You can only receive it once, so if you issued a certificate for maternity capital earlier, you are no longer entitled to it.
Money from maternity capital cannot be spent at your own discretion. The law provides for several options for its use: improvement of living conditions, mother’s pension or children’s education.
But in 2020, an innovation appeared: a mother can arrange monthly payments for her second child from maternity capital funds until the baby is three years old - the so-called Putin benefit.

Putin's allowance
From January 2020, changes will come into force that affect monthly payments for the first and second child.
Firstly, the authorities have increased the period for paying these benefits: previously they were received for children under one and a half years old, now - up to three.
Secondly, we expanded the range of families who are entitled to support from the state: previously, families with an income of less than one and a half subsistence minimum per person applied for it, now it is less than two.
In order to calculate whether you are entitled to benefits in 2020, you need to take your parents’ income for the last year (this is not only salary, but also benefits, pensions, alimony, sick leave, scholarships, etc.), divide by 12, and the resulting figure — on the number of family members, including the child, for whom you want to receive Putin’s payment. If the total amount is less than the sum of two subsistence minimums, the benefit is yours.

Federal benefits

In 2020, there will be at least two “one-time” benefits that mothers are entitled to: pregnant women who registered early, and mothers at the birth of a child. They will be indexed in the new year, but not in January, but a month later.
From February 1, the benefit for pregnant women will be 680 rubles 40 kopecks. Thus, expectant mothers who register in January will receive benefits at the old rates - only 655 rubles.
But if the deadline approaches 12 weeks, then you shouldn’t delay - if you register after this period, you will lose benefits altogether.
For mothers of newborns - 18,144 rubles. Monthly child care benefits, which are paid for up to one and a half years, will also increase.
The minimum benefit amount will be 3,402 rubles for the first child and 6,804 rubles for subsequent ones. Please note that only mothers who did not work will receive such amounts.
Benefits for working mothers will be calculated based on their salary for the last two years.
Those with many children, based on the list approved by presidential decree, may be assigned additional benefits, payments and benefits. The final list is established by regional authorities, and you can find out about it at the local branch of the Social Insurance Fund.
Help with mortgage
Another new payment will apply only to large families - parents of three or more children will be helped with their mortgage.
A new type of state support appeared in July of this year: parents who have had a third or next child since January 1, 2019 are now given 450 thousand rubles to repay a housing loan.

Tax deductions
Parents can receive not only benefits, but also benefits, including tax benefits.

Indexation of child benefits in 2020 - Moscow, low-income, large families
According to the instructions of the President of the country, from January 1, 2020, the monthly allowance to low-income families for the maintenance of children aged 1.5 to 3 years will increase.
Now they will be paid budget money in the amount of one child's subsistence level, established separately for each region.
It is worth noting that we are talking about financial assistance, the amount of which from 2020 will be more than 10 thousand rubles. Today, the allowance for low-income families is 50 rubles. for one child.
These social benefits are intended for those families whose members have a monthly income of less than 2 subsistence minimums for reasons beyond their control.
Currently, the threshold is 1.5 subsistence minimums per person, which is an average of 16 thousand rubles. This important condition must be met for at least the last 3 months.
Presumably, the increase in payments will affect more than 70% of Russian families who are classified as needy.
Purpose of the new benefit
According to information from the competent authorities, starting from 2020, the state plans to allocate more than 70 billion rubles annually to support Russians in need. The main purpose of financial assistance is to increase the birth rate in the country.
In this regard, the authorities do not set target limits for the use of children's money. Parents of the children will receive them in the form of cash and will have the right to dispose of them entirely at their own discretion.
This new allowance differs from maternity capital, the expenditure of which must be justified and documented.
Terms of payment
Federal Law No. 44 dated April 5, 2003 defines the criteria for classifying families as needy. The main condition is considered to be insufficient income. In this case, the following types of payments are subject to accounting: salaries, scholarships, benefits, pensions, rent, dividends from securities, alimony, royalties from copyright.
All income received over the last 3 months is added together. Then the resulting amount is divided by 3 and the number of household members.
If the final value is less than the subsistence level, then there is every chance of being included in the category of low-income people.
If they include able-bodied citizens who avoid work due to the consumption of alcoholic beverages or other subjective reasons, then the status of a person in need is not assigned to her.
Social payments
Currently, the state provides a whole range of financial support measures. These include the following benefits:
- "Governor's" They are paid once a quarter and usually do not exceed 500 rubles.
- At the birth of a child. Represents a one-time payment in the amount of RUB 16,873.54.

Tax relief

- Copies of parents' passports.
- Copies of birth certificates of all children.
- Photocopies of documents confirming the fact of adoption of children or establishment of guardianship over them (if available).
- Photocopy of marriage certificate.
- Certificate of family composition.
- Certificate of full-time education of children over 18 years of age at the educational institution. If the legislation of the region provides for the inclusion of such children in the family, it is taken into account when assigning it the status of a large family.

Federal payments
Federal legislation does not provide for the payment of benefits to large families. Families raising three or more children may qualify for monthly payments in the general manner.
Thus, a person caring for a child until he reaches 1.5 years of age can receive a monthly allowance:
- for child care in the amount of 40% of the average earnings of the worker providing care (average earnings are calculated for two years preceding the year the benefit was assigned);

2012 No. 606 recommends that regional executive authorities assign families in which a third and subsequent children are born a monthly cash payment in the amount of the subsistence minimum per child established in that region. It is recommended to pay such benefits from the moment the child is born until he reaches the age of three.
In a number of regions, such benefits are paid from funds not only from the regional, but also from the federal budget. In 2019, co-financing is provided for 62 regions of the country (see Order of the Russian Government dated August 24, 2018 No. 1747-r). Federal benefits assigned at the birth of a child in accordance with the general procedure will be indexed. To determine the average per capita income, it is necessary to add up all family income for three months and divide by three. The resulting number must be divided among all family members.
If this value turns out to be below the subsistence level in Moscow, then the family can apply to the social security authorities to receive benefits as low-income citizens. Any family member can make a payment.

To obtain a monthly compensation payment for families with 10 or more children, you will additionally need:
- certificate of education of a child (children) aged 18 to 23 years in an educational organization implementing basic educational programs of primary general education, basic general education, secondary general education, full-time study in a professional educational organization or educational organization of higher education, issued not earlier than one month before the date of submission of the request.
To apply for an annual compensation payment for the purchase of a set of children's clothing for attending classes during the period of study, you will additionally need:
- a certificate of education of the child (children) in an educational organization that implements basic educational programs of primary general education, basic general education, secondary general education, secondary vocational education, issued no earlier than one month before the date of submission of the request.
If one of the family members changed their full name, additionally submit:
- name change document.

Parents (including stepfathers and stepmothers) and adoptive parents can apply for the following payments for large families only online on the official website of the Moscow Mayor mos.ru:

Moscow families are the most privileged in terms of support from the state. There are many types of financial support for families with children in the capital. Most of the benefits and subsidies are targeted.
Support measures in the city are regulated by two laws that have been in force since 2005:

Regional payments to Muscovites
Residents of the capital with official registration can count on several types of social support. To obtain it, you need to contact the social protection service with a certain package of documents.
Some types of payments can only be processed through the personal account of the State Services portal. The right to receive social benefits and payments extends not only to Muscovites, but also to residents of New Moscow.
The procedure for providing payments depends on who is processing the benefit and what is the basis for receiving it.
One-time benefit for the birth of a child
All benefits accrued in connection with pregnancy and childbirth are paid once:
- additional allowance for B&R;
- one-time compensation payment in connection with the birth;
- "Luzhkov" payments;

Women who were laid off due to the liquidation of a company, as well as those mothers who have completed their careers as individual entrepreneurs, notaries, and lawyers, can receive financial assistance. To receive money, you will need to submit all required documents to your place of work (or to the social security authorities):
- certificate of registration in connection with pregnancy;
- work book with the corresponding entry;
- an extract from the employment service stating that the woman is officially considered unemployed;
- SNILS;
- TIN;
- bank details for transferring funds;
- a certificate from a military unit confirming that the husband completed military service upon conscription (for wives of military personnel).
Once the documentation package has been completed, all that remains is to send it to its destination - the social security service or your place of employment.
One-time compensation payment to reimburse expenses in connection with birth (adoption)
The benefit amount is 5,500 rubles. for the firstborn and 14,500 rubles. for the second baby. If a married couple has twins, then funds are paid for each newborn. In the case where the baby was born stillborn, the parents are not entitled to benefits. For adoption, the procedure for providing subsidies is the same.
For the birth of triplets, parents receive a one-time payment of 50,000 rubles.

Parents and adoptive parents can submit an application for payment through the mos.ru portal; guardians need to submit an application in person through the MFC.
The decision to assign payments is made within 10 working days after submitting the application. A notice of the award of benefits will appear in the applicant’s personal account on the mos.ru website. The money will be transferred no later than the 26th of the next month after submitting the application.
"Luzhkov" payments to a young family
Since 2004, Muscovites under 30 who have given birth to a child can receive additional benefits. This right is given to people who permanently reside in Moscow and have Russian citizenship. The list of citizens who can receive benefits includes:
- persons who gave birth to or adopted a child, even if one of them has official registration in the capital;
- single mother, if there is a dash in the “father” column.
- Assistance is provided on a priority basis, including children from previous marriages, but subject to cohabitation.
- The amount of the subsidy depends on the number of children and the cost of living at the date of birth of each child:
- In Moscow for 2019, the cost of living is 18,781 rubles, and the Luzhkovskys are equal to:
- 5 minimums for the first-born - 93,905 rubles;
- 7 minimums for the second - 131,467 rubles;

Monthly benefit in Moscow for a child under 1.5 years old
Both mother and father can apply for care allowance for up to 1.5 years. Also, this right is available to guardians who care for a child, parents undergoing full-time training, mothers fired during pregnancy or on vacation due to the liquidation of the company. Also, women who have ceased entrepreneurial, notary or lawyer activities can apply for financial assistance.
The amount of benefits for a mother who was fired is 1,500 rubles monthly.

In addition to certain categories of minors, children under three years of age can count on financial assistance. Financial support is provided in connection with reimbursement of the cost of food for certain categories of citizens for children under three years of age.
The benefit amount is 675 rubles, and for students - 1875 rubles.
Monthly payment for disabled children
Parents of a child with a disability can also count on certain payments. Decree of the Moscow Government No. 1268-PP dated November 17, 2009 states that cash assistance is provided on an undeclared basis upon receipt of information from the relevant pension services about the assignment of a pension.
The child must have official registration in Moscow for at least 10 years, including residence in the surrounding areas.
The subsidy amount is calculated individually, taking into account the difference between the cost of living in Moscow and the total income.
Supplement to child survivor's benefit
Survivor's benefits are assigned to children without application, after receipt of relevant information from the pension fund. Compensation for housing and communal services

Annual payments for a child in Moscow
For parents with many children who have ten or more children, payments are due:
