Who is the subsidy for?

Decree No. 1050 includes the following types of financial transactions for which money from the budget can be transferred. The list includes:

- purchasing housing through an agreement with an organization that sells economy class apartments;
- participation in shared construction;
- repayment of existing mortgage debt.

List of documents
The subsidy is issued by the local government authority. To write an application, you need to come there with your passports. Families with children are required to bring a birth certificate for each child. The application is drawn up in two copies. One is sent for consideration, and the other remains with candidates for participation in the program.
For the application to be valid, it must contain the date, number, as well as personal data, position and signature of the person who accepted the documents. The statement is supplemented by:

Features of determining housing needs
To assess your chances of receiving a government subsidy, you need to understand how Article No. 51 of the Housing Code is applied. It determines the minimum size of permissible living space, which is 10-14 square meters per person.
The condition applies to serviceable housing. Persons registered in houses recognized as unsafe are entitled to a subsidy, regardless of the square meters per family member.
The following factors are taken into account when submitting an application:
- Do you own an apartment, have you used the right of social tenancy? When calculating the square footage, the property of immediate relatives is also taken into account.
- If a young family lives together with parents or other relatives, then the area required for a person is 14 square meters.
- Applications are accepted from persons living with a seriously ill person.

When assessing living conditions, only the living space indicated in the registration is taken into account. The calculation is made based on the persons officially indicated in the registration. Actual residence does not matter here.
Calculation of the payment amount
The amount of assistance is determined using a formula.
For the calculation, the average cost per square meter in the region is taken and multiplied by the minimum apartment size required to satisfy the article of the housing code.
The market value per square meter is determined by local authorities. However, it cannot exceed the national average, which is calculated by the Ministry of Construction.
Then it remains to calculate 30% or 40%. The result is the amount of financial assistance that a particular family can count on. Receiving money is possible if the condition is met. During the transfer process, the apartment is registered as the property of the subsidy recipients through a formalized certificate.
If funds are allocated to repay an existing mortgage, the condition of the loan is taken into account when disbursing money. It is important that the payment amount does not exceed the amount of the remaining debt with interest.
Algorithm of actions
The first step is to write an application. Then comes the time to wait for a response. The time period does not last more than 10 days. During this time, the administration makes a decision, which is sent in writing. The process takes another 5 days.
It is important to consider timing. The list of families that will be included in the program for the next year is compiled by September of the previous year. Moreover, people living in housing that does not meet current sanitary and technical requirements, as well as large families where the age of the spouses does not exceed 35 years, have an advantage in this regard.
If the application is approved, family members are required to:
- receive a certificate;
- bring it to the bank where the account was previously opened;
- fill out an application for a mortgage loan in accordance with the established procedure;
- obtain bank approval;
- after transferring money from the state, buy housing within 9 months;
- register the acquired living space as property.

Operation of the program in Moscow

Basic conditions and purpose of the program
All such government programs have 2 main goals:

When determining the level of housing provision (i.e. how many square meters per person) it matters:
- where each family member is registered, regardless of the place of actual residence;
- what is the total area of all premises, taking into account: a) premises (including shares) owned by a citizen, b) premises occupied by a citizen under a social contract. rental, c) premises owned or occupied under a social contract. hiring by relatives with whom the citizen is permanently registered;
- and how many people are registered in the premises taken into account. Thus, if the spouses do not have residential premises in their property, they still will not be able to get into the program if their parents (with whom they are registered) have housing of sufficient size, since the square footage of the parents’ property is also taken into account. The family must have their own funds, which together with the subsidy will be enough to purchase housing, or have an income that will allow them to take out a loan for the missing amount. At the same time, there must be enough funds to purchase housing, based on the estimated cost, and with such an area that each family member has at least the established norm of sq. m. meters.
What is the subsidy amount? And how to use it
Each payment case is calculated separately. In order to more accurately know the volume of material compensation, the following calculation principles should be taken as an example:
- Young families with no children receive 35% of the price of the housing they purchase;
- If there are children in the family, the amount of compensation increases to 40% of the amount for the purchased apartment. In cities of federal significance, this interest rate is reduced. The application is written according to a standard template (can be found on the State Services website) in 2 copies. The text of the application must contain information about exactly what difficulties the young family is experiencing in terms of living space, as well as a reasoned need for state financial assistance.
After the package of documents has been collected in full, the family should contact the real estate department at the place of registration (or another authorized body), submitting a copy of the application.
The applicant takes the second copy with him.
The estimated processing time for an application does not exceed 10 working days.
After this period, the applicant receives a letter from the department informing him of the decision.
If the answer is positive, the young family becomes a participant in the program (however, the certificate is issued only when it is their turn).

