Who is eligible for free travel?

Free travel on public transport, commuter trains and the metro is available to all holders of SKM beneficiaries, a full list of which is specified in Appendix No. 3 to Moscow Government Decree No. 668-PP dated November 18, 2014. These include:

  • veterans of the Great Patriotic War;
  • heroes of the USSR and the Russian Federation;
  • children and one of the parents of a large family;
  • orphans living in Moscow;

Some Muscovites and residents of the Moscow region can ride Aeroexpress for free. These include:

  • siege survivors of the city of Leningrad;
  • former minor prisoners of concentration camps;
  • WWII veterans;
  • heroes of the Russian Federation and the USSR, awarded orders of Glory and medals;
  • disabled people;
  • accompanying disabled people of group I, as well as group III, based on limited ability to work;
  • orphans;
  • family members of military personnel who died in the line of duty.

Who is entitled to discounts when paying for travel?

Some categories of cardholders are entitled to preferential travel on land transport, trains and metro using a social card. This includes:

  • residents;
  • pupils;
  • full-time university students;
  • students of technical schools and colleges.

The Troika application is built into the social card for women expecting a child and citizens receiving housing subsidies. This card can be used to top up your balance to pay for travel on public transport.

Payment for travel on ground transport

Social card holders can use it to travel on public transport in the capital. Since 2018, this can be done by tapping the card to the turnstile validator at the entrance. When leaving, you need to touch the card again to the validator, and the required amount will be debited. To date, this service is available in two thousand Mostransavto buses.

Holders of preferential SCM can simply tap their card on the validator and use it to enter city public transport.

Repeated passage through the SCM is possible only after 7 minutes. The exception is cards for disabled children and group I disabled people, who can let an accompanying person in for free. This restriction is set to ensure that no one except the owner of the card can access the card.

To use social cards in Moscow transport, residents, students, employees of the Ministry of Internal Affairs and students need to pay for a discounted travel pass. This can be done in several ways:

  • through Eleksnet self-service terminals, operating around the clock and located in all administrative districts of the capital;
  • in the terminals of the Moscow Credit Bank (addresses can be found on the bank’s official website);

  • through the “My Travel Card” mobile application of VTB Bank (if the phone supports NFC technology, available for Windows Mobile and Android).

Citizens receiving housing subsidies and women expecting a child can travel by ground transport using SCM only if they top up the Troika card built into it. This can be done through the official Moscow Metro mobile application, at metro ticket offices, automated kiosks of the State Unitary Enterprise Mosgortrans, as well as through Aeroexpress ticket offices.

How to pay for metro travel with a social card?

Citizens who have a social security card can immediately pass through the turnstile by tapping the card to the yellow circle located on it and waiting for the green signal.

Those who are eligible for a travel discount must purchase a 1 or 3 month discount pass. This can be done at any metro ticket office.

The cost of travel for a monthly discounted travel pass without restrictions on the number of trips for students from January 1, 2018 is 380 rubles, for 3 months - 1140 rubles. According to the resolution of the Moscow Government dated November 18.

2014 No. 668-PP “On the issuance, issuance and maintenance of social cards in the city of Moscow”, the purchase of a discounted travel ticket is possible only through a student’s social card.

You cannot let anyone through with your discount card. If a violation is noticed, the card will be added to the STOP list. It can be unblocked only upon application after 2 weeks.

SCM and commuter transport

Travel by train using a social card is paid at the ticket office for commuter trains. Beneficiaries entitled to a cash-free train ticket can receive it by presenting the card to the cashier.

If you lose your card (before receiving a new one) and need to issue a ticket, you must contact the ticket office, taking with you your passport, a document confirming your right to the benefit, as well as a temporary travel pass, which will be issued until the SCM is ready.

Students of higher and secondary educational institutions from September 1 to June 15 (during their studies) can use SCM to buy a ticket for commuter trains at half the price. To do this, you need to present a card and student ID (or certificate of study). Students can buy a discounted pass for multiple trips.

SCM and Aeroexpress

To travel for free on the Aeroexpress, you need to go to the Company's ticket office at the departure station. You need to have an SKM with you, a passport and a document confirming the right to travel without money.

Issuing a temporary discount ticket

  • When issuing or re-issuing a social card, you can take a temporary ticket for preferential travel, which is valid for 30 days.
  • Owners of a social benefits card can get a temporary ticket at one of the 100 “My Documents” MFCs (when registering for a new SCM or re-issuing an old one).
