The procedure for exporting pets outside of Russia

If a pet owner is planning a trip abroad with his animal, then in addition to his own documents, he will need to collect a package of materials for the dog or cat. Note that the list of papers for an animal is not much inferior to the documentation provided by a person.

The procedure for preparing for the trip is as follows:

  1. Check the current rules for importing pets into a specific country on the official website of the consulate, as they change regularly.
  2. Collect a package of documents, undergo vaccination, examination and replace the current veterinary passport with an international sample, if it is not one.
  3. Check that the information in the documents complies with the import rules.
  4. Have the animal microchipped. Almost all states today impose this rule even if there is a stigma.

Depending on the country of entry, you may need to undergo additional procedures related to testing. In this regard, it is important to know the exact list of requirements at least two months before the trip.

Moving across the border of the Customs Union

The rules for the import of animals into the territory of the participating countries of the Customs Union are fixed in Decision 569 of the Commission. They include the following items:

  1. We allow the import of one or two animals along with the owner.
  2. An international veterinary passport is used as the main document. International veterinary passport for cats and dogs
  3. It is necessary that the animal be vaccinated.
  4. Within five days before the trip, you should undergo an examination at a certified clinic and obtain a conclusion that the animal is healthy.

It is not necessary to undergo quarantine or obtain an import permit. As for chipping, despite the fact that this is not specified in the rules, the additions made indicate the need to undergo the procedure.

Moving pets other than cats and dogs

Most often the border is crossed with dogs or cats, however, other types of pets are also popular today. Each of them has certain requirements associated with vaccination. Let's consider the rules specified in regulations:

For all types of animals

  • Viral encephalomyelitis of all types, trypanosomiasis (Chagas disease) - within the last 12 months in the country;
  • anthrax - within the last 20 days on the farm.

For foxes, arctic foxes

  • Aujeszky's diseases, tularemia, dermatophytoses (trichophytosis, microsporia) - within the last 12 months in the administrative territory;
  • rabies, tuberculosis - during the last 6 months in the administrative territory or on the farm;

During quarantine, a complete clinical examination and diagnostic studies are carried out:

  • foxes, arctic foxes, minks - for toxoplasmosis;
  • cats - for dermatophytoses.

Thus, various types of animals can be taken outside the Russian Federation, but they must be healthy and live in areas where there is no spread of dangerous diseases.

Import of animals into Russia

Russia is a member of the Eurasian Economic Union, therefore, the rules for the import of pets are standard and determined by Decision 317 of the Customs Union Commission. The main aspects associated with the import of dogs and cats that permanently reside with the owner:

  • We allow the import of no more than two heads per person;
  • quarantine is not necessary;
  • no need to obtain permission;
  • An international veterinary passport is required.

The document must indicate two points. Firstly, the fact that the animal was examined at the clinic no earlier than five days before the trip. Secondly, vaccination records.

The list of vaccines that must be given to animals is shown in the table:

Rules for the export of temporarily imported animals

  1. If the state does not impose requirements for the presence of a certificate of inspection on the territory of the Russian Federation, then you can export your pet using standard documents.
  2. If, according to bilateral agreements between states, it is established that all animals, even those temporarily arriving in Russia, need to be examined, then it is necessary to contact the regional veterinary service office and undergo an examination.

Conflict situations can also arise at the border if the supervising veterinarian has doubts about the health of the pet. In such a situation, it is advisable to contact a higher department - the Rosselkhoznadzor department.

Required documents

The exact list of documents required to travel with an animal is presented on the official websites of the country's consulates. Let's look at the basic rules:

  1. On the territory of the Russian Federation - a veterinary passport, pedigree (for purebred dogs) or a chip.
  2. To the countries of the Customs Union - an international veterinary passport and a chip.
  3. Outside Russia and the Customs Union - an international veterinary passport, a chip, in some countries the results of a rabies antibody test. Rabies test results

When traveling with an animal to EU countries, you will also need to draw up two additional documents. Firstly, a veterinary certificate according to EU standards. Secondly, a declaration reflecting non-commercial purposes.

 

Transportation of animals by rail

The official website of Russian Railways provides a detailed list of requirements for transporting animals, as well as the types of cars in which this is permissible. Please note that large breed dogs can be transported in a compartment if a separate seat is purchased for the pet, and other shelves are occupied by persons accompanying the owner and the dog.

Crossing the state border with an animal is permissible only where there are veterinary control points. When choosing a route, you should carefully study at which points they are present.

Rules for transporting animals by Aeroflot

The largest Russian air carrier allows the transportation of pets on the plane, but sets certain requirements. Let's study them in more detail:

  1. Only an adult capable citizen can transport an animal.
  2. The pet is checked in as a non-standard type of baggage.
  3. Transportation is permissible both in the cabin and in the luggage compartment. Depends on the size of the animal.

The following are not allowed for transportation by plane:

  • dogs belonging to brachiocephalic breeds;
  • rodents;
  • reptiles;
  • arthropods;
  • fish and sea and river animals requiring transportation in water;
  • animals and birds that are not domesticated, large predators, wild cats, large feline predators;
  • sick and experimental animals and birds;
  • animals whose weight together with the container exceeds 50 kg.

It is important to carefully review the carrying requirements before traveling. For example, the dog should be able to stand up to its full height in the container and turn around calmly.

Grounds for refusal to transport an animal

  • there is no quota for transporting animals on a flight;
  • it is impossible to ensure proper conditions in the luggage compartment, for example, due to an unheated luggage compartment;
  • there is a prohibition or restriction on the import or export of animals by a passenger as baggage in accordance with the legislation of the country into, from or through the territory of which transportation is carried out.

In this regard, it is advisable to clarify in advance the permissibility of flying with a pet.

Refusal at check-in

  1. The transportation of the animal was not pre-agreed.
  2. The breed of the dog does not match the one previously specified by the passenger.
  3. The owner does not have the necessary veterinary accompanying documents.
  4. Transportation of the animal is not paid for.
  5. There is a threat to the health and safety of other people due to the fact that the container does not meet the airline's requirements, the dog transported in the passenger cabin without a container does not have a muzzle, collar or leash, and the owner does not control the dog's behavior.

It is recommended to think through and prepare in advance everything necessary for transporting your pet. This will not only avoid problems during boarding, but also make the flight comfortable for yourself, the airline and the animal.

The times when paws and tails were sufficient identification for dogs and cats are, alas, gone. Now your pet’s package of documents is practically no different from a human’s. Moreover, they have an identification chip. The set of documents for traveling with a dog depends on where you decide to go.

To travel with a dog in Russia you will need a veterinary passport; a document confirming the right to a dog (just in case). If you plan to change ownership or participate in an exhibition during your trip, you must register

The dog must be vaccinated against rabies, canine distemper, hepatitis, viral enteritis, parvo and adenovirus infections, leptospirosis in the last 12 months.

Now about all the documents in more detail. They can be divided into two categories:

The first veterinary passport is usually issued by the breeder; the dog owner is only required to fill it out in a timely manner (noting vaccinations, chip information, treatment with helminthics, flea and tick medications).

If you are planning a trip to foreign countries, you must duplicate the entries on the first page of your veterinary passport in English. By the decision of the Board of the Eurasian Economic Commission dated December 25.

2012 No. 307 On amendments to the Unified Veterinary (Veterinary and Sanitary) Requirements for goods subject to veterinary control (supervision), the form of the Animal Veterinary Passport was approved.

According to the Procedure for filling out a veterinary passport for an animal, approved by the same Decision, the passport is issued by a veterinarian of a state institution operating in the field of veterinary medicine on the initiative of the animal owner for dogs and cats.

What is the test for? A number of countries (EU countries, Taiwan, UAE and some others) have established a requirement that if an animal enters from the territory of a state with an unfavorable rabies situation (for example, Ukraine, Turkey), then it must have a test for antibodies to rabies, according to which the animal’s body after rabies vaccination has produced antibodies in an amount of 0.5 IU/ml or more. Moreover, the requirement also applies to situations when you are traveling through a country with an unfavorable rabies situation (except in the case of air transit, if you did not leave the airport area). To enter Japan, an antibody test is required for all dogs, except for residents of a number of island states, and the test is valid for 2 years from the day the samples were taken. Since May 1, 2010, Israel (document Animal Disease Ordinance (Animal Imports), 5734 – 1974) has established a mandatory test for ALL dogs entering the country. The test should be done no earlier than 30 days after vaccination. Basically, it is enough to do the test once in a lifetime, provided that the revaccination deadlines are met. In order for the test results to be recognized by other countries, it must be done in an internationally accredited laboratory.

