Product creation
For the first time, Muscovite social cards appeared among city residents in the early 2000s. The inspiration for its creation was the then mayor of the capital, who, together with a group of like-minded people, developed a large-scale project “Electronic Moscow”. Residents of the capital know little about it, but the first stage of the project’s implementation - the social plastic card - is highly rated.
In August 2001, Yuri Luzhkov signed an order to introduce as an experiment a special electronic product that takes into account and outlines the range of benefits. Depending on the category into which a city dweller falls, the benefits on a Muscovite’s social card also change.
Information sheet
The plastic product is gradually expanding its functionality. Citizens connect applications to the card, thanks to which they use it as a traditional payment instrument. This service is available to every product holder, but not everyone has an idea about it.
A few words about appearance
Everyone who is entitled to a social card should know that it is personal. It is prohibited to give it to anyone. It is easy to check the ownership of this plastic product - all information about the owner is encrypted inside. Identification data can be given in list form:
- last name, first name and patronymic;
- Date of Birth;
- owner's gender;
- assigned social number;
- information from the general health insurance policy;
- insurance certificate number (if available).
Before introducing the product into operation, officials worked through a list of possible benefits and formed groups of citizens to whom they are available. Each benefit is assigned its own digital code.
When you issue a card, they are entered into its electronic memory. You can find out what benefits a social card provides by reading the information stored in memory.
In the same way, other opportunities that the product gives to its holder are written down.
The plastic product has its own logo and assigned number. On one side there is information about the date of issue and terms of use. Everyone who is issued a social card is informed by responsible persons that it can be used for five years.
Product classification
At first glance, it seems that all Muscovite social cards are the same. Outwardly this is true, but they have a clear classification:
- residents of the capital who are included in the lists of social protection authorities;
- full-time students studying in Moscow;
- students of special educational institutions;
- women expecting a child;
- Muscovites who are entitled to subsidies to pay for housing and communal services.
Everyone who is entitled to a Muscovite social card will find out at the stage of ordering it which group he falls into and how many concessions he will enjoy.
Target audience of the social product
What benefits does a Muscovite social card give and to whom? These nuances are always of interest to citizens planning to apply for a plastic product.
The list of citizens in dire need of government subsidies is quite wide. It coincides with the list of persons who are entitled to a Muscovite social card. It is given below without abbreviations:
- pensioners;
- persons who have supporting documents for disability (groups 1, 2 and 3);
- veterans of the Great Patriotic War;
- residents of the capital who served in hot spots;
- citizens awarded the title “Home Front Worker”;
- citizens who have received the title “Veteran of Labor”;
- children with neither parent alive;
- minor citizens due to the loss of a breadwinner (upon admission to a higher education institution for full-time study, the period of validity of the benefit is extended to 23 years);
- children from large families who have not reached the age of majority;
- one of the adult members of a family that has received the status of “large”;
- Muscovites expecting a baby.
This year, an initiative for the mass introduction of the described product is being considered. It is expected that it will take on the role of an electronic passport and will have expanded functionality.
Interestingly, benefits on a Muscovite’s social card are also available to foreigners included in the above list.
Product distribution locations
If a person is included in the group of those who are eligible to receive a Muscovite social card, it will be issued free of charge. The vast majority of metropolitan residents resolve all paper issues through public service centers. School graduates enrolled in higher education institutions apply for a social product directly at the subway ticket office.
To issue the product, you will need to collect the papers according to the list and submit them in person. If this is not possible, then there is an option to transfer certificates and documents with the participation of a representative. But the principal must visit a notary and issue a power of attorney for the attorney in accordance with all the rules.
List of papers and features of filling out the application
Before heading to public service centers, social security or the metro, everyone who is entitled to a Muscovite social card collects the following package of papers.
Identification
The first and most important document is a passport. An MFC official checks the photo from the main page with the visitor. Without this, work on obtaining a preferential card does not begin.
Important: your passport must contain Moscow registration! Otherwise, the person will not be included in the list of citizens who are given a Muscovite social card.
