Types of benefits and allowances

Combat veterans are:

  • Military personnel, active or retired, participating in hostilities at the direction of government bodies of the USSR or Russia on the territory of the Russian Federation or other states.
  • Those who took part in demining areas before 1951
  • Military personnel, including those in motor battalions and flight personnel, participating in combat operations in Afghanistan.
  • Civilians who served military units of the USSR or the Russian Federation on the territory of other countries during hostilities and received an injury or award at that time.
  • Those sent to Afghanistan or Syria during the period of hostilities there, who completed the full term of their assignment or interrupted it for valid reasons.

The following benefits have been established for children of military personnel who are deceased veterans of “hot spots”:

  • Receiving payments in connection with the death of the breadwinner. The amount of monthly payments is determined at 200 percent of the social pension.
  • Priority right to join cooperatives and associations that accept minors over the age of 16 as members (housing, garage, gardening, etc.).
  • Providing housing if it is needed, if registration took place before 2005.
  • Medical care in the military hospital to which the deceased was assigned while alive.
  • If there are relevant diseases, the allocation of vouchers to a sanatorium at the parent’s last place of employment.

Kindergarten and school

Considering the tense situation with the queue to preschool institutions in many regions of our country, the question of whether in this case benefits are provided to the children of such military personnel is very relevant.

Unfortunately, the law does not provide federal benefits for extraordinary enrollment in kindergarten or admission to school for children of veterans of “hot spots”. However, they can be established at the local level by regional regulations. Parents can obtain information about this by contacting the educational authorities in their place of residence.

Children of participants in hostilities, who, in addition, belong to other categories, may have a priority right to enrollment in kindergarten and school.

Daughters and sons of deceased, missing or disabled persons can count on priority enrollment in kindergarten:

  • serving while participating in counter-terrorism operations in the North Caucasus or Dagestan;
  • protecting civilians during local military conflicts in South Ossetia and Abkhazia.

Children of active military personnel, including those who are veterans of “hot spots”, are provided with priority places at the place of residence of the family:

  • in state and municipal kindergartens;
  • in state municipal schools:
  • in summer camps.

Also, for children of military personnel who died in the line of duty, a complete exemption from fees in preschool educational institutions is provided.

Admission to the University

Children of veterans do not have any advantages for entering a university; their enrollment is carried out on a general basis. However, if a parent can also be classified into other categories listed in the law, his child has the right to the following benefits when receiving higher education:

Admission to a military university or professional organization with preferential right of enrollment on a budgetary basis, if the parent at the time of admission of the applicant:

  • serves under a contract, and its total term is twenty or more years;
  • discharged from military service due to age, health or other organizational reasons, but served for twenty or more years.

In this case, the son or daughter of such a person who has successfully passed the entrance exams will be given preference over other applicants who have scored the same number of points as him.

Enrollment on a budgetary basis in the preparatory department of a state university for the children of the following military personnel:

  • contract employees, regardless of the length of the term;
  • killed while serving or died due to injury or illness received during service, including while participating in anti-terrorist operations.

Benefits for military personnel with many children

Large families of military personnel, both those who are participants in hostilities and those who are not, with three or more children, are granted the rights to the following benefits:

  • extraordinary provision of housing on the terms of official or social rental;
  • extraordinary receipt of housing subsidies;
  • providing leave at any time they wish.

Children of persons serving in large families who are brought up in large families are also granted by law the rights to:

  • extraordinary admission to kindergarten;
  • free school meals;
  • free provision of school and sports uniforms;
  • provision of free medications prescribed by a doctor (up to the age of six);
  • walk-in hospital admission (up to age six);
  • priority allocation of vouchers to sanatoriums and health camps (up to the age of six);
  • payment for travel on all types of transport in the amount of 50 percent on the territory of our country for the passage of a child under 18 years of age and one of the parents to the place of treatment on a sanatorium voucher.