Rules for transporting animals in different modes of transport

When going on a trip, a person most often takes hand luggage and baggage with him; less often - travels light; even less often - he travels with animals, domestic, wild, experimental, and so on.

And, of course, they need to pay much more attention than bags, trunks and suitcases - which is why the traveler has to adhere to special standards established by the legislator or the carrier.

What rules for transporting animals apply in Russia in 2020 are in the next article.

Legal basis

In accordance with Article 27 of the Russian Constitution, a citizen has the right to move throughout the country without any restrictions, both with and without animals.

In addition, Article 1211 of the Civil Code guarantees the traveler the right to use the services of operators and carriers in accordance with general legislation and the concluded contract for the provision of services.

Thus, a person moving with one or more animals cannot be limited in his basic right, but must be guided by:

  • current regulations;
  • carrier rules.

One of the main documents regulating the transportation of birds, mammals, reptiles and so on is the Law “On Veterinary Medicine” No. 4979-1 with the latest amendments dated August 2, 2019. In accordance with Article 13 of this act, the process is carried out:

  1. With permission from the veterinary service.
  2. In compliance with current sanitary and epidemiological standards.

The second point implies that in certain situations, the rules for transporting animals may change, from partial to complete prohibition, regardless of the will of the operator; That is why the standards given below are of a reference and not absolute nature.

Required documents

Depending on the type of animal and the current situation, moving within the country, as well as outside its borders, may require a wide variety of papers, including a receipt from the seller and the conclusion of the transport commission. However, in most cases, a person who wants to travel with a pet only needs two documents:

  1. Veterinary passport. It is completed at the clinic and contains information about the breed, special characteristics, vaccinations, previous diseases and other important information.
  2. Certificates in form No. 1. Used to confirm that the animal has no dangerous diseases at the beginning of the trip, as well as quarantine in the region where it is kept; issued only by a public service veterinarian.

The first document should ideally be created immediately after the animal appears in the house; the second is to receive it at least five days before the start of the trip. The certificate is usually issued on the day of application; If you plan to visit an exhibition with your pet, you should instead receive a document in form No. 4.

Veterinary measures

It is highly recommended to clarify the rules for transporting animals in Russia and abroad ten to fifteen days before travel, with the operator, the state veterinary service or the embassy of the country of arrival; This is especially true for citizens traveling with rare, Red Book and exotic species.

However, several general requirements can be identified:

  1. The object of transportation must be chipped and, accordingly, entered into the electronic database. This condition is necessary for the countries of the European Union, North America and some other states and extremely desirable for the CIS, including Russia.
  2. The animal must be vaccinated. The main vaccine, against rabies, is given a month before the start of travel and is valid for a year. Depending on the conditions listed above, other vaccinations may be required.

Among other things, proper transportation requires collars, muzzles, regular and reinforced cages, etc. - all of this must be purchased in advance.

Good to know:

Transportation by car

When traveling in your own vehicle, documents will not be required if:

  • the movement is carried out within the boundaries of a populated area;
  • or within the owner's region of residence.

In other cases, a driver stopped by a traffic police officer or another structure of the Ministry of Internal Affairs and who does not have the papers listed above will be fined; the basis for the emergence of administrative liability and its amount will be discussed in more detail in the final section.

Although the owner can theoretically place the pet in his car as he pleases, simple rules dictated by common sense should be followed:

  1. Due to its position, dimensions or possible movements, the object of transportation should not interfere with control or obscure the road surface. In particular, rodents, cats and small dogs must be kept as far as possible from the control pedals - otherwise the motorist simply will not have time to brake at a critical moment.
  2. It is best to place animals in cages. It is impossible to predict their behavior, therefore, in order to avoid tragedy, uncontrolled actions should be limited during the journey.
  3. It is recommended to use special rugs, bedding, etc. To avoid damage to the interior, it is necessary to cover the seats, the floor, and also insulate the door trim.

You should clarify the rules for transporting animals in taxis and other hired vehicles when ordering; With a high degree of probability, you will have to pay extra for the presence of mammals, birds, insects, etc. in the cabin.

