Maternity capital: size, indexation, increase, for the first child

  • at the birth of the second child, the maternity capital already received for the first child will increase by 150,000 rubles and amount to 616,617 rubles;
  • upon the birth of the third child, the state will pay 450,000 rubles of the mortgage loan taken out for the family.

Thus, maternity capital for families with two children will be 616,617 rubles and will be indexed annually in the future. Parents of a second child born after January 1, 2020, who already have a first child born before January 1, 2020, will also be able to receive maternity capital in the new amount (616,617 rubles). Vladimir Vladimirovich added that the maternity capital program will be extended at least until December 31, 2026. In addition, the president proposed introducing monthly payments for families with children aged 3 to 7 years inclusive. Putin noted that to receive such a payment, it will be enough to submit an application; the procedure will be as simple as possible. At the first stage, the monthly payment should be 5.5 thousand rubles, but in the future it can be increased to more than 11,000 rubles.

Let us remind you that the maternity capital program started working in 2007. Then families were entitled to payments after the birth of their second and subsequent children in the amount of 250,000 rubles. In subsequent years, the government indexed maternity capital several times, most recently in 2019 to 453,000 rubles.

Maternity capital for 1 child: changes in 2020

What are the changes in payments to the poor?

Regular monthly contributions to support low-income families whose child was born later than January 1, 2018 will continue to be paid in 2020.

The condition for agreeing on additional financing from maternity capital funds will be the recognition of a low-income family (with an income for each family member of no more than 150% of the currently established minimum subsistence level).

The right to receive payments for a second child in 2019 is valid from the moment of his birth until the child turns 1.5 years old, i.e. The period of application of the program in this direction is limited to a maximum of one and a half years. Even if the family was unable to process the payment immediately after the birth, if the application is late, the state will pay the amounts for the last 6 months.

The amount of payment in 2020 is determined at the discretion of the regional authorities, based on the subsistence level (subsistence level) established in a particular subject of the Federation for the 2nd quarter of 2019.

From time to time, the family is required to confirm the right to extend payments, thus, documents submitted for 2019 will allow them to receive deductions from maternity capital throughout the year with the possibility of extension next year.

6% mortgage with compensation from maternity capital funds

Another innovation concerns families with children in which there has been an addition. Mortgages with state support for families with children continue to be implemented for them.

Amounts spent on the purchase of credit housing are subject to repayment with maternal capital, without waiting 3 years. Moreover, the state guarantees a minimum mortgage rate of 6%. A preferential mortgage allows you to buy not only an apartment, but also a private house with a plot, as well as housing under construction, the cost of which is the lowest in the initial stages of construction.

The amount of funds allocated is limited only by the amount of family capital itself, set for 2020 in the amount of 466,617 rubles.

Will there be indexation of maternity capital?

In 2015, in the wake of the crisis, the indexation of maternal (family) capital was frozen. Although previously it was carried out annually, which made it possible to almost double the amount of payments over 8 years. This can be clearly seen from the table.

The most significant increase in maternity capital occurred in 2009, when more than 35 thousand rubles were added to the total amount. Then indexation was 13%, which exceeded even the annual inflation rate, which was limited to 8.8%.

Over the three-year period, the amount of “parental” capital did not increase. Initially, indexation was suspended for 2016-2017. (Federal Law No. 68-FZ of April 6, 2015). And then the non-indexed period was extended for several more years - until January 2020 (Federal Law No. 444-FZ of December 19, 2016). And so far no other regulations have been adopted on this issue.

Additional payments to mothers who decide to have a second child

Pension, medical and other expenses for unhealthy citizens will cost him more than financial support for young women in labor. Therefore, it was proposed that mothers who gave birth to a second child under 35, in addition to maternity capital, should be paid an additional 250 thousand rubles. The idea to introduce such an additional payment belongs to Deputy Prime Minister O. Golodets.

The initiative of the Deputy Prime Minister was widely covered in the Russian media. The authors of numerous articles often presented the official’s proposal as a decision already accomplished. However, to date, the intention to pay additional amounts to mothers has not been translated into a finished bill. The details of the ministerial “elaborations” of the document are also unknown to the general public.

Experts argue that the difficult demographic situation of the 90s will soon result in a sharp reduction in the number of Russian women of childbearing age. The state will no longer have to stimulate the birth of several children in a family, but the birth of first-born children, and as early as possible. In this regard, the following are considered the most realistic legislative initiatives of the Government:

But even if additional payments of 250 thousand rubles are introduced, this will be an inferior alternative to maternity capital indexation, since they will be received by a limited circle of people.

