Free medicine program for large families

Let's consider the main aspects.

If children are under 3 years old

The list of free medications for children under 3 years of age was approved back in 2006. At the moment, it includes about 250 types of drugs intended to treat various diseases.

  • Most of the drugs are aimed at eliminating the causes and consequences of viral, allergic and colds.
  • Depending on the region’s budget, the list of medications provided for children under 3 years of age may be subject to adjustments.
  • As a rule, the issuance of budget funds is carried out without problems, but when receiving expensive medications, many parents encounter problems.

Attention! You can get a prescription for a free drug only at an appointment with a pediatrician, subject to a personal visit to the clinic. Prescriptions for medications included in the list of benefits are not issued at home.

For children under 6 years of age

A separate list of medications has also been adopted for children under 6 years of age. The bulk of this list consists of medications against colds, allergies and viruses.

Free drugs also include various antifungal agents intended to treat gastrointestinal disorders and reduce the risk of diabetes in children.

For minor children with disabilities

  1. It is also possible for disabled people who have not reached the age of majority to receive medications free of charge.
  2. The regulations contain the requirement that a category of citizens has the right to count only on receiving medications aimed at combating the underlying disease that caused disability.
  3. Unfortunately, parents often find themselves having to stand in line to receive medications for this category of beneficiaries, which can last up to six months.

Procedure for obtaining medications

To receive free medications, an interested citizen must go through several steps:

  1. Make an appointment with the staff of the clinic to which the minor patient is assigned;
  2. The doctor conducts an additional medical examination to confirm the diagnosis and determine the necessary medication;
  3. Based on the results of the examination, the doctor writes a prescription, according to which the parent can receive medications for free at the nearest social pharmacy.

The prescription for the medicine is written out in triplicate:

  1. For storage in the card;
  2. The other two are given to parents for presentation to the pharmacy.

After receiving a prescription, the parent has the right to go to the pharmacy to receive the prescribed drug.

What medications are provided free of charge?

It is much easier for a person to insist on his rights if he knows the full list of medications that can be provided to large families free of charge.

The decree initially requires that all medications be provided free of charge to children under 6 years of age. But the exact list of drugs is established based on the budget capabilities of the region.

Receiving any state privilege requires preliminary confirmation by the citizen of the fact that he has the right to receive the benefit. A pediatrician who issues prescriptions for the purchase of medications has the right to demand several documents from a mother of many children:

  1. Medical insurance policy for a child. The presence of this document is required at every visit to the doctor, as it confirms the fact that insurance has been issued for the baby;
  2. A document that serves as proof of the child’s identity before he receives a passport. Most often, parents provide a certificate of birth of the baby as such a document;
  3. SNILS;
  4. A certificate confirming the fact of registration of the child at the place of residence;

Providing this package of documents to receive free medicines is mandatory.

At the same time, the regulations do not provide for the need to provide other documents in response to the request of the pediatrician or chief physician.

For example, a parent is not required to show a document indicating the financial situation of his family, since this fact was already confirmed upon receipt of the certificate.

To receive free medications, parents do not need to collect a huge package of documents. Attention! Obtaining a prescription is possible only when the child visits the doctor in person, or when a doctor is called to the home; such a document is not issued.

Registration

Registration of families as citizens in need of additional support in the form of provision of free medications is carried out only with a personal visit to an authorized government agency.

When receiving free medications, parents should follow a few tips:

  1. Before requesting a prescription from a pediatrician for a free medication, parents must make sure that the medication is included in the list of subsidized drugs;
  2. You can familiarize yourself with the list of medications included in the regional list during a visit to the clinic or in advance on the official website of local health authorities;
  3. The ability to receive benefits for medications is limited to several time periods. For example, if a child suffered from several diseases within a month, he has the right to apply for medications for each of them. In such a situation, the doctor has the right to indicate in the prescription only the main active ingredient of the drug and its release form, and the pharmacist has the right to offer a drug that meets the declared parameters;
  4. If there is a prescription for a drug that is not available at the pharmacy to be provided as a benefit, the parent has the right to purchase the drug at his own expense and then try to reimburse it through his insurance company;
  5. The circulation of medicine is allowed in any social pharmacy in the locality, and not just in the department that the doctor mentioned during the appointment;
  6. It is important for the parent to have a notebook in his hands in which two marks are made: about the prescription of the medicine in the clinic and about the dispensing of the medicine at the pharmacy;

In large families, the situation is aggravated due to the possibility of infection of other children. Unfortunately, in most cases, doctors at children's clinics do not inform large families about their rights to receive free medications.

