Which international passport is best for a child?

child's passport

Domestic legislation provides for obtaining a general passport upon reaching the age of 14, but the first identification document for a Russian, not counting a birth certificate, can be a foreign passport, the receipt of which does not depend on age and is allowed from birth.

Each of these documents has some advantages and disadvantages, so the child’s parents have the right to independently decide which one is preferable specifically in their case.child's passport

Should I do it at all?

Previously, in order for a child to travel abroad, at least one of the parents had to have a child’s photo pasted into their passport and their details included. Now this is an optional condition, since from birth any Russian citizen can become the owner of his own foreign passport.

Entering information about children is practiced today in the following cases:

  • If the parent or guardian of a minor uses an identity document abroad that was received no later than 2010. Entering information about the child must be completed before this year.
  • If a minor citizen needs to travel to another state to legalize documents in order to obtain a foreign passport. This situation may arise if certain children’s papers were issued abroad, but the minor himself has confirmed Russian citizenship.
  • If there is an urgent need to urgently travel abroad, for example, for treatment that is only possible in a foreign clinic. In this case, there is no time to make a foreign passport for a minor, so a mark is placed in the parent’s document giving the child the right to cross the border.

Teenagers who have reached the age of 14 are required to obtain a personal international passport to travel abroad, since even if there is a mark in the parent’s document, crossing the border without an ID will be impossible.

What type of passport is best for a child?

Due to the existence of two different document formats for traveling abroad, citizens often have the question of which international passport is best for their child. To determine this, you need to understand the basic characteristics of each of these credentials.

The new document is different:

  • modern look;
  • extended validity period - 10 years;
  • convenience in terms of affixing long-term visas, for example, 5-year ones, since it is less likely that to demonstrate their availability you will have to carry an old passport with an expired validity period;
  • increased number of pages - 45 (compared to 36 previously);
  • accelerated passage of zones where border control is carried out, due to the presence of a microchip, the data from which is read as quickly as possible;
  • the possibility of use only by its owner, does not provide for the registration of children by parents;
  • less reliable compared to the standard one, since the biometric passport contains a microchip that can be damaged, as a result of which information from it will not be read;
  • a rather lengthy and complex manufacturing process, which requires you to first come and write an application, provide the necessary documents, and then additionally appear in order to take a photo in 3D format;
  • small amount of data on the chip compared to European analogues;
  • the need for replacement when there are changes in the child’s appearance and the discrepancy between the image in the photo and the real appearance of the owner of the document.

When choosing which international passport is best for a child, some parents prefer the option with biometrics, as they believe that it will play a positive role in obtaining visas to European countries and the United States. In reality this is not the case, and both versions of the passport are equally valid.

An old-style identity card for traveling abroad is characterized by:

  • a look familiar to Russian citizens;
  • the possibility of expedited receipt (production time can even be one day);
  • the ability to enter data about children into the parents’ passport;
  • speed of making changes in case of an error;
  • the absence of any elements that could be damaged and make the document impossible to use;
  • a fairly short period of validity equal to 5 years.

In the event that the certificate is issued for a very young child, it is probably more advisable to stay with the old version, which has been tested by time and still requires replacement once every five years.

At the current time, a Russian foreign passport with biometrics actually has one advantage, which is its extended validity.

In all other respects, it is inferior to the standard version, since there is a minimum of real biometric data on the chip, moreover, it is far from perfect and may become unreadable. In terms of efficiency and ease of processing, the old passport also outperforms the new one.

Pros and cons of the old and new models

One of the main advantages of a document drawn up according to the new model is the ability to use it for a longer period of time - 10 years. At the same time, it has a number of disadvantages, one of which is a fairly high state duty, equal to 1,200 rubles for a child and 2,500 rubles for those over 14 years old.

Also, many citizens do not like the fact that the modern version of the international passport does not allow children to be included in it, so now even those who have not reached the age of 14 have to obtain a personal document.

The undoubted disadvantage of a biometric document is the need to take photographs twice: directly when applying for a passport, and also at the migration service department. This regulation causes particular inconvenience when it comes to small children, whom it is not easy to sit down for a quiet photograph, let alone two.

Another plus in favor of the old ID card for traveling abroad is the lower cost, amounting to 300 rubles for children and 1000 rubles for persons whose age is over 14 years.

The main disadvantage of the previous version of the international passport is the need for frequent replacement at intervals of five years.

Registration procedure and required documents

Only his parents or an authorized representative have the right to issue an identity card that will be used by a child on trips abroad.

The law prohibits entrusting this to other persons, including those who are close relatives of the child: grandparents, uncles/aunts and sisters/brothers.

If the minor is already 14 years old and has received a general passport, his presence is required when submitting the application, since his signature is required on the application itself, and upon receipt - directly on the document.

To obtain a foreign passport, it is advisable to contact the Federal Migration Service in accordance with your place of residence, since in this case the whole process will go faster.

The standard waiting period will be about a month, but if this is done in accordance with the place of temporary stay, the period can quadruple.

Sample receipt for payment of state duty for a foreign passport

Before contacting the FMS office, it is advisable to collect the required documents in advance and also make copies of them.

Such documents include:

  • A birth certificate, if we are talking about children under 14 years of age, and a general passport, if a foreign passport is required for teenagers over this age.
  • Identity card of the parent or guardian/adoptive parent. The latter is also obliged to present a certificate received from the guardianship authority, which confirms the availability of permission for guardianship.
  • Statement of desire to obtain a child’s international passport, which can be filled out either manually or on a computer (however, when applying for a biometric document, only computer filling is allowed).
  • Photos of the child in the amount of two (for an old format document) or three (for a modern ID card).
  • A receipt confirming payment of the state duty.

How to obtain a passport for a child under 14 years old and under 18 years old

Have you long wanted to go abroad with your child, but did not know how to apply for a passport? There are 2 options for its design. The first is to include the child in your foreign ID. The second is to make a personal foreign document for the child. If you decide to use the first option, then several conditions must be met:

  1. 1. Due to the fact that a biometric passport uses data only about its owner to identify a person, which means that a child can only be entered into an old-style passport (valid for 5 years).
  2. The child must be under 14 years of age. Most parents want to make their child a personal foreigner, but some still include their children in theirs.

Which foreign document is better for children, old-style or biometric?

It is better to start collecting documents by deciding on the type of identification document. Think about it, do you want to make a document for 5 or 10 years? Once you have made your decision, you can fill out the application form.

A 5-year passport (old or regular) is easier to obtain and is more suitable for a child, because the appearance of children is very changeable, and a 10-year passport (biometric or new) will become unusable much earlier than its service life.

A biometric document is much more expensive than a regular document, since it contains an information chip.

Advantages and disadvantages of a regular passport (for 5 years)

Positive sides:

  1. You only need to take a photo once;
  2. You will not have to take your child with you to the FMS;
  3. An identity document is made in just a few days due to the fact that it does not need to go through control at Gosznak, compared to a new type of international passport.
  4. The registration fee is about 300 rubles, which is very little money;

Negative sides:

  1. Often the FMS is reluctant to issue such passports, for example, you can hear that applications for them have run out, but it is important to know that this is contrary to the law, which means they are obliged to issue you this particular type of passport.

A biometric passport has its positive and negative sides:

Positive sides:

  1. A foreign document is issued for 10 years;
  2. The application for a biometric identification document begins with the submission of an application. It is convenient to apply for it through the State Services website (issued using the Internet), which significantly saves your effort.

Negative sides:

  1. It costs significantly more than a regular passport;
  2. Children grow rapidly and their appearance changes, so it is likely that within a few years their identity document will become invalid.

How to apply for a foreign ID card if your registration is in another city

This section is unlikely to interest you if you live in the same place where you are registered.

This information is more suitable for people living in one city and registered in another.

It turns out that everything is not as difficult as it seems! The only difficulty in obtaining a passport outside your place of registration is that it can take up to four months to issue it. This is because agencies will have to forward requests for your data from one region to another.

A significant advantage is that the document for children is prepared a little faster than for adults, because it will not be checked by the FSB.

You can apply for a foreign passport at your place of actual residence (that is, where you live now, and not where you are registered). You can contact the nearest FMS.

