  • plasma - more than 60 times.

If the procedure was performed for commercial purposes with the subsequent receipt of payment, then it cannot be counted when checking the conditions for assigning status.

The donor himself is also subject to a number of requirements:

  • age restrictions – 18-60 years;
  • weight – at least 50 kg;
  • absence of diseases that can be transmitted during blood transfusion (HIV, hepatitis, syphilis and other infectious diseases and serious pathologies).

Before the donation procedure, it will be necessary to undergo a medical examination to assess the general parameters of blood products. It is carried out directly at the medical institution where the donation takes place.

The hemoglobin level is examined and an examination is performed by a transfusiologist.

Periodically, the donor will need to undergo a medical examination, which may include FLG, ECG, general blood and urine tests, and an infectious disease specialist’s report.

To receive an honorary title, you must contact the local representative office of the Ministry of Health with a package of documents:

  • a medical certificate showing the number and type of donations performed (if necessary, you should contact all institutions where the donation was performed);

Federal benefits

In Articles 23 and 24 of Federal Law No. 125 “On Donation...”, federal governing bodies established types of incentives for citizens who have the status of an honorary donor. They include social benefits and material remuneration, which is not subject to taxation.

The cash payment is accrued once a year in one payment in the amount of 10,557 rubles (the amount is established by clause 2 of Article 24). It is subject to annual revision taking into account the inflation rate.

In 2019, after indexation, the cash benefit amounted to 14,145.98 rubles. In 2020, the inflation index is projected to be 3.8%, which was announced in Federal Law No. 459 of November 2018 “On the federal budget for 2019 and for the planning period of 2020 and 2021.”

The law provides certain benefits for blood donors, including provision of food, additional days of rest, etc.

Last year, it was officially prohibited to replace meals with cash payments for those who donated blood and its components. Today, in order to replace food with money, the donor will need to write a corresponding application.

The amount of cash payment depends on the subsistence level in the constituent entity of the Russian Federation and is 5% of this amount. Regions can increase this percentage at their own discretion.

For donating blood free of charge a certain number of times, a citizen is awarded the “Honorary Donor of Russia” badge and is given an annual cash payment.

Regional regulations do not provide for any monetary benefits for Moscow donors.

  • Full name of the employee who issued the certificate;
  • Full name of the head of the organization that issued the certificate.

Pros and cons of the title

Being a donor has both positive and negative aspects.

The positive ones include:

  • Receiving discounts on medical services - dental treatment and prosthetics, purchasing medications, obtaining vouchers for sanatorium treatment.
  • Labor concessions - provision of an additional paid day off after the blood donation procedure, provision of leave at a convenient time;
  • At the regional level, it is possible to establish discounts on utilities, free or discounted travel, etc.

The negative aspects include the fact that the body’s regular loss of blood affects human health.

Even though standards have been established for blood donation throughout the year, this still has an impact. In addition, benefits for the title apply only if the citizen continues to donate blood and its components throughout the year.

The Moscow government has simplified the conditions for obtaining the title “Honorary Donor”

In Moscow it has become easier to obtain the title “Honorary Donor”. This decision was made at a meeting of the Presidium of the city government.

“Due to the fact that changes have been made to Russian legislation regarding the awarding of the title “Honorary Donor of Russia,” we are proposing a draft resolution that amends the regulations on the badge “Honorary Donor of Moscow.”

This is a technical change, it is due to the fact that if previously to receive the title “Honorary Donor of Moscow” it was necessary to donate blood for free at least 20 times and blood plasma at least 30 times, now it is proposed to take into account all blood donations - not only blood and plasma , but also blood components, as required by federal legislation,” said Leonid Pechatnikov, Deputy Mayor of Moscow in the Moscow Government for Social Development.

Currently, to obtain the title, you must donate whole blood or its components free of charge 20 or more times or donate blood plasma 30 or more times. Amendments to Resolution No. 1282-PP “On the Honorary Donor of Moscow” introduce a credit system, allowing donors to combine donation of whole blood and plasma.

  • In particular, the “Honorary Donor of Moscow” badge will be awarded to donors who donate:
  • - blood 13 or more times and blood plasma 20 or more times, including donating plasma simultaneously with blood;
  • - blood less than 13 times and blood plasma 30 or more times, including donating plasma at the same time as blood.