Today, under certain circumstances, not only mothers, but also fathers, and even the children themselves have the right to “parental” capital. And indexing would affect them all. And the additional payments were going to benefit only young mothers.

Will maternity capital payments be extended: Putin’s message

Today, the state intends to financially stimulate the birth rate until 2026.

In particular, at a government meeting on June 29, 2017, Prime Minister D.A. Medvedev literally said the following about the possible indexation of maternity capital: “It has been indexed since January 1, 2020.” From this statement of the head of the Cabinet of Ministers we can conclude:

  • the expected increase in the size of maternity capital has occurred;

  • maternity capital was introduced at the birth of 1 child in the family in the amount of 466,000 rubles;

Legislators' proposal

Members of the State Duma are also trying to adjust the program for financial support for parents with at least 2 children. Deputies introduced several bills changing the rules for receiving and spending maternal capital.

One of them is a project by a group of deputies that proposed expanding the possibilities of using “maternal” funds. Today they can be used in the following areas:

  • solving family housing problems;
  • education of older children;
  • payment for kindergarten, including private one, from maternity capital funds without waiting for three years (from the age of two months);
  • mother's funded pension;
  • adaptation means and services for children with disabilities;
  • payment in cash from maternity capital to families recognized as low-income.

People's representatives believe that this list needs to be supplemented. They propose allowing parents to spend maternity capital funds on purchasing a car. In the explanatory note to the bill, deputies emphasize that such a step will bring comprehensive benefits:

  • the mobility of family members will increase;
  • The automotive market and related industries are intensifying;
  • The vehicle fleet will be renewed, which will reduce road deaths.

Certain requirements are established for a car purchased using maternal capital: it must be of domestic production and have no more than 8 seats. Another restriction concerns the categories of parents who have the right to spend the state payment in this way. They are endowed with:

  • parents with many children;
  • families with adopted children;
  • parents of disabled children.

To avoid abuse, the purchased car is prohibited from being sold, given away, or alienated in any other way for three years after purchase. This rule will not allow parents to use this loophole to quickly cash out money when the purchased car is immediately resold to another person.

The authors of the bill were O.A. Nilov, B.A. Chernyshov, S.V. Ivanov and other legislators. The document was submitted to the State Duma in the spring - 03/17/2017. However, so far it has not been accepted in any reading.

Obtaining a “family” certificate

In 2020, the procedure for obtaining a certificate for maternal capital will remain the same. Parents have the right to apply for a document in various ways:

  • visit the Pension Fund branch in person;
  • use your “personal account” (via “Gosuslugi” or the official website of the Pension Fund);
  • send the application and documents by registered mail;
  • submit all papers through a proxy;
  • issue a certificate through the MFC.

The latter method is gaining popularity, since multifunctional centers are often more conveniently located than branches of the pension department. And thanks to the many “windows”, the process of submitting documents usually takes less time.

However, it should be taken into account that the MFC is an intermediary between the applicant and the Pension Fund, so you will have to wait a little longer for the issuance of the finished certificate.

If there is a need to prepare a document as soon as possible, it is better to contact the Pension Fund department directly.

Statistical data

The head of the Russian Pension Fund, Anton Drozdov, shared statistics on the use of maternity capital funds. He announced the following figures:

  • the vast majority of certificate holders (92%) spent maternity capital on the purchase of family housing;
  • in second place in popularity was the allocation of funds to education - 8% of parents used maternity capital in this way;
  • Less than 1% of payment recipients allocated it to their mother's funded pension, and in most cases these were insignificant amounts remaining in the account after spending the funds for other purposes.

The most unpopular area of ​​maternity capital was the purchase of adaptation services and goods for disabled children. Parents have had this opportunity since the beginning of 2016 (Federal Law No. 348-FZ of November 28, 2015). Over the past three-year period, only about 100 people spent maternity capital in this way.

In total, according to the head of the pension department, more than 8 million Russians have received certificates since 2007. Half of them (57%) have already spent maternity capital on certain purposes.

What the regions offer

Regional maternity capital has been paid since 2011. This process was initiated by D.A. Medvedev, who at that time held the post of President of the Russian Federation. Speaking with his annual Address, he referred to the experience of the Ulyanovsk region, where, on the initiative of local authorities, they began to pay 100 thousand rubles for the birth of a third child. The head of state called for this practice to be spread throughout Russia.