Right to subsidy
A person applying for subsidies must fall into one of the categories of socially vulnerable citizens. But you need to confirm your right with documents (certificate of loss of a breadwinner, certificate of a labor veteran, and so on). They are provided in the original. The official will independently make copies of the papers in the required quantity.
Photo
Anyone who receives a Muscovite social card will have a folder with complete information. The papers must also contain one photo of the beneficiary. This is done during the initial submission of papers.
The rules of the Moscow administration establish a photograph format of 3 by 4. In many MFC branches, photographic services are provided as an addition. But you need to inquire about this even before coming to a government agency.
Power of attorney
We have already told who can receive a Muscovite social card other than the beneficiary himself. If an attorney will handle the paperwork, the MFC employee will request a notarized power of attorney.
It is provided in the original. A copy will be included in the package of documents for receiving a subsidy.
Certificates for children
This paragraph applies only to large families. They must provide the MFC with birth certificates for all children under the age of eighteen. The spouse who is issued a Muscovite social card by right of the status of a large family provides an extract from the civil register.
All fields in the application for a grant must be completed. The columns contain the contact information of the recipient, the names of the title documents and the application number.
Production time
The social product is issued upon confirmation of identity. The sealed envelope contains:
- a plastic card;
- Pin;
- instructions.
Important: simultaneously with the registration of the plastic product, a bank account is opened, which is available for traditional use.
What does the preferential product provide: a short list
We have already talked about who is entitled to a Muscovite social card and how to get it. But some metropolitan residents are in no hurry to receive it because they do not know about all the possibilities of this piece of plastic. It should be borne in mind that they depend on the benefit code, but in any case they turn out to be a good help to low-income citizens.
So, why do you need a Muscovite social card? Even a short list of its functionality is impressive:
- flexible system of reducing prices for servicing citizens;
- discount at retail outlets and pharmacy chains;
- right to discounted travel;
- implementation of benefits for housing and communal services.
The listed functions are distributed unequally among groups.
Group "Pensioners"
Who is entitled to a Muscovite social card and what this piece of plastic gives, capital pensioners know well. Thanks to the discounted product, they travel around the city for free, use social taxis, receive discounts in supermarkets included in the program, and easily get appointments with therapists and specialists.
Group “Students of Higher Educational Institutions”
Students are included in the list of those who are issued a Muscovite social card.
What does owning this product give them? Using it, university students buy travel passes at a lower price and receive discounts on purchases of various goods.
Where else is a Muscovite social card valid? Owners of the social product have access to a number of specialized services at the university and use it as a regular payment instrument after the transfer of the scholarship.
Group “Schoolchildren and students of secondary specialized institutions”
What benefits does a Muscovite social card provide to junior, middle and senior students? The list is identical to the first group, but with one exception. Social taxi has been replaced by the right to subsidized meals in school canteens. City schools often use a card instead of a badge at the entrance.
Group "Pregnant Women"
Of all those who are issued a Muscovite social card, ladies in an “interesting” position use its functionality one hundred percent. They use this preferential product in medical institutions and stores.
Allowed benefits are transferred to the card for women, and when downloading a special application, expectant mothers will also have access to a travel card with partial compensation for its cost. Recommendations for use
All categories of metropolitan residents who can apply for a Muscovite social card initially experience difficulties with the scope of its application. Most often, questions arise about preferential travel.
To exercise the benefit, pensioners must show the plastic product to inspectors for visual inspection. In the metro, it is applied to the turnstile (either side) in the area of the yellow circle. The passage is free if the red color changes to green. In the event of a technical failure, the next attempt will not be given immediately.
Those capital residents of retirement age who are given a Muscovite social card freely use commuter trains. To pass through the barrier, you need to take a one-time pass from the ticket office.
How can students use a Muscovite social card? They have access to a travel pass for a fraction of the cost. It can be purchased at any ticket office (in the subway, for example). On average, this pleasure costs from 250 to 370 rubles. About 1000 rubles are spent on commuter trips throughout the month.