As mentioned above, a subsidy is paid to young families to purchase new housing. But in our country, purchase/sale relations are formalized in different contracts and differ significantly. This is due to the economic characteristics of the relationship. To understand what a young family can expect, let us again turn to Decree 1050.
But what kind of relationships, according to the official paper, are covered by the program?
- A regular contract for the purchase/sale of residential property.
- Payment of the last payment under a cooperative agreement (housing, savings, etc.). In this case, it is necessary to transfer ownership of the property immediately after payment.
- According to the cottage construction contract.
- For the down payment on a mortgage/loan.
- Under an agreement with the organization when purchasing economy class apartments.
- When participating in shared construction. At the same time, it is mandatory to enter the agreement into Rosreestr.
- Repayment of the principal debt on a mortgage/loan.
These are the conditions that must be met when concluding a housing contract in order for a subsidy to be assigned.
What documents are needed
Before the subsidy becomes active for paying for your own housing, it still needs to be issued. To do this, you need to contact your local authority. This list can be continued for a very long time. For example, men, among other things, must bring their military ID. If there are two or more children in a family, and it has issued a certificate for maternity capital, then the certificate must also be provided. This will reduce the cost of a future apartment by almost 60%.
If you have drawn up an agreement with a housing construction cooperative (HBC), then it must also be provided along with a certificate of ownership.
How is housing need determined?
Before receiving a certificate for payments, you must register as a needy family. To do this, let’s go to the official website where the housing code is posted. We are interested in Article 51. It is this that determines the minimum standards for providing living space.
For regions of the country, the figure stated here is 10-14 square meters per person. But if the house is recognized as unsafe (there are documents), then regardless of the square footage, the family has the right to receive a subsidy for living space.
But the procedure for determining the minimum due for each family member has its own characteristics. Let's look at them.
- If a young family does not own apartments and has not used the right of social rent. At the same time, relatives should also not have their own real estate.
- When living with relatives, if each person has less than 14 square meters.
- If a family lives with a seriously ill person.
It is important to understand that actual residence does not matter. Registration is taken into account. It is on this basis that the minimum norm is calculated.
How is the payout amount calculated?
To determine the amount that the state is guaranteed to transfer to young people, the law has a simple formula. She looks like this:

How to act
After the documents are collected, they are taken to the local administration. There you write a statement. After this, administration employees are given 10 days to make a decision on your subsidy. The response must be in writing. When the positive side is accepted, your further actions are as follows:
- receive a certificate;
- take it to the bank where you previously opened an account;
- receive a loan from the bank by completing all the necessary documents (if any);
- after receiving money from the state to the bank account within 9 months, buy housing;
- register it as property;
- bring a documentary report to the administration.
After that, the apartment is yours.
The Housing program: what are its features?
The program is federal in nature (that is, it operates throughout Russia). But each region has its own conditions.
Local authorities have every right to set the amount of payments in their city. This became possible thanks to the flexibility of Legislative Act No. 1050.
In particular, the norm contains a calculation formula with which you can determine the estimated cost of an apartment or house.
The housing program is aimed at helping young members of society who have recently entered into a family union. To implement the measures provided for by Decree 1050, parliamentarians allocate money to pay part of the cost of living space.
The formula is spelled out in paragraph 16 of the appendices to the above-mentioned decree. It has two variables, one of which varies depending on the region of calculation. This is the standard cost of one square meter of housing.
For example, the Moscow region differs in price from Moscow to a lesser extent, and significantly. If in the capital the average price is 90-100 thousand rubles, then in Bryansk this value is 30-35 thousand rubles.
In addition, a different interest rate applies in Moscow. It is equal to 30% and 35% of the cost of housing, depending on the presence or absence of children in the family. For other regions, the value is increased by 5% for each case.
The question often comes up on the Internet: “will the program be canceled in 2020?” Subsidies for families, according to the official document, are carried out from 2015 to 2020.
That is, until December 31, 2020, young families can still apply for financial assistance. After this date, you will not be able to apply for money.
But those who have already received a certificate will be able to count on payment in 2021.
For reference. At the beginning of 2019, President V. Putin announced his decision on the need to make changes to the social housing program. According to him, the mortgage under the program should be reduced to 6% for the entire term. The speech took place as part of the annual address to the Federal Assembly. Moreover, Vladimir Putin obliged to introduce the norm retroactively (January 1, 2019).
A month later, an official document was published that established a 6% rate on mortgages for large groups of society. This approach in the country will be able to provide living space even for families with a small income.
Using three subsidies at once: maternity capital, social mortgage and the Young Family program will significantly reduce the cost of purchasing living space.
It is important to note that if the wife’s or husband’s parents have their own apartment, then this area plays a role in calculating the minimum norm. That is, even if the family does not live with relatives, but is registered there, it will not be possible to count on financial assistance.
Will the program be extended?
According to Decree 1050, the “Young Family” subprogram ends in 2020. That is, if parliamentarians do not indicate or make additions before this period, the program will end. Moreover, those who managed to receive a certificate will retain the opportunity to receive money in 2021.
There are still 1.5 years until the end of 2020. During this time, a lot can change for the country. Therefore, it is too early to talk for certain about the fate of young families who have not yet had time to take advantage of this subsidy. Perhaps in 2020 the president will oblige officials to extend the decree, or to develop a new program in its place.

State program young family through the MFC
The youth family (YF) is the engine of population growth. The country's leadership's intention to improve demographics led to the launch in 2002 of measures to support parents with children. The state program Young Family was completed in 2018, but in 2020 it will again be possible to obtain state support for a young family at the MFC. Previously, through the MFC, starting from 2019, it is possible to obtain state support for a new government project to provide citizens of the Russian Federation with affordable housing and utilities. This directive focuses on mortgages and apartment rentals, but retains the terms of the previous platform.
Contents of the state program for young parents
The latest changes to the MS program will now be in effect until early 2026, the end date of the affordable housing project, which has several goals. For young families, this means reducing the cost of apartments so that any couple can improve their living conditions every 15 years. The housing program also covers other areas:
- intensifying the construction of houses, infrastructure and the apartment market;
- provision of utilities to families in accordance with established standards;
- increasing productivity in construction and related industries.
A young family can only spend the subsidies they receive from the state on improving their existing living space and purchasing new buildings.

The amount of state support is small: it is enough to pay off only a third of the cost of housing: families with children and single parents - 35%, childless newlyweds - 30%.
Requirements for housing program participants
The MS program does not apply to all young couples. Newlyweds must meet the conditions imposed on them by law. Those who are entitled to state support must meet the following characteristics:
- Citizenship of the Russian Federation. At least one parent. Registration - in the settlement where the house is purchased, ≥5 years.
- Status of those in need of improved housing. Spouses should not have their own apartment or one provided under a rental agreement. Inclusion in the queue is justified if there is no standard area for one person, the house is in disrepair.
- Age. At the time of inclusion in the list for financing in the planned year - no more than 35 years.
- Marriage certificate or divorce certificate if the parent is a single parent.
- Financial solvency. Your own money should be enough for the down payment to obtain a loan. Another option is when there are savings sufficient to pay the cost of the apartment minus the amount of the expected subsidy. The salary of childless couples is ≥22 thousand rubles, with one child – 33 thousand per month per family.

