Unfortunately, there is no separate and comprehensive federal law that would regulate the procedure for providing assistance to large families.
Guarantees are indirectly established in Federal Law No. 256, which regulates additional measures of state support for certain categories of citizens. In Art.
3 of the Law states that women and men who have 3 or more children have the right to apply for additional assistance.
The main issues of supporting large families have been resolved not at the federal, but at the regional level. The special Moscow Law No. 60 of 2005 provides a full definition of a large family. In Art.
2 states that a family is recognized as having many children if it has 3 or more children, and the age of the youngest of them is less than 16 years. The said Law
Moscow is the implementation of Decree of the President of the Russian Federation No. 431, in which all regional governments are given a resolution to strengthen support measures for large families.
Important: not only parents can receive the status of a large family. Guardians and adoptive parents also have the opportunity to apply for social benefits.
What is a certificate for a large family?
The large family size is confirmed by a special document - a certificate. The purpose of the certificate is to confirm the right to social benefits and compensation. During the Soviet era, almost every large family had such a document. To date, the need to issue a certificate is established at the regional level.
The document cannot be issued everywhere - only where there is clear regulation. Examples of cities where you can get a regional certificate:
