1. When to send your child to school
Children are admitted to school from the age of 6.5, but not later than 8 years (as written in the Law “On Education”). The school administration can accommodate parents and enroll a first-grader under this age. To do this, you need to submit an application for training on an individual basis plus permission from a psychologist.
2. When and how to submit documents
Municipal schools accept applications from February 1 . Until July 1, the list of applicants includes children who live in the area assigned to the school. After this, documents are accepted from everyone.
Children assigned to a particular school may be rejected only due to a lack of available places. But if this suddenly happens, parents can contact the Department of Education to help enroll their child in another school.
If your registration does not give you the right to enroll in a school in the first place, then it is better to find out in advance whether there will be places later and how many. For example, I was convinced from my own experience that without registration you may not get into the school you want - there were catastrophically few free places.
On the very first day, the acceptance of documents was closed and the school administration refused everyone. And we urgently had to look for another one.
Those who have “registration at the place of residence”, or temporary registration, should not worry. This certainly won’t stop you from enrolling your child in school.
Registration through "State Services"
Documents have been accepted electronically since December 15, but in some cities the “admission campaign” is divided into several stages.
From December 15, applications are being accepted for children of police officers or military personnel. From January 20, children with registration are registered, and from July 1 - all others.
The application is filled out in your personal account, copies of documents are attached to it (the list is published there). You can apply to a maximum of three schools .
The school sends an invitation to your personal account, and the child’s enrollment is issued seven working days after the documents are received in person.
3. What documents are needed for registration?
- The full list of documents is as follows:
- Application for admission to the school, which is filled out on site.
- Child's birth certificate (copy and original).
- An identification document of the applicant to establish the fact of family relations and the powers of the legal representative (in other words, the parent’s passport).
- Certificate of registration of the child at the place of residence or place of stay (copy and original).
- Medical insurance policy (copy and original).
- Medical card and vaccination certificate.
- Two 3x4 color photographs.
The first four items from this list are required when submitting an application. The rest must be submitted when ready, but no later than August 30 .
The most difficult thing on this entire list (unless, of course, all the documents are irretrievably lost and do not need to be urgently restored) is processing a medical card.
If the child goes to a municipal kindergarten, the task is simplified. Usually in kindergartens in April-May there are visiting medical commissions that examine children on the spot and fill out everything necessary.
All you have to do is get the card certified by the local pediatrician and the head physician of the clinic.
Or you will have to apply for a card yourself. This can be done at the children's clinic at your place of registration or at any private clinic.
Clinic at the place of registration
It's free, but expensive and time-consuming. You need to get referrals from your pediatrician to all specialists and make an appointment. In this case, it may turn out that everything is planned for several months in advance.
After that, go through all the doctors and put marks on the card, and then go through the pediatrician again.
In general, for this adventure you need to be patient and it’s best to start early to avoid the queues of parents of future first-graders.
Private clinic
To save time (but not money), you can undergo such a commission in a private clinic. They will do everything to ensure that you complete this procedure as quickly as possible. But there are downsides here too. For example, hospital management, referring to various orders of the ministry, can expand the list of specialists and procedures.
For example, in order to get a medical card for school for my eldest son, I had to additionally see a psychiatrist, and also have an ultrasound of the heart, scrotum and gastrointestinal tract. Without this, they didn’t want to give us a finished card. As a result, a couple more extra thousand rubles were spent, but now I am completely sure that everything is fine with my child’s health. Everywhere.
Child vaccination certificate
If you missed some scheduled vaccinations, it is better to do them when you register your card or create an individual schedule of vaccinations with an immunologist and give it to the health worker at school. Well, if you are against vaccinations, a refusal is pasted into the card.
4. By what principles can you choose a school?
Primary school teacher
Some parents do not even choose a school, but rather a teacher in which class they would like to enroll their child. In elementary school, a child learns from one teacher, and it is on this person that future interest in learning depends.
Talk to the teacher: ask what kind of workload he usually gives in first grade, find out about the program the children will be studying, and figure it out in advance. For example, if the teacher is very active, then it will be difficult for a slow child to learn in his class.
And vice versa: a hyperactive student in the lessons of a leisurely teacher will quickly get bored.
Place in the ranking
One of the largest and most important ratings is published by the Moscow Center for Continuing Mathematical Education - the 500 best Russian schools. The rating for Moscow is published separately - 292 schools.
When compiling ratings, formal criteria are taken into account. The results of the OGE, the number of winners and prize-winners of the All-Russian Olympiad for schoolchildren, participation in the All-Russian testing work.
But if a school is in the top 25 year after year, that definitely says something. There is also a RAEX school rating.
Reviews from parents of schoolchildren and graduates
You definitely need to “be behind enemy lines” - collect as much information as possible about the educational institution. A good principle here is that the more sources, the better.
Read reviews from parents of students who are already studying (or have studied) at this school. And preferably not on its official website (there is unlikely to be anything bad there).
Word of mouth also still works: find friends or acquaintances whose children are studying with them.
Location and school from inside
For working parents who cannot drop off and pick up their child from school, walking distance is a priority so that the child can safely get home after school. Be sure to go to the Open Day. Some schools hold them in the fall, others in the winter. This needs to be found out at every school.
An open day is a great opportunity to look around at (and around) the school. Visit the cafeteria and find out what they feed the children. In the toilet, check if there is toilet paper and soap. And does the door close?
Is there a roadway near the school and how safe is the traffic? Take a walk around the school after school ends.
Try to evaluate from all sides the place where your child will spend most of his time for 11 years.
5. How to prepare for a school interview (or test)
We hope you have decided on the main question. Now you need to find out whether the school will have an interview or test. The standard school interview is most often conducted in late winter or early spring. This is essentially an introduction between the teacher and the future student and an assessment of his overall level of development. It lasts 20-30 minutes in the presence of one of the parents. No grade is given based on the interview results (no matter how many correct answers the child gives).
When class enrollment is competitive, it's a slightly different story. It would be good to find out sample questions and assignments in advance from the administration or parents of last year’s first-graders in order to prepare the child a little. By the way, schools have their own training courses.
Classes are usually held two to three times a week: in the Russian language, mathematics and the general development of logic, thinking and memory. The courses are not mandatory, but in any case they will be useful to the future student, especially if he did not go to kindergarten. This way he will quickly get used to the environment and routine.
Enrolling your child in school is not as scary as it seems at first glance. The most important thing is to do everything gradually and try not to get nervous. Because you will still need nerves - there are 11 years of study ahead.

What documents are needed for enrollment in school in 2018-2019
When your child enters first grade, you need to know that you must initially prepare a package of necessary documents. In all schools, the requirements for the papers provided may differ, but not significantly. To clarify detailed information, you must communicate with the administration of the educational institution or the director in person. However, there is an order of the Ministry of Education, according to which the list of required documents is strictly established.
List of required documents for admission
- Application from parents for admission of a first-grader. You can fill it out at a meeting with school representatives or electronically. Example below;
- Original and duplicate birth certificate , alternatively you can provide another document confirming relationship;
- Russian passport of the legal representative (parent or guardian). In the latter case, you must also provide a document confirming the right to guardianship;
- Confirmation registration at permanent or temporary place of residence;
- Sometimes confirmation citizenship in the form of an insert, a stamp on the birth certificate, or information about him/her entered into the citizen parent’s passport.
Additional documents that you will need later or will be required in exceptional situations:
- Medical card in form (026/у-2000) and vaccination certificate of the future first-grader;
Parents must prepare all medical documents in advance. Perhaps you made a card when you entered kindergarten, and it will go with your child to school.
- Medical insurance policy in original and its photocopy;
- SNILS, sometimes requested;
- Documents allowing you to enroll in the school as an exclusive right, if any;
- Permission to stay in Russia for foreigners. A migration card or refugee certificate will do. All foreign papers are provided with a certified translation into Russian.
Not only parents and guardians of children, but also their close relatives can submit documents if they have a power of attorney.
Deadlines for enrollment in first grade, current information for 2018-2019
In a few months, the new school year will begin, and hundreds of kids will start first grade. Some parents have long been concerned about enrolling their child in school. When to apply for first grade:
- At the end of December of the previous year, documents are accepted from preferential first-graders. For example, to enroll in school in September 2018, you could submit a preliminary report in December 2017;

