What is the Unified Card of St. Petersburg: the pros and cons of a smart card
The “Unified St. Petersburger Card” program combines the functionality of banking, discount and bonus plastic cards. It also serves as a carrier of an electronic signature, and even a travel ticket. You will learn how to design it, as well as its main advantages and disadvantages, from this article.
about the project
The “Unified Smart Card for St. Petersburg Residents” project was introduced on July 27, 2017 as part of a decree of the government of the city of St. Petersburg. The implementation is carried out by the Committee on Economic Policy and Strategic Planning together with the Information Support Center.
What does the unified electronic card of St. Petersburg provide?
With the help of a single St. Petersburger card, any citizen of the Russian Federation will be able to pay for goods and services, travel on public transport, and also receive discounts and bonuses from program partners. It also provides an electronic signature function and the ability to use a medical application.
Single card functionality
- Plastic is provided absolutely free of charge and is subsequently linked to the national payment system MIR.
- The electronic single card chip contains several different applications, including bonus, transport, payment, medical and identification services.
- Bonus programs
Each user has access to unique discounts and bonuses under the loyalty program in partner stores. And the number of companies wishing to participate directly is constantly growing.
Transport
The issued plastic will also be used to pay for travel on public transport. It will include all types of tickets for ground routes, the metro, and commuter electric trains in St. Petersburg. The number of possible travel passes will not be limited.
Payments
Thanks to the introduction of the MIR payment system, it is possible to use the St. Petersburger card throughout the Russian Federation. Banks provide free services, plastic processing, and opening a current account.
Medical services
Another possibility is to record a compulsory health insurance policy and a SNILS certificate. In the future, it will be enough to simply provide a single card to a clinic or hospital for standard services.
Identification
The microchip will record electronic and graphic data about the user, including last name, first name, patronymic, date of birth, color photograph and passport information. If necessary, it is possible to record an electronic analogue of the owner’s signature.
Right now you can apply for a loan, credit or card to several banks for free. Find out the conditions in advance and calculate the overpayment using a calculator. Want to try?
Advantages
Among the main advantages of plastic are:
- Universal payment instrument.
- Using an electronic travel ticket.
- Receiving unique bonuses and discounts from program partners.
- Easy and free access to commercial, municipal and government services.
- Reliable protection of stored information in accordance with GOST.
- Possibility of returning part of the funds (cashback service).
Flaws
One of the main disadvantages of such plastic is the lack of integration abroad. The MIR payment system does not function in neighboring countries, so many residents of large Russian cities who buy goods abroad or travel frequently may find this system quite inconvenient.
Some experts note its low competitiveness. The project was founded and supported by government agencies. Discounts are now available on almost any type of card, and even through smartphone applications.
It is noted that it is inappropriate to use an additional card, since at the moment more and more popular functions are being transferred to mobile applications. This may cause the average user to refuse to participate in the program.
Protection of the owner's personal data
All information about the owner is stored in encrypted form. For a single card, security rules similar to those of bank counterparts apply. If lost or stolen, it is advisable to immediately call the operator and block the plastic. Restoring it will be quite simple.
Who is issued the smart single card?
During the first period of the program, only beneficiaries receiving pensions and benefits at the state level could receive plastic. Today, not only residents of St. Petersburg, but also any citizen of the Russian Federation, regardless of residence address and registration, who has also reached the age of 14, can receive the “Unified St. Petersburger Card” plastic card.
Regions of operation
Initially, the plastic was intended for use only in the city of St. Petersburg. At the moment, due to the connection to the MIR payment system and the expansion of the number of partners, anyone living in the Russian Federation can receive it.

Important! Military personnel, as well as organizations equivalent to them, do not have to present a compulsory medical insurance policy.
Next, photographs will be taken at the branch at the bank’s expense. Ready-made social plastic can be picked up in no less than 14 days.
VTB Bank
You can open a single card for St. Petersburg residents in 2020 through any branch of VTB Bank. And all you need to do to receive it is to provide the appropriate package of documents when ordering and fill out an application.
Bank "Saint-Petersburg

Sberbank
Registration of a single card for a St. Petersburg resident at Sberbank is practically no different from other similar procedures. Having arrived at the branch, the client fills out an application form, presents documents and waits about 14 working days.
Portal of a single card of St. Petersburg
Immediately after receipt, the user will be given instructions for use and will register in their personal account. In this case, you will learn the smallest features of the system, conditions of receipt and delivery.

How to pay for purchases
Using this type of plastic, you can buy goods and services through terminals operating on the MIR payment system.
Is it possible to refuse to receive
You can become a participant in the single card program only on a voluntary basis, and everyone has the right to choose independently. If the user is not satisfied with the service, you can submit a refusal request.
What happens in case of loss
If you accidentally lost your St. Petersburger Unified Card card, immediately contact the contact center. Each bank has a separate hotline number:
- 8 (800) 100-24-24 – for plastic cards provided by VTB Bank.
- 8 (812) 329-50-50 – for electronic cards issued by Bank St. Petersburg.
- 8 (495) 500-55-50 – for smart cards issued by Sberbank.
You will need to provide the operator with personal information, including the name and code word specified when applying for plastic.
As soon as the application is processed, the lost card will be blocked. In return, you will be given an analogue of the lost version absolutely free of charge.
Poll: are you satisfied with the quality of services provided by Sberbank in general?
Methods for replenishing card balance
To use all functions to the fullest, you need to replenish your balance in a timely manner. For this purpose, banks provide cash and non-cash methods. It is estimated that this can be done through ATMs, or by contacting one of the bank's branches. To do this, the user will have to provide a passport, then all procedures will be carried out by the employees themselves.
Non-cash replenishment method includes replenishment through a smartphone application, as well as payment terminals. It is possible to connect the auto-payment function, which provides for systematic replenishment of the balance from the client’s bank card.
Start of issuing Petersburger cards
According to the plan of government bodies, the release of the first personalized plastics is scheduled for May 1, 2019.
Until the preferential system of the St. Petersburger card has been implemented, it is not possible to judge the effectiveness of its work. Only after the first samples are issued on the Internet will it be possible to start looking for reviews and studying the features of the program.

Unified card of St. Petersburg residents: what is it?
The card can be called a new round in the development of urban projects. The project considers this a priority, since plastic should replace the basic documents of a citizen, and in terms of functionality it will be equal to several plastic products at once. The EKP for the region, according to Smolny, will begin to be issued in May 2019.
What it looks like:
Unified card of St. Petersburg residents: official website

From the news section you can find out that St. Isaac's Cathedral and the interactive museum “Illusium” are already participating in the program. The project partners are the largest banks in our country - St. Petersburg, VTB, Sberbank . They will bear the costs of issuing and servicing a personal card for a resident of St. Petersburg.
The portal was launched on April 16, on the eve of the start of mass production of cards.
It is designed so that city residents can keep up to date with the news of the program, know the partners who have joined it, and also easily access services of any nature (municipal, state, commercial).
It is enough to have an account in your personal account on the site. To register it, you need to submit a corresponding application to the bank when ordering a card. In addition, registration can be done through a confirmed account of the State Services portal.

Why do you need a map?
Viewers of the Russia TV channel probably already know about plastic surgery, because it has been repeatedly covered in the channel’s programs. What it is? — The Unified Card of St. Petersburg residents is an electronic social card that combines several functions at once.
- Payment application. Issued within the framework of the domestic payment system "Mir", plastic gives access to the services of the manufacturer bank. The holder will be able to receive any payments and money transfers (salary, pension, social benefits, other financial support).
- Transport application. Plastic can save information about any types of travel tickets in electronic form. It can be used on public transport in St. Petersburg, in the metro, and commuter trains. Activation of the application is free and can be done at all metro ticket offices.
- Medical application. As part of this application, users of the Unified Social Card of St. Petersburg residents can enter information about their medical insurance policy on it and then use it when contacting medical institutions in the city.
- Owner identification. The developers have approved a list of information about the card holder, which will be indicated on the plastic itself and contained on it in electronic form. This is the full name and photo of the owner, his date of birth, passport details, SNILS number and medical policy.
- Electronic signature. At the request of the owner, the plastic can become a carrier of an electronic version of the signature, which is a full replacement for a handwritten signature. For state medical workers in St. Petersburg, recording an electronic signature certificate is free of charge.
- Discounts and bonuses for the owner. Card holders will be able to receive discounts and bonuses from program partners. To receive a discount, you must present the EKP before paying for your purchase. Even before the start of plastic production, more than 90 retail chains and establishments became project partners - the Real supermarket, St. Petersburg Pharmacies, the MedLab clinic, theaters, museums, etc.
Residents of St. Petersburg are concerned about the question “who is obliged to receive a Unified St. Petersburg Card?” The answer to this question is clear – no one. Obtaining such a card is a voluntary initiative of citizens. Issued only upon application. Any citizen of the Russian Federation over 14 years old can receive it.
The UCP cannot be called an identity document.
Advantages and disadvantages
The single card of a St. Petersburg resident has its pros and cons. Its creators include :
- automatic receipt of all preferential payments;
- receiving discounts from program partners;
- protection of electronic information contained on the card;
- free product release and maintenance;
- voluntary participation in the program;
- gaining access to municipal, government and commercial services.
Disadvantages can be called:
- the presence of personal data on the outside of the card (a fraudster can gain access to it if the card owner loses it);
- plastic is applicable only in Russia;
- small number of partner banks.
It is worth keeping in mind that the EKP has not yet begun to be produced, so its advantages and disadvantages are assessed purely subjectively.