Railway connection

The following basic rules for the transportation of animals apply on Russian Railways trains:

  1. A passenger may, for a fee, carry pets and/or birds with him - one seat per ticket, no more than two animals per seat.
  2. Categories permitted for transportation:
  • cats;
  • dogs;
  • rodents (squirrels, hamsters, guinea pigs, rabbits, rats);
  • non-venomous reptiles (turtles, snakes, lizards, chameleons);
  • non-poisonous amphibians (frogs, toads, newts, axolotls);
  • aquarium fish and shellfish (snails, shells);
  • birds (pigeons, parrots, chickens, ducks, pheasants, hawks);
  • arthropods, except those listed in the Red Book.
  1. All of these categories, with the exception of large dogs, are placed in containers suitable for transportation (cages, boxes, containers) and take up space for hand luggage while the train is moving. The sum of three dimensions on the outside of the vehicle should not exceed 1.8 meters.
  2. Large dogs, including service dogs, must be transported in separate compartments, with full purchase of all seats, but without additional payment for the fact of transportation.
  3. Guide dogs accompanying blind and visually impaired passengers travel with them, always wearing a collar and muzzle.
  4. Under the conditions listed above, wild animals, regardless of type and size, cannot be transported on trains.
  5. When traveling around Russia, it is not necessary to present a veterinary passport and a certificate of absence of quarantine; At the same time, the passenger must obtain a transportation receipt from the ticket office in advance.

In addition, depending on the class of carriage, the following bonuses and restrictions apply:

  • luxury - no additional charge, transportation of large dogs is prohibited;
  • sleeping cars and compartments - at no additional cost, you can take one large dog with you if the owner has purchased all seats (except for categories 1D and 2D);
  • "sit-in" cars - transportation is not allowed (except for categories 1B, 2B, 3ZH, 3C);
  • reserved seat - transportation is prohibited (except for categories 3D and 3U).

All of the listed categories of animals are allowed to be transported on commuter trains (electric trains). At the same time, small dogs, provided that the owner holds them in his arms, can be transported without a travel crate, while large dogs must be kept in the vestibule during the trip.

To cross the border, the owner of the animal will need to present the above documents; if they are missing, it will not be possible to continue the journey. In addition, depending on the destination, you may need to go through customs control.

Air traffic

On planes within Russia, animals for transportation are checked in as non-standard baggage; For their transportation, the traveler will have to pay a certain amount in accordance with the operator’s tariffs. In most cases it is prohibited to transport:

  • wild animals;
  • brachycephalic dogs: Dogues de Bordeaux, Japanese Chins, Bulldogs, Boxers, Pekingese and so on;
  • rodents of all types;
  • amphibians, reptiles, fish and arthropods;
  • experimental and infected animals.

In addition, pets whose weight in the container exceeds 50 kilograms are not accepted for transportation.

A citizen can take “special cargo” with him into the cabin or place it in the luggage compartment; the exception is fighting dogs transported in isolation from other passengers. Guide dogs travel with their owner, provided the latter has a certificate of disability.

In all cases, to board a plane, you must present a veterinary passport with vaccination marks, as well as a certificate of absence of quarantine. To transport a pet abroad, additional documents and certificates may be required.

Liability for violation of transportation standards

In accordance with Article 10.8, paragraph 1 of the Code of Administrative Offenses, for failure to comply with state requirements for the transportation of pets, a citizen will have to pay a fine of 500–1000 rubles. For officials, this amount increases to 3–5 thousand rubles; for legal entities - up to 10–20 thousand rubles.

Abroad with an animal: rules for importation into different countries

Also, animals from some countries are required to provide a certificate of rabies antibodies, but animals from other countries are not. That is, it depends on the country you are coming from.

And now about the general and different rules of each specific country.

Europe

In Europe, there are both uniform standards for the import of animals and individual ones for each country. As a general rule, the following documents are required:

  • veterinary passport with a completed vaccination and anthelmintic schedule;
  • subcutaneous microchip;
  • certificate with a negative rabies test;
  • international certificate of animal health (international certificate).

You cannot fly to the UK with a cat or dog. There they will be in such a quarantine that there won’t be enough vacation.

To transport a cat or dog to Iceland, you need permission from the Ministry of Economy and National Economy of this country. If a person arrives with an animal without permission, the animal is confiscated and may be killed. If there is permission, the cat or dog is still sent to a six-month quarantine.

When importing pets to Malta, they also undergo a six-month quarantine.

The import of animals under 3 months of age is prohibited in France.

As you can see, some European countries have strict rules on the import of animals. For this reason, before traveling, we recommend that you go to the website of the Ministry of Foreign Affairs of your country and look at the rules of a particular state or contact the consulate. Rules tend to change and become stricter.

