The possibility of electronic registration for an appointment with a pension fund through the government services portal or the pension fund website has also been implemented. There is no need to stand in queues anymore. The service does not require payment of state fees - it is free.

At the moment, the pension certificate as a document has been cancelled. It was replaced by a certificate of pension. In general, nothing has changed. Previously, they issued a certificate, but now they issue a certificate with a number printed on an A4 sheet. This is a complete document.

An undoubted advantage of the public services website is the absence of queues for submitting documents

Filing an application for a pension through the government services portal has a number of positive aspects. As the government intended, the provision of electronic services has made life much easier for the population. There are significantly more pros than cons. The positive aspects include:

Step-by-step instructions on how to order a pension certificate through State Services

First of all, you need to log in to the portal using your username and password. On the main screen we find the “Services” section and go into it.

Next, on the page that opens, you need to find the “Pension, benefits and benefits” section. Let's go into it.

Possible problems when applying online for a pension

If the data form is filled out incorrectly, it may be returned for revision.

There should not be any difficulties at the application stage. The main thing is to fill out the form provided correctly and completely. But, nevertheless, there is a possibility of their occurrence. Here is a list of possible problems:

  1. There is no notification with the date and time of appearance at the Pension Fund.
  2. The application was returned for revision even though it was filled out correctly.

Regarding point No. 1. There is always the opportunity to call the pension fund and clarify the reasons why they do not answer. It is also possible to personally visit a PFR branch or try to make an appointment through the PFR website.

To confirm your work experience, you will need to collect documents

Regarding point No. 2. It is worth double-checking the submitted application for inaccuracies. Most likely, they are the reason. If, however, the application is filled out correctly, then a call or personal visit to the Pension Fund office should solve the problem.

There will most likely be no difficulties at the application stage. Difficulties will begin when you provide original documents confirming your experience.

At this stage, you need to be prepared to communicate with former employers, archives of the cities in which you once worked, and even the courts. The Pension Fund checks documents very carefully to exclude possible cases of fraud.

If there is the slightest inaccuracy or discrepancy in the documents, the future pensioner will have problems in the form of obtaining certificates of experience from former employers.

Order and receive a pension certificate through government services in 2022

A retired citizen is required to confirm his status in many cases. For example, by arranging guardianship for minors, paying alimony, receiving benefits for utility bills, and concluding a loan agreement. In such situations, a certificate is required.

The crust can be ordered in two ways: by applying in person or using the State Services portal. Regardless of the chosen method, the responsible organization for issuing the document is the Pension Fund. Below we will look at how to obtain a pension certificate step by step through the State Services portal. Please remember that registration is required on this resource.

What is the document

The issuance was carried out by the Pension Fund until 2015 inclusive. The certificate was a small book with a photograph of the owner pasted in and confirmed the right to receive pension benefits.

The certificate contains the following information:

  • last name, first name, patronymic of the owner;
  • date of his birth;
  • the experience accumulated by the citizen;
  • on what basis was the payment assigned to him (based on length of service, due to disability, loss of a breadwinner);
  • the amount of the assigned benefit;
  • availability of dependents, allowances;
  • date of issue of the crust.
  • The document must be certified with the seal and signature of a specialist.

Starting from January 1, 2016 (in 2019, respectively), another document is issued to confirm the fact of assignment of pension payments.

Certificate of pension calculation

This is the name of the document that replaced the pension certificate. It states:

  1. Full name of the territorial body of the Pension Fund of the Russian Federation that issued the certificate.
  2. Last name, first name, patronymic of the owner of the certificate.
  3. SNILS (the pension certificate also requires its indication).
  4. Date of birth of the pensioner.
  5. Type of compensation awarded (for example, old-age insurance pension).
  6. Payment date.
  7. The established amount of pension payments.

Issuance is free. The legislation does not provide grounds for refusal to receive.

There is no need to worry about how to order a pension certificate in 2022. We list which documents the applicant needs to receive it point by point:

Registration on the State Services website

If there is no registration on the resource, you will need to complete it. To do this, fill out an electronic form.

  • Afterwards, an SMS with a password is sent to the phone number specified during registration.

When logging into your Personal Account for the first time, the temporary password should be replaced with a permanent one (the system will prompt you with the requirements for it). Next, you need to fill out your passport information and SNILS.

  1. After completing these steps, automatic verification of the entered data will begin.
  2. It lasts two to three hours (in some cases from one to three days).
  3. Upon completion of the verification, you will receive a notification instructing you to complete the identity verification procedure.
  4. Let us remind you that the pensioner’s certificate was canceled in 2016.

Choosing a public service

After logging into the portal, go to the State Services catalog. You can search for services by categories, authorities or life situations.

Receiving a certificate of the amount of your accrued pension is a non-electronic service. The State Services portal provides a diagram of how to obtain it and what package of documents will be required.

Switch to the Pension Fund resource

After reviewing the information provided on the portal, you need to follow the link. We are talking about the PFR Internet resource. The entry is the same as on State Services.

Registration of a certificate of pension amount

  • In the PFR personal account, you need to find a tab listing the actions that can be performed by the applicant.
  • In the “Pensions” section, select the “Order a certificate of pension amount” option (enter your email here).

You can use the “Order Documents” service. This involves filling out an online form on the State Services portal. A pensioner who chooses this option must indicate the place of receipt of the certificate, taking into account his own address.

Filling in information about the applicant occurs automatically.

In the list of documents, select “Certificate of pension amount”. Afterwards, a date for visiting a specialist is set.

The procedure ends with the issuance of an electronic coupon indicating the date and time of the appointment.

Obtaining a certificate from the Pension Fund of Russia

A visit to the regional branch of the Pension Fund of Russia must be planned in advance: after all, the applicant already knows the time. After checking the original documents, the specialist will issue a finished crust. Let us remind you that it will no longer be possible to obtain a pensioner’s certificate.

Replacing a pension certificate with a certificate 2022

Citizens who managed to receive a pension certificate will not have to replace the document. The rest are immediately issued new documents.

What is a pension certificate?

Until 2015, the Pension Fund issued exactly this document. It is made in the form of a small book with a photograph of the owner glued inside. The paper confirms the person’s right to pension provision.

The certificate contains information:

  • FULL NAME.;
  • Date of Birth;
  • accumulated experience;
  • the basis for the payment (due to length of service, disability, loss of a breadwinner);
  • benefit amount;
  • dependents;
  • allowances;
  • date of issue;
  • seal and signature of a specialist.

The document cannot identify an individual.

It is presented when applying for various social benefits (discounts on public and railway transport, medicines, utility bills).

Certificate of pension amount

The Pension Fund stopped issuing certificates on January 1, 2016. From this moment on, the fact of granting a pension is confirmed by a special certificate.

The following information is included in the document:

  • FULL NAME. pensioner;
  • insurance card number;
  • date of birth;
  • name of the Pension Fund branch;
  • type of compensation;
  • when the payment was made;
  • social security amount;
  • personal account.

If a person has already issued a pension certificate, it does not lose its validity. There is no need to replace the certificate.

Features of receiving in 2022

Persons who are assigned social security have the right to receive a pension certificate.

There are several ways to apply for paper in 2018:

  • in person at the Pension Fund;
  • instruct a representative by proxy;
  • send an application by mail;
  • through the MFC;
  • on the State Services portal;
  • on the PFR Internet resource.

The document is issued free of charge. The legislation does not contain grounds for refusing to provide paper.

Required documents

To obtain a certificate, you will need to prepare a package of papers:

  • passport of the applicant and/or representative;
  • confirmation of the authority of the attorney;
  • insurance certificate (SNILS).

The passport is submitted for viewing only. A copy is made of it and the original is returned to the applicant.

The following are equivalent to an identity card:

  • foreign, diplomatic or service passport;
  • temporary certificate;
  • military ID;
  • birth certificate (for a child under 14 years old);
  • residence permit (for foreigners and stateless persons).

SNILS is taken only for viewing and making copies. After the information is verified, the certificate is returned to the pensioner.

How to confirm the authority of a representative

The representative has the right to provide similar papers with the exception of SNILS.