Who belongs to the preferential category of citizens

- Children from a family of school employees;
- First-graders whose parents are doing military service under contract.

Territorial affiliation to the school
The concept of a district’s relationship to a particular educational institution has already appeared several times above. It was even said that children living in the assigned territory have preferential enrollment conditions.
To prove your relationship to the school’s territory, you can provide:

Admission rules and requirements for first-graders
When a child goes to first grade, he experiences stress from the new environment, peers and teachers' demands. Most of them find it difficult to adapt to the new regime, the way of life.
Parents of first-graders should know that preliminary tests and pressure on the child before admission are prohibited.
Personal conversations and questions from school representatives should not affect the child’s admission.
Of course, there are restrictions on the admission of some children to a regular school, but parents, as a rule, know about this. Sometimes confirmation about the child’s health is required from a psychologist. The administration of an educational institution cannot refuse to admit a first-grader without a specific reason.
There are general requirements for all babies. They must be 6.5-8 years old, be able to answer simple questions, listen to the teacher and complete assignments, and be able to communicate in a team.

Reasons for refusal
There are a number of obvious reasons why a child cannot be enrolled in first grade. These include:
- Inappropriate age;
- Errors in documents or an incomplete list of them, violation of deadlines;
- Lack of empty seats in classes. If the chosen school runs out of places, the Ministry of Education is obliged to provide an alternative option after your application.

In detail: legal regulation of children's enrollment in school
Thus, the rights of a citizen to education are enshrined in the above regulations. The procedure for their implementation is reflected in documents at various levels (federal, regional, municipal) and local acts of the educational organization.
At the federal level, the procedure for admitting citizens to school is regulated by order of the Ministry of Education and Science of the Russian Federation dated January 22, 2014 No. 32 “On approval of the procedure for admitting citizens to study in educational programs of primary general, basic general and secondary general education” (hereinafter referred to as “Procedure ").
At the same time, it is important to know that admission rules that are not regulated by federal legislation can be specified by regional and municipal acts, as well as the rules of a specific educational organization. Moreover, these clarifications cannot in any way limit the rights of citizens that are enshrined at the federal level.
The main issues of admitting children to school, fixed at the federal level
Denial of admission
Paragraph 5 of the Procedure indicates that admission to a state or municipal educational organization may be denied only due to the lack of free places in it, with the exception of cases provided for in parts 5 and 6 of Article 67 (issues of competitive selection) and Article 88 (studying in foreign institutions of the Ministry Foreign Affairs of the Russian Federation) Federal Law of December 29, 2012 No. 273-FZ “On Education in the Russian Federation”.
Thus, if admission is refused, you should contact the Education Department of the municipality. If the application was submitted in writing, then the refusal must be formalized in writing. With this refusal, parents subsequently turn to the Education Department of the municipality to resolve the issue of placing the child in school.
Competition for admission
Clause 6 of the Procedure states that “the organization of individual selection for admission to state and municipal educational organizations for receiving basic general and secondary general education with in-depth study of individual academic subjects or for specialized training is permitted in cases and in the manner provided for by the legislation of the subject of the Russian Federation” .
Thus, at the federal level there are no rules for the competitive selection of children. The corresponding rights belong to the region, therefore, the region is empowered to independently establish such rules.
But we are talking about competitive selection for basic general (grades 5–9) and secondary general (grades 10–11) education.
The possibility of establishing individual selection for admission to the level of primary general education (grades 1–4) is not provided for by law at all.
Territorial consolidation
The procedure for territorial assignment of houses to educational organizations is set forth in paragraphs 4 and 7 of the Procedure.
Thus, it is established that “the rules for admission to state and municipal educational organizations for training in basic general education programs must ensure the admission to the educational organization of citizens who have the right to receive general education at the appropriate level and who live in the territory to which the specified educational organization is assigned.”
The territorial consolidation itself is carried out by local authorities.
State and municipal educational organizations post an administrative act of the local government body of a municipal district, urban district (in cities of federal significance - an act of a body determined by the laws of these constituent entities of the Russian Federation) on assigning educational organizations to specific territories of the municipal district, urban district, issued no later than February 1 current year.
Local authorities have the right to establish certain features of territorial assignment to educational organizations. In this regard, before you perceive a refusal of admission to an educational organization as a violation of your rights, you need to familiarize yourself with the rules of admission to a specific organization.
Admission to 1st grade
Issues of admission to 1st grade are regulated separately. Clause 8 of the Procedure indicates that “a state or municipal educational organization, for the purpose of conducting organized admission of citizens to the first grade, places on an information stand, on the official website on the Internet, in the media (including electronic) information about:
- the number of places in the first classes no later than 10 calendar days from the date of publication of the administrative act on the assigned territory;
- Availability of free places for the reception of children who do not live in the assigned territory, no later than July 1.”
Statement
Clause 9 of the Procedure establishes that admission of citizens is carried out upon the personal application of the parent (legal representative) of the child upon presentation of the original identification document of the parent (legal representative).
An educational organization can accept the specified application in the form of an electronic document using public information and telecommunication networks.
A sample application form is posted on the information stand and (or) on the official website of the educational organization on the Internet.
Additional documents
For admission to an educational organization:
- parents (legal representatives) of children living in the assigned territory, in order to enroll the child in the first grade, additionally present the original birth certificate of the child or a document confirming the applicant’s relationship, a certificate of registration of the child at the place of residence or at the place of stay in the assigned territory, or a document containing information about the child’s registration at the place of residence or place of stay in the assigned territory;
- parents (legal representatives) of children not residing in the assigned territory additionally present the child’s birth certificate.
- When entering grades 10–11, you must provide a certificate of basic general education.
- In addition, parents (legal representatives) have the right to submit other documents at their discretion.
- Parents (legal representatives) of children who are foreign citizens or stateless persons additionally present a document confirming the applicant’s relationship (or the legality of the representation of the child’s rights) and a document confirming the applicant’s right to stay in the Russian Federation.
- Foreign citizens and stateless persons submit all documents in Russian or together with a duly certified translation into Russian.
Copies of the documents presented at the time of admission are stored in the educational organization for the duration of the child’s education.
Deadline for admitting children to first grade
- Acceptance of applications for first class for citizens living in a designated territory begins no later than February 1 and ends no later than June 30 of the current year.
- Enrollment in an educational organization is formalized by administrative act within 7 working days after receipt of documents.
- For children who do not live in the assigned territory, acceptance of applications for first grade begins on July 1 of the current year until the empty seats are filled, but no later than September 5 of the current year.
- Educational organizations that have completed admission to the first grade of all children living in the assigned territory admit children not living in the assigned territory before July 1.
Documents submitted by parents (legal representatives) of children are recorded in the application log. After registering the application, the parents (legal representatives) of the children are given a receipt for receipt of documents containing information about the registration number of the application for admission of the child to the educational organization and the list of documents submitted. The receipt is certified by the signature of the official of the educational organization responsible for receiving documents and a seal.

