 years old, the woman was notified that he was ready to be admitted to a municipal preschool educational institution, and the child was “enrolled” there in a timely manner.

Compensation amount

According to the law, regional authorities can independently calculate the amount of payments in the form of compensation for kindergartens. However, they should not exceed the sizes established at the federal level:

Children from 2 months to 7 years Visiting a preschool educational institution with a shortened working day Up to 80 rubles. daily Full time Up to 100 rub. per shift

When it comes to compensation for the costs of paying for preschool education, the following indicators are used:

  • For one child – 20%.
  • For two children – 50%.
  • For three or more children in a family – 70%.

Only large families can receive compensation in the form of 100% of the cost of services, if such a possibility is established by the legislative acts of the region of their residence. At the all-Russian level, this opportunity is not provided.

How to calculate the amount of compensation

To calculate compensation for a large family, you must do the following:

  1. Set the monthly payment amount. You can view it in the receipt, which is regularly issued by the preschool educational institution for transferring money.
  2. Find out the number of days the child attended kindergarten. The indicator is taken per month.
  3. Find out the amount of compensation. For families with many children it is 70%.
  • In the future, you should use the following formula:
  • EO:CHDR x FKD x RK, where:
  • EO – monthly payment;
  • NHDR – number of working days of the preschool educational institution;
  • FKD - the actual number of days the child attends the preschool educational institution;
  • RK – amount of compensation as a percentage.
  • Example No. 2: calculating compensation for a large family

The family has three children, the youngest attends kindergarten. There are 20 working days in the billing month, and the entire baby was in the preschool. Beneficiaries are entitled to compensation of 70% of the money spent. The cost of services in a private kindergarten is 10,000 rubles. monthly.

10,000 / 20 x 20 x 70% = 7,000 rub.

Who is entitled to 50% compensation

In addition to large families, beneficiaries include certain categories of citizens who can receive a refund of 50% of the cost of a preschool educational institution, even if they have only one child:

  • disabled people;
  • wives of conscripts;
  • liquidators of the Chernobyl Nuclear Power Plant;
  • educators, if they are employees of preschool educational institutions.

How to return part of the funds for kindergarten: step-by-step instructions

The return procedure is built step by step as follows:

  1. One of the parents puts the child on the waiting list. Without this, you will not be able to receive payments. The application procedure is described above and is carried out through the Department of Education or the State Services portal.
  2. An agreement on the provision of educational and educational services is concluded with a private preschool institution, if there are no places in the municipal ones and parents are properly informed about this.
  3. One of the parents contributes funds to pay for services under the contract. This can be done at a bank branch or remotely through online banking. In the latter case, a printed receipt will be required for the return.
  4. The legal representative of the child applies to Social Security to receive compensation by submitting documentation confirming payment.
  5. After reviewing the application by Social Security, a partial refund is transferred to the specified details.

Important! The only significant basis for refusal of payments is failure to provide a payment receipt. In other cases, the negative decision of Social Security is unfounded.

In such a situation, it is recommended to file a complaint addressed to the head of the Education Department; in more complicated and severe cases, to appeal the negative decision through the court through administrative proceedings.

Documentation

To take advantage of the benefit and regularly return the money, you must submit the following package of documentation to Social Security:

The application is filled out by the applicant independently at Social Security. You can ask for a ready-made form or download it on the Internet before visiting a government agency. Certificate of family composition is taken from the Criminal Code or administrative body. Needed to confirm the joint residence of parents with the baby Birth certificate of the child Issued at the registry office on the basis of certificates submitted from the maternity institution Passport In the absence of one, another identification document may be provided Refusal to admit the baby to a preschool educational institution Must be obtained from the Department of Education if there are not enough places, and the baby is already 3 years old. Order to assign parental leave. A copy of the order is sufficient. Drawed up by the manager at the place of employment Marriage certificate Issued by the registry office after the official registration of the marital relationship. If the couple is divorced, a divorce certificate is provided. An agreement on the provision of educational services is concluded between the parent and the preschool educational institution before the child begins visiting the institution. A receipt for payment for preschool educational institution services. The document is issued by the responsible employee of the institution, then used when transferring money through the bank. The latter issues a check - it will also be required in Social Security as a transfer of funds according to the receipt

FAQ

Question No. 1. Is it possible to receive compensation if a child was not registered with the Department of Education to obtain a place in kindergarten?

No, one of the main conditions is timely placement on the queue. If he was not a member there, and was subsequently sent to a private kindergarten, the parents will not be able to claim a refund.

Question No. 2. Up to what age is compensation transferred?

It all depends on the legislation of the region. For example, in Kirov parents of children under 6 years old receive payments, and in Yaroslavl the age threshold has been raised to 7 years. This issue must be clarified with Social Security at the child’s registration address.

  1. Discounts and benefits for large families in Moscow in 2020.
  2. Benefits for military personnel with many children in 2020: vacation, according to the contract, what the family is entitled to.

Most common mistakes

Mistake #1. If the kindergarten is paid for by the grandmother, payments will be transferred.

The contract is concluded for the parents, which means they must pay for the services. Receipts for payment are handed out by representatives of preschool educational institutions to one of them. Other relatives can provide financial assistance, but the child’s legal representatives themselves must visit bank branches.

Mistake #2. You can receive payments if a child starts school at age 6, when the region has a 7-year preschool compensation threshold.

No. To receive compensation, monthly receipts issued by the DOU are required. Once the child is enrolled in school, this benefit ceases.