If they are missing, then you are allowed to present:

  • military ID;
  • confirmation of temporary asylum in Russia;
  • information about the consideration of the refugee’s application;
  • refugee certificate;
  • certificate of entry into the Russian Federation;
  • passport of another country;
  • a document granting a citizen refugee status in another state;
  • temporary residence permit in Russia (for stateless persons);
  • other papers.

Legal representatives present:

  • the applicant's birth certificate;
  • adoption document;
  • paper confirming the fact of paternity;
  • refugee certificate with information about the child;
  • decision to appoint a guardian or trustee.

The employer, acting on behalf of the employee, attaches to the application his written consent, employment contract and power of attorney for the right to act on behalf of the company.

Step-by-step instruction

Let us consider in more detail what needs to be done to obtain a pension certificate through State Services.

First of all, you will need to perform a series of sequential actions:

  • log in to the portal;
  • in the section “Pension, benefits, benefits” open the subsection “Establishment of a pension”;
  • indicate the non-electronic service “Issue of a certificate of pension amount”;
  • follow the link to the PFR Internet resource and log in using the login and password from the State Services portal;
  • come to the Pension Fund for the document.

Register on the State Services portal (step 1)

If a citizen does not have an account on an Internet resource, he fills out an electronic form and confirms registration via SMS. Then you need to enter information about your passport and SNILS. Information is verified by competent authorities within a period of two to three hours to one to three days.

The options are as follows:

  • come to the service center with your passport and SNILS;
  • order confirmation in the form of a code sent via Russian Post;
  • use Tinkoff Internet banking or Post Bank Online (for clients of these credit institutions);
  • apply a digital signature.

Selecting a public service (step 2)

After authorization, you should open the “Services” section. In the tab, select quick search or category. If a citizen cannot accurately name the required document, then the option should be looked for in one of the headings: categories, authorities or life situations.

Issuing a certificate of pension amount is a non-electronic service. The portal contains information on how to obtain it and what documents will be needed.

Go to the Pension Fund website (step 3)

The portal links to the website of the regional branch of the Pension Fund. You need to follow the link provided in the information about the service and log in to your personal account. To do this, use the same account as on the portal.

Ordering a certificate (step 4)

After authorization, a tab opens with a list of actions that the applicant can perform. In the “Pensions” section, select the “Order a certificate of pension amount” option and write an email. You can also use the “Order Documents” service. Next, you should fill out the online form.

If the pensioner has chosen the second option, then he indicates the place where the order will be accepted at his location. Information about the applicant is filled in automatically. From the list of documents you need to select “Certificate of pension amount”. Then a date is set for an appointment with a specialist. The person gives his consent to the processing of personal data and makes an appointment.

Upon completion of the procedure, an electronic coupon is issued with the date and time of admission. The electronic queue number and specialist window are indicated. The coupon is saved in the history of requests. It can be downloaded on your computer and printed.

Registration of a pension through the MFC

Since 2016 (with the adoption of new regulations of the Ministry of Labor No. 14N), you can apply for pension payments through the MFC. The multifunctional center plays the role of a “liaison” between the citizen and the Pension Fund: it accepts documents, checks that they are filled out correctly, and issues the finished result. At the same time, the procedure through the MFC has a number of features and limitations.

Types of pensions that can be applied for at the MFC

In the MFC (My Documents office) you can apply for a pension:

  • insurance and social - by age, disabled people and those who have lost their breadwinner;
  • cumulative if the funds were generated in the Pension Fund;
  • on state pension provision (for employees of law enforcement agencies, cosmonauts, “Chernobyl” survivors);
  • federal supplements up to the pension subsistence level.

Based on Order of the Government of the Russian Federation No. 43-r dated January 19, 2018, multifunctional centers accept applications for payments regardless of the registration address and location of the applicant (on an extraterritorial basis).