Türkiye

Flying with a cat or dog to Turkey is not difficult. Here are the minimum document requirements:

  • veterinary passport with a completed vaccination and anthelmintic schedule;
  • microchip or collar with information about the animal and its owners;
  • certificate for rabies antibodies confirming that the animal is healthy;
  • international veterinary certificate.

One person can take a maximum of two pets on the plane.

USA

Despite strict entry and visa rules for people, the United States is quite friendly towards animals. To transport a cat or dog to this country, nothing supernatural is required:

  • veterinary passport with all vaccinations and deworming;
  • international health certificate;
  • import declaration (filled out at the airport);
  • microchip (they say that they don’t actually ask about it, but it’s better to install it).

Canada

To import into Canada, an animal must be declared at the border. This can only be done if you have an international health certificate in English or French and a veterinary passport with vaccinations. Kittens and puppies up to 3 months old are sent to a 30-day quarantine.

UAE

The rules for importing cats into the United Arab Emirates (UAE) are simple, but bureaucratic. A lot of documents are required here:

  • veterinary passport with completed vaccine fields;
  • certificate of negative test for the rabies virus;
  • international certificate of animal health;
  • microchip;
  • import permit from the UAE Ministry of Environment and Water, which must be issued in advance.

Cyprus

For Cyprus, all standard documents must be completed (health certificate, veterinary passport, microchip), but you will also need to notify the Veterinary Service of entry.

Cuba

An animal's veterinary passport and vaccination certificate are mandatory conditions for importing pets to Cuba, but this is not enough. A health certificate from a state veterinary clinic must be translated and certified by the Consulate General of your country.

Israel

To import a cat to Israel, the following documents are required:

  • veterinary passport with vaccinations;
  • certificate of rabies antibodies;
  • international health certificate;
  • animal import declaration;
  • a statement to the port service (if you are arriving by sea) stating that you are transporting an animal;
  • microchip.

One person is allowed to bring two cats or a cat and a dog. The animal must be over 4 months old.

Thailand

Thailand requires the following documents:

  • veterinary passport with vaccinations;
  • written notification to the airport veterinary service that you are going to bring an animal (sent by email);
  • international health certificate.

The animal must be in the country of export from birth or at least six months before leaving for Thailand.

Cambodia

All you need is a veterinary passport and a health certificate for the animal. We will not be surprised that if there are no such documents, they will let you through anyway if you give some money: the country is extremely corrupt. Vietnam

As in Cambodia, you will need a veterinary passport with vaccinations and an international certificate of animal health. True, if you don’t have these documents, don’t try to give a bribe: Vietnam is not Cambodia. It is interesting that, despite permission to import pets into the country, they are not transported on airplanes within Vietnam itself.

Egypt

You are allowed to carry a maximum of two pets as checked baggage on one flight. The documents required for this are minimal: a veterinary passport with vaccinations and an international certificate of animal health.

Morocco and Tunisia

You will need a veterinary passport with vaccinations and an international health certificate.

Kenya

An international health certificate for a cat or dog, vaccination information and a health insurance policy are the documents required to travel with an animal to Kenya. But if the veterinary service does not like the appearance of the animal and suspects that it is sick, it can send it to quarantine.

Tanzania

In Tanzania, even despite the presence of a certificate of health of the animal and all vaccinations given in the veterinary passport, the animal will be sent to quarantine.

South Africa

An international vaccination certificate and a microchip with all vaccinations will be enough to enter South Africa.

Namibia

In addition to a certificate with a vaccination mark, to enter Namibia you will need a certificate from the veterinary inspection of this country, which is issued in advance through the Ministry of Agriculture and the Veterinary Service.

Maldives

The rules here are standard, that is, you need a veterinary passport, a microchip and an international certificate of satisfactory health.

India

When importing cats and dogs into India, a passport and a veterinary certificate obtained at the airport of departure are required. If such a certificate is not issued, the animal will be quarantined for 2 to 7 days.

Sri Lanka

The conditions are similar to India, only the quarantine in the absence of documents is long, so it’s not worth taking risks and flying without them.

Dominican Republic

To transport a cat or dog to the Dominican Republic, you will need a veterinary certificate and a passport with vaccinations. At the airport of the Dominican Republic, based on the certificate, they will give official permission to transport the animal, for which you will have to pay extra.

