What the law says. Is registration required for kindergarten?

Is registration of a child required by law? Is it possible to place a child in a preschool educational institution without permanent registration?

In a city with a population of millions, this is extremely small. What the law says

There are several documents that determine the validity of residency registration requirements.

Firstly, this is the Federal Law of 2012 No. 273 “On Education in the Russian Federation” .

  1. Article 5, paragraph 2 states that “the right to education is guaranteed regardless of place of residence.”

It follows from the order of the Ministry that preschool state institutions accept children living in the territory assigned to the kindergarten.

This means that the administration of preschool institutions has the right, first of all, to admit persons with permanent registration, second - temporary, and only then - those not residing in the given territory.
