Assistance is provided to undergraduate and graduate students on the basis of the “Regulations on Scholarships of the President of Russia”, approved by Order No. 613 of September 6, 1993.

For students

Student scholarships are appointed from September 1 and are paid throughout the academic year (until August 31) to persons studying full-time at state universities who have achieved significant academic success, at student all-Russian competitions, olympiads, or for scientific work performed, discoveries made, inventions.

  • distinction for scientific work from an educational organization or a grant for research;
  • availability of publications in specialized scientific, educational publications or public speeches, reports at scientific conferences.

For graduate students

To apply for financial support from the head of state, graduate students must have at least two additional distinctions in the form of:

  • winning or receiving a prize in a scientific competition;
  • patent for an invention or certificate of discovery;
  • scientific works on the profile of education published in specialized literature;
  • making presentations at conferences and symposiums.

The achievements of applicants in priority economic sectors are of particular importance.

For schoolchildren

Gifted 11th grade students are winners, prize-winners of school Olympiads, and are also applicants for presidential grants. The National Coordination Council for the Support of Young Talents conducts an examination of all-Russian competitions and olympiads, the winners of which are awarded and paid a monthly bonus by the head of state.

For young scientists

The Grant Council of the President of the Russian Federation annually holds a competition for state support for young representatives of science.

Applicants under 35 years of age submit to the competition information about themselves, a scientific research program, and a calendar plan for their implementation. Also presented:

The commission includes scientists, university teachers, representatives of students, and graduate students.

Prize applicants provide experts with the following documents:

  • characteristics from the dean's office;
  • copies of the passport, grade book and (if available) documents certifying successful participation in scientific competitions;
  • list of publications certified by the faculty dean;

How long to wait for transfer

The order on the appointment of scholarships to the head of state by a higher educational institution is sent to the Ministry of Science and Higher Education.

Within the limits of distribution quotas and budgetary allocations, the Ministry of Education and Science carries out the distribution and transfer of budgetary allocations necessary for the payment of the presidential scholarship to a specific university. Who is entitled to cash rewards?

The first type of monthly support can be applied for by scientists and postgraduate students under 35 years of age who meet the following criteria:

  1. are Russians;
  2. have works published in well-known scientific journals. Or it can be technical solutions, industrial designs and other objects of intellectual rights, duly registered;
  3. full-time students, graduate students or teaching at domestic universities.

The second type of award is available to full-time students in the region:

  1. applied mathematics;
  2. nanoelectronics and electronics;
  3. optotechnics;
  4. radio engineering;
  5. laser technologies, equipment;
  6. thermophysics, nuclear energy;
  7. technical physics;
  8. technology and biotechnical systems;
  9. chemical technologies;
  10. technologies of materials and materials science;
  11. astronautics and missile systems;
  12. hydroaerodynamics and ballistics;
  13. nanoengineering;
  14. cryogenic, refrigeration and life support systems;
  15. ground transport and technological complexes and machines;

The last type is counted on:

  • representatives of students and graduate schools who are winners of Russian or international creative/scientific competitions;

Payment criteria

In accordance with the requirements, the scholarship of the President of the Russian Federation in 2019-2020 is paid from September 1 and over the next 12 months. Who is eligible for the scholarship?

Privileges for athletes

Scholarship competitions of the President and Government of the Russian Federation for undergraduate and graduate students in priority areas

Until July 11, documents are accepted for competitions for scholarships from the President and Government of the Russian Federation for state-accredited educational programs that correspond to the priority areas of modernization and technological development of the Russian economy for the 2019–2020 academic year.

Full-time undergraduate and graduate students who will continue their studies in the 2019–2020 academic year are invited to participate in the competition.

Applicants for scholarships from among undergraduate and graduate students, in addition to achievements in scientific activity, must satisfy the following criteria.

For the scholarship competition of the President of the Russian Federation

Students (bachelor's, specialist's, master's) in the last two semesters must have at least 50% of the grades different from the total number of grades received in the absence of satisfactory grades and no academic debt for the entire period of study. Candidate's exams are encouraged for graduate students.

For the Russian government scholarship competition

The amount of the scholarship will depend on the graduate student's achievements, grades and success. Thus, the following types of payments are distinguished:

State This type of scholarship is considered a standard payment to a graduate student who is a full-time student and has all grades at least “good.” Its current amount is 2,637 rubles. The Presidential Scholarship and the Government of the Russian Federation scholarship can be assigned on an individual basis and only to those graduate students who are engaged in important scientific research of national importance. Legal basis

The main law that establishes the obligation to pay scholarships is the Federal Law “On Education in the Russian Federation”. This fact is contained in Article 36.

It is established by law that only those undergraduate or graduate students who are studying full-time have the right to receive a scholarship.

The essence of such a payment is to support the student’s social status. The state also established that scholarships must be paid at least once a calendar month.

Grounds for granting benefits

For an increased scholarship, it is important that the graduate student has “excellent” grades and participates in the creative and sports life of the university.

Registration procedure

The standard scholarship is awarded to all graduate students immediately after they are enrolled in accordance with the order issued by the rector.

