A passport change is carried out at the Main Directorate for Migration Affairs of the Ministry of Internal Affairs (formerly the Federal Migration Service). You can submit documents directly to the department, through the MFC, or electronically through the State Services portal.

To obtain a new passport you will need the following documents:

  • application for a passport (form 1-P dated November 30, 2012);
  • Russian passport;
  • a copy of the certificate of change of name previously received from the registry office;
  • photographs 4.5x3.5 cm – 2 pcs.;
  • if necessary, documents for notes in the new passport about marriage, children, etc.;
  • document confirming payment of state duty.

Important! The state fee for replacing a passport in this case is 300 rubles. It is not necessary to present a receipt, since department employees independently check received payments.

The passport will be ready within 10 days and can only be received by the applicant in person. According to the law, identification documents are not issued to representatives by proxy.

How to change your name

An adult can change his last name, first name and patronymic by contacting the registry office at any time. Russian legislation does not indicate the reasons why an adult cannot change his full name, but reserves the right for the civil registry office to refuse to provide the service. If this happens, you must be informed of the reasons for refusal in writing.

If you have minor children, you will need to change their birth certificates. This is done simultaneously with the registration of the name change.

  • statement;
  • passport;
  • birth certificate;
  • birth certificates of all minor children (if you have children); 
  • if you are married - a marriage certificate. If you were in more than one marriage and changed your surname during marriage, you must present certificates of all previous marriages;
  • if you divorced and then decided to return your premarital surname - a certificate of divorce. If you have been in more than one marriage, you must provide certificates of divorce from all previous marriages;
  • if your spouse has died - a death certificate;
  • information on payment of the state fee - for registering a change of name and for making changes to each civil status certificate: your birth certificate, the birth certificates of children (if you have children), if necessary - to the marriage certificate (state fee must be paid; a receipt is provided at the request of the applicant).

Certificates (certificates) issued by the Moscow Civil Registry Office do not need to be provided during registration of a name change if no changes are made to them and if they:

  • executed and issued after March 31, 2012;
  • reissued;
  • issued on the basis of a corrected (amended) civil status record for the period from January 1, 1990.

The exception is a birth certificate - to change your name you must provide it.

To receive the service, contact the civil registry office at your place of residence or place of registration of your birth.

For any method of submitting documents, the standard period for consideration of the application is one month from the date of submission. If all the documents necessary to change your name were issued by the civil registry office to which you are applying, the period for consideration of the application can be significantly reduced; if not, it can be increased to three months.  

If the employees of the Civil Registry Office have no questions about the documents, you will be called to register the name change and issue a certificate of name change, repeated birth certificates for children and, if necessary, repeated birth certificates, marriage and (or) divorce. The procedure for registering a name change will take no more than 60 minutes.

  • passport of a Russian citizen - within 30 days; 
  • compulsory medical insurance policy - within 30 days;
  • documents for the car - within 14 days;
  • driver's license - within 10 days; 
  • military ID. You must report a change of name to the military registration and enlistment office within 14 days; you can change your military ID later;
  • international passport; 
  • SNILS. SNILS number after changing your name. remains, but it is better to replace the insurance certificate;
  • TIN. When changing your full name, the taxpayer identification number does not change, however, you can replace the certificate of registration of an individual with the tax authority;
  • work book;
  • documents on ownership of real estate;
  • Muscovite card;
  • certificate for maternity capital.

Most of these documents can be issued in one package at the “My Documents” government service centers. No changes are made to documents issued abroad. The ownership of such documents is confirmed by a certificate of change of name.

Is it possible to change the surname after registering a marriage after a year or several years?

Russian legislation reserves the right for each person to choose his own surname. Following the patriarchal traditions of society, most women who get married want to take their spouse’s surname. The option of changing your surname several years after the wedding is also provided for by law, but the procedure for exchanging documents is more complex and time-consuming.

As lawyers advise, if a girl is definitely sure of changing her maiden name to a new one, then it is better to do this on the wedding day. Changing personal data on the day of marriage allows you to save time on replacing documents and prevents the possibility of misunderstandings due to different surnames between the mother and her children.

Why doesn't everyone take their husband's surname when registering a marriage?

The easiest way is to change your last name when registering your marriage, but many modern girls are in no hurry to do this and after marriage continue to use their maiden name.

The main reason is the reluctance of women to change all the documents that will need to be changed in connection with new personal data.

The majority of newlyweds do not want to go through the authorities, waste time in queues, to add a note about the change of surname in all their personal documents. Other reasons for reluctance may be traditions in the girl’s family or the dissonance of the spouse’s surname.

Is it possible to change your last name some time after marriage?

When a girl decides to take her husband’s surname immediately after the wedding, the changed personal data is entered into the records in the registry office, and the marriage certificate contains information about the assignment of a new surname (we recommend reading: certificate from the registry office on the change of surname).

After registration, the owner's old passport becomes invalid. However, a woman has the right to change her last name not immediately, but a year or even several years after marriage.

The only negative in this situation is the complication of the procedure for changing a passport, since you first need to submit an application to the registry office to assign a new surname and wait for a positive response from the registering authority.

Procedure for changing a surname

In order for a woman to change her last name some time after marriage, she should contact the registry office at the place of registration and submit an application (see also: replacing a passport and other documents when changing a last name after marriage). You must submit a package of documents:

  • a statement of the established form (a sample can be found below);
  • passport with old surname;
  • marriage certificate;
  • birth certificates of children (if available);
  • photographs measuring 3 by 4 cm – 2 pcs.;
  • receipt of payment of the state duty for changing the marriage certificate.

