The amount of benefits for low-income families will be indexed in February 2020. It is difficult to say now how much it will increase. The indexation percentage remains unknown at this time. However, we can say unequivocally that they will be increased compared to 2020. The current payment amounts are as follows:
The presence of three or more children in a family, or a minor being raised by a single mother or father, does not make it possible to obtain low-income status without first calculating the income for each family member. Some citizens receive high wages, despite being equated with socially disadvantaged segments of the population. Without income verification, low-income family status will not be granted.

Rights and benefits of low-income families in 2020
Social programs for low-income families in each region can be significantly expanded or supplemented. The amount of additional payments is proportional to the amounts included in the local budget to provide support to low-income groups of the population.
If the amount of income received is small due to the fact that one of the spouses is not employed, there is no cohabitation, and someone leads an asocial lifestyle, then the recognition of the family as low-income will not take place, since it will not be possible to collect the required package of documentation.
How to get help for a large family

- the right to free use of the services of baths operated by the Moscow Government;
- the right to free travel on all types of urban passenger transport (except taxis and minibuses) for one parent in a large family.
Benefits for large families in 2020 in Moscow table: payments, benefits, benefits from the state
The bulk of child payments are one-time payments, with the exception of payments for the care of children under 1.5 years old and for a child under 18. Due to the really small amount of the latter payments, some families, even those who are low-income, do not collect documents to receive it. Payments up to one and a half years are more significant. Taking into account the next indexation, their minimum size will be as follows:
- Accrual of increased subsidies.
- Opportunities to obtain land for rent or ownership.
- Providing rights to participate in housing programs.
- Tax benefits.
- Social payments to large families to improve living conditions.
- Minimum rates when applying for loans.
- Opportunities to apply for child benefits.

Payments to low-income families in 2020
- allocation of food products, fuel, medicines, clothing, etc.;
- tax benefits (various deductions approved by current legislation);
- additional payments to citizens of retirement age, provided that their income is below the subsistence level established in the region;
- preferential employment (primarily at state-owned enterprises);
- social mortgage and assistance in its registration;
- allocation out of turn of land or garden plots for personal use;
- compensation for part of the funds spent on housing and communal services (as a rule, if the amount of such expenses is more than 20% of family income).
The total family income is divided by the number of its members, after which the resulting figure is compared with the state-established subsistence level (its value constantly changes as the economic situation in the country changes). And if it is below the subsistence level, then the family can receive low-income status and count on state support.
What can low-income citizens and families expect in 2020?
A more difficult situation arises when a family is offered uncomfortable, poorly equipped living quarters. Also, local authorities sometimes offer low-income families the option of a social mortgage.
However, due to problems with credit history (a common problem for low-income people), obtaining a mortgage is problematic.
In this case, refusal of a social mortgage can be regarded as a refusal of suitable housing, after which the family is excluded from the housing plan for the current year.
Separately, the legislation of the constituent entities of the Russian Federation distinguishes a special category of low-income citizens - those in need of emergency assistance. These are both single citizens who find themselves in difficult life situations, and families who have some difficulties. Those who found themselves in a crisis situation, which resulted in the loss of their housing, are also singled out.
What benefits are available to large families in 2020 in Moscow?
Regional legislation may provide for the provision of subsidies to large families, in particular, for the purchase of housing.
Thus, in the Moscow region there is a “Housing” program, within the framework of which housing subsidies are provided to large families for the purchase of residential premises or the construction of an individual residential building.
Housing subsidies can be provided to large families - married persons or unmarried mothers (fathers) who have seven or more children, of which at least three are under the age of 18, living with them (including adopted stepsons and stepdaughters), and registered as needing residential premises in the prescribed manner (clauses 1, 2 of Appendix 4 to the State Program, approved by Resolution of the Government of the Moscow Region dated October 25, 2016 N 790/39).