When parents themselves remind about this, there are many far-fetched reasons due to which it is supposedly impossible to write a prescription.

Therefore, it is necessary to know the legislative acts guaranteeing free medical care for children from large families. First of all, you should remember:

  1. Resolution of the Government of the Russian Federation numbered eight hundred and ninety, adopted in 1994, dedicated to improving the provision of medicines to the country's population and certain groups of citizens separately. This resolution ordered the approval of the list of classes of the population to which the Supplemental Medical Care Act applies.
  2. Federal Law No. 323 of 2011, as amended in 2017, on the basics of protecting the health of citizens of our state. The latest changes came into force on March 6, 2018.

These two documents guarantee the legal right of large families to free medicines for the treatment of children.

Recipient categories

The first appendix to the above-mentioned Government Resolution states that the following groups, among other groups, have the right to receive free medicines:

  • all children under three years of age;
  • children from large families, if they are not yet six years old;
  • children under 18 years of age if they are recognized as disabled.

There is no list assigned for them in this application. The legislator briefly stated that for these categories of persons all drugs should be provided free of charge with a doctor’s prescription.

However, not everything is so rosy. The legislative act on the basics of protecting the health of citizens and adopted in 2011 (we are talking about Federal Law number three hundred and twenty-three) states that the list of medications provided free of charge to persons from the groups designated in the 1994 Decree is formed at the level of subjects countries.

This means that not all drugs can be received free of charge, but only those that are included in the list of regional importance. In each region it is compiled individually. There is one list in Sverdlovsk, and another in Orenburg. In the Ivanovo region in 2017, for example, practically no funds were allocated for free medicines.

You can find out the composition of such a list:

  • in a health care facility;
  • on the website of the regional health department;
  • on the page of the territorial health insurance fund.

It should be remembered that it is usually not the trade names of the drugs that are listed, but the active substance. It is this that is indicated in the prescription, and the medicine containing it is issued by the pharmacy in accordance with the availability and the contract concluded with it by the state.

Medicinal list

You can insist on the observance of your rights in case of provision of free medicines with greater confidence when you know the list of them for children from large families. The government decree mentioned above declares that children under six years of age are provided with all medications free of charge. However, everything depends on the capabilities of the regional budget.

In any case, the authorities of the constituent entities should rely on the list proposed by the Ministry of Health and presented on the official website of the Ministry of Health. All medicinal substances issued for the treatment of children can be combined into groups:

The list also traditionally includes heart medications, medications for diabetics, asthmatics, and for children with thyroid diseases. The list may seem unfamiliar and incomprehensible to many. But it should be remembered that it does not include the trade names of drugs, but the active substances contained in the drug and necessary for the treatment of a particular disease.

List of documents

Receiving any benefit always requires first documentary confirmation of the right to it. To issue a prescription for free medicine, the pediatrician has the right to require the following documents from a mother of many children:

  1. The child’s policy confirming compulsory health insurance, which the parent is required to have at every doctor’s appointment.
  2. A document certifying the time and place of birth of the child (usually a certificate).
  3. Green plastic card – SNILS.
  4. Confirmation of registration at the place of residence (certificate).
  5. A document certifying the fact of having many children.

There is no need to submit a document indicating the low material level of a family with many children. The law does not establish that one of the grounds for purchasing subsidized medicines should be insufficient financial support.

How to get drugs free of charge: step-by-step instructions

Based on the fact that in most cases pediatricians do not mention the possibility of receiving free medications due to having many children, you need to know the procedure to achieve the required result. Having learned from the doctor the diagnosis and the list of medications the child needs for recovery:

  1. we remind the doctor of our right to receive tablets or medicine free of charge;
  2. We require the required prescription for each drug;
  3. We make sure that the paper is prepared according to all the rules: a special form (148-1 fraction uO4l), two seals (medical and institutional);
  4. We go with a prescription to a state pharmacy or to a private one, with which an agreement has been concluded to provide certain groups of free medications to the population.

Remember that the prescription is written in triplicate:

  • one is pasted by the doctor into the child’s outpatient card;
  • one will remain in the pharmacy;
  • the third will be in the parent's arms.

If the pharmacy does not have any options, the employee is obliged to put the prescription on the queue and notify the parent by phone when the medicine is available. The pediatrician's form indicates the validity period of this prescription.

As a rule, it is valid for one month. This means that it is necessary to submit it to the pharmacy during this period. If the required drug does not arrive on time, this does not make the prescription paper invalid, because the parent applied for it within the specified period.