Benefits for children of veterans and combatants

Children of combat veterans, including the Afghan war, military operations in Chechnya, Dagestan, Syria, are provided with the following benefits:

  • For children of contract employees:
  • obtaining places in kindergartens, schools, summer camps at the place of residence;
  • enrollment in the preparatory department of a university;
  • upon admission if the total duration of service is more than 20 years.
  • For children of participants in “hot spots” in the North Caucasus and Dagestan, who died, went missing or became disabled in the North Caucasus and Dagestan:
  • priority in obtaining places in kindergartens, schools, camps:
  • an annual allowance paid for organizing summer holidays, regardless of the issuance of vouchers;
  • payment for travel to the place of rest and back using vouchers to health camps;
  • issuance of free vouchers to the Orlyonok and Ocean camps (only for those who served in Dagestan);
  • enrollment in the preparatory department of a university.

Regional features

Federal legislation allows regional authorities to establish various additional benefits for a number of citizens, including participants in “hot spots”.

As a rule, they are approved by law or resolution at the level of a subject of the Russian Federation (republic, territory, region). Such benefits apply to citizens registered at their place of residence in a particular region.

You can find out about the specific types of social support that a veteran and his family members are entitled to, as well as the conditions for receiving them, at local departments of social protection, education, the Pension Fund, and military registration and enlistment offices.

The presence or absence of regional compensation and payments directly depends on the socio-economic situation of the constituent entity of the Russian Federation. The wealthier ones, such as Moscow, have a more extensive list of additional social support measures, while subsidized areas may not provide such lists at all.

Registration procedure

Applicants can apply for benefits and allowances by contacting the body authorized to provide a specific measure of social support.

Depending on the type of benefit, you must provide documents confirming your right to it from the following list:

  • passport;
  • veteran's certificate;
  • military ID;
  • veteran's family member ID;
  • birth certificate or passport of the child;
  • other documents, depending on the type of benefit for which the applicant or his family members are applying.

If the authorized body refuses to provide the benefits required by law, this decision can be appealed in court.

Thus, children of combat veterans are provided with a number of benefits both at the federal and regional levels. These social support measures are provided in educational, housing, medical and other areas. Some benefits may be available to family members of a veteran only after the veteran's death.

In addition, if a combatant belongs to other categories of military personnel, he and his family members may qualify for additional social support measures.

Comprehensive information about compensation and benefits that a participant in “hot spots” and his family members can count on can be obtained from the military registration and enlistment office and the department of social protection of the population.

Benefits for enrolling in school in 2020 - for children of military personnel, police officers, military veterans, large families

Certain provisions of these Laws of the Russian Federation regulate the preferential enrollment of children in general educational institutions - schools.

In this article we will cover the following details:

  • children of citizens of which categories have a priority right to admission;
  • what benefits they are entitled to, let’s look at different cases;
  • what is the procedure for enrollment;
  • what documentation is required to complete the transaction;
  • how to fill out the application, where and when it should be submitted.

Who has

There are several categories of citizens whose children have the right to priority enrollment in schools:

  • employees of the Ministry of Internal Affairs of the Russian Federation;
  • police officers who have died or died from injuries or other health damage, provided that the injuries were received during the performance of their official duties;
  • employees of the Ministry of Internal Affairs of Russia who died due to a disease acquired during the relevant service;
  • employees of the Ministry of Internal Affairs dismissed due to injuries (or who died within 1 year after dismissal), provided that they received injuries during the period of work, after which service in the authorities is excluded;
  • police officers whose children are or were dependent on them;
  • employees of relevant bodies who have received special titles;
  • military personnel (retired, disabled), including those under contract;
  • other categories of citizens in accordance with current legislation.

This should also include workers equivalent to employees of the Ministry of Internal Affairs of the Russian Federation, these are:

  • bodies of the penal system;
  • Federal Fire Service;
  • FS, which exercises control over the circulation of narcotic and psychotropic substances;
  • customs authorities of the Russian Federation.

The following also have preferential rights:

  • children whose sisters and brothers are studying in the relevant general education institution;
  • a child (or several children) whose parent is officially employed at a given school (lyceum, boarding school).

Children of employees of the RF IC, the prosecutor's office and representatives of the Judiciary are enrolled primarily in those educational institutions that have a boarding school.

The corresponding enrollment is regulated by two main legislative acts:

  1. 273 Federal Law “On Education in the Russian Federation”.
  2. Order of the Ministry of Education of Russia number 32.

The preferential rights of children of employees of the Judiciary are regulated by the provisions of 3132-1 Federal Law “On the status of judges in the Russian Federation”, police officers - No. 3 (from 1 to 5, paragraph of the sixth part, article 46). Federal Law No. 283 (Article 3, paragraphs 1-5, part 14) regulates the rights of children of persons serving in other bodies.

In all the cases that we present below, two benefits are provided: extraordinary enrollment and admission not at a designated place. There are other details regarding the order.

Children of military personnel

Children of military personnel are enrolled first. Federal Law No. 76 regulates:

  • enrollment at the place of residence of the family (as stated in Article 19);
  • admission of children of citizens who died while serving in the Armed Forces, became disabled, retired due to reaching the age limit for serving in the army, and also died within one year after dismissal (Article 24).

Some constituent entities of the Russian Federation have established the enrollment of military children in the second place, for example, the Nizhny Novgorod region.

Children of combat veterans

Participants in hostilities are treated as military personnel. The children of these persons have the right to be admitted to a secondary educational institution out of turn, provided that the school has free places.

Some institutions provide qualifying students with two free meals a day and a school uniform, if available.

Police officers

Enrolled in accordance with the established norms of the Law “On the Police”. Children of employees of the Ministry of Internal Affairs of the Russian Federation have the right to enter 1st grade out of turn at their place of residence. Refusal can only be made if there are no available places.

For large families

This benefit is not provided for by the current legislation of the Russian Federation. Some schools in certain regions of the Russian Federation independently appoint extraordinary enrollment of children from the relevant families.

If the mother is single

Walk-in admission to general educational institutions is not officially established.

If the child of a single mother has entered 1st grade, then for the duration of his entire further education he is assigned another benefit - free meals (breakfast and lunch).

For a disabled child

It is carried out in a general manner. No benefits are provided for eligible children. Refusal to perform an operation can occur in two cases:

  • there are no free places;
  • The school does not have the necessary equipment to serve disabled people.

The administration will make a decision on enrollment in accordance with the child’s health status. A person may be recognized as disabled for various reasons.

For example, group 2 for vision does not provide for the use of special means (in this case, only glasses or contact lenses are needed), but if the disability is due to the absence of limbs, maintenance is required.

School enrollment procedure

The procedure for registering children in general educational institutions consists of three steps. The first begins with choosing an establishment in your city.

The provisions of certain rules, data on personnel and achievements can be found while studying the information posted on the school website. Here, parents of future schoolchildren can find out about the number of available educational places.

Next, the necessary documentation is prepared. The parent is required to fill out a personal application, indicating his/her details and the child(ren):

  • last name, first name and patronymic;
  • place and date of his birth;
  • Full name of parents (or legal guardians);
  • family residence address;
  • contact details – telephone numbers of mother and father (representatives).

Download the form here.

We will talk about the documents below. Employees of the institution are obliged to familiarize you with the Charter and license, educational programs, rights, and responsibilities of students. After submitting the documentation, the applicant is given a registered list of submitted papers, certified by signature and seal.

The third step is to wait for a decision from the administrative body of the institution. Administrative acts are posted either on the school website or on a stand near its entrance.

Employees of the educational institution open a personal file on the student, the curriculum is determined in accordance with his state of health, as well as psychological research (it is provided for by 14 Federal Laws, 10 Article 3).

What documents are needed

Submission of documentation can be non-standard (for beneficiaries) and general (for everyone else). The standard package contains the following papers:

  • a complete (main page and stamp with registration at the place of residence) photocopy of the applicant’s Russian passport;
  • birth certificate of the enrollee (another document confirming family ties is also suitable);
  • form N 026у – card on the health status of the future student;
  • certificate of registration of the child at the place of stay or residence.

Citizens whose children apply for enrollment under the preferential program must submit documentation confirming preferential rights.

Police officers and workers of other established bodies, for example, present a certificate of official employment in the relevant services. In the event of the death of an employee - a certificate of loss of a breadwinner.

Application deadlines

Heads of educational institutions consider the application within the period established by current legislation:

 when accepting a child who does not live in the assigned territory, the decision is made no later than 30 days from the date of submission of documents, but not earlier than 10 families living in the assigned areas 45 and 30 days, respectively; beneficiaries no later than 30 and no earlier than 10

Federal Laws provide for the opportunity for children of citizens belonging to certain categories to enter general education institutions out of turn. There are two differences from standard enrollment:

  1. Other documents indicating the priority rights of the child are attached to the general package of documents.
  2. Registration is carried out not only by permanent registration.

Refusal can only occur due to a lack of training places.

Who is entitled to benefits when enrolling in school?

The legislation of the Russian Federation provides benefits for certain categories of citizens when enrolling in school.
Depending on the status of the family, the list of privileges may vary.

Reasons

The grounds for receiving benefits are the presence of one of the following statuses among parents:

  • deceased or deceased law enforcement officers due to injury or other damage to health during the performance of official duties;
  • employees of the Ministry of Internal Affairs of the Russian Federation;
  • deceased employees of the Ministry of Internal Affairs of the Russian Federation due to injury or illness;
  • dismissed employees of the Ministry of Internal Affairs of the Russian Federation or who died during the first year after dismissal, the main condition being dismissal or death due to injuries caused during service;
  • police officers with dependent children;
  • military personnel, including military pensioners and disabled people;
  • other categories of citizens.

The full list of beneficiaries is specified in federal legislation.

Legislative regulation

The main legal acts include:

  • Federal Law No. 273 “On Education in Russia”;
  • Order of the Ministry of Education of the Russian Federation No. 36.

Additionally, it is recommended that you familiarize yourself with the Federal Law “On Judging” No. 3132-1, which sets out the specifics of providing benefits to the children of judges when entering school.

Benefits when enrolling in school

Benefits for enrolling in school depend on the status of parents whose children plan to receive education soon.

The main benefits that apply to all beneficiaries include extraordinary enrollment and the opportunity to enroll in a place other than the one previously assigned.

Children of military personnel

Benefits for enrolling in school in 2020 for children of military citizens provide for priority enrollment.

Parents are advised to read Federal Law No. 76 in detail, since it describes in detail:

  • procedure for enrollment in an educational institution at the place of residence;
  • rules for the admission of children of those parents who died while serving in the ranks of the RF Armed Forces, became disabled, retired due to reaching the established age limit, or died within the first year after layoff.

Combat veterans

Education on preferential terms is completely identical to that for military personnel. If parents have the status of combat veterans, then their children can count on priority enrollment, provided that there are free places in the educational institution.

Some educational institutions provide for the possibility of additionally providing free meals and school uniforms, but this should be fixed at the regional level.

Police officers

Benefits are provided in accordance with Federal Law No. 3 “On the Police”. Children of such citizens have the right to enroll in an educational institution out of turn at their place of residence.

You can only be refused if there are no available places.

Single mother

There is no right to priority enrollment for children of a single mother.

If a child is admitted to an educational institution, he or she can only count on free meals.

The exception is regional programs, which may provide preferential enrollment.

For a disabled child

A disabled child can count on priority enrollment, but subject to the availability of free places in the educational institution.

Additionally, you can be denied enrollment (even on a general basis) if there is no specialized equipment for their education.

The administration makes decisions regarding possible enrollment in strict accordance with the recommendations of the attending physician. Disability can be established for various reasons.

For example, for people with visual impairments of group 2, it is necessary to use special means (not only the use of special glasses and contact lenses), but if we are talking about problems with the limbs, it is impossible to do without additional services.
Large families

Federal legislation does not provide for privileges for large families. At the same time, they can be approved by educational institutions independently or by the regional executive authority.

