What is SNILS?

Why is SNILS necessary?
SNILS is an unambiguous identifier of personal data about a citizen in an information exchange system that covers all federal and regional government agencies.
SNILS is required for:
- registration on the government services portal, where you can get the necessary information, view information about fines and taxes paid, order documents, etc.;
- receiving free services (treatment, training, benefits);

Who is issued the SNILS certificate?

Where can I get a SNILS certificate?
There are two options where you can obtain a SNILS certificate:
1. Contact the Pension Fund branch at your place of registration yourself.
At the branch, you will fill out the insured person’s questionnaire, and within a week or two you can come back to receive the completed certificate. a passport (or a document replacing it) with you .

Replacing the SNILS certificate
If your basic personal data has changed (last name, first name, patronymic, etc.), then within two weeks you need to contact the Pension Fund (PFR) branch with an application for a new SNILS (in person or through an employer) to replace the SNILS certificate .

If you have lost your certificate, you must submit an application for restoration of SNILS (personally or through your employer) to the Pension Fund of Russia, where a duplicate will be issued, within a month .

Who can request to provide a SNILS certificate
The SNILS certificate contains confidential information about your insurance account number, so this information can only be used for the purposes of pension provision and compulsory health insurance.
So, to present the SNILS certificate upon request :
- when applying to a pension fund (both state and non-state);
- in medical institutions;
- to the employer.
As for the state of the individual personal account itself, such data can only be known by the relevant services of pension funds - and you, as the insured person.

In all instances where it has the right to be demanded, only a copy remains. Therefore, demands to transfer the SNILS certificate for safekeeping to someone, including an employer, are illegal.

If you receive a certificate again, be sure to compare the insurance number on the old one (you will keep it when replacing it) and the newly received document. Previously, SNILS was required only when applying for a job, but due to technological breakthroughs, the scope of application has expanded - now it is also required for children. You can obtain a certificate for a child using the methods described above, including the State Services portal, multifunctional center (MFC), or Pension Fund branch. For this procedure you will need certain documents.
When registering documents through the State Services portal, you need to log into your account, go to the “My Documents” section, upload scans of the required documents and indicate the purpose of the upload.
Newborns
It is mandatory for a child to register for SNILS, even if he was just recently born. The document will be required when receiving medical services, benefits, benefits.
SNILS is drawn up as follows:
- The civil registry office receives the child’s birth certificate and sends the document to the Pension Fund.
- The pension fund receives the document and issues SNILS within 5 days.
- 15 days after receiving the birth document, parents contact the territorial department of the Pension Fund to pick up their SNILS.
Children under 14 years old

Conditions for obtaining SNILS by foreign citizens or citizens without registration
According to the law, any foreigner located in Russia can receive SNILS and become a participant in the pension insurance system.
Such a document will be required when applying for a job, for example, if a foreigner came for temporary official employment.
Registration of SNILS is carried out by applying to the Pension Fund or upon employment at an official place of work.
If it is necessary to issue a SNILS for a foreign citizen under 14 years of age, parents can do this. The procedure is carried out in the same manner as when registering an account for a Russian child.
For the procedure, a foreign citizen will need an identification document and an application in the form specified above. Insurance is a free service, regardless of nationality, citizenship and age.
What about a citizen receiving SNILS without registration, we will answer this question with the help of the law. In Article 27 of the Constitution there is a clause that states that a person located in Russia can move absolutely freely throughout the entire territory.
A person without registration can be equated to a foreigner who is temporarily in the country and does not have registration. A citizen without a permanent place of residence can use SNILS in the form of temporary registration or indicate in the application form only the actual place of residence.
Permanent residence is not necessary to obtain insurance, but after a long period of absence of registration, the authorities may open an administrative case or demand a fine.
Correction of a new SNILS in case of loss or change of surname
If a citizen has changed his last name, SNILS must be changed to a new one. This can be done through the employer, MFC or Pension Fund.

- passport;
- old certificate;
- application to change SNILS;
- a document confirming the change of surname (for example, a marriage certificate).
You must bring the originals of all documents to the MFC or Pension Fund institutions. The employer can be provided with copies.
SNILS must also be exchanged when other personal data is changed, for example, name, patronymic, date and place of birth, gender or other information.
Production time for SNILS in the Pension Fund and MFC
As already mentioned, you can issue SNILS in several ways. If you contact the MFC, the document will be produced in 5 days; if you add shipping, it can be used in 7 days. In the Pension Fund of Russia this procedure takes longer. If applying personally, from 1 week, if through an employer, then they will do it from 2 weeks.
According to the law, SNILS is issued no more than one month.
Possibility of receiving payments according to SNILS
The main purpose of SNILS is regular insurance payments for an employee from the employer. Recently, many fraudulent organizations have appeared that lure money using SNILS.
In fact, insurance payments are:
