I think everyone interested (future mothers, for example, and those who already became a mother in 2018 in Moscow) is aware that maternity hospitals in Moscow are now giving out a dowry for newborns. If you give birth and have a residence permit in Moscow, you will receive a box as a gift from Mayor S. Sobyanin - “Our Treasure!”

We are talking about a gift set containing everything a newborn needs for the first time. As Sobyanin noted, such a tradition already existed before and he decided to revive it again. In his opinion, this is due to two facts:

• many parents are afraid to buy a dowry for the baby in advance, so the birthday is marked for dads in this case with a crazy shopping marathon, instead of calmly visiting the maternity hospital or preparing the apartment for the arrival of the wife and child;
• the second motive is to reduce the risk of abandonment of the baby due to lack of funds for its maintenance.

In addition to a very wide list of things, the dowry also includes the box itself, which for the first time can serve as a replacement for a crib or cradle.

What we still actively use is a bathing envelope. I washed and ironed it, but it still seems very tough to me. However, no allergies or redness are observed on the baby’s skin after using it. We don't use a mitten.

The very first thing I took out and opened was a pacifier! The child needed to be screened, and the nurse asked him not to eat anything for 2.5-3 hours before the screening. It was painful... In general, the child refuses to take the pacifier, but still I have to push it into him (for example, on a walk) when I cannot feed him on demand.

What can I say about the set? I am very pleased. I won’t estimate it (someone says that the price of the gift is 15-20 thousand rubles) - because I don’t know what it costs, that’s the truth! But that such a gift will be useful to any family with average income is for sure!

Gifts for newborns from the Moscow Government

In 2018, every Moscow family will receive a gift set for the newborn at the birth of a baby.

Collecting a dowry for a barely born baby is a pleasant but troublesome task. The Moscow Government is happy to take the initiative to help Moscow families prepare for welcoming a newborn and make the first months of his life comfortable and cozy.

According to Decree of the Moscow Government No. 1107-PP dated December 29, 2017, in 2018, every Moscow family at the birth of a baby has the right to receive a gift set of baby supplies. The kit includes everything a child needs in the first months of life, including basic clothing, bedding, hygiene products and the first toys.

The kit can be received by every family with a newborn, in which at least one of the parents is registered in Moscow at the time of discharge from the maternity hospital. If two or more children were born in a family, each child receives a gift.

Gifts are given to the baby's parents upon discharge from the hospital. If only the mother is discharged, and the child remains in the maternity hospital or is transferred for treatment to another medical organization, the mother receives the kit on the day of her discharge. If a child is discharged from the maternity hospital without his mother, his parent or legal representative receives the kit.

Note! Gifts are received by babies born in all maternity hospitals located in Moscow, except for the Moscow Regional Research Institute of Obstetrics and Gynecology.

If a child was not born in Moscow, but at least one of his parents is a Muscovite, then he also has the right to receive his own gift set.

What documents are needed to receive a gift set?

• If a mother receives a gift, she just needs to present a passport with a mark on her Moscow registration.
• If the father receives the gift, he needs to present a passport with a mark on Moscow registration, as well as a document confirming paternity (a marriage certificate with the child’s mother or a child’s birth certificate, in which he is indicated as the father).

When receiving a gift, the child's parent signs on a special form.

If for some reason you were unable to receive your gift set at the maternity hospital, you can, within two months from the date of birth of the child, apply for a gift to the regional department of the social protection department at the place of residence of one of the parents.

Sergei Sobyanin made a proposal to give a gift to newborns at the end of 2017. In December, an order was signed, and from January 1 of the following 2018, boxes began to be given out upon discharge. Since 2019

the program was approved for an indefinite period.

The development of the program took place over several months, consultations were held with experts, public organizations, as well as surveys of parents and their associations.

The experience of Finland, where parents have been receiving such gifts for more than 80 years, was used as a prototype in Russia. Thus, the Finnish authorities initially gave children, regardless of family income, equal sets at the beginning of life.

Today, more than 90% of Finnish parents prefer to take a box as a gift, rather than its cash equivalent, which is offered as an alternative. After all, the cost of the contents significantly exceeds the 140 euros received.

The first sign in the post-Soviet space was Moscow with a gift to newborns from Sobyanin. And already in May 2018, in accordance with the Decree of the President of the Russian Federation “On national goals and strategic objectives of the development of the Russian Federation for the period until 2024” The Ministry of Industry and Trade has developed the program “Providing a gift set of domestic goods (“gift box”) in connection with the birth of a child.”

The goal of the program was:

• assistance to families in the first year of a child’s life;
• support for domestic manufacturers of children's goods.

Starting from January 1, 2018, a gift from the mayor of Moscow for newborns was received by a child whose at least one parent was registered in Moscow. But since November 2018, S. Important! Since November 2018, registration of parents in Moscow is no longer a condition for receiving a dowry. The “Our Happiness” box is received by all children born in the capital’s maternity hospitals and who received a birth certificate in Moscow.

The state program is still under development, but gifts to newborns in the regions of the country have been a long-standing practice.

For example, in Bashkortostan, in 2001, their own assistance program was introduced, according to it in 2018 they gave: a blanket, a duvet cover, a corner for discharge, 2 diapers, 2 vests, a cap, samples of cosmetics, diapers.

Gifts will begin to be given to newborns in the Moscow region from September 1, 2019. Work is underway to select suppliers and form a team. The gift for a newborn will be called “I was born in the Moscow region.”

In the Chelyabinsk region, on January 1, 2019, a program for the 85th anniversary of the regional center was launched. According to it, all those born in the region are given a birth box by social security authorities with the necessary set of things. To obtain it you need: a passport with registration in the Southern Urals, a birth certificate for the baby, and write an application.

From June 1, 2019, residents of the Perm Territory will be able to receive the “We are glad you were born” kit, including for children born on or after January 1, 2019. They will be issued by the civil registry office upon registration of the baby.

How to get a free baby kit

Parents (adoptive parents or guardians) of a newborn can receive a gift set of baby supplies upon discharge from the maternity hospital, provided that at least one of them has a place of residence in Moscow or the birth of the child, starting from November 13, 2018, is registered in Moscow, regardless of place of residence parents (Decree of the Moscow Government of November 13, 2018 No. 1366-PP). If two, three or more children were born at the same time, kits are issued for each child. You can get them:

• on the day the mother and child are discharged from the maternity hospital;
• on the day of discharge of the mother without the child, who continues treatment and (or) observation in the maternity hospital or is transferred to another medical organization;
• on the day the child is discharged from the maternity hospital without a mother;
• within 2 months after the birth of the child in the department of social protection of the population at the place of residence or stay in Moscow of one of the parents.

If the child’s father, who has a place of residence in Moscow, receives a “dowry” in the maternity hospital, he will need:

• identification document;
• a document confirming the place of residence in the city of Moscow (if this information is not included in the identity document);
• marriage certificate with the mother of the newborn child.

If the birth of a child is registered in Moscow, and the parents have a place of residence in another region, to receive a gift set in the maternity hospital, one of the parents will need:

• identification document;
• the child's birth certificate, in which he is indicated as the child's parent.

Receipt of the gift set is certified by the signature of the parent.

The set of baby items that parents receive in Moscow maternity hospitals includes baby underwear, clothing, accessories for feeding, changing and bathing, pacifiers, rattles, napkins, ointments, and powders. There are 44 items in the gift set.

In some cases, you can also apply for a set of children’s things to the social welfare department at the place of residence or stay in Moscow of one of the parents (the only parent) of the child, but only within 2 months from the date of birth of the child.

To receive a set of children's things, you need to submit to the social welfare department:

• statement;
• identity documents of parents (sole parent), adoptive parents (sole adoptive parent), guardian;
• a document containing information about the place of residence of parents (sole parent), adoptive parents (sole adoptive parent), guardian, if the identity documents do not contain information about their place of residence;
• a document containing information about the place of residence in Moscow of one of the parents (the only parent), if parents who do not have a place of residence in Moscow apply to receive a gift set of children's supplies;
• child's birth certificate;

A gift to newborn Muscovites from the mayor: how to get it and what’s in the treasured box

Since the beginning of 2018, every mother in a Moscow maternity hospital has been given a so-called newborn gift from Sobyanin. What's included in the baby pack, who can claim it and how can I get it?