Admission to first grade
To carry out organized admission to the first class of assigned persons, the educational organization, no later than 10 days from the date of publication of the administrative act, publishes information on the number of places in the first classes.
Information can be posted on an information stand, on the official website of the organization, or in the media (including electronic ones).
No later than July 1, information should appear about the availability of free places for children not registered in the assigned territory.
Schools accept children into first grade who are 6.5 years old at the start of school, unless they have contraindications for health reasons, but no later than the children reach the age of 8 years. At the request of parents, the school may allow admission of children at an earlier or later age.
Required documents. To enroll a child in first grade, parents (legal representatives) submit an application for admission, a parent’s passport, and a birth certificate to the general education organization.
Parents of assigned children registered at the place of residence or place of stay additionally present the original certificate of registration of the child at the place of residence or certificate of registration of the child at the place of stay in the assigned territory or a document containing information about such registration.
Parents have the right to submit other documents at their discretion.
When admitted to the first grade during the academic year or to the second and subsequent grades, the student’s personal file, issued by the institution in which he previously studied, is additionally presented. When admitted to the level of secondary general education, the student’s parents additionally present the certificate of basic general education issued to him.
The requirement to provide other documents as a basis for admitting children is not permitted.
For assigned persons, acceptance of applications for first grade begins no later than February 1 and ends no later than June 30 of the current year. Enrollment is issued by order of the head of the organization within 7 working days after receiving the documents.
For children not registered in the assigned territory, acceptance of applications for first grade begins on July 1 and continues until the empty seats are filled, but no later than September 5 of the current year. If all children assigned to a given territory are accepted into first grade, then the organization has the right to admit children not registered in the assigned territory before July 1.
When admitting citizens who are not registered in the assigned territory to vacant places, citizens who have the right to priority provision of a place in the organization in accordance with the legislation of the Russian Federation and regulatory legal acts of the constituent entities of the Russian Federation have priority rights.

Applicants have the right to pre-trial (out-of-court) appeal against decisions and actions (inaction) of educational organizations, as well as officials of educational organizations during the provision of services.
The pre-trial (out-of-court) appeal procedure does not exclude the possibility of appealing decisions and actions (inactions) taken (carried out) during the provision of the service in court.
The pre-trial (out-of-court) appeal procedure is not mandatory for the applicant.
- A complaint can be sent to an educational organization or the executive body of state power in St. Petersburg, which is in charge of the educational organization.
- The complaint is submitted to the educational organization in writing on paper or electronically.
- The complaint can be sent by mail, through the division of the St. Petersburg state government institution “Multifunctional Center for the Provision of State and Municipal Services” (hereinafter referred to as the MFC), through the official website of the educational organization on the Internet information and telecommunications network, the Portal, the Federal Portal, and can also be accepted by an official upon personal reception of the applicant.
- The complaint must contain:
- The name of the educational organization, the official of the educational organization, the decisions and actions (inaction) of which are being appealed;
- Last name, first name, patronymic (if any), information about the place of residence of the applicant - an individual or the name of an organization, information about the location of the applicant - a legal entity, as well as contact telephone number(s), email address(es) ( if available) and postal address to which the response should be sent to the applicant;
- Information about the appealed decisions and (or) actions (inaction) of the educational organization, an official of the educational organization;
- Arguments on the basis of which the applicant does not agree with the decision and action (inaction) of the educational organization or an official of the educational organization.
The applicant may submit documents (if any) confirming the applicant’s arguments, or copies thereof.
If the complaint is submitted through a representative of the applicant, a document confirming the authority to take actions on behalf of the applicant is also submitted. The following may be submitted as a document confirming the authority to carry out actions on behalf of the applicant:
- A power of attorney issued in accordance with the legislation of the Russian Federation;
- A copy of the decision of the authorized body (official) on appointment or election, or an order on the appointment of an individual to a position, according to which such an individual has the right to act on behalf of the applicant without a power of attorney.
If a complaint is filed at a personal meeting with an official of an educational organization, the applicant presents a document proving his identity in accordance with the legislation of the Russian Federation.
When filing a complaint electronically, the necessary documents can be submitted in the form of electronic documents signed with an electronic signature, the type of which is provided for by the legislation of the Russian Federation, and no identification document of the applicant is required.
The complaint is considered by the educational organization providing the service, the provision of which was violated as a result of decisions and actions (inaction) of the educational organization or its official.
If the decisions of the head of an educational organization are appealed, the complaint is submitted to the executive body of state power of St. Petersburg, which is in charge of the educational organization, and is considered in the prescribed manner.
- If the competence of the educational organization does not include making a decision on the complaint, within 3 working days from the date of its registration, the specified educational organization sends the complaint to the executive body of state power of St. Petersburg, which is in charge of the educational organization, and informs the applicant in writing about redirecting the complaint.
- In this case, the period for consideration of the complaint is calculated from the date of registration of the complaint with the executive body of state power of St. Petersburg, which is in charge of the educational organization.
- When a complaint is received through the MFC, it ensures its transfer to the educational organization or executive body of state power of St. Petersburg, which is in charge of the educational organization, no later than the next working day from the date of receipt of the complaint.
- A complaint about a violation of the procedure for providing MFC services is considered in accordance with the established procedure by the Education Committee.
- In this case, the period for consideration of the complaint is calculated from the date of registration of the complaint with the Education Committee.
- A complaint about a violation of the activities of MAIS EGU, of which the Portal is a subsystem, is considered in accordance with the established procedure by the Committee on Informatization and Communications.