What does a Muscovite's social card give in supermarkets and how to use it? The product has limited capabilities in this area. Discounts are provided only at certain points indicated in the catalog (it is freely available in the city’s district social protection department). The owner of the described product presents it at the checkout and the discount is read automatically.
Territorial boundaries
Most product owners wonder whether a Muscovite’s social card is valid in the Moscow region. This interests the active part of the product owners, who constantly move around the cities of the region.
The capital's administration says that the Muscovite's social card is valid in the Moscow region. But users should be aware of a number of restrictions - benefits apply only to movement. This includes commuter buses and trains, as well as ground transport.
Is the social card of a Muscovite in the Moscow region valid in supermarkets? Unfortunately no. There are no enterprises and organizations included in the project catalog in regional cities.
Citizens are especially interested in whether a Muscovite’s social card is valid in St. Petersburg. Its owners come to the cultural capital for weekends or holidays. Therefore, the question is quite relevant. However, there is nothing to please Muscovites. During a visit to northern Venice, their benefits do not apply.
We hope that you found the article useful and that you have no more questions about the card. If so, then write your comments on the page or share a link to it on social networks.

You can enter electronic food coupons for the Karusel and Perekrestok stores into the document.

- Possibility to take out a loan (available only to citizens aged 18–70 years).
How to get a?
The Moscow Multifunctional Centers for the provision of public services are issuing SCMs. To apply for a card, the beneficiary will need:
- passport of a citizen of the Russian Federation with permanent Moscow registration;
- a pension certificate issued by a Moscow Pension Fund, or another document confirming the status of a beneficiary;
- medical insurance policy issued by the Moscow insurance authority.
How does the social card work?
Front and back of the card
On the front side of the document there is:
- magnetic strip with code;
- card number, consisting of 19 digits (it encrypts: region code, date of birth, serial number, check number);
- photo of the card holder;
- last name, first name, patronymic of the holder;
- the period until which the document is valid (month and year);
- owner's signature;
- card barcode (needed to make purchases).
The reverse side of the document contains:
- bank card number of the Bank of Moscow;
- "VISA Electron" emblem;
- the period until which the card is valid (month and year);
- first and last name of the document holder, written in Latin;
- Bank of Moscow support service telephone number, which you can call if problems arise with the card (its number is indicated at the bottom of the plastic carrier).
Temporary unified social ticket
After the person wishing to receive a social card submits all the necessary documents, he will be photographed (free of charge) and personal data will be entered into the database. Then he will be given a temporary unified social card (UESB). It can be used for 30 days. The beginning of the period of use is the time of the first passage in underground/overground public transport.
Temporary unified social ticket
How to use a ticket in ground transport?
- To travel on a bus, trolleybus, or tram, you need to touch the black circle of the validator installed at the entrance to the vehicle with your document. A light will light up, indicating that the passage is open.
- To be checked by the controller, you need to have the VESB, a document that confirms the status of the beneficiary, and an identity card.
- To find out when the travel card expires, you need to touch it to the black circle of the validator, after which the necessary information will appear on the screen.
How to use a metro ticket?
- Touch the yellow circle on the turnstile with your document and wait until the green light comes on.
- To find out until what time the ticket is valid, use the yellow information terminal. Such devices are installed in almost all subway stations. Attach the document to the device, and the necessary information will be displayed on the monitor.
- If the document is damaged, the following message will appear on the screen: “Ticket is defective.” In this case, you should contact the employees of the Moscow Metro passenger agency. Agency addresses will be indicated on the device when checking the card.
- To check the document, metro workers need to provide the VESB, a passport, and a document confirming the right to receive benefits.
- Only its owner can use the card. A person who uses someone else's card will be fined 2,500 rubles. Issues fines to the Transportation Organizer State Public Institution.
How to use a ticket on transport in the Moscow region?
- Present your travel document to the conductor, who will scan it at the validator. The controller may ask for your passport and a document confirming your preferential status for verification.
- You can find out until what date the pass is valid from the conductor (he sees the information on the scanning device).