Why?

From January 1, 2018, every woman giving birth in any metropolitan maternity hospital is given a gift set for her baby. The gift is called “Our Treasure,” and the total cost of the items included in it is, according to various sources, from 15 to 18 thousand rubles.

The gift from Sobyanin to newborn Muscovites is presented on the basis of the resolution of the capital’s government No. 1107pp dated December 29, 2017. 2.5 billion rubles have been allocated from the reserve fund for the purchase of gift goods and the preparation of presents.

The tradition of giving a mayor's dowry to children existed before, but then, due to the difficult economic situation, it was temporarily suspended. Since the beginning of 2018, it has been resumed again. As the city authorities themselves explained, a set for newborns as a gift from Sobyanin is not only a generous gesture. The offering serves two purposes:

• save happy fathers from shopping “marathons” in search of the necessary things, because many superstitious parents prefer not to prepare a dowry in advance;
• to reduce the number of refusals that occur due to the fact that mothers do not have the means to buy even the most necessary things for the first time.

On a note! Gifts are also given to newborns in other cities as part of the “Decade of Childhood” program, the implementation of which is planned from 2018 to 2027.

A nationwide campaign with gifts for all newborn babies was initiated by the Ministry of Labor and supported by the Ministry of Economic Development, because such gifts additionally help:

• improve demographics;
• support domestic manufacturers of children's goods.

To whom?

Who gets a gift from Sobyanin to a newborn? If the mother or father (together or at least one) have a capital residence permit, then the family is given a Sobyanin gift to newborns .

The set is solemnly presented at the time of discharge in all maternity hospitals located in the Russian capital. The exception is the maternity hospital at the Regional Research Institute of Obstetrics and Gynecology.

And even if the baby was not born in a Moscow maternity hospital, but one or both of his parents are Muscovites, the baby kit is still issued, but by the social protection authorities. If several babies were born in a family, then everyone gets a box.

If for some reason the gift set was not delivered at the maternity hospital, then the parents have the right to contact the social security department at their place of actual residence within 2 months from the date of birth of the baby.

How?

How to get a gift for a newborn from Sobyanin? It is enough for mommy to present a passport with permanent registration in Moscow.

If the right to a gift arose due to the father’s residence in the capital, then his passport will be required, as well as documents confirming paternity:

• birth certificate of a child, where the man is listed as the father;
• or a certificate of marriage with a woman in labor.

Before discharge, mommy is given a questionnaire, and then instead of the completed form, she is given a heavy box, which is tightly covered with mica (apparently, so that strangers do not get to individual items from the box before the parents). The box is so big that many mothers joke that if money is really tight, then at first the baby can sleep in the box.

Some parents are wondering how to exchange a gift for a newborn from Sobyanin for money? There is no such possibility. Parents can only refuse the gift, that is, not take the box home from the maternity hospital, but they cannot receive a cash equivalent for its contents.

Those who are about to receive a pleasant surprise for the first time will be interested to know what is included in the gift for a newborn from Sobyanin.

Once opened, the box contains more than 40 items that a baby needs in the first months of life:

• outerwear: warm transformable overalls;
• casual wear: three rompers, two light bodysuits with short sleeves and three with long sleeves, three slip-on overalls, two hats with ties and one without them, scratchy strings, booties;
• mattress, flannelette blanket and bed linen (sheet with elastic band, flannelette and chintz diapers, oilcloth);

The fabrics are 100% cotton, and in appearance, for example, the walking overalls are in no way inferior to their foreign counterparts.

In the reviews, mothers praise the quality, colors, and thoughtfulness of the kit itself - it included the most necessary things, things that would definitely not be superfluous, even if the parents had the opportunity to purchase everything in advance.

By the way! If previously dowries were purchased separately for boys in blue and for girls in pink, now it has been decided to include clothes in neutral shades in the sets so that there are no difficulties with presenting an inappropriate gift.

The Village asked parents and experts how helpful the gift was and how they felt about the initiative.

The initiative to give young parents gift sets for newborn Muscovites belongs to Moscow Mayor Sergei Sobyanin: he came up with it at the end of 2017, and on December 29, 2017, a corresponding resolution was signed.

To understand what will be in the box, the Department of Labor and Social Protection of the Population held consultations with public organizations, the parent community, experts in the field of motherhood and childhood, and pediatricians during December last year.

Taking into account the opinion of experts, a list of essential items that a baby may need in the first year of life has been compiled.

The box is made of thick cardboard and is not intended to be used as a crib for babies. Its contents may vary slightly in color.

But in the future, the color of the box and its contents will be universal, and the clothes will be neutral shades.

The gift set includes 44 items: outerwear and casual clothing, bedding, personal hygiene products, feeding utensils and much more. All items are certified for children.

Citizens of the Russian Federation who have a newborn child and are registered in Moscow can receive the box. In this case, one or both parents must have permanent registration in Moscow. Monetary compensation is not provided if parents refuse to receive a gift set.

The Moscow Department of Labor and Social Protection of the Population, together with the Moscow City Health Department, provides maternity hospitals with gift sets in accordance with the expected number of women giving birth. If the number of newborns exceeds the planned number, the missing kits will be promptly delivered to the medical facility.

We really liked the idea of ​​the box, which was borrowed from Finland! The box is made of thick double cardboard, the inside is the same white and blue color as the outside.

At the bottom of the box there is a mattress about five centimeters thick and a sheet for it with elastic bands, and the set also includes a flannelette blanket. I think it's better than synthetic, which doesn't breathe. The box can be used to sleep a baby up to three months (or even more if the child is small).

If you didn’t have time to buy, assemble, or deliver the crib, the box, like the removable cradle from the stroller, will be a good replacement, in my opinion.

Russian-made clothing in pleasant colors (all items are neutral colors) and of good quality. It’s great that they included three sizes: 52, 62 and 68. There are also warm diapers - four to six pieces. All textiles with stickers with information: manufacturer, size, material and so on.

I am delighted with the transformable jumpsuit - I was just about to buy it. You can make a bag, you can divide it into two legs. The sheepskin lining is detachable, meaning the jumpsuit can be used both in winter and autumn/spring. The only thing we didn't get was the color: we got a pink jumpsuit.

I would like neutral colors here too, of course: white, yellow, green, for example.

The cosmetics include diaper cream, powder, shampoo and bathing gel - all Babyline. I don’t regularly buy their products, but I know that the manufacturer is good. I personally did not use powder either with my first child or now, but I know that for many it is relevant.

I was glad that these were not samples, but a regular volume. It's nice that the box included such everyday little things as wet wipes, cotton pads and ear buds with a limiter.

There are also Helen Harper diapers for sizes from two to five kilograms, but I personally don’t use them: I tried it with my eldest and didn’t like it. Also included in the set are an electronic thermometer, a rattle, a pacifier, a teether, a corner towel with a mitten and a water thermometer.

By the way, as a swimming coach, I am very glad that the set does not include a neck ring for swimming - after all, this is a very ambiguous thing that can be used with big reservations.

I think this box is a great idea. It really takes away the headache of purchasing necessary things and other little things.

And considering that Muscovites are also people with different incomes, this dowry allows you to save a significant amount of money. It was very happy that the gift was given to those who gave birth in 2017 and were discharged in 2018.

And that they were given already on January 1, and not as happens with us: they didn’t have time to deliver it, it ran out, there wasn’t enough, and so on.

On December 30 our daughter was born, and on January 3 we went home. As Muscovites discharged after January 1, we were given a box from Sobyanin upon discharge. It is the size of a large family suitcase and weighs no less than six kilograms.