It is estimated that the number of donors applying for a badge based on the results of recording mixed donations is about 150–200 people per year. These are mainly plasma donors who, in accordance with the needs of medical organizations, are offered to switch to blood or platelet donations.

  1. According to Leonid Pechatnikov, the number of persons who have already been awarded the badge is increasing annually by approximately 30 percent: “It is expected that, taking these innovations into account, the number of persons in this category in 2016 will be approximately 1,100 people.”
  2. The implementation of the resolution will increase the procurement of blood and plasma for the needs of patients in Moscow medical organizations.
  3. As of January 1, 2016, the “Honorary Donor of Moscow” badge was awarded to 1,091 people. Honorary donors of Moscow who, after receiving the badge, donate blood at least twice or plasma at least seven times annually, are entitled to the following social support measures:
  4. — free travel on all types of urban passenger transport, except taxis and minibuses, in Moscow;
  5. - free production and repair of dentures, except for the cost of paying for the cost of precious metals and metal-ceramics, for medical reasons in public health care institutions in Moscow;
  6. — a 50 percent discount on utility bills within the social norm for housing area and utility consumption standards, regardless of the type of housing stock;
  7. — 50 percent discount on the provision of medicines.

Benefits provided to the donor

The main legislative act regulating relations in the field of donation of blood and its components in the Russian Federation, providing a set of social, economic, legal and medical measures for organizing donation and protecting the rights of the donor, is the Law of the Russian Federation of July 20, 2012 No. 125-FZ “On Blood Donation and its components."

The state guarantees the donor the protection of his rights and the protection of his health, and also provides him with social support measures: 1.

The right to priority purchase at the place of work or study of preferential vouchers for sanatorium and resort treatment for a donor who gave blood and (or) its components during the year in a volume equal to two maximum permissible doses2.

The right to 2 days off (at the place of work) for donors on the day of giving blood and its components and the day after the procedure, with the employee retaining his average earnings

  • extraordinary provision of medical care in medical organizations of the state healthcare system or municipal healthcare system within the framework of the state guarantee program for the provision of free medical care to citizens of the Russian Federation;
  • priority purchase at the place of work or study of preferential vouchers for sanatorium and resort treatment;
  • provision of an annual cash payment that is not subject to taxation:

Additional social support measures for Honorary Donors of Russia living in Moscow

  • The right to free travel on all types of urban passenger transport (except taxis and minibuses) in the city of Moscow;
  • Free production and repair of dentures (except for the cost of paying for the cost of precious metals and metal-ceramics) for medical reasons in medical organizations of the state health care system of the city of Moscow;
  • 50% discount on utility bills within the social norm for residential area and utility consumption standards, regardless of the type of housing stock;
  • 50% discount on provision of medicines;
  • Service with food and industrial goods in specialized stores, departments and sections “Veteran”;
  • Issuance of the “Muscovite Social Card”, which gives the right to receive discounts at service enterprises in Moscow up to 10%. Honorary donors are equal to the preferential category of the population;

Citizens awarded the “Honorary Donor of Moscow” badge who have a place of residence in Moscow, subject to further donation of blood at least 3 times or blood plasma at least 7 times annually in medical organizations and scientific organizations of the state healthcare system of the city of Moscow over the next years in the city of Moscow are entitled to the following social support measures:
  • the right to free travel on all types of urban passenger transport (except taxis and minibuses) in Moscow;
  • free production and repair of dentures (except for the costs of paying for the cost of precious metals and metal-ceramics) for medical reasons in medical organizations of the state healthcare system of the city of Moscow;
  • 50 % discount on utility bills within the social norm for housing area and utility consumption standards, regardless of the type of housing stock;
  • 50 % discount on provision of medicines.

The provision of these social support measures is carried out: - in the 1st year from the date of receipt of the “Honorary Donor of Moscow” certificate - on the basis of the “Honorary Donor of Moscow” certificate; - in the 2nd year and subsequent years - on the basis of the “Honorary Donor of Moscow” certificate and documents confirming the donation of blood at least 3 times or blood plasma at least 7 times annually in medical organizations and scientific organizations of the state healthcare system of the city of Moscow.
