• The Ministry of Education and Science of the Russian Federation - the organizer of the competition, together with the Council for Grants of the President of the Russian Federation for state support of Russian scientists and for state support of leading scientific schools of the Russian Federation, announces an open public competition for a scholarship from the President of the Russian Federation for young scientists and graduate students carrying out promising research and development in priority areas of modernization of the Russian economy for 2018-2020.
• The competition is held in pursuance of Decree of the President of the Russian Federation dated February 13, 2012 No. 181 “On the establishment of a scholarship of the President of the Russian Federation for young scientists and graduate students carrying out promising scientific research and development in priority areas of modernization of the Russian economy” and the Decree of the Government of the Russian Federation dated June 7, 2012 No. 563 “On the appointment and payment of scholarships of the President of the Russian Federation to young scientists and graduate students carrying out promising scientific research and development in priority areas of modernization of the Russian economy.”
• Candidates for a scholarship may be young ( up to 35 years old ) scientists and graduate students who

• are citizens of the Russian Federation
• carry out promising scientific research and development in priority areas of modernization of the Russian economy,
• have published scientific works in leading peer-reviewed scientific journals and publications, reflecting the main scientific results of the work of a young scientist or graduate student,
• work in positions of teaching and research workers in Russian scientific organizations or educational organizations of higher education or are studying in postgraduate programs of organizations on a full-time basis.

Scholarships are NOT assigned or paid

• recipients of grants from the President of the Russian Federation for state support of scientific research of young (up to 35 years old) Russian scientists - candidates of sciences and young (up to 40 years old) Russian scientists - doctors of sciences, as well as
• recipients of scholarships of the President of the Russian Federation - full-time students, full-time graduate students of educational organizations and organizations of additional professional education and scientific organizations, studying in specialties corresponding to the priority areas of modernization and technological development of the Russian economy, according to educational programs with state accreditation, and
• scholarships of the Government of the Russian Federation for students of educational organizations and graduate students of educational organizations of additional professional education and scientific organizations studying full-time courses and educational programs that have state accreditation, corresponding to the priority areas of modernization and technological development of the Russian economy.

Scholarships of the President of the Russian Federation are awarded in priority areas of modernization of the Russian economy:

1. 1. Energy efficiency and energy saving, including issues of developing new types of fuel;
2. 2. Nuclear technologies;
3. 3. Space technologies related to telecommunications, including GLONASS and the program for the development of ground infrastructure;
4. 4. Medical technologies, primarily diagnostic equipment, as well as medicines;

5. Strategic information technologies, including issues of creating supercomputers and software development.

Scholarships of the President of the Russian Federation are established in the amount of 22,800 rubles each and are paid monthly , are assigned for a period of up to three years , and can be awarded to the same person more than once .

The total number of persons selected on a competitive basis for the right to receive a scholarship in 2018-2020. – no more than 580 people .

• Payment of the scholarship of the President of the Russian Federation is made in addition to the established official salaries, additional payments, allowances, bonuses and other payments.
• Organizations submit an application for the competition as provided for in the competition documentation.
• The competitive selection of applications is carried out by the Competition Commission of the Ministry of Education and Science of Russia based on the results of the examination conducted by the Grants Council.

The decision of the Competition Commission is documented in the Minutes of the meeting of the Competition Commission of the Ministry of Education and Science of Russia, on the basis of which the lists of competition winners are approved by order of the Ministry of Education and Science of Russia. A copy of the order is sent to the relevant organizations.

Information about the results of the competition is published in the newspaper “Poisk” and posted on the website of the Ministry of Education and Science of the Russian Federation minobrnauki.rf and on the website grants.extech.ru no later than 5 days after registration of the Protocol.

An application for participation in the competition is submitted electronically on the specialized website of the Federal State Budgetary Institution Scientific Research Institute RINCCE - grants.extech.ru, registration of the scholarship applicant on the website grants.extech.ru and filling out interactive forms on his personal page are mandatory. You must complete work on the site before 16:00 on September 29, 2017 .

Grants from the President of the Russian Federation to young Russian scientists – candidates and doctors of sciences

​The Ministry of Science and Higher Education of the Russian Federation, together with the Council for Grants of the President of the Russian Federation for state support of young scientists and for state support of leading scientific schools of the Russian Federation, announces 2020 competitions for the right to receive grants from the President of the Russian Federation for state support of young Russian scientists - candidates of sciences ( MK-2020 competition ) and young Russian scientists - doctors of science ( MD-2020 competition ). The organizer of the competitions is the Russian Ministry of Education and Science.