- The applicant may file a complaint, including in the following cases:
- Violation of the deadline for registering the applicant’s request for the provision of services;
- Violation of the service provision period;

- Refusal to accept documents, the submission of which is provided for by the regulatory legal acts of the Russian Federation, the regulatory legal acts of St. Petersburg for the provision of services, from the applicant;

Based on the results of consideration of the complaint, the educational organization makes a decision to satisfy the complaint or to refuse to satisfy it. This decision is made in the form of an act of the educational organization.
- If the complaint is satisfied, the educational organization takes comprehensive measures to eliminate the identified violations, including issuing the result of the service to the applicant, no later than 5 working days from the date of the decision.
- A response based on the results of consideration of the complaint is sent to the applicant no later than the day following the day the decision is made, in writing.
- The response based on the results of consideration of the complaint shall indicate:
- Name of the educational organization, position, last name, first name, patronymic (if any) of the official who made the decision on the complaint;
- Number, date, place of the decision, including information about the official whose decision or action (inaction) is being appealed;
- Last name, first name, patronymic (if any) or name of the applicant;
- Grounds for making a decision on the complaint;
- The decision taken on the complaint;
- If the complaint is found to be justified, the time frame for eliminating the identified violations;
- Information on the procedure for appealing a decision made on a complaint.
- The response based on the results of consideration of the complaint is signed by the official of the educational organization authorized to consider the complaint.
- At the request of the applicant, a response based on the results of consideration of the complaint can be submitted no later than the day following the day the decision was made, in the form of an electronic document signed with the electronic signature of an official of the educational organization authorized to consider the complaint, the type of which is established by the legislation of the Russian Federation.
- The educational organization refuses to satisfy the complaint in the following cases:
- The presence of a court decision that has entered into legal force on the same subject and on the same grounds;
- Filing a complaint by a person whose powers have not been confirmed in the manner established by the legislation of the Russian Federation;
- Availability of a decision on a complaint made earlier in accordance with established requirements in relation to the same applicant and on the same subject of the complaint (on the same grounds);
- Failure to confirm the facts contained in the complaint.
If the complaint contains obscene or offensive language, threats to the life, health and property of an official, as well as members of his family, the official has the right to leave the complaint unanswered on the merits of the questions raised in it and inform the citizen who sent the complaint about the inadmissibility of abuse of rights . The citizen who filed the complaint is notified of this decision by the government body or official to whom the complaint was received.
- If the text of a written complaint cannot be read, a response to the complaint is not given, and it is not subject to referral to a state body or official in accordance with their competence, which is reported to the citizen who sent the complaint within seven days from the date of registration of the complaint , if his name and postal address can be read.