If the conditions are met, the family has the right to apply for government support. It is better to do this in January: lists are formed by June 1 for payments next year.
How to express your desire to participate in housing construction
Despite the strict requirements for young families, the number of applicants for budget subsidies from the state is not decreasing. It is known how to become a member of the MS program: first of all, you need to get in line.
There are several ways to submit an application - contact the local administration authorities authorized for this directly, queue through the MFC or remotely from the State Services portal.
Candidates for participation in the project are considered in the following order:
- Acceptance of application. An employee will issue the form at the MFC, he will also help you fill it out and accept a package of accompanying documents.
- Comparison of information submitted by a young couple with regulatory requirements. The review lasts 10 days.
- Notification of applicants. Applicants will receive information from the document center via SMS or email.
If the decision is positive, the couple gets a place in line for a housing subsidy. When submitting an application through the MFC or the State Services website, you can track its status and progress. Notification of the results of the review is sent by letter within 5 days after the decision is made.
Non-priority citizens also apply for state support: veterans, families with low incomes, and a large number of children. Therefore, the waiting time for a certificate may take several years.
Documents for joining the ranks of beneficiaries
Regardless of the application method, the package of documents is the same. There are differences based on the regions of residence of the applicants and the prevailing circumstances of each family. An approximate list of documents for participation in the Young Family program through the MFC:
- application, consent to applicants providing their personal data for processing by government agencies;
- passports of family members, certificates of marriage (divorce), birth of children, registration, as well as pension insurance (SNILS);
- documents confirming insufficient provision of living space: a certificate of need from social security, an extract from the house register on the number of square meters and family composition;
- confirmation of financial solvency: bank certificates about the possible loan amount for applicants, the amount of the principal debt on the mortgage, a statement of funds in the account, as well as a certificate for maternity capital, 2-NDFL certificates about the income of the spouses;
- other documents upon request: an extract from the state register of the Unified State Register of Real Estate about an unfinished house, a copy of the loan agreement, work books and military ID cards of applicants.
An updated list of required documents will be provided by an MFC employee. An incomplete package will result in refusal to accept documents for consideration.
Reasons for rejecting a subsidy application
An application for participation in the state MS program does not always end with the family being placed on the waiting list. When this happens, the reason for the refusal by the administration must be justified and explained. The reasons for rejecting an application are the following inconsistencies:
- the family already has an apartment and the area standards are met;
- one of the spouses is overage;
- errors in the preparation of documents, their unreliability, erasures and additions;
- the information provided is deliberately distorted;
- the spouses’ income is insufficient to take out a mortgage loan or complete the construction of an unfinished house;
- improvement of living conditions at the expense of budget money has already been carried out in the form of support other than maternal capital;
- the authorized representative did not confirm his authority to contact the MFC on behalf of the applicant for participation.
If the application is rejected without explanation or the applicant does not agree with the reasons, the administration’s decision is challenged in court. If the dispute is resolved in favor of the applicant, he can re-apply for inclusion in the state program. Social housing benefits for a young family are paid only once.

The housing problem is considered pressing for many Russian families. Newlyweds can count on support from the state if each of them is under 35 years old. The Young Family program is a nationwide project that provides government subsidies for the purchase of housing.
The goal of the “Young Family” project
Help for young families is provided in all regions of Russia. The program was approved by Government Decree No. 1710 of December 30, 2017. Its main goal is to increase the affordability of purchasing their own home for young people starting family life.
The essence of the project is to provide subsidies that will cover part of the spouses’ expenses for the purchase of real estate. The conditions for participation, as well as the amount of financial assistance, are established by regional authorities.
Social benefits can be used for the following purposes:
- purchasing an apartment on the primary or secondary real estate market;
- down payment on mortgage;
- repayment of housing loan debt;
- construction of a private house.