Enrollment procedure

The procedure for enrolling a child in an educational institution is simple and is as follows:

  1. Initially, parents must choose the most suitable school for further application in their place of residence.
  2. You can familiarize yourself with the developed Regulations of admission rules and other important information on the work of a particular institution directly upon personal application. At specially designed stands you can study information about the availability or absence of free seats.
  3. Collection of the necessary package of documents.
  4. Submitting documents and waiting for the administration to make an appropriate decision.

Information about administrative acts is usually posted on information stands or on the school’s official website.

After receiving a positive decision, the school administration must create a student’s personal card and decide on the educational program in strict accordance with his medical indications and the results of a psychological examination in accordance with Federal Law No. 14.

Required documents

Parents are required to draw up a statement indicating the following information about the child:

  • full initials;
  • place and date of birth;
  • parents' initials;
  • place of residence - address;
  • current contact details.

The application form can be downloaded here.

The procedure for submitting the necessary supporting documentation may be:

  • non-standard - for a preferential category of citizens;
  • general - when enrolled on a general basis.

In any case, the standard list of documents includes:

  • copies of all completed pages of the passport of one of the parents who acts as the applicant;
  • child's birth certificate;
  • form No. 026у - medical certificate about the current state of health of the child;
  • certificate of registration of the child at the place of permanent or temporary residence.

Read also: Sick leave tax: withheld or not 2020-2021

In case of enrollment on preferential terms, it becomes necessary to document the availability of rights.

For example, for police officers and employees of other government departments, a certificate confirming the fact of official employment should be prepared.

If one of the parents dies, you will need a certificate confirming the loss of a breadwinner.

When to apply?

There is no specific deadline for when exactly documents must be submitted. At the same time, it is necessary to take into account the application review period, which varies from 10 to 45 days.

It is from this that benefit recipients should build. For this reason, it is recommended to apply for enrollment at the beginning of the summer or at the end of May.

What benefits are available to children of military personnel in 2020?

The security and well-being of the state depends on military service - therefore, the Government of the Russian Federation is interested in providing military personnel with everything they need and in providing them with various types of benefits.

The family of the serviceman will not be left out - they will also be provided with a wide range of privileges.

Benefits for children of military personnel are designed to compensate them for the frequent absence of a parent in the family and help them in their development and education.

Who is part of a military family?

The family of a serviceman is considered as a special category of legal relations, and therefore, when it comes to providing benefits to members of military families, you need to know who exactly, according to the law, is included in their composition. The military family consists of:

  • wife/husband of a military person;
  • child (children) of minor age;
  • children aged 18 years or over who have been assigned the status of a disabled person (in this case, the disabled group must be established before turning 18 years old);
  • children under 23 years of age, subject to full-time education in secondary vocational or higher educational institutions;
  • other family members who are currently dependents of the military personnel (a relative on the military’s side or a spouse living with them).

Benefits for all family members of military personnel

In general, a military family can feel socially protected due to the fact that family members are entitled to a fairly wide range of preferences:

  1. Additional benefit for a child whose father was drafted into the army for military service. The payment is transferred to the mother every month and amounts to 6 thousand rubles. The benefit is paid until the child turns 3 years old, or until the father returns from the army to the family and begins to fully provide for it.
  2. A monthly benefit for the children of military personnel who gave their lives while participating in hostilities in the North Caucasus. The benefit amount ranges from 650 rubles to 814 rubles 78 kopecks.
  3. Providing medical services when visiting clinics on a first-come, first-served basis. All family members of a military person who died or was killed while on duty are entitled to this benefit.
  4. The appointment of a pension benefit in the event of the loss of a breadwinner, the establishment of a ban on the eviction of a military family from an apartment until it is provided with another living space that meets sanitary, technical and space standards.
  5. Travel on public transport without payment:
    • to a new permanent place of residence after the serviceman is discharged from service;
    • to the place of treatment (clinic, sanatorium-resort institution);
    • to the place of annual vacation (only for one family member and only once a year);
    • to the place of military service.
  6. Enrollment in educational institutions in the first place - in state and municipal universities, schools, kindergartens and summer health camps.
  7. Unhindered transfer to a similar educational institution of a student, schoolchild or preschool child when moving for a military personnel to a new place of service.