Therefore, they are still required to provide the medicine.

If parents with many children are refused

For various reasons, parents of three or more children are not given a prescription to receive the drug free of charge. Sometimes this is completely illegal. But there is no point in shouting and swearing. Confident calm works best. What can be done to provide the family with the benefits it requires?

  1. Ask the pediatrician to write on paper a refusal to issue a prescription indicating the reason for this behavior (sometimes this is enough for the doctor to change his decision).
  2. Write an application (in two copies) addressed to the chief physician or head of the clinic, indicating the diagnosis and required treatment, as well as your rights to receive free medications for the baby and a link to legislative acts. We enclose a copy of the pediatrician's refusal.
  3. File a complaint with regional health authorities (personal appeal, registered letter, Internet service, hotline call). When submitting a written application, we attach responses from the clinic.
  4. It may be effective to contact the Ombudsman for Children's Rights in your region. Its task is to monitor compliance with the rights of minors. Contact information is posted on the official website of the Ombudsman or can be requested from the territorial social protection office.
  5. Another authority is the Federal Service for Supervision in the Sphere of Healthcare.
  6. There is an opportunity to contact the prosecutor's office. In this case, it will be necessary to indicate where the parents of a large family applied before.

When submitting applications to any of the organizations, you should remember that two copies are required. Officials will take one, the second must remain with the parent, and this paper must bear the signature of the employee who accepted the application and the date of acceptance. How to get preferential medications in the Moscow region

Persons suffering from certain diseases, as well as a number of privileged categories of citizens, have the right to receive the medications they need free of charge or with a 50 percent discount.

Prescriptions for subsidized medications are written by doctors at clinics in the Moscow region; in rural areas this can be done by paramedics. Preferential prescriptions for medications included in the list are prescribed to the patient by the attending physician only after examination; specific medications are prescribed by specialized specialists.

The procedure for receiving free medicines for children under 3 years of age and children from large families

Any illness of newborn children causes their parents a lot of anxiety and involves considerable financial expenses.

However, not everyone knows that in Russia, within the framework of the compulsory medical insurance system, there is a system of free provision of medicines to children.

In this article we will look at the features of the program for preferential drug provision for children, the list of medications covered by the program, as well as the procedure and conditions for receiving them.

Features of the drug benefit program

Free provision of medicines to children is regulated by Government Decree of July 30, 1994.

N 890 “On state support for the development of the medical industry and improving the provision of medicines and medical products to the population and healthcare institutions.”

This resolution identifies three categories of child patients who have advantages in the process of receiving free medications. In particular, the following are entitled to claim benefits:

  • Newborns up to 3 years old - regardless of the type of illness;
  • Children from 3 to 6 years old who are members of large families;
  • Teenagers under 18 years of age (only in some cases, which will be discussed below).

The available list of medications sold free of charge is determined by regions. Since the financial state of regional budgets has experienced certain difficulties over the past few years, a number of prescribed medications in the period from 2014 to 2017. was greatly reduced.

The right of regions to determine a register of preferential drugs is secured by Order of the Ministry of Health dated September 18, 2006 N665 “On approval of the list of drugs, incl.

a list of medications prescribed by decision of the medical commission of health care facilities, the provision of which is carried out in accordance with the standards of medical care according to the prescriptions of a doctor/paramedic in the provision of state social assistance in the form of a set of social services.”

This order also determines the size of regional budgets for drug provision with preferential medications.

The procedure for obtaining prescribed medications

If a child falls under one of the three groups of beneficiaries listed above, his parents should contact the municipal clinic to which the child is assigned.

Based on the results of the medical examination, the doctor must write a prescription for medications in the prescribed form, providing for their free receipt. This recipe must be prepared in triplicate. One of them is filed in the medical record, and the remaining two are transferred to the pharmacy.

The prescription must bear the seal of the doctor who prescribed the medicine, as well as the seal of the medical institution to which the patient applied.

After receiving a prescription, parents should contact a social pharmacy to obtain medications. However, there is one caveat - in some cases, the required drug may not be in stock at the time of application.

In this case, the pharmacy employee is obliged to offer the client to order the drug and wait for it to appear. The order period usually varies from several days to several weeks.

If it was not possible to buy the required drug at a social pharmacy, and the rate of development of the disease does not allow wasting time waiting, then parents can purchase it at their own expense and subsequently reimburse the amount spent by contacting the compulsory medical insurance company.