How to obtain a foreign passport for 5 years for a child

We fill out (1 copy for the child) the application form for a foreign passport. There is no need to notarize it. You won’t need to spend much time, because the child does not have a work record or privacy, compared to an adult working person.

The next step is to take 3 photographs for the application form and for the passport. They can be either color or black and white (3.5 by 4.5).

Details for paying the fee for obtaining an old type international passport, which is 300 rubles, can be collected from your FMS. Sberbank is usually located next to the FMS, where they will help you pay this fee. To avoid any problems, you can always contact Sberbank staff for help. The parent who applied for the passport must pay the receipt.

You may also need the following documents in order to obtain a foreign passport for a child:

  1. Passport of the Russian Federation of one of the parents;
  2. The list of documents for obtaining a foreign passport also includes the child’s birth certificate (a copy of it along with the child’s registration stamp). If the stamp is not on the certificate at all, then another document is needed that can confirm that the child is a citizen of the Russian Federation. This could be an insert in the certificate or 2 passports of parents who are citizens of the Russian Federation.

What to do next

Having collected all the above documents and paid the fee, you can go to the FMS. To apply for an old type international passport, you do not need a child. In Moscow, identity documents are often issued not by the FMS, but by the MFC.

What to do if the FMS said that there are no forms for a foreign passport of the old format

The law is on your side, you have the right to choose which document is more profitable to purchase, and if the state provides you with such choice services, then it must fully ensure the possibility of obtaining them.

Following from this, the FMS cannot refuse you to issue a foreign passport of this type. If you are denied forms to fill out, you can ask for a refusal in writing or go to the head of the FMS and explain the problem to him.

In both cases, the forms will be found very quickly and painlessly for you.

What are the deadlines for issuing a finished foreigner?

Having completed all the above steps, all we have to do is wait for our beautiful new passport. A good plus is that children's documents are completed much faster than adults.

Ultimately, children's passports are issued in about 1 week, under favorable circumstances, despite the fact that the law specifies a period of 1 month.

But still, it’s better not to hope for such a time frame, which means you shouldn’t buy tickets abroad and plan to fly out in a week, because we can’t foresee all the circumstances, and it’s always worth making sure you’re on the safe side.

How do we know when our completed passport can be picked up?

A personal code that will be given to you at the MFC or the Federal Migration Service will help you with this. After entering this code on the FMS website, you will find out if your passport is ready.

How to pick up a completed passport

Important! After you come to the FMS to pick up your completed passport, you do not need to sign the passport itself. You only need to sign on the form indicating that you received it.

What is the difference between the documents submitted for a biometric passport (10 years) and the old generation passport (5 years)

There are significant differences between the questionnaires of these two documents. Be careful and fill out the correct form!

To complete the documents, you will need to photograph the child twice. Once at a photo studio to fill out an application form and a second time at the FMS or MFC for a passport.

Find out the details of the duty in your Federal Migration Service, the cost of the duty is 1200 rubles.

The remaining documents are the same as for a regular passport (5 years).

How to apply for a biometric foreign passport

This can be done in two ways: directly at the Federal Migration Service and on the State Services website. This site will greatly save your time, money and nerves; sitting at home, you can calmly fill out everything and send it for review; if something is incorrect, you can correct it, and not stand in a huge line at the Federal Migration Service. After you have submitted your application, you will be invited to the Federal Migration Service to photograph the child.

Read how to properly apply for a foreign passport through State Services.

How long will it take to get a biometric passport?

Of course, this document will be ready later than a regular international passport, because the first one is being checked by Gosznak. In any case, it will be done faster for a child than for an adult; it may take less than a month.

How will you know that your passport can be collected from the Federal Migration Service?

Again, as when applying for a document for 5 years, you will be given a personal code, by entering which on the FMS website you will find out whether you can pick up a ready-made international passport.

The foreigner is ready!

How much does it cost to obtain a foreign passport, and how to save on state fees

At the beginning of 2019, there was an increase in state fees charged for issuing foreign passports. Representatives of the Ministry of Internal Affairs of the Russian Federation explained this by the increased costs of producing documents in biometric and standard formats.

Let's figure out how much it costs to get a foreign passport today, and whether there are plans to increase fees.