Unified card of St. Petersburg residents - review
- Hi all!
- Today I want to talk about the Unified St. Petersburg Card (UPC), which I decided to get for myself back in August 2019, when information appeared that the cost of travel on the metro until the end of 2019 would be 30 rubles! (F=greed????)
- Fortunately, the card has its own website where you can clarify all the nuances, here is the link [link]
On the website, I found out that EKP has three issuing banks and went to the nearest house (it turned out to be Sber), taking my passport, SNILS and compulsory medical insurance policy. In addition to Sberbank, the card can be issued at VTB and Bank St. Petersburg.
The procedure for issuing a card at the bank is standard and takes about 10 minutes with filling out an application and taking a photograph. When ready, they promise to send an SMS and a notification to Sberbank Online.
The card was made in about 10 days. Free of charge.
- The card was displayed in Sberbank Online within a day:
On the back of the card there is a lot of personal data, including photos, which can be classified as a disadvantage of the card (it’s better not to lose it...)
- There is a very convenient EKP mobile application for smartphones, where you can find out about all the discounts and benefits for cardholders.
- For what reasons did I apply for it (except for the discount on the metro????)?
- ✅ the card allows you to use it as a payment and transport card at the same time (you do not need to carry a “Podorozhnik”, for example, to travel on a bus or minibus)
- ✅ the card makes it possible to buy tickets to theaters and museums in St. Petersburg with discounts (although the discount size is 5-15%, but the number of project participants is growing, maybe the discounts will increase)
✅ discounts on the card are given by many retail chains in the city (supermarkets, hypermarkets, children's stores, pharmacies, medical centers, cafes, restaurants, gas stations, insurance, developers, etc....)
✅ If necessary, the EKP will replace the compulsory medical insurance policy, maybe. his number is marked on the card.
❗️In general, the idea is good, I don’t regret the design, I hope for the development of this project.
Thanks to everyone who stopped by!????

2. A single card of a St. Petersburg resident can be used as a qualified digital signature for free (or almost)
Another interesting feature from the developers is the following. As you know, in order to take advantage of various State Services, just a login and password from the State Services website itself is not always enough. You also need a qualified digital signature, which you need to obtain for money yourself at certification centers. Usually this pleasure costs a thousand rubles and more.
However, according to the developers, a single St. Petersburg resident card can itself be used as a carrier for digital signature.
At St. Petersburg Bank, issuing and recording an EDS on a card is free; VTB Bank offers to contact the certification center independently, but also assures that this service will be free for the client.
But Sberbank offers to contact its own certification center, but will charge 999 rubles for issuing an electronic digital signature.
Alas, it is unlikely that you will be able to use the digital signature recorded on the card at home. To do this, you need special equipment that reads the card. It costs several thousand rubles. But, if someone at work has such a reader, then this option may be interesting for them.
For everyone else, the benefit on this point is... well, so-so.
3. With the help of a single St. Petersburg resident card, you can receive discounts. Sometimes quite large
Now comes the fun part. In addition to banking benefits, the St. Petersburg resident’s card also provides discounts and bonuses as part of the loyalty program of the card itself. Simply put, government representatives agreed with shops, theaters and museums on discounts for ECP holders. Currently the program has about 60 partners, but their list will grow. This is in addition to the discounts offered by banks.
The discount categories are as follows:
Products: the “LAND” supermarket chain provides a 3% discount, the “Real” supermarket offers a 2% discount on everything and 5% on weekdays from 9:00-12:00. The SPAR, Idea, and 7Ya Family networks have also been added. They provide discounts of up to 5%, but this is not an additional discount. In this case, the ECP is equivalent to existing store club cards.
Pharmacies: pharmacies “Ozerki”, “Gorzdrav”, “Petersburg pharmacies”, Pharmacy 36.6 are participating. Discounts range from 2% to 3%.
Beauty and health: this category mainly includes paid medical clinics and boarding houses. The discount on their services ranges from 5 to 15%. But the most interesting thing here is the cosmetic chain Ile-De-Beaute. They offer a discount to EKP card holders of as much as 25%. However, this discount cannot be combined with other programs.

