Money for a plot of land is allocated to large families with their consent and without taking into account income, and the plot itself must be registered as the common shared property of members of a large family. 

You can submit an application either at the department for working with citizens of the department of social policy of the Perm city administration at your place of residence, or electronically on the website of the Perm administration. More than 700 large families have already submitted similar applications.

By the end of 2019, 23 families will be able to receive the payment, four of them have already received it. The family of Yulia and Andrey Ketov, who have already received the payment, were satisfied:

For another 3 years in a row, annually, at least 200 families will receive such support, and 50 million rubles a year will be allocated from the budget for these purposes. Large families can get advice on providing the necessary documents and drawing up contracts for the purchase and sale of land plots individually from the Department of Social Policy of the Perm Administration.

When the contract is finally signed and the deal is confirmed by the relevant documents, the families receive payments. We have become a large family: what can we get from the state other than gratitude?

The main document that enshrines all the rights of people with many children is the law “On social guarantees and measures of social support for family, motherhood, paternity and childhood in the Perm Territory”, or more precisely, Article No. 15 of this law. Finding the document is not difficult; everything is freely available on the website of the Ministry of Social Development of the Perm Territory. Each benefit is described there, from the most insignificant to the largest.

Collecting documents

Before talking about the benefits that you can receive from the state after the birth of your third child, you need to officially approve your status as a large family. To do this, you need to register with the social security authority at your place of residence and obtain a certificate for a large family.

Before you come to your territorial department of the Ministry of Social Development of the Perm Territory and write a statement, make sure that you have not forgotten:

• copies of parents' identity documents;
• copies of children's birth certificates, or documents confirming adoption;
• a certificate of residence or other document confirming the applicant’s cohabitation with children in the Perm Territory;
• a copy of the marriage certificate;
• two photographs of the applicant measuring 3x4.

All documents must be notarized and provided along with the originals. The decision to issue a certificate for a large family is made within 10 working days from the date of submission of documents. Then, within five working days after the decision is made, it is manufactured.

If there were no problems with obtaining an extract from your place of residence and all the papers were accepted the first time, you will spend about three weeks obtaining a certificate for a large family. But the process may drag on, because local executive officials do not always work according to regulations.

Compensation for utilities

With the birth of the third child, the family has the right to receive monthly compensation for housing and communal services. We are talking about the amount of 235 rubles per person. Thus, a family of five can save 1,175 rubles per month on utility bills.

This money can be used, among other things, to purchase “solid fuel”. For example, coal or firewood if your house does not have central heating.

Free meals at school

Once your family becomes large, all children are entitled to free school meals. The money is transferred to the educational institution at a rate of 69.81 rubles per day for a primary school student and 78.26 rubles per day for middle and high school students.

To receive the benefit, you need to write an application to the school for each child and attach the following documents to it:

• a certificate and a copy of a certificate from the TU of the Ministry of Social Development of the Perm Territory on assigning the status of a low-income family or a low-income family with many children;
• certificate and copy of the child’s birth certificate (if the family has many children, birth certificates of all children);
• SNILS and a copy of SNILS for all children;
• SNILS and a copy of the parent’s SNILS;
• parent's passport.

Compensation for paying for clubs and kindergarten

Once you receive the status of a large family, you have the right to receive 50% compensation for tuition fees in state or municipal sports, art and music schools.

For example, at children's music school No. 1 in Perm, a month of lessons in the specialty “piano” or “violin” costs 4 thousand rubles.

Individual lessons and accompanist services (if needed) are paid additionally.

You can also receive compensation for paying for kindergarten services. For the first child - 20%, for the second - 50% and 70% for the third child. To receive benefits, you must contact the preschool institution directly.

Since the fall of 2018, compensation for kindergarten fees is available only to low-income families with many children . The regional authorities explained this decision by increasing the efficiency of distribution of social support measures and the transition “to socially oriented support for the least well-off categories of citizens.”

There is a federal program in Russia under which families with three or more children can receive a free plot of land from local authorities. To do this, you need to be a citizen of the Russian Federation, and your children must be no more than 23 years old (if the child is over 18 years old, he must serve in the army or study, but not in absentia).

However, not all families can qualify for the benefit. On January 1, 2019, amendments to the law “On the free provision of land plots to large families” came into force in the Perm Territory.

According to the adopted changes, in addition to the status of having many children, a family must be registered as in need of improved housing conditions.

If everything is in order with the papers, then you will be put on a waiting list. After a few months or years, you will be allocated land, but there will be questions about its quality.

There have already been cases in Perm when large families were given plots in hard-to-reach places: fields, forests, next to a cemetery. The authorities explain this by the lack of territory.

450 thousand rubles to pay off the mortgage

In the summer of 2019, Russia adopted a federal law according to which large families can receive 450 thousand rubles to pay off their mortgage.

Everyone who has a third or subsequent child in their family from 2019 to 2022 is entitled to the benefit - born or adopted (guardianship is not eligible).

In this case, the contract for the purchase of housing with a mortgage must be concluded no later than July 1, 2023. The benefit also applies to mortgages taken out before the law came into force.