There are no plans to increase state fees for obtaining a foreign passport . They will remain at the same level as last year.

In the Federal Law “On State Duty” the amount of the fee is tied to the minimum wage, which is indexed annually. Meanwhile, the size of the contribution to the Federal Migration Service is usually fixed and has little to do with the minimum wage.

Here are the prices for obtaining a foreign passport, announced by the migration service in connection with the increase in the cost of the service:

Old style

The amount of the state duty directly depends on the type of passport issued by the citizen. The cost of a document of the old format, which does not contain the biometric data of its owner, is lower than that of a new passport. This is due to the lower cost of producing such a document.

So, how much does a 5-year passport cost if you pay for it through a bank:

  • 2,000 rubles – for an adult;
  • the same amount ( 2,000 rubles ) for a teenager from 14 to 18 years old.

The indicated price will remain throughout 2020.

New sample

A biometric passport will cost its owner more than an old-style document. This is due to the higher costs of its production. But such a passport will be valid twice as long as its previous version - it can be used for as long as 10 years.

How much does a 10-year passport cost if you pay for it through a bank:

  • 5,000 rubles – for an adult;
  • the same amount ( 5,000 rubles ) for a teenager aged 14 to 18 years.

This duty amount will remain in 2020 and beyond, until the next tariff increase.

Passport fee for children

The cost of a foreign passport for a child under 14 years of age is traditionally lower than for an adult and teenager.

The state's costs for preparing the document remain the same. But the amount of work for migration service employees is reduced - they have to check a much smaller amount of information than when processing the application form of an adult citizen.

How much does a passport cost in 2020 for a child under 14 years old:

  • 1000 rubles – an old-style document;
  • 2500 rubles – biometric passport.

The indicated rates will apply when repaying state fees through a bank branch, web banking systems and ATMs.

How to save money when applying through State Services

a 30% discount on some budget payments when paid through the State Services portal . It also applies to the fee for a foreign passport. Initially, the discount was valid until the end of 2018, but with the release of Federal Law No. 424 it was extended until January 2021.

How much a foreign passport costs through State Services in 2020 will traditionally depend on the type of document and the age of its recipient:

  • biometric passport for an adult – 3,500 rubles ;
  • biometric passport for a child under 14 years old – 1,750 rubles ;
  • old-style passport for an adult – 1,400 rubles ;
  • old-style international passport for a child under 14 years old – 700 rubles .

To receive a discount, you must submit an application for registration or replacement of a foreign passport through the Public Services portal, and not directly to the Federal Migration Service.

Procedure for paying state duty

According to current legislation, the fee for a foreign passport in 2020 can be paid at any time during its registration.

It is not necessary to submit a receipt confirming payment along with other documents - FMS employees independently check the receipt of payments. But it is still more convenient to pay the mandatory fee in advance, so that there are no delays in processing due to delays in the transfer.

The receipt form can be obtained from the regional branch of the GUVM, or downloaded from the official website of the GUVM.MVD.RF.

A citizen can pay a fee:

  1. On a personal visit to the bank.
  2. Through your bank's web account.
  3. Through any of the ATMs and payment terminals.

Even when using a web account or an ATM, you should still first download a receipt with details from the migration service website to check your payment information.

The fee payment receipt is valid for six months. During this period, you can submit an application to the UVM.

You can also pay for your international passport through State Services - the price in 2020 will be lower than with other payment methods. The portal accepts payments from most bank cards, as well as from electronic wallets, bank accounts and mobile phone balances.

How to correctly make a payment through the Government Services portal is described in the following video:

Additional expenses

The main cost item when preparing a document is the state fee. Other expenses required in the process will be insignificant - the maximum you will have to spend on photocopies of documents, photographs and travel to the migration service. No paid certificates are required to obtain a foreign passport.

When ordering a biometric passport, you do not need to take photographs in advance. The citizen will be photographed at the migration service.

Those who will apply for an old-style foreign passport will have to take into account the cost of a visit to a photo studio, which on average will cost 200-300 rubles.

For a document such as a passport, the cost will depend on its type, as well as the age of the recipient. Passports for children are cheaper than for adults. There are no plans to increase the duty in 2020; it will remain the same as in the current year.