Theaters: Theaters generally offer a 10% discount on the ticket price. But there are pleasant exceptions. For example, the Jazz Philharmonic offers a 50% discount on the ticket price. 10% is offered by the State Academic Chapel.
Museums: generally offer a 5% discount. The list includes the “Universe of Water”, the Akhmatova House-Museum, the Central Exhibition Hall Manege, the All-Russian Museum of A.S. Pushkin, the parks of Pavlovsk and Gatchina.
Food and restaurants: the list includes Telepizza (50% on the first order), Papa John's Pizzeria (free pizza with promotional code), Sushi WOK (10% on assortment).
Jewelry : the 585 gold chain provides a +5% points discount to the current loyalty program.
Among the partners there are also leisure centers, copy centers and companies providing personal services, cinemas, children's goods stores, including “Children's World” and much more. You can track which stores have been added to the current list here.
In this case, you should carefully read the terms and conditions for all programs, understand which ones you will use and which ones you won’t. Please note that the discount offered under the ECP may not be combined with other store offers. As a result, it will be much less profitable than using a regular discount card for a given store with savings points or other bonuses.
In my opinion, so far the card is most interesting to theatergoers and those who often buy something in pharmacies. However, the number of partners is growing. Who knows, in the future the bonuses may be more noticeable.
And now a few words about other features of the card.
The card itself is personalized, and the data of your passport, SNILS, TIN and compulsory medical insurance policy are encoded there.
Many clinics should already accept such cards at the registry instead of a paper compulsory medical insurance policy. As the creators say, the card can then be used to apply for benefits and when applying for government services.
But it will not replace the function of a passport as an identity document, the developers write.
In accordance with Decree of the President of the Russian Federation No. 232 “On the main document identifying the identity of a citizen of the Russian Federation on the territory of the Russian Federation” dated March 13, 1997 and in paragraph.
1 “Regulations on the passport of a citizen of the Russian Federation” No. 828, approved by the Decree of the Government of the Russian Federation on July 8, 1997 - the identification document of a citizen of the Russian Federation is a passport of a citizen of the Russian Federation.
2. Any travel card can be recorded on the Unified Card of St. Petersburg residents
In the “transport” part of the card you can write down any type of travel tickets (BSK, plantain, discount passes) for all types of public transport, including a new single pass for all types of transport within a thirty-kilometer zone.
However, there is a danger here. As you know, in the metro you can find payment turnstiles, where money can be debited not only from the BSK travel card, but also from the bank card itself.
Sometimes devices for paying by bank card can be found on bus handrails.
When paying for the ECP, will the payment be debited twice - from the “plantain” recorded on the card and in parallel from the recorded payment card? It's not clear yet.
In my opinion, this card is still interesting only as a means of payment thanks to discount bonuses and bank cashbacks.
I would not use it as a plantain, nor would I once again flash my payment bank card in public transport in front of pickpockets.
The EDS function without a reader seems to me to be useless for the average St. Petersburg resident, as well as a replacement for a paper compulsory medical insurance policy - this is still the most frequently used document.
However, it is still worth registering. Why? First of all, it's free and not difficult. Secondly, the project does not stand still, and new participants are joining it - companies, shops and museums. The combination of two types of discounts - due to bonus programs of banks simultaneously with discounts within the framework of the ECP - will help you save more than it seems at first glance.