3) in-kind assistance and the provision of certain benefits, in particular, free provision of baby food for children under seven years of age, provision of medicines to children under 18 years of age and mothers who gave birth and raised 10 or more children, travel on all types of urban passenger transport (except taxis) and minibus taxi) children under 16 years of age (students up to 18 years of age), as well as one of the parents in a large family;
What benefits and payments are due to large families in 2020?
Many regions of the Russian Federation have their own conditions for receiving benefits and their amounts. However, the registration procedure is practically no different from those adopted by the Government, but the sizes are different and depend on the economic situation in a particular region.
On the territory of the Russian Federation, for a low-income large family, a benefit is provided for each minor child, which directly depends on the minimum child subsistence level for each region separately.

Benefits for large families in 2020 in the Moscow region
The status of “large family” can be obtained by parents who are raising 3 or more children. In this case, the age of the eldest child is no more than 16 years. For such families living in the Moscow region with local registration, regional and federal benefits are provided.
- have Russian citizenship for all family members for the last 5 years;
- registration in the same house and place of implementation of the program for the last 5 years;
- the family is on the waiting list;
- not have a plot of land or an apartment whose area exceeds the standard for one resident.
Cash benefits provided to low-income families in 2020
On the territory of the Russian Federation, several significant indicators have been adopted that indicate the standard of living of the population. Also in 2005, GOST 52495 was adopted, which approved the requirements for the minimum living conditions of citizens.
According to this document, the general minimum wage indicator is fixed annually, that is, the amount that an officially employed citizen is guaranteed to receive. A single living wage has also been adopted. This is a local indicator, which is calculated based on the pricing policy of the region, necessary for the purchase of basic goods.
If the final sum of all incomes of the spouses does not reach the subsistence level, then such a couple becomes a contender for additional benefits for low-income families.
Starting from January 2020, throughout the Russian Federation the minimum subsistence level will be 10,328 rubles. But on the territory of the constituent entities of the Federation, these figures may increase depending on the average income and main items of expenditure of the population.
Rights and benefits of low-income families in 2020
To calculate this indicator, you need to add up the total income of all family members for the last three months and divide it by three. Then divide the resulting number by the number of family members and the final result is the average monthly income per family member.
Answer: In order to obtain the status of a low-income family, you need to contact the social protection department, or the MFC, with a certain package of documents, or submit an online application through the government services website.
Obtaining the status of a low-income family takes place in several stages, namely: the necessary documents are collected, then an application is drawn up, the collected package of documents and the application are submitted to the relevant organizations and at the same time they receive a receipt for the document package provided. And at the last stage, the applicant receives a response from the relevant services within 10 days.
If the application was submitted through the government services website, then you must electronically attach the entire package of documents along with the application, and as a result, receive an invitation to receive a response.

20.12.2019 12:23
With the advent of 2020, long-awaited changes will come. A significant increase in income is expected in the budget of a young family with children. Such a miracle will happen thanks to the innovation that was approved by the president of the country in July of this year.
In addition to an increase in the family budget, 2020 will please those mothers who are on maternity leave with a one and a half year old child. They will receive decent payments until their child turns three years old.
The government has assured that all parents whose subsistence level does not exceed twice the permissible standard are entitled to minimum amounts of benefits for all small family members.
The payment will be extended until the baby turns three years old. This means that mothers will be able to stay on maternity leave for up to three years, not rush to work, and not look for additional ways to earn hard-earned money to provide for their child. Back in 2019, benefits are received until the child is one and a half years old.
In addition, you can count on the help of regional authorities. For the first baby they pay 6,000 rubles, but only to parents who at the time of birth did not exceed the age limit of 30 years.
for the second, third baby
For the second and all subsequent small family members, you must apply for monthly assistance to the Pension Fund or MFC at your place of residence. It is drawn up after the maternity capital certificate has been issued. The assistance will be paid in 2020 on an ongoing basis.
The second and all subsequent small family members are entitled to one-time assistance from regional authorities, “governor’s”. All parents under the age of 30 can count on it. For the second child - 12,000 rubles, for the third - 18,000 rubles.