International passport for children: which option to apply for?

To take your child with you when traveling abroad in 2020, you will need to obtain a child’s international passport. Some parents hope to be able to add their child to their international ID.

But this option is only possible for children under 14 years of age. And in the case when the parent’s international passport is of the old type, since in biometric identification of a person occurs only on the basis of the data of its owner.

What type of passport should children get?

When there is no other choice but to issue a personal travel document for a child, the question immediately arises: whether to do it for 5 years or for all 10 years at once. The old model of a child’s international passport has its advantages:

  • The entire registration process is relatively simple.
  • The wait for issue is not long, since Gosznak control, which is mandatory for the new type of document, is not needed.
  • A small amount of state duty.
  • Photographing a child occurs only once.
  • Parents receive a passport; the child’s presence is not required.

However, in practice, migration services are not always willing to take on the issue of the old type of children’s international passports. They may even refuse under the pretext that they have run out of application forms. And argue that a biometric passport is more profitable - it is valid for 10 years.

But don't forget that children continue to grow. Their appearance changes faster than that of adults.

A biometric passport may become invalid in just a few years precisely because the photograph in it does not correspond to the real face of the owner.

So what's the point of registering it and paying more?

What documents are submitted for a child’s international passport?

  • Questionnaire. For a child under 14, it must be filled out in a single copy by one of the parents. The process itself is simplified by the fact that children have no involvement in state secrets, and there is no need to rewrite all the lines of the work book.
  • Photos. They can be made in advance - 3 matte, 3.5x4.5 mm.
  • Receipt. The state fee is paid by the parent who fills out the application.
  • A photocopy and original of the child's Birth Certificate with a stamp confirming the child's registration. If there is no stamp, you will have to show other documents proving that the child is a citizen of the Russian Federation. As a last resort, present the passports of both parents.
  • Photocopies of the completed pages and the original passport of the parent submitting the application.
  • If the child already had a foreign passport, copies are also taken from it.

For teenagers from 14 to 18, the application form is submitted in 2 copies. You need 4 photographs and a Russian passport of the teenager himself. The remaining documents are the same as in the list above. Old format passports can be obtained through the MFC, especially in Moscow. Therefore, having collected all the necessary documents, you can go directly there.

Documents for a biometric children's international passport

The basic package is the same. But there are also differences in the questionnaires. A different standard application form is required for a biometric passport. The child will be photographed twice, for the second time you need to bring him to the department or MFC. Its cost is 1,200 rubles, while the state duty for the old type of passport is only 300 rubles.

You can submit documents through the State Services website. This way you won’t have to be nervous when you need to rewrite your application, and you won’t have to waste time in huge queues. After submitting your application for consideration, you will have to wait for an invitation to take photographs.

Which international passport is best for a 1-year-old child?

  • In accordance with current legislation, if parents are going to travel abroad with their child, they will need to issue a separate foreign passport for him.
  • The need for this document
  • is provided regardless of the baby’s age, and even if he was born just a few years ago, he will need an identity card in the territory of another state.
  • In this regard, many parents are thinking about which international passport is best for their child to apply for at the age of 1 and how necessary it is.

What you need to know

A foreign passport is a specialized document that allows a child to travel with his parents outside of Russia or to study in other countries.

In accordance with current legislation, a child can receive this document after his birth, and only the list of documents that may be required to obtain a foreign passport and submit an application will differ with age. A document of either an old or a new type can be issued for a child, and the choice in this case depends on the wishes of the parents.

The current legislation establishes that a child, until the age of fourteen, has the right to cross the border only with those parents whose child is indicated in their foreign passport. At the same time, over time, new documents have been introduced, and therefore, in some situations, a separate identity card must now be issued for the child.

In addition, the need to obtain a separate foreign passport for a child may arise in one of the following situations:

  • the child needs to cross the border without his parents;
  • the parents have an issued biometric passport, which in principle does not include a record of the child;
  • the child travels abroad independently to study.

How the procedure works

The documents required to obtain a foreign passport for a child must be submitted by the child’s legal representative to a multifunctional center or a territorial division of the migration service, along with an application indicating a request to provide this document to the child. After authorized government officials have accepted all the necessary documents from a person, they will be required to provide him with a certificate confirming the fact that all required papers have been received.