- If a turnstile is installed in the vehicle, you must attach the WESB to it. The procedure is carried out at the entrance to the salon and at the exit from it.
- On the Moscow Railway, including on the Moscow-Tver section, a temporary single pass is not valid (or is valid only with a certificate with the SNILS number issued by the Moscow Pension Fund). Labor veterans submit a veteran's certificate to the VESB railway cash desk.
After the period for using the temporary single ticket has expired, its owner must visit RUSZN to receive a Muscovite social card. You must take with you the VESB, the receipt issued when you issued the card, as well as your passport with Moscow registration.
The service employees take the receipt and the VESB, and in return give the beneficiary a personal SCM.
Suburban train travel
To travel on commuter trains of the Moscow junction, as well as on the Moscow-Tver section, the card holder must contact the ticket office of the suburban station and say where he is going to go, whether he is traveling one way or both, and show the cashier his map.
If the card holder has the right to preferential use of railway transport, he will be given a cash-free ticket - the travel will be included in the card.
Now you need to touch the validator with the plastic carrier on the side of the turnstile or on top if the reading device is located there (the same as in the subway). After the procedure, a passage to the platform will open.
In order to leave the platform and enter the city, you will need to touch the card to the turnstile again.
To be verified by the controller, you need to present him with a plastic carrier, which he will scan using a special portable validator. To avoid possible misunderstandings, do not throw away the receipt received at the ticket office before you arrive at your destination.
Features of using the card
A Muscovite's social card can only be used by its owner, whose first and last name is indicated on the card. You cannot give it to other people, even for temporary use.
The plastic carrier is valid for five years. This is the validity period of the plastic itself, not the benefit. The benefit is valid for as long as it was assigned.
The number of transport trips using the document has no restrictions. However, there is a time delay between passages. This means that after making one trip, you must wait 20 minutes on ground transportation or 7 minutes on the subway and monorail before you can ride again.
You won’t be able to use the card before the delay expires: it simply won’t work. This was done so that only the card holder could pay for travel with the card without the possibility of bringing another person with him.
On the Moscow Railway, you can use your card only once at one station. You cannot take another person with you and guide them through your document.
If more than ten people have passed through one SCM at one station, the card will be automatically blocked. If more than five people have used the card, it is also subject to blocking. The document will not be blocked immediately, but the next day after the violation is detected.
The delay between passes through SCM turnstiles in the Moscow metro is 7 minutes.
If you touched the validator with a plastic carrier on a bus, trolleybus, or tram, but it did not work, take the card out of your bag or pocket where you have metal objects (keys, coins, etc.) and repeat the operation again. Metal may prevent information from being read from the magnetic stripe.
If you take the card out of your bag or pocket and it still doesn't work, it may be damaged. In this case, you need to contact the RUSZN at your place of residence. Service workers will remove the non-working media from you and send it for recoding or reissue.
The most common reasons for document failure are problems in the operation of the ASCP system or malfunction of the turnstile itself. The card will not work even if its validity period has expired. So that this does not come as a surprise to you, be sure to find out until what year and month it is valid.
If you purchase a ticket on the Moscow Railway, your social card is blocked for 40 minutes. During this time you will not be able to purchase another ticket at this or any other station.
Muscovite social cards are RFID cards of the Mifare Classic 1K or 4K standard.
In 2008, computer researchers reconstructed the algorithm used in this type of standard. This allowed the development of several attacks.
4K cards contain the passport data of the document holder, so one of the attacks can gain access to this information in a short time.
Discontinuation
Since 2013, citizens of the Russian Federation began to be issued universal electronic cards (UEC), which led to the cessation of issuing regional social cards. However, since the beginning of 2017, the issuance of UEC has been stopped. That’s why social cards are still being issued now.
Design rules
Full-time students receiving a bachelor's, specialist, or master's degree can receive a student discount card. The program covers educational institutions in Moscow that have state accreditation. The university may be located outside the city, but in this case the student must have Moscow registration.