The President’s wishes were heard, and many regions began to seek funds from local budgets for material support for families with children. Typically, regional (regional) capital is paid to the parents of the third child or subsequent children. But the amount of payments and possible directions of funds may vary, as the table clearly illustrates.

  • for the birth of a third, you can count on another amount - 450,000 rubles. But its use will be exclusively targeted - these 450,000 can only be used to pay off the existing mortgage loan.

In addition, a family with two or more minor children, at least one of whom was born after January 1, 2018, can count on a preferential mortgage at 6% - and now this figure will remain unchanged for the entire term of the mortgage loan.

Thus, starting from 2020, parents with children will be able to invest over 1 million rubles in their own housing.

When can you get maternity capital for 1 child?

The innovations, according to the president, should come into force retroactively, from January 1, 2020. This means that all mothers whose first baby was born this year (or later) can receive a certificate.

How to get maternity capital for your first and second child

To obtain a certificate, you must contact the Pension Fund of the Russian Federation (both at your place of registration and at your place of residence) or fill out an application through the MFC (now called “My Documents”).

Who is eligible to receive benefits?

Let us immediately note that maternity capital is not a benefit. This is a certificate giving the right to spend a certain amount for certain purposes, the list of which is limited. It is issued once, and from 2020 it can be divided into two parts - part of the amount for the first and part for the second child.

Who is entitled to maternity capital? Mother (citizen of the Russian Federation) who gave birth to her first, second or subsequent children. If at the time of the birth of her children she did not have citizenship, then she can exercise her right only from the moment of its acquisition, provided that the children have Russian citizenship.

The father can receive a certificate instead of the mother (if she is deprived of parental rights, committed a crime against the child, or died) even if he does not have citizenship - but provided that the mother had it.

If twins are born, what kind of maternity capital is prescribed?

Twins or triplets are two or three babies, each of whom has a separate birth certificate.

Accordingly, parents who have twins born since January 1, 2020 (and have no more children, and until that moment they did not receive any maternity capital) can count on receiving the entire amount for the first-born and the second baby at one time. Maternity capital for twins (first birth) will be 616,617 rubles .

If the birth of twins occurred in a family where there is already a son or daughter, then you can count on an increased size of the certificate for the second baby, which is valid from this year - that is, the same 616,617 rubles .

If you received maternity capital for your second or subsequent children before 2019, and twins were born in 2020 and later, then maternity capital is not required for the birth of twins - but you can take advantage of the new measure to receive 450,000 rubles. to repay the mortgage for the birth of the third or subsequent children (also one time).

What will the new support measure do?

According to the president’s idea, Russians will now become more willing to give birth and purchase housing with a mortgage, which will help kill two birds with one stone – support the birth rate, which is rapidly falling despite all the efforts of the state and all the new support measures, and stimulate sales in the primary real estate market.

However, experts have already expressed the opinion that immediate results should not be expected. In addition, the most that can be counted on is that Russians will start having two children instead of one. Large families still remain among the most vulnerable segments of the population.

What about those who already have two, three or more children in 2020? Alas, if they decide to give birth to another baby, they still will not receive a new certificate - it is issued only once. Increasing maternity capital for a second child

In 2020, the maternity capital program will be changed in accordance with the proposals of President V. Putin, voiced on January 15, 2020 in his message to the Federal Assembly. One of the proposed changes is to increase the amount of maternity capital at the birth of a second child by 150 thousand rubles. – that is, up to 616,617 rubles .

The President proposed to approve such changes “retroactively”, starting from January 1, 2020. Accordingly, the increase in maternity capital will affect those families in which the second or subsequent child was born in 2020 and later. These funds can still be used in the areas provided for by law.

For now, get a certificate for 616,617 rubles. it is impossible, since such a change has not yet been approved by law. According to the Federation Council and the State Duma, the law on amendments to the maternity capital program will be approved around March-April 2020 .

However, the family can now apply for maternity capital in its current size, and after the law is approved, its amount will automatically increase by 150 thousand. There is no need to change the certificate form.

V. Putin about maternity capital

Speaking with his annual address to the Federal Assembly, Vladimir Putin announced significant changes to the maternity capital program. What can you spend your maternity capital on?