Children's monthly payments 2020.
By order of the head of state, with the advent of 2020, the amount of the benefit will increase to 11,000 rubles. It will be paid to families whose joint income will be no more than 45,000 rubles per month. The total income should not exceed the regional subsistence level twice.

Each region has its own minimum assistance; it depends on the average salary in the region. All payments are tied to this minimum. That is why the amounts of accrued payments differ by region.
Child benefits 2020, table.
At the legislative level, almost all assistance is subject to indexing. The adjustment is carried out within the time limits established by law, due to which the amount of payments is constantly increasing. The next adjustment is planned for the beginning of 2020, its coefficient is 3.8%. It follows that payments next year will increase significantly.
Mat capital will be issued until 2021 inclusive. A confirmation certificate is issued at the birth of the second baby. The amounts of accrued payments will be indexed to 470,241 rubles. Mat capital at the regional level. You can get it at the birth of the third baby, or in some regions the second. The amount of such assistance does not have a set amount; moreover, it varies by region. Minimum 25,000 rubles, maximum 350,000 rubles. In most cases, the amount paid is 100,000 rubles. This payment is not yet subject to indexation. Monthly child benefits have been extended to 3 years. This means that after the baby is one and a half years old, the mother will be able to receive much more than 50 rubles. The minimum assistance according to the subsistence level is 11,143 rubles, the maximum, according to the mother’s salary, is 26,152 rubles. Help from the governor when a child appears in the family. It is considered a one-time type of financial assistance in the region. The amount has a gradation: 1 child - 6000 rubles, 2 children - 12000 rubles, 3 children - 18000 rubles. Prenatal benefits when registering before the 12th week. Maternity benefits, according to wages. Students on a contract basis and expectant mothers without official employment will receive the minimum payment. Prenatal - about 615 rubles, Maternity from 52921.72 to 322191.32 rubles. Payments at the birth of a baby have a stable figure, the same for everyone. 17470 rub. Alimony is paid as a percentage of the father's salary after the divorce. They can be withdrawn from the mother’s salary if the children, by court decision, remain with the father. For 1 child - 25%, for two - 33%, for three or more - 50%. If the defendant is not employed, the amount of alimony is equal to the minimum subsistence level of 11,607 rubles.
Monthly allowance for large families
Families with three children are considered to have many children. Children can be either natural or adopted. Parents of such children are entitled to monthly amounts of assistance from the state.
It is calculated based on the income of officially working parents and other income in the total amount. The total family income as of the beginning of 2020 should not exceed the subsistence minimum for one person twice.
This is regulated by a government decree.
People with many children can also count on an increased allowance, which is paid until the child reaches the age of three. For each region of the Russian Federation, its own minimum is established, according to which all types of assistance and benefits are awarded.
Conclusion:
Knowing all the intricacies of the law, a family with children will always know their rights. Such knowledge makes it possible to receive not only state assistance, but also local payments approved by the regions.
Benefits are a kind of gratitude that every mother receives for a new citizen from the government and the president.
Payments will be extended in the amount of the minimum subsistence level for the baby until three years of mother's maternity leave.

What state support is guaranteed in 2020 for families with small children?
According to the decree of President Vladimir Putin, from January 1, 2020, monthly payments for child care between the ages of one and a half to three years will be canceled. What additional payments can families with children receive in 2020?
What kind of government support can families with small children now count on starting in the new year?
What payments were canceled for families with children in 2020?
First of all, we are talking about benefits that were assigned to working mothers or other relatives who care for the baby . This benefit was also paid to female military personnel who are on maternity leave. The size of this payment is very small and amounts to only 50 rubles.
At the same time, such benefits will be retained for everyone who began receiving them before the decree abolishing this type of support came into force, that is, until January 1, 2020.
The presidential decree also cancels 50-ruble payments to students and graduate students who are on academic leave for medical reasons.