The legislation in force as of 2017 does not provide for the refusal of medical institutions to issue medications. If such precedents arise, parents should file a complaint with the management of the clinic, the prosecutor's office or the territorial department of the Ministry of Health - usually in such cases the situation is resolved in favor of the client.

What documents are needed to receive medications?

In accordance with the above-mentioned Government Resolution No. 890 of July 30, 1994, doctors at municipal medical institutions are not authorized to prescribe free medications to children upon routine requests from parents.

Before requiring the staff of a medical institution to issue a prescription for an extraordinary receipt of medications for a child, parents need to contact their clinic to be placed in line in the register of beneficiaries.

To do this, you need to contact the clinic with the following package of documents (as well as their photocopies):

  • Child's birth certificate;
  • SNILS certificate;
  • Compulsory medical insurance policy issued for a child;
  • Certificate of registration.

After receiving the above documents, the employee must verify the documents and enter the child’s name in the register of beneficiaries. Only after this procedure will the attending doctor have the right to issue a prescription for free subsidized medications.

The procedure for obtaining medications for children from large families

A separate group of beneficiaries includes families consisting of 3 or more children - large families. If necessary, each child from such a family is provided with free medications until they reach the age of 6. At the same time, this category of patients has a priority right to the prescribed medications.

To take advantage of the state benefit, parents with many children are required to provide the same list of documents as when applying for benefits for children under 3 years of age from ordinary families.

In addition to this list, you must additionally present official documents confirming the fact of having many children.

The health worker has no right to demand any other certificates (for example, about the income of a large family).

Rights to free medicines for children under 18 years of age

At the beginning of the article, we noted that in some cases children and adolescents under 18 years of age may receive the right to receive free medications. In this case, we are talking only about cases in which the child suffers from certain ailments. In particular, these include:

  • Diabetes and other metabolic disorders;
  • Cerebral palsy, multiple sclerosis, Parkinson's syndrome, mental disorders;
  • Immunodeficiency;
  • Oncological pathologies;
  • Hematological disorders;
  • Tuberculosis process;
  • Asthma;
  • Rheumatoid processes;
  • Some ophthalmological, dermatological pathologies, etc.

This list also includes health problems that arose after surgery on the heart muscle, tissue or organ transplantation. List of free medicines for children under 3 years of age and large families

Free medicines are provided to children under three years of age. At the same time, the financial situation of the family does not influence the emergence of such a right - medications are given to all children as prescribed by the doctor.

If there are three or more children in a family, the length of time that the child can be given medication increases.

Free medicines for large families are given to children under 6 years of age (Appendix 1 to Resolution No. 890).

The list of medications given to children is not specified in Resolution No. 890 - the text of the document contains only a vague indication that “all medications” can be provided, but in practice this is not the case.

In each region of the country, the list of medications given to children under 3 years of age is established separately. The corresponding right of the authorities of the constituent entities of the Russian Federation is enshrined in clause 2, part 1, art. 16 of the Law “On the Fundamentals of Protection...” dated 21.11.

If there are no free medicines in the pharmacy - what to do, where to complain

21 of Appendix No. 1 to Order No. 1175n of the Ministry of Health of the Russian Federation, the length of time during which the prescription must be used depends on the form of the form on which it was written out, as well as on the category to which the patient belongs:

  • 15 days - for prescriptions in form No. 148-1/u-88;
  • 30 days - for prescriptions in form No. 148-1/u-04 (l) and No. 148-1/u-06 (l);
  • 90 days - for prescriptions issued in the name of citizens of retirement age, disabled people of group I, disabled children, as well as persons suffering from chronic diseases.

Quite often, even with a prescription issued by a doctor, obtaining medications becomes a problem. The necessary medications are simply not available in pharmacies, which are part of the system of providing the population with preferential medications. Your prescription may expire before your doctor's prescriptions are available. This situation violates the rights of patients granted to them by federal law, so the problem must be solved, and this must be done consistently.

If medications prescribed by a doctor are not available, but medications with similar pharmacological effects are available, the pharmacist can offer them to the client. Upon receipt of consent for replacement, medications are issued to the patient, and the prescription is considered canceled.

If the patient refuses to receive analogues, the pharmacist must:

  • accept the prescription provided;
  • register it in the journal of recipes whose execution is deferred;
  • include missing medications in the request sent to the drug supplier.

Important! The missing medicine must be provided within 10 working days from the moment the patient contacts the pharmacy (clause 2.7 of the order of the Ministry of Health and Social Development dated December 29, 2004 No. 328).