Experts explained why St. Petersburg residents will be linked to a “single card” :: St. Petersburg :: RBC
Banks are in no hurry
Although there is a month and a half left until July, and only one issuer is registered, KEPiSP states that the project implementation schedule has not been violated.
At least two more banks had previously publicly announced their intention to join the project.
On March 2, 2018, VTB, together with KEPiSP, presented its model of a single card, the main functions of which were demonstrated on March 5 by the Shtrikh-M processing company.
On May 4, a similar presentation in the administrative and business center “Nevskaya Ratusha” was made by the Chairman of the North-West Bank of Sberbank PJSC Viktor Alonso.
However, the CEPiSP explained that all these presentations are just declarations of intent. Real participation begins with the submission of an official application to the Commission for the selection of issuing credit institutions. KEPiSP does not say how many such applications have been submitted. “We will only communicate when a decision has been made on the application,” the committee said.
Development of technologies
Sberbank and VTB RBC St. Petersburg reported that applications have not yet been submitted, since the technologies that will be used in the “city” applications of a single card are still being developed. “VTB is working on the “Unified Card of St. Petersburg Residents” project in accordance with the previously approved road map. The application will be submitted shortly.
VTB has many years of experience in participating in projects in the social sphere, as well as one of the best card products on the market.
By integrating Multicard with city services, all residents of St. Petersburg will receive a tool that is unique in its functionality and convenience to meet everyday needs both in terms of government services and personal finances,” the VTB press service told RBC Petersburg.
Sberbank provided a similar comment. “Sberbank’s task is not only to support the project, but also to do everything to ensure that it is of high quality and gives people new opportunities, saving their main irreplaceable resource - time.
Today we are already conducting several similar pilot projects in various regions of the North-West and active preparatory work in St. Petersburg,” Victor Ventimilla Alonso, Chairman of the North-West Bank of Sberbank PJSC, commented to RBC St. Petersburg.
Apparently, an application from this bank will also be received in the near future.
Technology is outdated
Experts interviewed by RBC St. Petersburg agree that a single card will be useful for St. Petersburg residents.
At the same time, they note that plastic card technology is outdated, since various smartphone applications have appeared that allow you to do without plastic.
“Such a map would have been relevant five years ago, but now technology has moved forward,” says Elena Rogova, head of the finance department at the National Research University Higher School of Economics-St. Petersburg.
In particular, the expert gives an example, it is now possible to receive discounts in stores not only using plastic “discount” cards, but also through smartphone applications.
So, the project’s planned uploading of store discount programs to the card (which, of course, saves citizens from the need to store dozens of discount plastic cards, which is inconvenient) has already been implemented, and in a more convenient format.
And in general, Rogova reminds, the banks themselves are preparing for the transition to cardless customer service. The head of Sberbank, German Gref, has already publicly announced such a transition in the very near future.
Elena Rogova calls another disadvantage of the single card the inability to use this card abroad (since the Mir system does not work there), which is important for residents of large Russian cities.
As for the advisability for banks to participate in the project, experts do not see any direct benefit for them, since “urban” applications will require additional costs.
Most likely, Elena Rogova believes, they were asked to support a politically important city project that aims to digitalize public services, and, no less important, the national payment system “Mir”, on the basis of which the financial application of a single card will work. It is not for nothing that the project is being implemented by the state-owned Sberbank and VTB and Bank St. Petersburg, which is close to the state. “This project will not add any special competitive advantages to them, since budgetary organizations are already tied to these banks. For them, this is a purely image project that strengthens their position in relations with the state,” says Elena Rogova.

In Moscow, since 2013, there has been a SCM - “Muscovite social card”. As explained in the capital's mayor's office, SCM, contrary to the name, is issued not only to beneficiaries and pensioners, but to all Muscovites.
Using the card, you can travel in the subway and ground public transport, make an appointment with a doctor, and receive city benefits or a scholarship.
In addition, SCM gives a discount from 3 to 100 percent when purchasing goods and services.

Unified Petersburg Resident Card - what is it and why is it needed?
And in general, is it necessary?
It seems to me that soon such cards will appear in every region and will become as commonplace as the current credit and debit cards. Wait and see!
So, from today (May 6, 2019) in St. Petersburg they began to accept applications from citizens to issue a Unified St. Petersburger Card. They were tested in ATMs and transport for several months. Let's figure out what kind of product this is and what it is needed for?
Where to apply : branches of VTB, Sberbank and Bank of St. Petersburg. Your photo will be on the card; it will be taken directly at the bank branch.
Who can apply : Persons over 14 years of age, regardless of place of registration. That is, any resident of the Russian Federation can order a card, but geographically this can only be done in St. Petersburg.
issuance time : up to 14 days, in Sberbank it’s faster - up to 8 days. You will receive a card of the national payment system MIR.
How much does it cost to issue an ECP: free. The service will also be free.
What documents are needed to register an ECP:
1. passport of a citizen of the Russian Federation, identity card of a military personnel of the Russian Federation or military ID.
2. Insurance certificate of compulsory pension insurance.
3. Compulsory medical insurance policy (with the exception of military personnel and persons equivalent to them in the organization of medical care).
Why do you need an EKP : to pay by bank transfer at retail outlets, transport, to receive scholarships, salaries, benefits. The card will contain your electronic signature.
In addition to your full name and photo, the electronic media will contain SNILS numbers, compulsory medical insurance policy and passport numbers. But at the same time, we remember that according to the law in Russia, only a passport is an identification document.
It is assumed that in the future, using this card, it will be possible to make appointments with doctors, fill out prescriptions, go to universities and schools (your own, of course) and reading rooms.
This card will provide discounts from partners, which currently include many St. Petersburg theaters and retail outlets.
How do you like this idea? For some reason, it seems to me that they want to use us, hmm... Either they want to promote the WORLD, or something else.