The allocation of grants from the President of the Russian Federation for state support of young Russian scientists - candidates and doctors of sciences is carried out in accordance with the Decree of the Government of the Russian Federation dated April 27, 2005 No. 260 “On measures for state support of young Russian scientists - candidates of sciences and doctors of sciences and leading scientific schools Russian Federation".

can take part in the competition , as well as organizations engaged in the production of scientific and technical products, with the exception of government institutions, which have labor relations with young Russian scientists - candidates of science (Doctors of Science), whose works were submitted by these organizations to the competition . A mandatory requirement for participation in the competition is to connect the organization to the budget planning subsystem of the GIIS “Electronic Budget” using qualified electronic signatures.

• Organizations submit works of young Russian scientists to competitions in the form of an application prepared in accordance with the appendix to the competition notice.
• Competitions are held:
• The MK-2020 competition is for state support of scientific research conducted by young Russian scientists - candidates of science, whose age at the end of the grant does not exceed 35 years.
• The competition may include works that are distinguished by significant scientific novelty, testifying to the significant contribution of young scientists to the development of science and technology and their creative talent, as well as those related to the preparation of doctoral dissertations.
• The MD-2020 competition is for state support of scientific research conducted by young Russian scientists - doctors of science, whose age at the end of the grant does not exceed 40 years.
• The competition may include works that are distinguished by significant scientific novelty, testifying to the significant contribution of young scientists to the development of science and technology and their creative talent.

An organization has the right to submit multiple applications based on the number of grant applicants represented. Each grant applicant is entitled to submit their work in only one application.

Grant applicants cannot be:

Winners of 2019 competitions for the right to receive grants from the President of the Russian Federation for state support of young Russian scientists - candidates of science (MK-2019 competition) or young Russian scientists - doctors of science (MD-2019 competition);

Recipients of the scholarship of the President of the Russian Federation for young scientists and graduate students carrying out promising scientific research and development in priority areas of modernization of the Russian economy competitions for 2018-2020 and 2019-2021.

1. Scientific research proposed for conduct should not be a repetition of scientific research carried out in the current period or carried out in the previous period at the expense of the budgets of the budgetary system of the Russian Federation.
2. Organizations must have the necessary equipment, other material and technological capabilities, a positive reputation, fulfill obligations to pay taxes to budgets of all levels and mandatory payments to state extra-budgetary funds, must be solvent, and not be in the process of liquidation or bankruptcy.
3. Grants are allocated for a two-year period to finance the costs of conducting fundamental and applied scientific research aimed at solving specific problems within the framework of the areas defined in the Strategy for Scientific and Technological Development of the Russian Federation.

The size of the grant for a young scientist - candidate of sciences is 600 thousand rubles per year, including payment for his labor and the labor of co-executors. The number of co-executors must include at least 1 person.

The age of the co-executor(s) must not exceed 35 years. Co-executors can be young scientists, graduate students, and undergraduates.

The amount of remuneration for a candidate of sciences and his co-authors cannot exceed 360 thousand rubles per year.

The size of the grant for a young scientist - Doctor of Science is 1 million rubles per year, including payment for his labor and the labor of co-executors. The number of co-executors must include at least 3 people.

The age of co-executors must not exceed 35 years. Co-executors can be young scientists, graduate students, and undergraduates. The salary of a doctor of sciences and his co-executors cannot exceed 600 thousand rubles per year.

Material support for a young scientist through a grant is provided in addition to the salary established for the young scientist by the organization with which he has an employment relationship.

The competition commission of the Russian Ministry of Education and Science reviews applications received for the competition and checks them for compliance with the conditions of the competition. Applications that meet the conditions of the competition are sent by the competition committee to the Grants Council for expert evaluation.

When conducting an expert assessment, the Grant Council takes into account such criteria as the scientific progress of the declared research over the past 3 years, the planned activity of the scientific activity of the grant applicant (including the publication of scientific articles in high-ranking journals Web of Science, Scopus, etc.), assessment of the scientific research, including novelty and applied significance, the achievability of the results of scientific research.
