Payments and benefits

A large family is a family in which three or more children are raised under 16 years of age, and if they are studying, up to 18 years of age.

Those raising three or four children receive 600 rubles monthly as compensation due to rising prices, families with five or more children receive 750 rubles. These payments will double from 2018, as will assistance for utility bills.

Currently, 522 rubles are allocated for housing and communal services to a family with three or four children, and 1,044 rubles for those with five or more.

Each family raising five or more children under 18 years of age receives 900 rubles per month for children’s goods (from 2018 - 1,800 rubles).

Families are also paid compensation in the amount of 230 rubles for telephone payments, which will increase to 250 rubles next year.

In addition, for each child who studies, five thousand rubles a year are allocated for the purchase of clothes, and from next year this payment will increase to 10 thousand rubles.

Mothers who have given birth to 10 or more children and receive a pension are entitled to 10 thousand rubles a month. Also, families raising ten children receive two annual compensations: 10 thousand rubles for International Family Day (on the eve of May 15) and 15 thousand for Knowledge Day (by September 1). These three payments will double from January 1.

Low-income families are also entitled to a monthly allowance for children under 18 years of age. This year it is two thousand rubles for children under one and a half years old, as well as from three to 18 years old, and three thousand rubles for children from one and a half to three years old. Next year, parents of children under three years old will receive 10 thousand rubles, for children from three to 18 years old - four thousand for each child.

Free travel, family kindergartens and electronic certificates

Large families also have benefits. All children under 16 years of age (and students under 18 years of age) and one parent are entitled to free travel on all types of public transport (except taxis). In addition, one of the parents can apply for a free parking permit.

Also, large families visit the zoo for free and buy tickets to museums, cultural and sporting events at discounted prices. They are also exempt from paying for kindergarten. Children from such families are accepted there first of all.

If desired, parents can open their own family kindergarten. They themselves raise, teach, feed and look after children from two months to seven years.

One of the parents becomes the teacher, for whom the family kindergarten turns into the main place of work: he is paid a salary. Food is paid for from the city budget.

Large and low-income families also receive targeted assistance, including through electronic social certificates. They can choose and buy clothes, shoes, toys and other things themselves in stores participating in the program. This year, families will receive about 65.5 thousand such certificates totaling more than 130 million rubles.

Cash compensation for kindergarten for large families

Compensation for kindergarten, provided for by Russian legislation for large families, is one of the important benefits that establishes monetary compensation for part of the funds spent on kindergarten.

Currently, parents of large families, as part of the implementation of federal and regional social programs, can take advantage of two types of compensation regarding the stay of children in preschool institutions:

  • partial monetary compensation for parental fees for children attending kindergarten;
  • regional compensation due when a large family is not provided with places in a kindergarten.

Reimbursement of part of the amounts paid for kindergarten

First of all, large families can count on such a state benefit as partial compensation for a certain part of the parental fee paid by the corresponding family for the stay of a young child in a preschool child care institution. The specified compensation is established and regulated by the federal Russian law “On Education”.

It must be said that this monetary compensation is provided not only for large families. It is provided to absolutely all parents whose child(ren) attends a municipal or state kindergarten. However, the amount of compensation varies quite a lot depending on the number of children.

Accordingly, a large family with three or more minor children, one or more of whom attend kindergarten, can count on the maximum amount of monetary compensation.

So, the amount of these compensation payments for parents’ payment for kindergartens, according to the law, in the current year is:

  • 20% of the paid amount accrued for maintenance in kindergarten, if there is one child in the family;
  • 50% – for maintaining the second child from the family in a preschool institution;
  • 70% of the corresponding monthly fee is for maintaining the third and subsequent children in kindergarten.

It is important to note that when counting children, not only children currently attending kindergarten are taken into account, but also all other children in the family who have not reached the age of eighteen (or even older than this age when studying in full-time educational institutions).

Therefore, if in a particular family only one child attends kindergarten, and one or two children study at a university or school, such a family has the right to count on an increased amount of the corresponding monetary compensation.

Consequently, a large family can always count on 70% compensation for parental fees for kindergarten.

The funds allocated by the budget for compensation are returned to parents after full payment for the maintenance of the child in kindergarten.

The refund is made to the bank account of the parent of a large family who has written a corresponding application. The required compensation is calculated and returned only for actual expenses for the payment made.

Thus, if a child did not attend kindergarten for some time during the billing period, or the parents of a large family have a regional benefit for partial payment for kindergarten services, then exactly part of the amount actually paid is returned to the account.