Georgia

In Georgia, standard rules apply, which require the presence of a microchip, a veterinary passport with completed vaccine fields, an international certificate of animal health and a negative test for rabies, which is confirmed by a certificate.

China

In this harsh country, the animal is immediately quarantined for up to 1 month, so it is not recommended to travel here with pets.

Malaysia

Upon arrival in the country, you must obtain a permit to import the animal. To do this, fill out a form in English and send it, along with a list of vaccinations, to the Malaysian Veterinary Service. The permit is issued within 24 hours for 30 days. To obtain it, you must have a health certificate in English and a veterinary passport with vaccinations.

Once a permit is issued to bring a cat or dog into Malaysia, it will be quarantined for at least a week. If an infection is detected (or even only if suspected), the animal may be killed. In general, we do not recommend flying with your pet to Malaysia.

Indonesia

The MURKOTIKI website also does not recommend traveling to Indonesia with an animal, because he will be quarantined for 2 weeks, where conditions are extremely unfavorable. In addition, anti-rabies campaigns are periodically conducted in the country; during this time, the import of dogs and cats into the country is prohibited.

Singapore

To import animals, you must obtain a permit from the Veterinary Authority of Singapore.

Philippines

To import animals to the Philippines, you need the following documents: veterinary passport with vaccinations, veterinary certificate of animal health, permission to export from your country.

Japan

The animal is issued a certificate of Approval of Import Inspection of Animals from the Animal Quarantine Service of Japan. To obtain a certificate, an application is sent to this service 40 days before import. If such permission is not issued, the animal will be placed in expensive quarantine at your expense for up to 180 days or sent back.

In order to pass veterinary control faster, it is recommended to install a microchip (ISO 11784 or 11785) with information about the animal and vaccinations.

Jamaica

The import of pets into the country is prohibited.

Brazil

Cats and dogs can be imported into Brazil if they have an international veterinary certificate and a passport with information on vaccines.

Argentina

When importing pets, you must have a veterinary certificate endorsed by the consul and a certificate of vaccinations.

Mexico

Pets must have an international veterinary certificate and a passport indicating the dates of vaccination and medications used.

Peru

If you want to travel with your pet to Peru, you must obtain an international veterinary passport and a health certificate. All required vaccinations must be up to date. No microchip required.

Chile

To import pets into Chile, a standard international certificate of satisfactory health and a veterinary passport with vaccinations will suffice. Based on these documents, an import permit will be issued upon entry: the procedure takes about 1 hour.

Australia

The importation of cats and dogs into Australia is only permitted from countries that do not pose a biological threat. This is a small list that does not include Russia, Ukraine and Belarus. That is, our people cannot go to Australia with their animals.

But if you really need it, for example, you are moving there for permanent residence, you will have to apply for a special permit. And if imported with permission, the animal will still be quarantined. Its duration depends on the country of export.

Instructions: how to travel abroad with an animal

Step #1. First of all, carefully study the veterinary and sanitary requirements of the country you plan to visit

  • Some countries have restrictions on the import of certain animals: for example, bull terriers, Rottweilers and other dog breeds cannot be imported into Israel.
  • Most countries prohibit the import of dogs, cats and other pets that have not been vaccinated against rabies.
  • Please note that country requirements may change, so please ensure they are up to date before travelling.
  • If you plan to visit several countries or are traveling in transit, find out the veterinary and sanitary requirements of all states in whose territory you will be with the animal.

It is also important to call the airline you choose to travel with to find out the rules for transporting animals. Not all pets are accepted on board the plane. For example, Aeroflot does not accept turtles, snakes, guinea pigs, bulldogs, pugs and some other breeds of dogs for carriage either in hand luggage or checked baggage.

Such animals can be transported to another country as cargo, that is, unaccompanied baggage.

Step #2. Contact the animal disease control station (at the actual place where the animal is kept)

At the animal disease control station (ADCS), your pet will be prepared for the trip: they will do the necessary treatments, microchipping, vaccinations and will make most of the necessary notes in the international veterinary passport. You can obtain a veterinary passport of the established form (an example of a completed document) there.

Chipping

The first thing you need to do to import an animal into most countries is to have it microchipped. The veterinarian inserts a microchip under the skin in the animal’s withers area (painless procedure) and enters the individual microchip number in the veterinary passport indicating the date of the procedure. The data of all microchips is entered into the international Animal-ID database.

Generally, the microchip must meet ISO11784/11785 international quality standards. Some countries recognize different standards.

Vaccination against rabies

Vaccination against rabies is another mandatory requirement for traveling with an animal abroad (vaccination is also required for traveling with an animal in Russia). This vaccination is required for dogs, cats, domestic ferrets, rabbits and other carnivores.

Even if you are not planning to travel with your pet, vaccination against rabies and other infections should be carried out every year, unless otherwise provided in the instructions for use of the drug.

Please note that the date of administration of the rabies vaccine should not precede the date of implantation of the chip. If the animal has already been vaccinated this year, but microchipping has only been done now, the rabies vaccination will have to be done again.

For most countries, vaccination must be completed no later than 21 days before crossing the border. This time is needed for the animal's blood to develop antibodies to the rabies virus.

For some countries (for example, Israel, the United Arab Emirates, Taiwan, Japan), in addition to the vaccination itself, you will need to take a test for the strength of immunity to the rabies virus (the next step).

The test is carried out strictly in accredited centers; it cannot be taken at the regional animal disease control station.

Other vaccinations and treatments

In addition to the rabies vaccine, the animal needs other vaccinations.

Dogs are vaccinated against distemper, hepatitis, parvovirus infections and adenovirus infections, leptospirosis (unless they have been treated prophylactically with dehydrostreptomycin or a substance registered in the exporting country that provides an equivalent effect). Cats – against panleukopenia.

Ferrets – against canine distemper, viral enteritis, pseudomonosis. Rabbits – against myxomatosis and viral hemorrhagic disease. There are also special tests and procedures for birds and other animals.

You need to find out about the procedures you need in advance at the consulate of the country to which you and your pet are going.

Also, at the animal disease control station, it is necessary to treat the animal against echinococcosis (tapeworms), indicating in the animal’s veterinary passport the name of the drug and its manufacturer, the date and time of treatment. Treatment against echinococcosis is carried out no earlier than 120 hours and no later than 24 hours before the animal is imported into the European Union.

Step #3. Take a test to determine the strength of the animal's immunity to the rabies virus

To travel to the countries of the European Union, the CIS, the Eurasian Economic Union and many other countries, you will not need this study. However, to visit the United Arab Emirates, Taiwan, Japan, Israel and some other countries, 21 days after vaccinating an animal against rabies, you need to take a test for the presence of antibodies to a dangerous virus in its blood.

This study is carried out in accredited laboratories. For example, in the Clinical Diagnostic Center of the Federal State Budgetary Institution “VGNKI” (Moscow), the Federal State Budgetary Institution “ARRIAH” (Vladimir) and in some other centers in Moscow. If you live in another city, you will need to send a blood sample from the animal to one of the accredited centers for testing.

If you are planning a trip with your pet to Japan or Taiwan, a test to determine the strength of the animal’s immunity to the rabies virus can only be taken at the Clinical Diagnostic Center of the Federal State Budgetary Institution "VGNKI" subordinate to Rosselkhoznadzor.

The test results will be ready in 5-14 days - you can choose a standard or express test.

Step #4. Complete the accompanying documents

To cross the border, a vaccinated animal that is prepared for travel only needs to obtain an international veterinary passport in advance.

If it is absent or the animal is being moved not for personal use, but for sale or transfer to another owner, a veterinary certificate of Form No. 1 must be issued before the trip. The certificate is issued at the regional Animal Disease Control Station in the Mercury information system and then printed on paper.

  1. If animals are moved to the CIS countries (Ukraine, Moldova, Tajikistan, Uzbekistan, Turkmenistan), the certificate is also issued at the regional animal disease control station in the Mercury information system and then printed on paper with degrees of protection (strict reporting form).
  2. If you are traveling to the countries of the Eurasian Economic Union (Belarus, Kazakhstan, Armenia, Kyrgyzstan), instead of a certificate, a veterinary certificate of the Customs Union Form No. 1 is issued.
  3. A certificate or certificate can be issued 5 days before the date of shipment of the animal.

Step #5. Go through veterinary control at the airport

  • To undergo veterinary control at the airport, you will need an international animal passport with data on the results of all vaccinations and studies, or a veterinary certificate of Form No. 1 or a veterinary certificate of the Customs Union of Form No. 1 when traveling to Belarus, Kazakhstan, Armenia and Kyrgyzstan.
  • If you are traveling to the CIS countries, a veterinary certificate of Form No. 1 is sufficient for the animal along the entire route.
  • When traveling to Belarus, Kazakhstan, Armenia and Kyrgyzstan, a veterinary certificate of the Customs Union, Form No. 1, is sufficient.