What is the reason for canceling small payments?
Let us recall that payments for child care between one and a half to three years of age were introduced in Russia in 1994, and since then their amount has not changed. A young mother from the Moscow region drew the president’s attention to such meager assistance during the “Direct Line” on June 20.
President Vladimir Putin answered her that the state understood the insufficiency of this amount and finally found a solution to the problem: “We will pay this benefit to families, also in the amount of the child’s subsistence level.”
The words of the head of state served as the reason for the prompt preparation of the necessary amendments to the legislation. So, in particular, it was decided to extend the period for payment of benefits for the first and second child: if now it is received for children under one and a half years old, then from January 1, 2020, such payments will begin to be paid until the child reaches three years of age.
According to the new law adopted by parliament, the amount of payments will be equal to the cost of living per child established in the region. The national average is 10-11 thousand rubles.
The same law changed the criterion of need for families, according to which they are assigned a payment: now, for this, their income must be equal to twice the subsistence level of the working-age population established in the region (previously, one and a half times the amount was taken as a basis).
What additional payments can families with children receive in 2020?
After the birth of each child, one of the parents has the right to receive a one-time payment in the amount of 17.47 thousand rubles .
In addition, parents of children with disabilities can receive additional monthly payments. Currently, the amount of this type of state support is 10 thousand rubles.
According to the legislation adopted this year, the state began paying families with three or more children 450 thousand rubles to pay off their mortgage.
Previously, targeted assistance was provided to borrowers of mortgage loans, including foreign currency ones, using subsidies from the federal budget. Help for each family was approved by a special commission of the Ministry of Finance. 22 thousand families received special support.
Now on the primary market, about 50 percent of apartments are purchased with a mortgage. According to forecasts, by 2024, 2 million families per year will take out a mortgage.
At the same time, the Cabinet of Ministers determined the conditions and procedure for providing state support to large families to repay their mortgage obligations. Such assistance is provided for families in which, from January 1, 2019 to December 31, 2022, a third child or subsequent children were born or will appear.
Relevant Decree of the Government of the Russian Federation dated September 7, 2019 No. 1170 “On approval of the Rules for the provision of subsidies to the joint stock company “DOM.RF” for compensation of lost income and costs in connection with the implementation of state support measures for families with children, in order to create conditions for repaying obligations for mortgage housing loans (loans) and
The Regulations on the implementation of measures of state support for families with children in order to create conditions for repaying obligations on mortgage housing loans (loans)" sets out a list of documents that the borrower needs to submit to the bank in order to receive funds to repay the mortgage.
The credit institution will transfer them to the joint-stock company DOM.RF, which will transfer funds to it to repay the debt on the mortgage loan in an amount not exceeding 450 thousand rubles. Subsequently, the costs will be reimbursed from the federal budget.
Also, all families with a second child can receive maternity capital from the state - a certificate in the amount of 453 thousand rubles. In 2020, the size of maternity capital may increase to 466.6 thousand rubles, as follows from the draft budget.
Using maternal capital funds, you can pay for the construction or purchase of housing, including a mortgage, education for children, and purchase of goods for disabled children. Also, this money can be used for the mother’s funded pension, and low-income families can receive monthly cash payments from these funds.
This certificate is issued to a parent at the birth (adoption) of a second child. The money can be used for construction or purchase of housing with a mortgage. We do not forget about the rights of children to the purchased housing, because we are spending their money.
How to pay off a mortgage with maternity capital
You can pay off your mortgage with maternity capital as follows:
- pay the down payment;
- reduce the principal of the debt. The most profitable solution, which results in significant savings for the family budget on bank interest;
- full repayment of the mortgage loan, if the amount is sufficient.
A mortgage for maternal capital is issued under the following conditions:
- You need to purchase housing on the territory of our vast Motherland, i.e. RF;
- pay the down payment;
- spend money to pay off the mortgage from part of the principal debt, if you already have one;
- We pay interest on the mortgage, also if the mortgage has already been taken out.