Benefits for military spouses

Military spouses have a special preferential status, and therefore they enjoy all the privileges of a military family member and additional benefits, including:

  1. Maternity benefits. The wife of a serviceman has the right to apply to the authorized bodies to apply for all federal maternity benefits, which apply to all pregnant women throughout Russia. But in addition to this, a military spouse in the third trimester of pregnancy has the right to apply for one-time assistance in the amount of 14 thousand rubles.
  2. Compensation when a spouse moves to a new duty station. The Government of the Russian Federation is aware that when a husband, who is performing military service, is transferred to another area to continue his service, his wife is forced to terminate her employment relationship with the employer and move with her family to another region, sometimes with less favorable living conditions. In this regard, the state pays the woman a severance pay equal in value to two monthly salaries.
  3. The period during which the rights of a soldier’s wife are retained. Such deadlines are established after the death of a military man for widows or widowers. The dates will not be determined when the ex-wives do not remarry. Accordingly, if the wife remarries, her rights to benefits as a military spouse are lost. This rule, however, does not apply to the payment of pensions for the time while the person had this status.
  4. An advantage over other applicants when hiring and an advantage when securing a job in the event of a reduction in staff or number of employees. So, if a military wife meets all the requirements for admission to the staff, she must be hired without competition. When a planned reduction in staff occurs, the status of a military wife allows you not to worry about dismissal (the status cannot help with the complete liquidation of the company). Military spouses also have the right to apply for advanced training courses, retraining, and obtaining a primary/additional professional degree. education (full-time) with preservation of the average monthly salary in the first place.
  5. Preferential procedure for assigning pension benefits. The wife or husband of a military man can count on the fact that the period of residence with the military man until 1992 will be included in the insurance period, which will affect the amount of the pension benefit in the future. And since 1992, the length of service will only include the time during which the military spouse could not find employment in his specialty (subject to registration with the Employment Center).

Providing assistance to large families is a priority in the state's social policy. Families of military personnel have the right to enjoy the same benefits as other citizens with three or more children. The key factor here is not the place of work, but the status of having many children.

Who is eligible for benefits

According to Federal Law No. 76-FZ dated May 27, 1998, a military personnel is a person undergoing military service or military service under a contract. In both cases, citizens are entitled to certain benefits guaranteed by federal and regional legislation, as well as departmental regulations.

The status of large families is assigned to families with three or more dependent children under the age of 18. If a child reaches adulthood but continues to study full-time, the privileged position may be extended until he turns 23 years old.

Important! Each region sets its own criteria for large families. Traditionally, three children are enough, but in some regions this figure is four.

The presence or absence of need in most cases does not matter. It is only important for applying for housing subsidies. If a family plans to enjoy social or labor privileges, its financial situation does not matter.

How to obtain the status of a large family

Due to the fact that the provision of benefits is a social prerogative, the status is assigned by the territorial division of Social Security at the place of residence of citizens. To get it, you just need to meet several criteria:

  • having more than three children;
  • permanent registration at the place of application.

For example, if the parents are registered in the Moscow region, then you should contact the USZNMO. If you visit a government agency other than your place of registration, documents will be refused.

The presence of a privileged status is confirmed by an appropriate certificate. It is issued to one of the parents based on the results of reviewing the documents. The place of employment does not play a role here.

What the whole procedure looks like step by step:

  1. After the birth of the third child, parents collect documents. One of them takes everything to the USZN along with the application.
  2. Documentation is reviewed within 30 days. Each region sets individual deadlines.
  3. After consideration, a decision is made to approve or refuse the application. The response is sent to the citizen in writing and notified by telephone.
  4. The applicant visits Social Security and picks up the completed certificate.

Important! Only after receiving the certificate can you apply for benefits. Without it, they will be denied.