Directions for disposing of maternal capital funds will remain the same. It will still be possible to send funds for any of the following purposes:

It should be noted that no changes have been announced regarding the source of funding for “Putin’s” payments for the second child. Presumably, they will continue to be paid from maternal capital funds. However, it will become known for sure after the bill is submitted to the State Duma.

The amount in the certificate confuses many - if 453,026 rubles are indicated there, then how will this amount be indexed? In fact, everything is quite simple and there is no reason to panic.

The maternity capital program was introduced on January 1, 2007. This was the first program to support motherhood, and the goal was to increase the birth rate in the country. Indeed, this program has become very popular; most families chose to use the capital to improve their living conditions.

At the start of the program in 2007, the capital was only 250 thousand rubles, but then its amount was revised and indexed every year. The amount of maternity capital increased every year by an amount approximately equal to annual inflation. This was the case until 2015, when maternity capital was increased to 453,026 rubles.

For 4 years now, the amount of maternity capital has not been revised ; the authorities cited the lack of money in the budget for this as the reason. During this time, maternity capital depreciated, even according to official estimates, by 30% (inflation in some years reached double digits).

However, in the draft federal budget of the Russian Federation for 2020-2022, which the State Duma has already adopted in the first reading, it is planned to index maternity capital to the following figures:

  • in 2020 – up to 466,617 rubles, or 3%;
  • in 2021 – up to 485,282 rubles, or 4%;
  • in 2022 – up to 504,693 rubles, or by 4%.

And if the authorities have already finally decided on the figure for 2020, the growth in 2021-2022 is still only projected, and it may still be revised later.

Interestingly, maternity capital is again indexed less than the increase in consumer prices - inflation this year is expected to reach up to 4%. But, given the lack of indexation by 30% over the previous 4 years, this is no longer surprising.

What will happen to those who received the certificate earlier?

The right to maternity capital for a family is confirmed by an appropriate certificate. But it specifies the amount of capital - and as of the year in which this certificate is issued. Accordingly, many believe that indexing only applies to new certificate recipients.

However, this is not at all true. Indeed, the certificate form requires an indication of the exact amount of maternity capital. This amount is legally of no special significance - data on the balance of maternity capital for a specific certificate is stored in the electronic database of the Pension Fund.

In other words, maternity capital is indexed for everyone, and in 2020 it will increase both for those who did not use capital at all and for those who have already spent part of it.

The fact is that it is the balance of maternity capital that is subject to indexation (in this case by 3%). There are many options for using some of the funds

  • in 2009-2010 and 2015-2016, the state allowed one-time payments from maternity capital in the amount of 12 and 25 thousand rubles, respectively, for any purpose;
  • you can spend part of the funds to pay for the child’s stay in a paid educational institution (including in kindergarten);
  • from 2018, you can receive payments for your second child from maternity capital in the amount of 1 subsistence minimum per month (if the child was born in 2018 or later, and the family’s income is low).

That is, if a family from the Leningrad region received payments for their second child all year in 2019 (9,680 rubles per month), then maternity capital as of December 31, 2019 will decrease to:

  • 453 026 – 9 680 × 12 = 336,866 rubles
  • And from January 1, 2020, the balance of maternity capital will be indexed to:
  • 336 866 × 1,03 = 346,971.98 rubles

That is, there will be an increase in maternity capital, but it is calculated exclusively from the balance of funds. By the way, in 2020 the cost of living will increase, and payments for the second child will accordingly increase, so indexing the cost of living is important.

Therefore, you should not pay attention to the amount in the certificate - all numbers are calculated automatically and are contained in the electronic database.

Are the rumors about the cancellation of the program true?

Initially, the maternity capital program was designed until the end of 2016. But then it turned out that it worked quite successfully, and it was extended several times. The current deadline is 2021, but the program is almost guaranteed to be extended further.

Initially, Chairman of the Federation Council Valentina Matvienko proposed extending the program until 2025, but, for example, Deputy Minister of Labor and Social Protection Alexey Vovchenko proposed making it permanent.

Interestingly, by extending the program until 2025 and beyond, the state will still spend less on it: due to the demographic decline in the 90s, the birth rate is projected to decline by approximately 30%.

The remaining conditions of the program remain, most likely, unchanged. There are proposals to allow maternity capital to pay for the cost of gasification of private houses , as well as to buy cars with it. So far, none of these proposals have been supported by the State Duma.

But you can buy a car, for example, for regional maternity capital - some regions have adopted similar programs, but there are slightly fewer restrictions on the use of money in them.