Students attending schools or municipal, federal, or private colleges are eligible to receive a card. The educational institution must be located in Moscow and have state accreditation. If the school or college is located outside of Moscow, then the student himself must have Moscow registration. Only full-time students are eligible to receive the card.
Pregnant women with Moscow registration have the right to benefits and a social card. To do this, they are required to register at the clinic before 20 weeks of pregnancy.
Employees of the Main Directorate of the Ministry of Internal Affairs of the Russian Federation in Moscow have the right to receive a social card.
Persons registered with the city housing subsidy center are entitled to receive subsidies. They can issue a discount card. If the person who applied for the subsidy already has some kind of social card, he does not need to get a Muscovite social card. The subsidy will be credited to your existing card.

Possible reasons for refusal
In some cases, an application for a unified social card may not be approved. Common reasons for refusal include:
- The representative of the citizen applying for SCM does not have a power of attorney.
- Identification during documentation verification of circumstances that impede the provision of services.
- The applicant does not have the right to receive benefits from the state.
- The provided package of papers is missing one or more documents.
- There are inaccuracies and blots in the completed form.
- The presented documents are invalid.
The client has the right to appeal the received refusal by contacting regulatory authorities or the court.
Product appearance
Each new generation plastic card is marked with a special logo, by which you can determine its type and the region where it was issued. On the front side of the SCM there is its serial number and expiration date. Products may look different depending on which category of citizens they were issued for.
By reading the card , an employee of the organization gains access to data identifying the identity of its holder:
- Full name, gender, date of birth;
- number assigned by the social service;
- number of insurance certificate, compulsory medical insurance policy;
- codes of benefits available to the plastic owner;
- the possibility of providing the holder with discounts on services and goods, preferential travel, and payments from the state budget.
SCMs are divided into several varieties. Depending on the set of benefits included in the support program, the following cards are distinguished:
- for citizens in need of social protection;
- students enrolled full-time;
- schoolchildren studying in general education institutions;
- women expecting the birth of a child;
- FMS employees;
- employees of the Ministry of Internal Affairs;
- Muscovites entitled to housing subsidies.
Activation of a social card and extension of its validity
The SCM received by the student is valid only after its activation. The holder is given 30 days to log into his personal account and enter the plastic number in the appropriate box. After this, you need to click “Activate” to be able to use discounted travel on public transport.
After the SCM expires, a new copy is sent to the MFC to which the cardholder is attached. You can receive a new product no earlier than 10 days before the old one expires. The bank account remains unchanged when the card is reissued.
Social cards of students and pupils are reissued only if an application is submitted. You should contact the MFC one month before the date indicated on the card.
Benefits provided
The owner of SCM can count on a number of benefits. The card is accepted in the following organizations:
- retail outlets;
- service departments;
- catering establishments;
- clinics operating under the compulsory medical insurance policy;
- pharmacy points;
- other social and medical institutions;
- public transport.
The card allows residents of the capital to save significantly on daily expenses. Having it with you, you can get a number of benefits:
- Reduce travel costs on city public transport, and also travel for free on commuter trains.
- It is profitable to make a call from a payphone that is marked accordingly and pay housing and utility bills. When paying for services, funds transferred to the citizen’s bank account are spent.
- Owners of plastic are provided with special discounts in stores and pharmacies. The cash registers of some supermarkets allow you to instantly calculate the discounted price of goods and make cashless payments.
- The state issues electronic coupons to people in need that allow them to purchase food products.
- Some organizations specializing in issuing loans are ready to reduce the interest rate upon presentation of SCM.
Actions in case of loss
If SCM is lost by a citizen of retirement age, he should contact the branch of the organization involved in social protection of the population at his place of residence. Employees of the institution will offer to fill out an application for a new card. A lost copy of SCM will be blocked.
If a student needs to make a new product, he has the right to contact the metro department where the SKM was issued. To produce a new copy, you will need to confirm your right to receive benefits on a Muscovite social card by presenting a valid student card.
Other categories of citizens should contact the MFC branch and fill out a form to reissue the card. You must have documentation confirming your right to support from the state.