Next, the citizen will have to wait until the migration service employees carefully study all the papers provided to them and make a decision on their issue, which in the vast majority of cases takes from one to four months.

It is worth noting the fact that the issuance of a foreign passport for a child without his presence is provided only if the parent applies to the territorial division of the migration service to obtain a document for a child who has not yet turned 14 years old, since otherwise, in accordance with current legislation he will need to independently sign the document received.

Special attention should be paid to the fact that the period during which the procedure for preparing and issuing a new foreign passport will be carried out will directly depend on where exactly the various documents were submitted.

Thus, if a person applies to the nearest multifunctional center located at the place of permanent registration of a citizen, then in this case the procedure for obtaining a foreign passport will take no more than 30 days, and otherwise it may take up to four months.

Among other things, do not forget that this service is paid and requires the payment of the appropriate state fee.

Thus, when issuing an old-style document, you will need to pay 1,000 or 2,000 rubles, depending on whether the child has reached the age of fourteen, while biometric passports are paid at a rate of 2,000 or 3,500 rubles, depending on age.

A receipt confirming payment of the state fee will need to be submitted to government authorities along with a full list of documents.

What type of international passport is best for a child aged 1 year?

Each of the options for a foreign passport has a lot of advantages and disadvantages, and therefore, in order to decide on the most suitable sample, you should first understand the features of each format, and then only make an informed decision.

Biometric

A biometric passport is provided to a child for a period of ten years and includes 46 pages, the first of which is occupied by a specialized microchip, that is, in total, the document includes ten more pages compared to the old-style document.

New biometric passports have many disadvantages, among which the following are worth noting:

  • the child’s appearance is constantly changing, and therefore, in the near future, after issuing a biometric passport, you will have to re-apply to government agencies to obtain a new document, since they can no longer identify the child from the photograph of the old one;
  • the amount of state duty provided for the preparation of this document is an order of magnitude higher compared to the amount paid for an old-style certificate;
  • In any case, the child must, together with his parents, visit the territorial division of the migration service so that the authorized employees of this institution can photograph him in a special photo booth, which, taking into account the long wait in line and a number of other subtleties, makes the procedure extremely lengthy;
  • biometric passports are produced at a specialized Gosznak factory located in Moscow, and therefore those citizens who live in different regions will have to wait quite a long time to receive the required document.

Old style

If we talk about the advantages that distinguish documents drawn up in accordance with the old model, we can highlight several key points:

  • the amount of state duty is much less, and ranges from 1,000 to 2,000 rubles, depending on the age of the child;
  • the child does not have to be personally present at the territorial division of the migration service if he has not reached the age of 14, since in this case he will not necessarily need to put his own signature on the document, and the child can be photographed in any modern photo studio of the parents’ choice;
  • Foreign passports made in accordance with the old model of this document are printed on the territory of the body in which the citizen lives, and therefore it is always possible to put pressure on authorized employees of government bodies in order to speed up the procedure for issuing the required papers.

At the same time, such documents also have certain disadvantages, among which, in particular, the following can be noted:

  • fewer pages compared to a biometric passport, as well as a shorter validity period;
  • all sorts of problems associated with obtaining a visa based on an old-style document;
  • authorized employees of the territorial divisions of the migration service are extremely reluctant to accept documents for processing this old-style document, trying to refuse citizens for a variety of reasons, which is a consequence of an internal instruction that practically prohibits them from processing old documents;
  • in the vast majority of cases, old-style foreign passports are printed only by authorized employees of the territorial division of the migration service, and therefore residents of the region or region have to go to the regional center twice to submit and receive all the necessary documents.

Thus, after weighing all the advantages and disadvantages, each person can make a decision in favor of one document or another independently. In this case, you should very carefully familiarize yourself with all the advantages and disadvantages of each option in order to make the right choice and not regret it in the future.

In this article, we will describe in detail the advantages and disadvantages of these types of international passports and try to decide which international passport is best for a child, depending on various life situations.

When planning a trip abroad, parents of little travelers often ask themselves the question: which international passport is best for their child?