Conclusion

Reimbursing part of the cost of attending kindergartens is one of the measures of social support for large families. To use it, you just need to contact Social Security with the necessary package of documents, and within a few days you will receive the due compensation in your bank account.

Compensation for kindergarten to large families in Moscow, Moscow region in 2020

What is the benefit for kindergarten for large families?

Large families are a special category of citizens who are entitled to a number of special benefits and social protection from the state.

If, after the child reaches three years of age, a mother with many children is not given the opportunity to enroll the child in a municipal kindergarten, then she can apply to a private institution. In this case, she has the right to receive compensation in the amount of 50% of the cost of services.

To receive such compensation, it is necessary to comply with a number of requirements and conditions, as well as follow an algorithm of actions, which will be discussed in this article.

Who is entitled to compensation?

In a situation where parents have been placed on a waiting list for kindergarten, then when the child reaches the age of three (according to the law), he must be given a place in kindergarten so that the parents can return to work.

Modern Russian reality is very different from planned indicators. In practice, only 50% of all families receive a long-awaited place in kindergarten. The rest either continue to stay at home with their children or resort to the services of private kindergartens.

The cost of services in the latter starts from 10 tr. per month m higher depending on location and city. Such amounts are simply huge for large families. Therefore, in Federal Law No. 273 dated December 29.

2012 provides for the opportunity to receive appropriate compensation and benefits for large families who find themselves in similar situations.

The current legislation provides for two types of compensation payments:

  • in a situation of shortage of kindergarten places. Amounts of funds are paid to parents, guardians or adoptive parents if there is no place for the child in kindergarten;
  • compensation for part of the funds paid to a private kindergarten.

Important! The amount and amount of compensation directly depends on the number of children in the family. Compensation can even reach 100%.

To obtain the status of a large family, three or more children are required. At first glance, everything is very simple, and it seems that there is a clear connection - the number of children corresponds to the status that the family receives.

However, the difficulty lies in the fact that becoming a large family is only possible by decision of legislation at the regional level. Accordingly, regional laws may vary significantly from region to region.

Factors influencing obtaining status:

  • number of children in the family. As a rule, three is enough. But, for example, in the Republic of Mari El, for this status you must have 4 children;
  • children's age. If one of the children is already 18 years old, then the status of a large family is not recognized;
  • if parents are deprived of parental rights, the status will not be assigned.

To obtain the status of a large family, you should contact the social protection authorities at your place of residence.

Benefits for kindergarten for large families

In this situation, one should be guided by Decree of the President of the Russian Federation dated September 19, 2017 No. 431. This document guarantees the right to provide a place in kindergarten without a waiting list for each child from a large family. But a queue of such beneficiaries also forms, so not everyone gets a place.

That is why large families are provided with compensation for paying for a private kindergarten, which is about 70% for each child.

         Important! This category includes families with three or more children.

Getting on the waiting list for kindergarten as the main condition for receiving compensation in the future

An important condition for receiving benefits and compensation is timely registration to obtain a place in kindergarten.

The procedure looks like this:

  • collection of necessary documents;
  • providing documents to the Department of Education if there is an application;
  • receiving from the Department a written application for acceptance of documentation;
  • waiting for a decision within 30 days.

It is possible to submit documents and applications through the State Services portal, which is a more convenient and low-cost option.

The procedure for applying through the State Services portal looks like this:

  • registration on the portal of at least one of the parents according to all established rules with account confirmation;
  • menu “Registration for kindergarten”;
  • Fill in the application data in the fields;
  • attach scans of all necessary documents to the application;
  • in your personal account you can track the status of your application and its results.

         Important! The queue itself can be easily tracked through the same State Services portal in the section for posting a child’s registration record.

Advice for guaranteeing a place in kindergarten: get on the waiting list immediately after the child has received a birth certificate.

Amount of compensation payments in 2020

In each region, according to the law, the size and amount of compensation can be established individually. However, at the federal level there are limits reflected in the table below.

Children aged 2 months to 7 years Visiting a preschool educational institution in case of a shortened working day 80 rubles daily Visiting a preschool educational institution with a full working day 100 rubles per shift

Compensation for the costs of paying for a private preschool educational institution has the following parameters:

  • for one child – 20%;
  • for two children – 50%;
  • for three or more children – 70%.

It is possible to receive compensation in the amount of 100%, but only if such a limit is established at the regional level in the place of residence. In general, in Russia there is no such possibility.

Calculation of compensation amount

To calculate the amount of compensation, you must follow the following algorithm:

  • determine the monthly payment amount. Such amounts are clearly stated in receipts issued monthly;
  • identify the number of days a child attends kindergarten per month;
  • determine the amount of compensation from 20 to 70% depending on the situation.
  • To calculate, you can use the formula:
  • K = O / CR * F * R,
  • where K is the amount of compensation, rub.;
  • O – payment amount for the month, rub.;
  • CR – number of working days of the preschool educational institution, days;
  • F – number of days the child actually visits the preschool educational institution, days;
  • P – amount of compensation, %
  •          Example No. 2.
  • Initial data:
  • the family has three children;
  • the youngest child goes to kindergarten;
  • number of calculated days in a month – 20;
  • the number of days of visiting the preschool educational institution is actually 20;
  • compensation amount – 70%;
  • monthly payment for kindergarten – 10 tr.

Calculation of the amount of compensation: 10/20 *20 *70% = 7 tr.