The application must be filled out in legible handwriting and the reason for changing personal data must be indicated. The state fee for changing a marriage certificate is 1000 rubles. You can pay it at any Sberbank branch. Sample application to take the spouse's surname some time after marriage:

After the package of documents is accepted by the registry office employee, they are transferred to the Ministry of Internal Affairs and checked to determine whether the plaintiff has court debts, alimony debts, or unfulfilled loan obligations to banking organizations. The verification lasts 30–45 days.

If the above-mentioned debts are identified, they will have to be repaid, otherwise the change of surname will be denied. The decision on the results of the inspection comes by registered mail.

If the result is positive, the woman must re-apply to the registry office and pick up the amended marriage certificate with a new surname.

Which documents will require replacement after a last name change, and which will not?

After receiving a passport with new personal data, a woman will have to change a number of documents:

  • SNILS - can be changed free of charge at the Pension Fund within 30 days. It is possible to submit an application to the MFC or on the government services portal. If a citizen is unemployed, he independently applies to the Pension Fund, and if he has an official job, the employer can replace the document.
  • Driver's license - must be changed through the government services website or by contacting the traffic police department. The state duty for exchange will be 2000 rubles.
  • Documents for the car - vehicle registration certificate. Exchange at the traffic police department, the state duty for making changes to the document is 350 rubles. After receiving a new certificate and rights, you must submit the data to the insurance company that issued the MTPL policy.
  • Replacement of bank cards and deposit accounts is mandatory. The employer can exchange the salary card; all others can exchange it independently at the branches of the relevant banks.

It is not necessary to change the remaining documents; if necessary, it is enough to attach to them a copy of the marriage certificate, which states that the husband’s surname has been assigned. A new TIN can be issued free of charge at the Federal Tax Service, but this document is not required to be changed.

Changing the Taxpayer Identification Number is possible at the voluntary request of the taxpayer (see also: how long does it take to obtain an Taxpayer Identification Number certificate when changing your last name?). Education documents (school certificates, university diplomas) cannot be reissued under a new surname.

Also, real estate documents (certificate of ownership of the apartment and land) do not need to be replaced.

Change of surname - Legal advice

By virtue of clause 5 of Art. 58 of the Federal Law of November 15, 1997 N 143-FZ “On Acts of Civil Status”, a change of surname is subject to state registration with the civil registry office.

Only a person who has reached 14 years of age has the right to change his/her last name. A change of surname by a person who has not reached the age of majority is carried out with the consent of parents, guardians or guardians, and in their absence, by a court decision (Clause 3 of Article 58 of the Federal Law “On Civil Status Acts”).

According to paragraph 2 of Art. 58 of the Federal Law “On Acts of Civil Status”, a change of name is carried out by the civil registry office at the place of residence or at the place of state registration of birth of the person wishing to change the surname.

By virtue of paragraph 1 of Art. 20 of the Civil Code of the Russian Federation, the place of residence is recognized as the place where a citizen permanently or primarily resides.

Within the meaning of these norms, an application for a change of surname can be submitted to the appropriate department of the Civil Registry Office at the place of permanent or primary residence of the citizen, if his place of residence corresponds to the categories specified in the Law of the Russian Federation of June 25, 1993 N 5242-1 “On the right of citizens of the Russian Federation to freedom movement, choice of place of stay and residence within the Russian Federation.”

In particular, in Art.

2 of the Law of the Russian Federation “On the right of citizens of the Russian Federation to freedom of movement, choice of place of stay and residence within the Russian Federation” also explains that place of residence is, in particular, a residential building, apartment, room, residential premises of a specialized housing stock or other residential premises in which a citizen permanently or primarily resides as the owner, under a rental (sublease) agreement, a rental agreement for specialized residential premises, or on other grounds provided for by the legislation of the Russian Federation, and in which he is registered at the place of residence.

The place of stay in the same article is defined as a hotel, sanatorium, holiday home, boarding house, camping, tourist base, medical organization or other similar institution, institution of the penal system, executing punishments in the form of imprisonment or forced labor, or not being a place of residence a citizen of the Russian Federation, residential premises in which he resides temporarily.

5 of the Law of the Russian Federation from “On the right of citizens of the Russian Federation to freedom of movement, choice of place of stay and residence within the Russian Federation”, registration of a citizen of the Russian Federation at the place of residence is carried out within a period not exceeding 90 days from the date of arrival of the citizen in the residential premises. Registration at the place of residence is carried out without removing the citizen from registration at the place of residence.

Thus, the law does not provide for the possibility of registering a change of surname at the place of temporary residence of a citizen; as a result, registration of a change of surname must be carried out at the civil registry office either at the place of your registration (registration) or at the place of state registration of your birth.

We also draw your attention to the fact that in accordance with Art. 60 of the Federal Law “On Acts of Civil Status”, an application for a change of surname must be submitted in writing in person by the person wishing to change the surname.

  • Such a statement must include the following information:
  • - surname, first name, patronymic, date and place of birth, citizenship, nationality (indicated at the request of the applicant), place of residence, marital status (married or unmarried, widowed, divorced) of the applicant;
  • - last name, first name, patronymic, date of birth of each of the applicant’s children who have not reached the age of majority;
  • - details of civil registration records previously compiled in relation to the applicant and in relation to each of his children who have not reached the age of majority (series and number of the certificate previously issued by the civil registry office);
  • - surname, first name and (or) patronymic, chosen by the person wishing to change the name;
  • - reasons for changing the surname, first name and (or) patronymic.
  • The following documents must be submitted simultaneously with the submission of such an application:
  • - birth certificate of the person wishing to change his surname;
  • -marriage certificate if the applicant is married;
  • - a certificate of divorce in the event that the applicant applies for the assignment of a premarital surname in connection with the dissolution of the marriage;
  • - birth certificate of each of the applicant’s children who have not reached the age of majority.