Conditions for participation in the “Young Family” program
The Young Family program can include spouses without children or families with minors. The conditions on the official website of the Government of the Russian Federation allow the submission of documents for receiving subsidies by Russian citizens who meet the following requirements:
- the age of both spouses does not exceed 35 years;
- the relationship must be officially registered;
- applicants are registered at their place of residence as in need of improved housing conditions;
- a young family must have funds to pay the remaining part of the cost of real estate (mortgage, maternity capital, etc. are allowed).
Requirements at the local level should be posted on the official website of the Regional Administration.
Single-parent families can participate in the program. The requirements for single mothers are almost the same. To receive a subsidy, a single parent must be under 35 years of age and need improved living conditions.
Subsidy amount
The amount of compensation depends on the presence of minor children in the family. The “Young Family” program provides for receiving a subsidy as a percentage of the cost of housing:
- 30% for spouses without children;
- 35% if there are minors in the family.
The payment is calculated based on the average cost per square meter of real estate in the region. Standards for square meters of residential premises are established by local authorities. In the regions, each family member must have at least 18 square meters. m. (data may vary depending on the subject of the Russian Federation where the family lives).
Accordingly, it is necessary to multiply the required meters by the number of people. Young parents must buy a property whose area is no less than the established standards. It is possible to purchase a more spacious apartment or house, but the subsidy will still be 30-35% of the norm.
Attention! Compensation is awarded only for the purchase of economy or comfort class housing. There is no subsidy when purchasing luxury real estate.
How to register for improved housing conditions?
To participate in the program, young spouses must register for improved housing conditions. The law stipulates that the premises where a family lives must be less than the established standards. According to Art.
50 of the Housing Code, they are determined by local governments. In many regions they are 18 square meters. m. per person.
For a family of two (young spouses without children or a single mother and child), the living area is 42 square meters. m.
If there are two minor children in a complete family, then the parents can register to improve their living conditions if the apartment or house is less than 72 square meters. m.
When calculating, all relatives and other persons registered in the living space are taken into account. Difficulties may arise if one of the spouses is registered in another place. When calculating compliance, all properties owned by the family are taken into account.
Documentation
To participate in the Affordable Housing project, you will need to collect the following documents:
- identity card of the spouses;
- Marriage certificate;
- a certificate stating that the family needs to improve their living conditions;
- documents for registration of property rights in Rosreestr;
- SNILS;
- consent to the processing of personal data.
If the property was purchased with a mortgage, then an additional certificate from the financial institution about the principal amount of the debt and interest payment is provided.
After collecting the documents, you must contact the local administration, where you fill out an application in the prescribed form in 2 copies.
Civil servants must agree or refuse the participation of a young family in the program within 10 days.
If the decision is positive, the spouses are added to the list. The subsidy is received in the order of general priority.
The waiting period for compensation depends on the funding of the program, which is provided at the federal, regional and municipal levels. Administration staff notify spouses that they can receive a certificate in writing or by telephone call. After this, the young family must visit a government agency with the necessary package of documents.
Features of the “Young Family” program
The certificate received by program participants can be used not only to purchase an apartment, but also to build a house.
To do this, in addition to the standard package, you will need to provide:
- document of ownership or perpetual lease of land;
- building permit.
In this case, compensation is paid for by the construction contract. If you plan to use funds to pay off your mortgage, you will need to provide the administration with a certificate from a financial institution.
The validity of the certificate is limited. After the spouses receive the subsidy, they must realize it within a certain period.
Its duration is set by regional legislators, but usually ranges from 6 months to 1 year . If spouses do not take advantage of the subsidy, they are excluded from the program.
It will not be possible to re-submit documents for compensation. Funds cannot be cashed out or spent for other purposes not provided for by the program. Recent changes to the law, introduced in 2017, prohibit the use of subsidies for the purchase of housing from close relatives. This category includes children, spouses, and parents. There is a misconception that the subsidy is paid only to low-income families.
In contrast, to participate in the Young Family program, applicants must prove that they are solvent to obtain a mortgage loan if they do not have their own funds to purchase the property.
The main condition for receiving a subsidy is that the family must be registered for improvement of housing conditions. If one spouse turns 36 while awaiting payment, participants are automatically disenrolled from the program.