To provide benefits, a parent of a large family must write an application to the kindergarten indicating the current account for subsequent transfer of compensation and submit children's birth certificates for the children taken into account when calculating and assigning the amount of the required compensation payment.

In addition to federal benefits, some large families have the right to count on regional benefits for parental fees for kindergarten.

All regional authorities set their own standards and amounts of preferential payments.

In some regions, parents of large families pay only half of the amount charged for kindergarten on a general basis, in others - 30%, and in others - the benefits are not so significant.

It should be noted that the specified benefits for large families for parental payment for the maintenance of children in kindergarten, as a rule, also apply to various studios, clubs and other educational services additionally provided to the child in a preschool institution.

Compensation for non-provision of places

  • Despite the fact that large families have a priority right to admit children to kindergartens and are immediately included in the preferential waiting list compiled by the municipality, there are cases when, due to lack of places, a child under 3 years of age cannot be admitted to kindergarten.
  • In some constituent entities of the Russian Federation, parents who do not enroll their children in kindergarten are provided with so-called regional compensation for failure to provide their child with a place in kindergarten in a given region.
  • Monthly compensation in this case is assigned and paid to parents of large families and certain other categories of citizens established by law, based on the following documentation:
  • statements from a parent of a large family;
  • certificates from the place of residence indicating the composition of a large family;
  • certificates from the relevant department of the local administration responsible for the distribution of places in kindergartens in a given municipality. The certificate must confirm that a child from a large family is in line for a place in a preschool educational institution;
  • birth certificate of a young child who did not receive a place in kindergarten.

Additionally, a copy of the applicant parent's bank account may be required.

The amount of this regional benefit may depend on various factors, namely on the age of the child who did not have enough places in kindergarten, on the average family income and on the number of children taken into account when recognizing a family with many children. The amounts and rules for payment of such compensation also differ depending on the specific region and its legislation.

Compensation for kindergarten for large families: what documents are needed

The state and local authorities provide financial support to large families. Thus, families can receive partial or full compensation for kindergarten fees. In this article we tell you who is entitled to payment compensation and what documents need to be collected in order to receive it.

In most regions of the Russian Federation, large families include families raising three or more children under the age of 18. If children continue their education after finishing school, they are counted as part of the family until they complete their education.

Regions have the right to independently establish criteria for large families, taking into account the demographic situation and financial capabilities.

Therefore, in some regions of the Federation, where having three children in a family is the norm, families raising four or even five minor children are classified as large families, as, for example, in Ingushetia.  

Parents should check with social security authorities whether their family can be considered a large family according to regional legislation. For example, according to the legislation of the Oryol region, a family with many children must confirm its status as a large family annually.

In most regions, this status is assigned for several years at once and the family also includes children from previous marriages, whom the spouses raise together with half-brothers and sisters born in the new marriage.

Some regions do not include stepdaughters and stepsons in a large family. 

The state and local authorities provide financial support to large families. For example, by participating in the costs of educating children, including those who are preparing for school in kindergartens.

Laws that regulate compensation for kindergarten to large families 

Issues related to parental tuition fees in a state or municipal children's educational institution are regulated by Article 65 of the Federal Law “On Education in the Russian Federation” (hereinafter referred to as the law). 

Paragraph 5 of Article 65 of the law establishes that compensation for parental fees for kindergarten is provided to all parents, adoptive parents or guardians of children without exception.

But do not delude yourself - further in paragraph 5 it is said that the amounts of these compensation payments are established by the regional legislation of the constituent entities of the Russian Federation. This means that each region has the right to establish or not establish such a benefit, based on its financial capabilities.

At the state level, children growing up in large families are guaranteed only a preferential right to enter kindergartens. 

For those entities that have the opportunity to partially pay the fees charged by kindergartens, the law establishes the minimum amounts of compensation payments: 

  • 20% of the average parental fee in the region - for families raising one child; 
  • 50% – for families with two children; 
  • 70% – for families officially considered to be large. 

At the same time, the regions retain the right to refuse payments in relation to any of the listed categories. Usually, if the authorities have already decided to reimburse parental fees for the supervision and care of children in state and municipal educational organizations, compensation for kindergarten to large families is not paid in cash - children attend kindergarten for free.

Note! Large families whose children attend private or commercial preschool institutions are also entitled to compensation payments. But their calculation is made taking into account the cost of attending a municipal preschool institution.  