Most recipients of payments are old-age pensioners. This

  • men over 60 years old, women over 55 years old with a further increase in age, starting in 2019 on the basis of Federal Law No. 350 of October 3, 2018 “On amendments to certain legislative acts of the Russian Federation on the appointment and payment of pensions”;
  • state civil servants who have reached 61.5 or 55.5 years for men and women, respectively (in 2019);
  • persons who have the right to retire at the age of 40–55 (workers in the mining, forestry, fishing industries, civil aviation pilots, teachers, residents of the Far North, etc.);
  • citizens 65 (60) years of age applying for a social pension who do not have sufficient work experience or coefficient.

The decision to assign payments is made by the territorial division of the Pension Fund of the Russian Federation. You can contact it through the MFC.

Applying for a pension through the MFC is in many ways easier than directly from the Fund. My Documents offices are open almost every day at a time convenient for citizens, while visiting hours at the Pension Fund of the Russian Federation are limited.

MFCs are more accessible geographically. Center staff will explain the procedure step by step, help with filling out the paperwork, and tell you how to correct the error.

Their work meets the high standards of service adopted at the federal level.

MFCs do not provide pension services to Russians who have gone abroad for permanent residence and are not registered in our country.

Step by step registration procedure

In My Documents offices, especially in small towns, it can be difficult to simply come and get service on a first-come, first-served basis. Pre-registration required:

  • by calling the “My Documents” office (as a rule, in the regions there are separate numbers of call centers, which can be found in the MFC directory on our website);
  • on the MFC website (you can find out about methods of online registration at centers on our website);
  • through the regional portal of State Services;
  • in the office. The employee at the information desk registers the purpose of the application, the applicant's full name and issues him a coupon for the next date.

On the appointed day and time, the Center employee will wait for the citizen for 15 minutes. It's worth coming early.

List of documents and state duty

What documents will be required to apply for a pension at the MFC:

  • statement. You can download it from our website, print it out and fill it out in advance, or ask a consultant for help;
  • passport (for stateless persons - residence permit, temporary residence permit);
  • SNILS;
  • application for choosing a pension delivery method;
  • documents confirming length of service - time of work, service, caring for a child or the elderly, being abroad on diplomatic, trade or cultural missions, etc.;
  • documents indicating income for 2001–2002. or for any 60 consecutive months before 2001 to calculate the IPC (individual pension coefficient). Certificates from the employer or from the archive are suitable;
  • documents evidencing the right to early retirement;
  • power of attorney for the representative and his passport, if the applicant does not apply in person;
  • other documents confirming special circumstances.

The application form was approved by Order (Administrative Regulations) of the Ministry of Labor No. 14N dated January 19, 2016. The pension recipient fills out:

  • name of the territorial administration of the Pension Fund;
  • your full name, SNILS number, citizenship;
  • addresses by permanent and temporary registration, actual location;
  • telephone for sending notifications and prompt communication;
  • passport and biographical information;
  • information about the representative;
  • type of payments (survivor's pension, disability, old-age, insurance, state, funded);
  • information about other biographical, family facts, attitudes towards military and civil service, employment, the presence and number of dependents, etc.;
  • a control question and a secret word that will be used by the applicant in telephone communication with a Pension Fund employee (necessary for prompt resolution of issues regarding the assignment and amount of a pension);
  • list of documents (their names and details);
  • method of information (e-mail, telephone);
  • signature, transcript and date of submission.

There is no state fee for reviewing an application for a pension.

Deadlines

The Pension Fund makes a decision within 10 working days from the date of receipt of all required documents. Registration of a pension at the MFC can take up to 16 working days: 3 days are given to the Center’s employees to transfer the application to the Fund and to issue the result to the citizen.

The period may be increased if the citizen has submitted documents on work experience or income before 2002. Their verification suspends the issuance of old-age pensions and other payments for a maximum of 3 months. The applicant receives an SMS or email notification about this.

The pension is assigned from the moment the application and documents are received, but not before the right to it arises.

Waiting for the result

Having accepted the application for an old-age pension and other payments, the MFC employee issues a receipt to the citizen. This document contains:

  • application number by which you can track the status of the application on the MFC website;
  • date of admission;
  • list of documents;
  • Full name of the employee, his signature, seal.

An MFC employee makes copies of documents, certifies their authenticity and sends them to the Pension Fund.