They rolled it out to us on a cart when we were discharged from the hospital. Judging by the size, it can be used as a crib for the first time, and older children can easily hide in it.

The set includes a mattress and a large flannelette blanket, soft and dense, lemon-colored.

I was pleasantly surprised by the bathing set: a towel with a corner, a washcloth mitt, bathing gel, shampoo, a duck thermometer for water. To care for a newborn, there is diaper cream and powder from Babyline.

Also in the box is a Kruglyshi brand cat rattle, a Canpol Babies water teething toy and a 150 ml Tommee Tippee bottle. The bottle is comfortable to hold in your hand, and the nipple is anatomically shaped.

Also included in the set are small baby scissors, a comb and a brush with pleasant bristles (all Canpol Babies), a pack of cotton swabs with a limiter and cotton pads, Pamperino wet wipes (80 pieces), Newborn Helen Harper diapers (24 pieces) - never this I haven’t used the company, I don’t know how good they are; two oilcloths for the Canpol Babies crib (they are reusable, but I prefer disposable ones) and a silicone pacifier with a Canpol Babies beveled nipple.

The set includes many, many clothes: rompers, a short-sleeve bodysuit, a slip, a long-sleeve bodysuit, a hat with ties, a cap without ties for six to nine months, a bib, scratchy mittens and booties. Clothing made in Russia, Ryzhik company. Composition: 100% cotton; The colors are pleasant, with a cheerful pattern.

Baby clothes with seams facing out, which is very important for the baby’s delicate skin - it’s nice that such an important detail was taken into account. Not in every store selling clothes for newborns you will find clothes with seams facing out and overalls with scratches. For some reason, manufacturers of children's products often forget about this.

We immediately sorted and washed the required size.

I’d like to make a special mention of the plush demi-season overalls—we got the white and blue one. Papito brand, composition: top - 80% cotton and 20% polyester, insulation - 100% polyester. I would buy this for my child. Another jumpsuit from the Rusland brand transforms into an envelope and can be used from birth.

When the baby grows up, with the help of zippers you can turn the envelope into a full-fledged jumpsuit with legs, fur booties and mittens with an elastic band - such a small thing, but nice. Inside there is faux fur for winter walks, sewn as a separate suit with fur.

It is zipped to an autumn basic jumpsuit.

Another super bonus is a non-contact thermometer. This is a must-have in a home with small children. We suffered with the traditional ones with our eldest son: you can’t force a child to sit with a thermometer under his arm. Now we are using a lot of diapers: the set included two cotton and three flannel. The latter are very pleasant, I use them with pleasure.

Of course, the box is excellent, this is a wonderful help for those who did not have time to buy all the necessary things, or if labor began so unexpectedly that there was no time to think.

However, there is always a but: in the boy's box we found only pink things. I had to find a family for whom these things became a salvation.

I frantically chose everything pink and less necessary and gave it away with a calm heart.

If we consider the option as real money - yes! Still, this is a considerable amount, and you can buy a little more useful things based on your own wishes.

I was very surprised by this box idea. If I understand correctly, it is given to all Muscovites and there is no option to receive the equivalent in money. This lack of choice really confuses me.

When I look at the items in the box, I realize that neither I nor the moms I work with will likely use the contents.

Cheap diapers, cosmetics that a newborn does not need, a pacifier and a bottle - what about the WHO code and support for breastfeeding? In general, I have a lot of questions about how the decision was made to create just such a box.

The Finnish box, which became the prototype of the Moscow gift, contains high-quality items, and they cost more than their monetary equivalent. Probably because this is great advertising for brands, and they give good discounts for government orders.

Yes, someone will need this box. But for many, it will simply be a waste of taxpayers' money. Many Moscow families choose contract births and pay 100-150 thousand rubles for them - just to give birth in a comfortable environment with the support of a husband or an individual midwife.

Again, every fifth mother suffers from postpartum depression, but there are no screenings or psychological support for them. It seems to me that it would be more logical to direct finance to solve such invisible issues. True, to do this it would be necessary to study the client experience of women, which takes time and money.

It's easier to give a meaningless box.