The choice is between a biometric international passport (a new-style international passport with an electronic storage medium) and an old-style international passport (without an electronic storage medium).

Advantages and disadvantages of a biometric passport

Advantages:

A biometric passport is issued for a period of 10 years, contains 46 pages (the first of them is plastic with a microchip), i.e. 10 pages more than the old-style international passport.

Flaws:

  1. The most basic drawback is that the child grows and his appearance changes very quickly; today’s 7-8 year old children will turn into fully grown boys and girls in ten years, which threatens serious problems when crossing the border. That is. The child’s biometric passport will most likely have to be changed much before its expiration date.
  2. The state fee for a biometric international passport for a child is higher than for an old-style international passport and currently amounts to 1,500 rubles. for children under 14 years old and 3500 rubles . for children aged 14 to 18 years.
  3. In any case, a child (even a very small one) will have to be brought to the migration department of the Ministry of Internal Affairs of the Russian Federation (before the reorganization - the Federal Migration Service of Russia) in order to photograph him in a special photo booth, which takes into account the long wait in line, persuasion to take a photo correctly, and even quickly (since “photographers” - employees of the migration department - are very limited in time) can become a very undesirable problem. A child aged 14 to 18 years will have to visit the migration department twice: in order to be photographed and in order to sign the completed passport.
  4. Biometric passports are printed in Moscow at the Gosznak factory; for residents of Russian regions this means additional waiting time for receiving a foreign passport (you must take into account the time of delivery of the foreign passport from Moscow to your locality). Of course, this is extremely undesirable if you have already purchased a ticket for a certain date.

Advantages and disadvantages of an old-style international passport

Advantages:

  1. The state fee for an old-style international passport for a child is currently 1,000 rubles for a child under 14 years old and 2,000 rubles for a child under 14 years of age. for a child 14-18 years old.
  2. A child under the age of 14 years old does not need to be personally present at the migration department of the Ministry of Internal Affairs of the Russian Federation. A child over 14 years old will need to come to the migration department in order to sign the completed international passport.

    You can photograph your child in any photo studio of your choice, without a queue and in a relaxed atmosphere.

    You will take the completed photographs to the officials.

  3. Old-style international passports are printed in your region; if necessary, you can “hurry up” employees who violate the issuance deadlines (in this case, their favorite excuse will not work - the international passports have not yet arrived from the Gosznak factory, and we have nothing to do with it).

Flaws

  1. Fewer pages (36) compared to a biometric passport and shorter validity period (5 years).
  2. Sometimes problems when obtaining a visa with an old-style international passport are cited as a disadvantage. This fact is very controversial.

    The author of this article, due to the nature of her work, constantly faces the issue of international passports and visas; over the past 3 years there has not been a single refusal to issue a visa due to the applicant having an old-style international passport (we are talking about the countries most frequently visited by citizens of the Russian Federation).

    However, if you have any doubts or if your friends or relatives have encountered similar cases, please write about it in the x to this article.

  3. Employees of migration departments are very reluctant to accept documents for old-style international passports, refusing under various pretexts. The reason for this is an internal instruction that practically prohibits them (up to the threat of punishment) from accepting documents for old-style international passports, which, however, contradicts current Russian legislation. You will have to show considerable persistence to submit documents.
  4. In many regions of Russia, old-style international passports are printed only at the territorial migration office of the Ministry of Internal Affairs of the Russian Federation (for a given region) and residents of the region will have to go twice (to submit documents and directly to receive a foreign passport) to the regional (territorial) center.

Some useful tips

Of course, it’s up to you to decide which international passport your child should choose; I just want to give some advice on this matter.

  1. If you cross the border with your child quite often, he is already quite old (his appearance will not change much in 10 years) and the increased state fee for an international passport is not a particular problem for you - feel free to issue a biometric international passport for your child. The problem with queues can be solved in two ways - by contacting an intermediary company (again, if you do not have financial problems, the services of intermediaries are very expensive), or by submitting documents via the Internet (a very good option, I recommend it, I tried it personally).
  2. If you travel abroad 1-2 times a year on vacation, your child is still small, you live in a regional (territorial) center or have the opportunity to come to it and do not want to overpay - we advise you to opt for an old-style international passport. Reluctance You can also overcome officials to accept documents in two ways: either be persistent, or again submit documents via the Internet.