The Pension Fund creates a model of the pension file: checks all submitted documents, calculates the amount, and, if necessary, makes changes to the individual personal account. The citizen receives notifications about the successful receipt of an application for a pension through the MFC and the results.

Correcting errors and clarifying pension experience

In the application, the citizen indicates by ticking whether he agrees to receive a pension and payments only according to information from the individual personal account of the Pension Fund of Russia. The state information system (GIS) for pension accounting has existed in the Russian Federation since 1997, but it has been formed since the early 2000s. Years of Soviet and post-Soviet service are often “lost,” which reduces the amount of payments due.

To correct errors in the GIS, a citizen has the right to submit documents confirming his work experience and income before 2002. These may include specific papers, for example, archival certificates. The MFC employee will not check the accuracy of the submission and the completeness of the information in them. He will create a package and send it to the Pension Fund.

If questions arise, a Fund employee contacts the citizen by phone. If some papers are missing or errors need to be corrected, the applicant comes to the MFC without an appointment, at the reception or through the terminal receives a coupon for submitting additional documents and joins the “live” queue. As a rule, a separate window is allocated to receive such visitors.

Even before assigning the required pension, it is worth checking the status of the individual account and making corrections in advance. In this case, when contacting the MFC, all you need is an application, passport and SNILS.

Special cases

In addition to old-age payments, through the MFC it is possible to obtain a pension for disability and those who have lost their breadwinner. The applicant attaches documents confirming his special circumstances to the main package of documents.

Disability pension

Disabled people of any group are entitled to these payments. If you have work experience of any length, you are assigned an insurance pension, and if you don’t, a social pension. Along with the package of documents, the applicant submits an extract from the medical and social examination report (MSE).

Registration of a disability pension does not depend on the age of the citizen. However, benefits are assigned for the period of group assignment and can be increased, decreased, or canceled if health conditions change. The status of a disabled person is confirmed regularly, usually once every 1–3 years.

Survivor's pension

A survivor's pension is provided to disabled dependents of a deceased citizen - his children, elderly parents, close relatives who were fully supported by him, orphans. If the deceased has work experience, insurance payments are issued, otherwise social benefits. A social pension is also assigned to minor children of the deceased breadwinner.

For a minor pension recipient, his legal representative (parent or guardian) contacts the MFC; a teenager aged 14–18 years old can apply himself. The applicant attaches to the general package of documents:

  • death certificate of the breadwinner;
  • papers confirming relationship with the deceased, disability and being dependent on him;
  • birth certificate and temporary registration if the pension recipient is a child under 14 years of age.

Is it possible to get a pension certificate from the MFC in 2022?

Citizens will not be able to receive a pension certificate at the MFC: the 2015 reform abolished their issuance. The innovation is intended, first of all, to reduce the Pension Fund's expenses for the production of these documents, which, due to the lack of a photograph of the owner, were actually never used anywhere.

The certificates already in the hands of pensioners continue to be valid. Citizens who have retired can request a certificate of their assigned pension. It will be useful for receiving discounts in stores, discounted travel tickets, etc. The certificate can be ordered through the MFC.

Useful cards for a pensioner

After assigning payments to a citizen who wants to receive them through a bank, it is necessary to obtain a pension card for crediting funds - a special bank card for pensioners of the MIR payment system. To transfer money to it, the owner indicates this in the application for choosing the method of delivery of the pension, also through the MFC or directly to the Pension Fund.

In some regions, pensioners can apply for a social card that contains information about the holder and confirms their right to benefits (free travel, discounts on housing and communal services, etc.). In Moscow, the card can be ordered and received only through the My Documents offices.

Result of service provision

As a result of the provision of the service, the applicant receives notification of the assignment of a pension, its amount or refusal. In the second case, the Pension Fund must justify its decision, and the MFC, at the request of the citizen, must provide it in the form of a paper document, signed and certified by a seal.

They can refuse:

  • due to lack of experience or IPC. In 2019, to receive an old-age pension, a citizen must “work” for at least 10 years and accumulate 16.2 points;
  • not reaching retirement age. You can apply for accrual of payments a month before the right to it arises;
  • incorrect information provided in the application.