Documentation

During your initial visit to Social Security, you will need the following documentation:

Document Where to get it Validity period Application Can be downloaded on the Internet or filled out on site, in Social Security the Blank form is valid indefinitely. After specifying the date of submission, the application becomes irrelevant the next day; the passports of the spouses will have to be rewritten by the registry office. Passports are subject to scheduled replacement at 20 and 45 years of age. An identity card must also be provided for the second spouse, who does not participate in the registration of the status. Children's Birth Certificates from the Civil Registry Office Certificates are needed for each child under 14 years of age. Passports are provided for children from 14 to 18 years old. Extract from the MFC house register 1 month. Needed to confirm the fact that children and parents live together Certificates from the place of study Educational institution Valid for 1 month. Needed for every child over 16 years of age as proof of full-time education. 3x4 photographs Photo studio Unlimited. The parent's photograph is pasted into the certificate of multiple children.

It is important to consider that the status is also assigned to adoptive parents. They must provide a judgment.

Example No. 1: registration of the status of a large family by adoptive parents

The Alferov family has two biologically related children. In 2017, the couple decided to adopt a child from an orphanage and got on the waiting list. Six months later, a trial was held and a decision was made on adoption, which came into force on the same day. The couple immediately took their adopted baby. Thus, they actually had three children together.

A month later, the woman received a certificate for having many children and started applying for benefits.

Benefits for military personnel with many children: vacation, under contract, what the family is entitled to

Privileges conditionally granted to families with many children can be divided into several categories:

Social Tax Housing Free supply of medicines to children under 6 years of age. The parent must obtain a prescription from a doctor, and then go to a social pharmacy with it and a medical card. Providing a tax deduction - the amount by which the tax base is reduced when calculating personal income tax. Relevant only for employed parents The minimum discount when paying for housing and communal services is 30%. It is given within the limits of consumption according to social norms, the calculation is based on them. If actual consumption is higher than the established standards, a discount on the excess amount does not apply. Payment for school meals is from the municipal budget. Children receive free breakfast and lunch. Partial or complete exemption from transport tax. Typically, strict criteria are set for vehicle power. Providing such benefits is the right of the authorities, but not the obligation of the authorities of the constituent entities. Participation in programs for preferential purchase of housing for young, large families and families of military personnel. Preferential use of urban and suburban passenger transport. A certain number of coupons are issued per month, corresponding to social norms. Most often it is approximately 130-150 units, depending on the region. Compensation for the cost of purchasing fuel. Relevant for citizens living in houses without gas supply Priority admission of young children to preschool institutions. Large families in this regard have priority, and they participate in a queue from the same families; it is significantly less than usual. Allocation of school uniforms and suits for physical education, or transfer of funds for the purchase of appropriate clothing for the child. Determined by regional authorities

Also, families with many children have the opportunity to visit municipal and state cultural institutions for free once a month. To do this, just contact Social Security for tickets.

Some commercial organizations offer discounts or free entry to beneficiaries. In this case, such a possibility is established by the management, but non-state institutions are not obliged to admit large families with a certificate free of charge.

Most of the benefits are determined by Decree of the President of the Russian Federation dated May 5, 1992 No. 431. According to it, regional authorities have the right to establish a wider list of privileges, but the minimum requirements for benefits for the population listed in the Decree must be observed.

Labor benefits

Military personnel with many children, on an equal basis with persons working in civilian life, can enjoy the same labor benefits as the latter:

  • Mothers raising children under 14 cannot be fired without good reason. Such reasons are: liquidation of the enterprise, gross violation of official duties by the employee, being intoxicated at the workplace and some other grounds provided for in Art. 81 Labor Code of the Russian Federation.
  • Providing unpaid leave of up to 14 days at any convenient time. There is no need to coordinate this with the planned vacation schedule.
  • When raising a child under 1.5 years of age, a probationary period is not established for the mother.
  • Possibility of establishing part-time or part-time work.
  • Single parents cannot be hired to work in the evening, at night, or on weekends: written consent is required. It is also not allowed to go on a business trip without consent.
  • Single mothers and fathers are additionally given 4 days off per month.