If you are traveling to the European Union, Rosselkhoznadzor employees will issue a European certificate for your animal at the airport. If your destination is any other country not listed above, then you will be issued a Form 5a certificate.

When leaving for the airport, allow extra time to complete these procedures.

If you are traveling by train or car, you need to obtain a Form 5a certificate or Eurocertificate in advance. In Moscow, this can be done at the Clinical Diagnostic Center of the Federal State Budgetary Institution "VGNKI" or in the office of the Rosselkhoznadzor Office for Moscow, Moscow and Tula regions. In other cities and regions, you must contact the territorial department of Rosselkhoznadzor.

When do you need permission from Rosselkhoznadzor?

You can take out a pet that permanently lives with you (dog, cat, ferret, rabbit, parrot, hamster and others, with some exceptions) without permission from Rosselkhoznadzor. A permit is required if you are bringing an animal for sale.

Homecoming

When returning to Russia no later than 90 days later, you just need to present at the border crossing point or at the airport a 5a certificate issued by Rosselkhoznadzor when exporting the animal, or an international veterinary passport.

If you stay abroad for a period of more than 90 days, it is possible to import an animal into Russia accompanied by an international passport, provided that it contains a mark from the competent authority of the country from which you are leaving, about a clinical examination of the pet within fourteen days before dispatch.

The mark of the competent authority means entering into the international passport a record of a clinical examination confirming that the animal is healthy. This entry must be endorsed by the signature and seal of a veterinarian of the exporting country authorized by the competent authority.

Export of exotic and rare animals

If your pet is on the CITES list, permission to export it must be obtained from Rosprirodnadzor. CITES is the Convention on International Trade in Endangered Species of Wild Fauna and Flora. Here you will find a list of animals (in Latin) that require a CITES permit.

Each country has separate rules for the import of animals (quarantining animals, vaccination against rabies with a vaccine declared by the exporting country, microchipping, etc.). In this regard, we advise you to clarify the necessary information at the relevant consulate or at the departments carrying out veterinary control.

The unified list of goods subject to veterinary control (supervision), as well as the Unified veterinary (veterinary and sanitary) requirements for goods subject to veterinary control (supervision), were approved by the Decision of the Customs Union Commission dated June 18, 2010.   • In accordance with subparagraph 2) of paragraph 1 of Article 260 of the Customs Code of the Eurasian Economic Union (hereinafter referred to as the Code), goods for personal use, with the exception of vehicles for personal use, transported across the customs border of the Eurasian Economic Union (hereinafter referred to as the Code) are subject to customs declaration in writing.   • Thus, an individual moving his pet, subject to veterinary control and, accordingly, customs declaration, must follow the “red” corridor (if there is a double corridor technological system) and fill out the passenger customs declaration in 2 copies, one of which remains in customs authority, and the second is given to the individual.
  • In accordance with paragraph 10 of Annex 4 to the decision of the Council of the Eurasian Economic Commission of December 20, 2019 No. 107 “On certain issues related to goods for personal use” (decision No. 107), domestic animals, including those used for hunting, sports, tourism , in quantities necessary for use during the period of stay in the customs territory of the Union, may be temporarily imported by foreign individuals for the period of their stay in the customs territory of the Union without paying customs duties and taxes, regardless of the cost and (or) weight of such goods.
  • The import of animals by persons permanently residing in the customs territory of the Union is carried out in the manner established by decision No. 107, with or without payment of customs duties and taxes, depending on the weight and value of the animal.
  • If an individual, when entering the customs territory of the Union, has a copy of the passenger customs declaration filled out in relation to the animal when leaving the customs territory of the Union with marks from the customs authority, the weight and cost of the transported animal is not included in the general norms for duty-free import of goods.

Additionally, we inform you that in accordance with decision No. 317, it is allowed to import into the territory of the Union dogs and cats transported for personal use in an amount of no more than 2 animals, without an import permit and quarantine, accompanied by an international passport, which in this case is equivalent to veterinary certificate, provided it contains a note from the competent authority that a clinical examination has been carried out within 14 days before shipment. When importing from third countries, re-issuance of an international passport in the country of destination for a veterinary accompanying document is not required.