The refusal can be challenged to a higher official of the Foundation or in court. However, this will have to be done in person or through the Unified Government Services Portal. The MFC does not accept documents for pre-trial or judicial appeal.

How to get a pre-retirement certificate

A pre-retirement certificate is a document confirming that the citizen indicated on it has no more than five years left before retirement.

This fact allows us to count on a number of preferences that are provided for this category of persons.

Pre-retirement status, in particular, gives the right to increased unemployment benefits and an annual two-day medical examination at the expense of the employer. The certificate has a special feature - it is issued to pre-retirement pensioners in electronic form.

Where to get a pre-retirement certificate

The procedure for obtaining a document is set out in detail in the regulatory act of the Pension Fund of Russia (hereinafter referred to as the PFR). Resolution of the Pension Fund of the Russian Federation No. 464p dated October 29, 2018 approved the Procedure for issuing a digital ID containing information about a person of pre-retirement age. Resolution No. 464p does not mention the issuance of a paper certificate confirming the status of a pre-retirement person.

Despite the fact that the document is produced only in electronic form, it can be ordered in various ways:

  • come to the Pension Fund in person;
  • contact the Pension Fund by mail;
  • send a request via ]]>Personal Account]]> on the website of the pension department;
  • send a request through the portal]]> State Services]]>.

The applicant will also be able to receive a pre-retirement certificate from the MFC if a cooperation agreement has been concluded between the specific multifunctional center where the citizen applied and the Pension Fund.

Whatever registration method the pre-retiree uses, the certificate is issued to him free of charge (Clause 12, Article 10 of Federal Law No. 350-FZ of October 3, 2018). The applicant has the right to act independently or through a representative, having previously issued a power of attorney for him.

To issue and receive an electronic certificate, a pre-retirement person should send a request to the Pension Fund using any of the above methods.

The easiest way to do this is remotely - through the “Personal Account” on the State Services or on the Pension Fund website.

Thus, citizens who have an account on one of these portals (login and password that allow the system to identify the user) will be able to order the document:

  • On the State Services website, the request is sent through the “Pensions” section, where the “Order a certificate/extract on classifying a citizen as a citizen of pre-retirement age” tab is selected. The last step is to indicate where the pre-retirement employee is going to submit the electronic document (tax service, employer, labor exchange, etc.).
  • A similar service is available on the website of the Pension Fund, where in the “Pensions” section you need to select the same item “Order a certificate classifying a citizen as a citizen of pre-retirement age” and indicate the authority for submitting information.

The information system registers electronic requests automatically. If a pre-retirement certificate is requested via mail or MFC, the Pension Fund registers the application no later than the next working day, and in case of a personal visit to the department - directly on the day of application.

The time of registration of the request with the Pension Fund is important, since the applicant must receive a pre-retirement certificate no later than three working days counted from the date on which this was done. Or rather, the document is sent to the pre-retirement person within three days.

But since the certificate almost instantly arrives either in the citizen’s personal account or by email, he has the opportunity to receive an electronic certificate on the same day. It is generated within 1 business day after registration of the request.

The pre-retirement certificate is certified by an enhanced electronic signature of a Pension Fund official.

What does a pre-retirement certificate provide in 2022?

Having an electronic ID will help a pre-retirement person confirm his status in order to take advantage of various benefits. Currently, this category of Russians has the following privileges:

  • Every year, working pre-retirement workers have the right to spend 2 working days undergoing a medical examination (while maintaining their average earnings) - Art. 185.1 of the Labor Code of the Russian Federation;
  • the maximum benefit for unemployed pre-retirees is 11,280 rubles (for other Russians the maximum is 8,000 rubles) - Government Resolution No. 1375 of November 15, 2018;
  • persons of pre-retirement age do not pay land tax on 6 acres of their land plot - paragraphs. 9 clause 5 art. 391 Tax Code of the Russian Federation;
  • pre-retirees do not pay property tax on one object of each type of real estate owned by them (apartment, house, garage, etc.) - paragraphs. 10.1 clause 1 art. 407 of the Tax Code of the Russian Federation.