How to make a passport for a child

There are two ways to enable your child to travel abroad. The first way is to enter it into your own international passport (read the article about this: “How to enter a child into your parents’ international passport”). The second way is to make your own passport for the child. Below we will look at the second method.

The procedure for obtaining a passport for a child is not much different from the procedure for an adult. The main difference is a set of documents that must be prepared in advance, and then the procedure for obtaining a foreign passport can begin.

If your child is under 14 years of age, you will need the following documents:

  1. birth certificate of the minor applicant;
  2. passport of a Russian citizen of the legal representative;
  3. a document certifying the Russian citizenship of the minor applicant;
  4. act of the guardianship and trusteeship authority on the appointment of a guardian or trustee (if any);
  5. color photograph (instructions on how to take the necessary photograph yourself if you are applying for a foreign passport through State Services can be found here).
  • The question often arises regarding the third point, what constitutes a document certifying citizenship. A child’s birth certificate can be used as such a document if it contains the following information: - Russian citizenship of both parents or a single parent (regardless of the child’s place of birth); - about the Russian Federation citizenship of one of the parents, if the other parent is stateless or declared missing, or if his location is unknown (regardless of the child’s place of birth);
  • - about the Russian citizenship of one of the parents and the foreign citizenship of the other parent (if the birth certificate was issued on the territory of the Russian Federation).
  • If your child’s age is from 14 to 18 years, then his passport must be added to the above list and a document that confirms the child’s citizenship is not required.

The cost of producing a foreign passport for a child under 14 years old is 2,500 rubles if paid through a bank and 1,750 rubles if payment is made through State Services. If the child is between 14 and 18 years old, then the cost through the bank is 5,000 rubles, and through State Services 3,500 rubles.

Having collected this package of documents, you can go to the MFC (read the article: “How to apply for a foreign passport through the MFC step by step”) or submit an application through State Services, here are step-by-step instructions for obtaining an adult, but it differs only in the set of documents, so you can use it .

Which passport is better: old or new?

The age of the person for whom the passport is issued.

If a foreign passport is issued to a child, then in this case there is no need to issue a new passport.

It is quite possible that the child’s appearance will change so much over the 10 years during which the passport is valid that he will look completely different from the one in the passport photo.

In addition, when applying for a new international passport, the child must be photographed using special equipment, which is available only in migration departments.

To do this, in most cases you have to stand in line with your child and then persuade him to take a photo in a special booth, which is not always possible to do quickly.

Currently, there is an alternative option for obtaining a foreign passport - submitting an application via the Internet (government services).

But at the same time, a child of any age must visit the unit for digital photography, and from the age of 12, scan the papillary patterns of the fingers.

You can learn how to use this option when issuing a foreign passport for your child from this article.

  • How often does the passport holder intend to travel abroad?
  • For those who frequently travel abroad and intend to do so continuously for a long time, a biometric passport is more suitable, as it has more pages and a longer validity period.
  • Is it planned to change the owner’s personal data?
  • The most common example of this property is changing the surname upon marriage.
  • For example, if a girl is going to get married and therefore change her surname to her husband’s surname, then she does not need to apply for a new type of foreign passport on the eve of this event. By changing her last name, she will have to not only replace her internal Russian passport, but also apply for a new international passport.
  • The financial situation of the applicant.
  • If the financial capabilities of the applicant allow, then taking into account the above, preference in most cases is given to a foreign passport containing an electronic storage medium, since it is a new generation document and has the highest degree of protection.
  1. Possibility to influence the production time of a foreign passport.
  2. In accordance with current legislation, the production time for old and new passports is no different from each other.
  3. It should be borne in mind that the biometric passport is produced at the Goznak factory and it is almost impossible to influence the time it takes to issue it.
  4. Sometimes the deadline for the production of a new passport is violated due to technical failures in the operation of the equipment.
  5. The old-style document is drawn up at the territorial department for migration; under certain conditions, as an exception, it can be issued earlier than the established deadline.
