The social contract is concluded for a period of three months to one year.
Pros and cons of a social contract with the poor
The positive qualities of this project are:

Social contract under new rules
In connection with the introduction of a number of amendments to the Law of the Lipetsk Region No. 179-OZ “On State Social Assistance”, from January 1, 2020, the OBU “CSZN for the city of Lipetsk” has the opportunity to conclude a social contract with citizens who find themselves in difficult life situations in the following areas :
1. Job search.
Providing assistance in the form of a monthly payment in the amount of the subsistence minimum for the working population for the second quarter of the year preceding the year of concluding the social contract.
So, in 2020, the monthly payment is 10,515 rubles. In 2019, the monthly payment was 1 thousand rubles per person, but not more than 3 thousand rubles per family.
2. Completing vocational training or receiving additional vocational education.
Providing assistance in the form of a one-time payment in the amount of 30 thousand rubles or a monthly payment in the amount of the subsistence minimum for the working population for the second quarter of the year preceding the year the social contract was concluded. In 2020, the monthly payment is 10,515 rubles.
3. Low-income residents of Lipetsk will be able to receive up to 250 thousand rubles if they decide to engage in individual entrepreneurial activity .
At the same time, this direction replaces such activities as maintaining personal subsidiary plots and peasant (farm) farming, organizing an agricultural consumer cooperative and (or) joining it, purchasing cattle for dairy purposes.
Previously, a one-time payment was allocated for these purposes - from 25 thousand to 50 thousand rubles. Thus, the volume of support provided within the framework of the social contract has increased several times.
4. Implementation of other measures aimed at overcoming a difficult life situation by a citizen.
It provides for the provision of a monthly payment also in the amount of the subsistence minimum for the working population for the second quarter of the year preceding the year of the conclusion of the social contract - in 2020 this is 10,515 rubles, to meet the current needs of citizens in the purchase of essential goods, medicines, treatment, preventive medical care examination, encouraging a healthy lifestyle, and also to meet the needs of families for preschool education services. This type of social contract has replaced such support measures as state social (targeted) assistance in the amount of up to 300 rubles. per month per person, financial assistance for the purchase of clothing and shoes, personal hygiene items, basic necessities, food in the amount of 1-5 thousand rubles at a time.

On January 15, 2020, during his address to the Federal Assembly, Vladimir Putin called for the introduction of a social contract program in all constituent entities of the Russian Federation by 2021.
What is a social contract?
A social contract is government assistance to low-income citizens in the form of cash payments, social services or vital goods (food, medicine, etc.). The received resources can be spent on strictly specified purposes. For example, purchase equipment, buy a cow, or open a small business.
The goal of the program is to help low-income citizens get out of difficult life situations and get a permanent income to support themselves.
The list of types of social support provided under the terms of the contract differs in each region. To find out what kind of help you can count on, you need to contact the social welfare department at your place of residence.
Who can enter into a social contract?
In accordance with Art. 7 of Federal Law No. 178 of July 17, 1999, citizens whose average per capita income is below the regional subsistence level can conclude a social contract. Along with earnings, pensions, benefits, alimony and scholarships are taken into account.
Only citizens of the Russian Federation can apply to conclude a social contract . At the same time, the composition of the family does not matter - both families with and without children, pensioners, disabled people, etc. can apply for help.
The applicant must tell social security workers in detail about the family’s problems and difficulties that have arisen, and also fill out a questionnaire about their financial and living situation.
If the situation is really difficult, government employees develop an individual social adaptation program for the family, which clearly indicates the types and amount of government support, as well as the requirements that the family undertakes to fulfill.
The social contract is concluded for a period of 3 to 12 months , but can be extended in the future by decision of social security. The contract may be terminated early if the family uses state support funds for other purposes.
The practice of social contracts for the poor will be expanded
Vladimir Putin recalled that in 2019 he already mentioned the need to expand the practice of the social contract, which “is intended to become a kind of individual program for increasing income and quality of life for each family in need.”
The head of state noted that despite the fact that some regions have already begun to implement the social contract mechanism, the effectiveness of such state support measures remains extremely low. The President asked the Government:
- Take into account the existing experience of pilot projects in certain regions and adjust the principles of the social contract.
- Increase financial support for the regions so that the social contract works throughout the country by 2021 .
The President explained that, within the framework of the social contract, the state will provide citizens with regular payments, provide assistance in advanced training and employment, but at the same time, society and the state “have the right to expect reciprocal steps from them to solve their own problems.”
He noted that those who will be supported must find employment and responsibly fulfill their responsibilities towards children and other family members. The indicator of the regions’ performance in this direction will not be the number of social contracts concluded, but the actual reduction in poverty levels .