Therefore, parents must understand that whether compensation for a kindergarten will be paid to a large family, reimbursing their expenses, depends only on what legislative norms are in force in the region where the family lives. The laws or other regulatory legal acts of the subject establish:  

  • the average parental fee; 
  • criteria of need; 
  • categories eligible for benefits; 
  • procedure for applying for benefits; 
  • the order of its execution.

Since, as stated in the law, financial support for expenses caused by compensation payments for attending preschool educational institutions relates to the expenditure obligations of the regions, you can clarify the issues of obtaining benefits in the education department of the local executive authority. 

For example, for parents with many children living in the capital, the discount on kindergarten fees is 100%, and for those living in the Moscow region - 70%. 

Note! If payment for kindergarten is made at the expense of maternity capital, such a family is not entitled to compensation payments, even if it belongs to the category of large families.  

What documents will be required to obtain compensation for kindergarten for a large family? 

Compensation payments are processed directly by the administration of the children's educational institution that the child attends.

The law reserves the right to receive compensation payments to only one adult family member - the mother or father.

Therefore, one of them or the person who is the child’s legal representative - his adoptive parent or guardian - can apply for reimbursement of parental expenses for kindergarten. 

Note! A relative who is not a parent or legal representative of the child can submit an application on his own behalf only on the basis of a notarized power of attorney - not on his own behalf, but on behalf of the legal representative.

The package of documents that must be submitted to apply for the benefit includes: 

  • application for benefits; 
  • passport of the parent into whose name the compensation payments will be transferred; 
  • a certificate from the management company or from the housing office about the composition of the family; 
  • birth certificates of all children; 
  • certificates of divorce or marriage - if the surname of the child and the applicant do not match; 
  • bank details of the account to which compensation for the kindergarten will be transferred to a large family. 

Note! Only the applicant can be the owner of the bank account to which the parental fee reimbursement will be received.  

The applicant submits the passport and all certificates in the form of copies, but at the same time he must bring the original documents so that the head of the kindergarten accepting the application can carry out a reconciliation.

After this, he puts his signature and the seal of the institution on the copies, certifying the authenticity of the submitted copies.

The applicant receives a second copy of the application with a registration number confirming the receipt of the application and the documents attached to it. 

The case generated in the kindergarten is then sent to the local department of education, which makes the final decision on the payment of compensation for the kindergarten to large families.  

Note! Parents with many children living in some regions of the Federation can apply for reimbursement of parental fees for kindergarten on the relevant regional government service portals.  

Payment for kindergarten, paid in full, is a prerequisite for calculating compensation payments. Compensation for kindergarten for large families is transferred to the applicant’s bank account at the end of the month following the month of payment. For example, if a parent made payment for January, compensation for this period will be accrued to him in February.

In order to implement measures for the development of preschool education, improve the quality of services and the level of qualifications of teachers, all funds received from parental fees remain in the educational organization and are spent on the purchase of equipment, including computer equipment, modern teaching aids, toys, routine repairs, encouragement workers, etc.

Forms of compensation for children in preschool education

According to the law, today there are two types of reimbursements spent on paying for kindergartens:

The group of persons who may demand a refund of up to 50% of the cost of paid services for preschool education includes, on the basis of federal legislation:

  • parents with an established disability group;
  • military personnel sent to units upon conscription;
  • educators listed as employees of kindergartens;
  • participants in the events during the liquidation of the consequences of the accident at the Chernobyl nuclear power plant.

How is compensation for kindergarten calculated?

The annual payment due to the impossibility of placing a child in a preschool institution depends on four main factors:

  • number of children in the family of non-working age;
  • the inclusion of children in a preferential category of citizens entitled to compensation in the amount of 50% of the amount of paid services or full reimbursement of the cost;
  • price for training in a preschool institution;
  • shift in kindergarten - full-time or part-time employment of employees caring for the child.

How are refunds processed?

The return of part of the paid amount as part of the compensation is carried out in the following order:

  • certificate of family composition - requested from the administration of the locality, passport office or housing department;
  • refusal to admit a child to an educational institution;
  • order to go on maternity leave at the place of employment;
  • parents' marriage or divorce certificate;
  • an agreement with a kindergarten and receipts for payment for services, a certificate of the amount of funds contributed - the agreement and a certificate are provided by the preschool institution.

Common Mistakes

Error 1. If a parent or legal representative applies for compensation in connection with placement in a kindergarten on a private basis, if an application for joining the queue was not submitted on time. Large families are a special category of citizens who are entitled to a number of special benefits and social protection from the state.