As for annual paid leaves, they are provided to people with many children as a matter of priority. Only after beneficiaries have set their vacation dates will the rest of the employees be able to choose a convenient time for themselves.

If a serviceman serves on military service and a child is born, he can take leave for family reasons. To do this, you must contact the unit commander with the appropriate report.

Payments to large families

Most often, all payments are made to mothers, even if they are not military personnel: it is enough for their husbands to serve in the military. What privileges do they have in terms of payments:

Cash benefit Explanation Monthly benefit for child care up to 1.5 years The amount depends on the woman’s earnings. Wives of military personnel receive increased payments One-time benefit for the birth of a baby The standard amount depends on the region of registration. For military personnel, this amount is higher. Payment of housing rent. A military person is paid compensation for renting an apartment within the limits of the standard established in the subject. For example, if according to the law in the city up to 15,000 rubles are compensated, and a family rents housing for 30,000 rubles, only the established part of the amount will be paid - 15,000 rubles.

Military personnel can count on annual financial assistance provided for vacation in the amount of salary (monetary allowance). To obtain it you will need to write a report.

Maternal capital

There are two maternity capital programs in the Russian Federation – federal and regional. In the first case, the specifics of provision are regulated by the Federal Law of December 29, 2006 No. 256-FZ, in the second - by local legislative acts.

The amount of payments under the federal program is set until 2020 and amounts to 453,026 rubles. The money can be spent on buying or building housing, educating children, or transferring it to the funded part of the mother’s pension. The certificate is issued after the birth of the second child.

As for the regional maternity capital, it is most often possible to participate in it after the birth of the third baby. The amount of payments under it varies from 100,000 to 200,000 rubles, and in some cases the money can be spent not only on real estate, but also on the purchase of a car.

If a military man has a contract before 1998 and has more than 20 years of service, he has the right to take advantage of the opportunity to purchase real estate at the expense of the Ministry of Defense. To do this, you need to collect documents and register through the military registration and enlistment office.

Current contract soldiers with at least three years of experience are provided with a military mortgage. After registration, the military man is issued a certificate giving the right to purchase housing at the expense of the state. To do this, his individual personal account must already have part of the savings transferred by the Ministry of Defense. The mortgage is issued at the bank, but repayment is made from the budget, and not from monetary allowance.

Housing purchased with a military mortgage must comply with the sanitary and technical requirements of the Ministry of Defense. An important criterion is that the military man or his spouse does not own any other real estate.

“We are constantly improving legislation in the field of social support for citizens, including large families. A set of measures has already been developed to slightly improve the financial situation of such persons, but we will gradually expand it, despite the economic crisis.”

V.V. Putin, President of the Russian Federation

FAQ

Question No. 1. How can a military man apply for benefits?

It all depends on the type of privilege chosen. Most benefits are provided by Social Security. If we are talking about labor preferences, you must contact the unit commander with a corresponding application and children’s birth certificates.

If you wish to take advantage of tax benefits, documents are provided to the Federal Tax Service at the place of registration.

Question No. 2. Do the norms of the Labor Code of the Russian Federation apply to military personnel?

Yes, they are spreading. The Labor Code of the Russian Federation is a general legislative act that should be used to guide the creation of regional and departmental regulations.

Most common mistakes

Mistake #1. The status of a military personnel gives priority when obtaining a certificate of large families and applying for benefits.

No, the place of work of parents does not matter. All citizens with many children are provided with an established list of privileges, regardless of social status. The exception is the poor: for them the list of government assistance measures is usually expanded.

Mistake #2. If you do not inform Social Security that your child turns 18 and continue to receive benefits, there will be nothing for it.

No, all overpaid budget funds are subject to mandatory return on a voluntary or compulsory basis.

  • Compensation for first-graders for large families in 2020.
  • How to get a plot of land for large families in Moscow in 2020.

Conclusion

Large families of military personnel have the right to enjoy benefits established by federal and regional regulations. To do this, it is enough to obtain a certificate of large families and start registering privileges. In automatic mode, after the birth of the third child or receipt of a certificate, preferences are not provided.