To be able to quickly block a card if lost, you should write down its number on paper and keep it at home. You also need to remember the code word and PIN code. Storing the PIN code next to the card can lead to financial losses if the SCM is detected by intruders.

Muscovite social card: who is entitled to it and how to get it?
A personalized plastic card, called a Muscovite social card, is issued to residents of the capital who are entitled to benefits.
The card contains electronic information about the owner’s personal data and the privileges entitled to him.
The purpose of their creation is to provide budgetary support to Muscovites, who are classified as vulnerable categories of residents of the capital. Social plastic documents are issued free of charge.
What does a Muscovite's social card give?
This card gives you the right to receive benefits for travel on public transport. For some categories of Muscovites, the discount is 100% of the ticket price, available on ground transport, in the metro, and for some beneficiaries - on the Aeroexpress. A Muscovite's social electronic card cannot be transferred to another person; an identity document must be presented along with it.
Receiving payments to the card
The social card of a Muscovite pensioner is used to transfer pensions to it. Other payments and benefits for other categories of beneficiaries are also credited to it. The Muscovite card performs all the functions of a bank card (VTB Bank of Moscow), you can use it to pay for purchases and withdraw cash from ATMs.
The advantage of such a card is free service and information about completed transactions via SMS. If the money is on it, an income of 4% per year is accrued on the remaining amount. You can pay with it contactlessly: for purchases of no more than 1,000 rubles, the payment takes place without confirming the PIN code.
You can use an electronic card to pay for a ride in a social taxi. In many cases, a Muscovite card allows you to pay for housing and utility services without a fee. With its help, it is convenient to make an appointment at the clinic; it already contains information about the medical policy. For this purpose, information kiosks have been installed in medical institutions.
Scholarships for students can also be transferred to this card. To do this, you need to write an application at your place of study. Child benefits are paid to the mother of a newborn baby. Schoolchildren and college students, having this social document, can go to the city’s museums for free.
The special service “Moskovenok” allows parents who have issued a plastic social card for a child to monitor his or her school attendance and purchases made there.
IMPORTANT! If a plastic electronic document is lost or stolen, it is necessary to block the corresponding bank account as quickly as possible so that strangers cannot use the amount available on it.
Using a social certificate
This is the name of the electronic amount of budget funds deposited on the card, which Muscovites can spend on a number of specific goods of the social program. It is not possible to withdraw this amount in cash.
Using SCM you can buy goods at a reduced price in stores from a special list. There are more than five and a half thousand such retail outlets in Moscow.
The amount in the form of a social certificate is credited monthly to the Muscovite’s electronic social card account, but the unused balance is not transferred to the next period in accordance with Moscow Government Decree No. 185-PP dated April 2, 2013.
A person who belongs to a certain list of Muscovite beneficiaries is entitled to a certificate, and the income per family member cannot exceed the subsistence level by more than one and a half times. They come in four types and are offered to Muscovites depending on their membership in one category or another:
- For food.
- For rehabilitation technical means for the disabled.
- For home appliances.
- For products for children.
Those who have already issued an electronic Muscovite card and have rights to a certificate can submit an application and receive it at the social service center.

Where to get SCM
To apply for a social card for a resident of the capital, you need to contact the multifunctional center closest to your place of residence. These are institutions that provide a wide range of public services in a form convenient for the population. All documents are submitted simultaneously in one window.

University students can apply for a social card using the mos.ru portal. To do this, you must be a citizen of Russia and be on the student register. For students who are not citizens, the card is issued in the usual way through the “My Documents” centers. Card reissue
The card can be used for five years from the date of its issue. By this time it will be automatically re-issued. It can be immediately obtained from the MFC ten days before expiration.
In this case, the bank card account number will not change; all the money on the old card will be available on the newly received one.
It may take up to five days for the bank to make the necessary changes related to changing the card number.
If the surname has changed, a new passport has been received due to a certain age or other reasons, the card will have to be reissued in accordance with the new passport data.
A social card can be lost, broken, or stolen. In such a situation, a Muscovite can apply for a new one.