Further, everything will depend on how successfully the learning process goes. If, according to the results of the next intermediate assessments, a graduate student has all marks not lower than “good,” then in the next period he will also receive a standard scholarship.

The rector also appoints the scholarship by issuing a corresponding order. The Presidential scholarship is appointed by the Office of the President of the Russian Federation. 300 citizens are selected throughout the country.

Applicants can be referred by any university, choosing from among its students. Applications are sent by August 1, and an order is signed by the President by September 1

The scholarship can be paid either at the cash desk of the educational institution or to a bank card. Often, a university enters into an agreement with a selected bank to issue cards for each student.

Only a graduate student who, at the end of the next semester, has grades no lower than “good” can apply for a scholarship.

If he receives at least one “satisfactory” grade, then the scholarship will not be paid until the end of the next period.

Existing varieties

The legislator has established several types of scholarships, each of which is assigned depending on the circumstances. Their size, as well as the order of appointment, differ significantly.

The basic scholarship that all graduate students receive before the first session is standard. Its size is quite small and in fact does not provide even the minimum needs

In fact, it is more or less normal to provide some kind of financial minimum only if you receive other types of payments.

Social scholarship for graduate students

  • A social scholarship is awarded only in certain cases when a graduate student requires additional support and assistance.
  • This may be disability, loss of a breadwinner, establishment of low-income status and other circumstances.
  • In this case, a social scholarship can be assigned both in conjunction with the standard one and separately from it.

Personalized

A personal scholarship is awarded from specialized funds, each of which serves to support undergraduate and graduate students in a specific educational and scientific field.

For example, the Solzhenitsyn scholarship is awarded only to those who study in literature and the Russian language and have particular success in this area, and Russian Railways annually selects applicants from railway universities.

Other

The following type of scholarship can also be assigned - Presidential and Government of the Russian Federation. This is a special type of payment that can be assigned to a limited number of people.

Such students and graduate students must have significant success in scientific activity, awards and encouragement.

Additionally, an increased amount of such payments may be established if the scientific activity or development of the applicant can lead to the modernization of the Russian economy.

Do they pay in summer?

  • The competition is held in pursuance of Decree of the President of the Russian Federation dated February 13, 2012 No. 181 “On the establishment of a scholarship of the President of the Russian Federation for young scientists and graduate students carrying out promising scientific research and development in priority areas of modernization of the Russian economy” and the Decree of the Government of the Russian Federation dated June 7, 2012 No. 563 “On the appointment and payment of scholarships of the President of the Russian Federation to young scientists and graduate students carrying out promising scientific research and development in priority areas of modernization of the Russian economy.”

Scholarships are NOT assigned or paid

Scholarships of the President of the Russian Federation are awarded in priority areas of modernization of the Russian economy:

  • Payment of the scholarship of the President of the Russian Federation is made in addition to the established official salaries, additional payments, allowances, bonuses and other payments.

  • The competitive selection of applications is carried out by the Competition Commission of the Ministry of Education and Science of Russia based on the results of the examination conducted by the Grants Council.

An organization has the right to submit multiple applications based on the number of grant applicants represented. Each grant applicant is entitled to submit their work in only one application.

Grant applicants cannot be:

Winners of 2019 competitions for the right to receive grants from the President of the Russian Federation for state support of young Russian scientists - candidates of science (MK-2019 competition) or young Russian scientists - doctors of science (MD-2019 competition);

Recipients of the scholarship of the President of the Russian Federation for young scientists and graduate students carrying out promising scientific research and development in priority areas of modernization of the Russian economy competitions for 2018-2020 and 2019-2021.

The size of the grant for a young scientist - candidate of sciences is 600 thousand rubles per year, including payment for his labor and the labor of co-executors. The number of co-executors must include at least 1 person.

The age of the co-executor(s) must not exceed 35 years. Co-executors can be young scientists, graduate students, and undergraduates.

The amount of remuneration for a candidate of sciences and his co-authors cannot exceed 360 thousand rubles per year.

The size of the grant for a young scientist - Doctor of Science is 1 million rubles per year, including payment for his labor and the labor of co-executors. The number of co-executors must include at least 3 people.

The age of co-executors must not exceed 35 years. Co-executors can be young scientists, graduate students, and undergraduates. The salary of a doctor of sciences and his co-executors cannot exceed 600 thousand rubles per year.

Material support for a young scientist through a grant is provided in addition to the salary established for the young scientist by the organization with which he has an employment relationship.

The competition commission of the Russian Ministry of Education and Science reviews applications received for the competition and checks them for compliance with the conditions of the competition. Applications that meet the conditions of the competition are sent by the competition committee to the Grants Council for expert evaluation.

When conducting an expert assessment, the Grant Council takes into account such criteria as the scientific progress of the declared research over the past 3 years, the planned activity of the scientific activity of the grant applicant (including the publication of scientific articles in high-ranking journals Web of Science, Scopus, etc.), assessment of the scientific research, including novelty and applied significance, the achievability of the results of scientific research.