According to the law, there is no deadline for disposing of the certificate; use it at any time convenient for you, but you can only receive it until the end of 2022.
If you already have a mortgage loan, go to the bank for a certificate of the loan balance, and then to the Pension Fund.
If you are just going to apply for a mortgage, then the first thing you do is decide with the bank (the best percentage, the smallest list of documents, etc.), enter into an agreement, then we will do everything according to the first situation.
What documents will be needed to pay off a mortgage with maternity capital?
- To repay a mortgage with maternity capital, you must submit the following documents to the bank and pension fund.
- The bank should contact the manager with a request to prepare a special certificate on the balance of the principal debt for the Pension Fund.
- To do this, you must provide a passport of a citizen of the Russian Federation and a mortgage agreement.
- After some time, they will prepare a certificate for you with data on the current balance of the mortgage debt.
The Pension Fund will require a passport of a citizen of the Russian Federation, an application for the transfer of maternity capital to repay the mortgage loan. The Pension Fund will advise which bank you should contact.
You will also need a certificate for receiving maternity capital, documents from the bank confirming the availability of a mortgage loan (certificate, mortgage agreement, payment schedule, etc.).
Bank details will also be needed for further transfer of maternity capital funds; certificate of ownership and purchase and sale agreement for residential premises; a notarized obligation of the borrower to register the purchased residential premises as shared ownership after repayment of the loan.
Having submitted the documents, you will receive a receipt confirming the acceptance of the documents, with a mandatory indication of the date of their acceptance. Within 1 month, after checking the documents, representatives of the Pension Fund of the Russian Federation will issue you a written decision with consent, or maybe refusal (we will tell you about the reasons for the refusal and what to do in this case a little later).
Having received a positive answer, go to the bank. Next, we notify bank representatives and choose a way to spend your maternity capital. At Sberbank, you just need to look at your new payment schedule in Sberbank online. There is no need to walk or do anything else. Payment from the pension fund will automatically recalculate the schedule.
After approval by the Pension Fund, payment to the bank will be made within a month.
We use documents for repaying the mortgage with maternity capital as a down payment and the best offers from banks.
The loan funds are issued in full and for the first 2 months (until the money from the Pension Fund comes in) you pay the mortgage from the entire cost of the property. Next comes maternity capital and the payment schedule is recalculated. Those. after the mortgage is issued, you must quickly visit the pension fund with all the above documents and write an application for the use of maternity capital.
Example. Mortgage (maternity capital as PV) for an apartment worth 2 million for 10 years in Sberbank at 12% per annum. For the first 2 months you will have a payment of 28,694.19 of the entire cost of the apartment (2 million), after transferring 453,026 rubles from the Pension Fund, the payment will be reduced to 22,137.29. Use our mortgage calculator to estimate your payment specifically.
The reasons for refusal to issue maternity capital for a mortgage may be the following:
- errors were made when filling out the application;
- not a complete package of documents was provided;
- the applicant has committed a crime against a child;
- deprivation of parental rights to a child for whom maternity capital was received;
- restriction by guardianship and trusteeship authorities of the rights of the guardian.

Having familiarized ourselves with the reasons for the refusal, we draw conclusions for ourselves. When collecting a package of documents and filling out applications, be careful; it is better to double-check and ask several times than to waste time and nerves when re-submitting.

You're a mother! How to take back from the state everything it owes you
In 2020, families with children will receive new payments, and previous benefits will be indexed
Alexander Oshchepkov / NGS.RU
In 2020, some child benefits and other benefits and payments that parents are entitled to will change. We've looked at how moms and dads can get money from the government and save an extra penny for their child.
Maternal capital
Maternity capital is provided to families in which the second, third and subsequent children were born. Next year it will be indexed for the first time in five years: from January 1, its amount will increase by 13 thousand - to 466,617 rubles. You can only receive it once, so if you issued a certificate for maternity capital earlier, you are no longer entitled to it.
Money from maternity capital cannot be spent at your own discretion. The law provides for several options for its use: improvement of living conditions, mother’s pension or children’s education.
But in 2020, an innovation appeared: a mother can arrange monthly payments for her second child from maternity capital funds until the baby is three years old - the so-called Putin benefit.
In fact, this is the only legal way to cash out capital.
Applying for benefits is the only legal way to cash out maternity capital

Putin's allowance
From January 2020, changes will come into force that affect monthly payments for the first and second child.
Firstly, the authorities have increased the period for paying these benefits: previously they were received for children under one and a half years old, now - up to three.
Secondly, we expanded the range of families who are entitled to support from the state: previously, families with an income of less than one and a half subsistence minimum per person applied for it, now it is less than two.
In order to calculate whether you are entitled to benefits in 2020, you need to take your parents’ income for the last year (this is not only salary, but also benefits, pensions, alimony, sick leave, scholarships, etc.), divide by 12, and the amount received the figure is the number of family members, including the child, for whom you want to receive Putin’s payment. If the total amount is less than the sum of two subsistence minimums, the benefit is yours.
The amount of the benefit differs from region to region and also depends on the child’s subsistence level. Now, according to the Pension Fund of the Russian Federation, it is 9,569 rubles. Find out what documents are needed for benefits here.
Federal benefits
Child care benefits will increase in 2020. Moreover, the amount of the benefit will depend on how many children there are in the family
Irina Sharova / 72.RU
In 2020, there will be at least two “one-time” benefits that mothers are entitled to: pregnant women who registered early, and mothers at the birth of a child. They will be indexed in the new year, but not in January, but a month later.
From February 1, the benefit for pregnant women will be 680 rubles 40 kopecks. Thus, expectant mothers who register in January will receive benefits at the old rates - only 655 rubles.
But if the deadline approaches 12 weeks, then you shouldn’t delay - if you register after this period, you will lose benefits altogether.
For mothers of newborns - 18,144 rubles. Monthly child care benefits, which are paid for up to one and a half years, will also increase.
The minimum benefit amount will be 3,402 rubles for the first child and 6,804 rubles for subsequent ones. Please note that only mothers who did not work will receive such amounts.
Benefits for working mothers will be calculated based on their salary for the last two years.
Those with many children, based on the list approved by presidential decree, may be assigned additional benefits, payments and benefits. The final list is established by regional authorities, and you can find out about it at the local branch of the Social Insurance Fund.
Help with mortgage
Another new payment will apply only to large families - parents of three or more children will be helped with their mortgage.
A new type of state support appeared in July of this year: parents who have had a third or next child since January 1, 2019 are now given 450 thousand rubles to repay a housing loan.
The pioneers have already taken advantage of this subsidy, and you can follow in their footsteps using our instructions.
Large families will be able to improve their living conditions at the expense of the state
Olga Burlakova / NGS.RU
Tax deductions
Parents can receive not only benefits, but also benefits, including tax benefits.
Moms and dads can apply for monthly deductions for each child: for the first and second - 1,400 rubles, for the third and subsequent ones - 3,000 rubles.
Parents of disabled children have the right to a monthly deduction of up to 12 thousand rubles. Guardians have the same rights, with the exception that guardians of a disabled child are entitled to a deduction in the amount of 6 thousand rubles.
In addition to the monthly tax deduction, you can also apply for deductions for the education and treatment of children.
In the first case, we are talking about amounts of up to 50 thousand rubles per year, which you spent on paying for kindergarten, school, additional education institutions (for example, music or art schools), as well as classes at a college or university.
As for the tax deduction for treatment, you can get it not only for paying for medical services, but also for medicines. To do this, you need to take a special prescription from the hospital for the tax office, keep the receipt and, together with the declaration and 2-NDFL certificate, take it to the tax office.
Using this formula, you can calculate compensation for medications - both purchased for the child and for yourself
