Who is the subsidy for?

An important condition is the size of the family budget. It is believed that a married couple should have an income of 21,621 rubles for two. Decree No. 1050 includes the following types of financial transactions for which money from the budget can be transferred. The list includes:

  • standard purchase of living space;
  • purchasing an apartment under a cooperative agreement or construction contract agreement;
  • conclusion of a mortgage agreement;
  • purchasing housing through an agreement with an organization that sells economy class apartments;
  • participation in shared construction;
  • repayment of existing mortgage debt.

Therefore, the program is open to people whose circumstances meet one of the options on the list.

List of documents

The subsidy is issued by the local government authority. To write an application, you need to come there with your passports. Families with children are required to bring a birth certificate for each child. The application is drawn up in two copies. One is sent for consideration, and the other remains with candidates for participation in the program.

For the application to be valid, it must contain the date, number, as well as personal data, position and signature of the person who accepted the documents. The statement is supplemented by:

  • marriage certificate;
  • decision on the need to improve living conditions;

Features of determining housing needs

To assess your chances of receiving a government subsidy, you need to understand how Article No. 51 of the Housing Code is applied. It determines the minimum size of permissible living space, which is 10-14 square meters per person.

The condition applies to serviceable housing. Persons registered in houses recognized as unsafe are entitled to a subsidy, regardless of the square meters per family member.

The following factors are taken into account when submitting an application:

  1. Do you own an apartment, have you used the right of social tenancy? When calculating the square footage, the property of immediate relatives is also taken into account.
  2. If a young family lives together with parents or other relatives, then the area required for a person is 14 square meters.
  3. Applications are accepted from persons living with a seriously ill person.

According to the standard, a family of two should have at least 42 square meters. If the calculation is for more than three people, each person should have 18 square meters.

When assessing living conditions, only the living space indicated in the registration is taken into account. The calculation is made based on the persons officially indicated in the registration. Actual residence does not matter here.

Calculation of the payment amount

The amount of assistance is determined using a formula.

For the calculation, the average cost per square meter in the region is taken and multiplied by the minimum apartment size required to satisfy the article of the housing code.

The market value per square meter is determined by local authorities. However, it cannot exceed the national average, which is calculated by the Ministry of Construction.

Then it remains to calculate 30% or 40%. The result is the amount of financial assistance that a particular family can count on. Receiving money is possible if the condition is met. During the transfer process, the apartment is registered as the property of the subsidy recipients through a formalized certificate.

If funds are allocated to repay an existing mortgage, the condition of the loan is taken into account when disbursing money. It is important that the payment amount does not exceed the amount of the remaining debt with interest.

Algorithm of actions

The first step is to write an application. Then comes the time to wait for a response. The time period does not last more than 10 days. During this time, the administration makes a decision, which is sent in writing. The process takes another 5 days.

It is important to consider timing. The list of families that will be included in the program for the next year is compiled by September of the previous year. Moreover, people living in housing that does not meet current sanitary and technical requirements, as well as large families where the age of the spouses does not exceed 35 years, have an advantage in this regard.

If the application is approved, family members are required to:

  • receive a certificate;
  • bring it to the bank where the account was previously opened;
  • fill out an application for a mortgage loan in accordance with the established procedure;
  • obtain bank approval;
  • after transferring money from the state, buy housing within 9 months;

The documents received upon taking possession of the property must be brought to the administration so that its representatives can draw up a report. After this, the apartment becomes completely owned by the family.

Operation of the program in Moscow

As part of the federal program, the capital authorities are offering young families, under a preferential program, to buy city-owned housing. To take advantage of the opportunity, you must:

Basic conditions and purpose of the program

All such government programs have 2 main goals:

  1. Support for low-income citizens.
  2. Increase in construction volumes in the Russian Federation.

  • where each family member is registered, regardless of the place of actual residence;
  • what is the total area of ​​all premises, taking into account: a) premises (including shares) owned by a citizen, b) premises occupied by a citizen under a social contract. rental, c) premises owned or occupied under a social contract. hiring by relatives with whom the citizen is permanently registered;
  • and how many people are registered in the premises taken into account. Thus, if the spouses do not have residential premises in their property, they still will not be able to get into the program if their parents (with whom they are registered) have housing of sufficient size, since the square footage of the parents’ property is also taken into account. The family must have their own funds, which together with the subsidy will be enough to purchase housing, or have an income that will allow them to take out a loan for the missing amount. At the same time, there must be enough funds to purchase housing, based on the estimated cost, and with such an area that each family member has at least the established norm of sq. m. meters.

What is the subsidy amount? And how to use it

Each payment case is calculated separately. In order to more accurately know the volume of material compensation, the following calculation principles should be taken as an example:

  • Young families with no children receive 35% of the price of the housing they purchase;
  •  If there are children in the family, the amount of compensation increases to 40% of the amount for the purchased apartment. In cities of federal significance, this interest rate is reduced. Thus, in St. Petersburg and Moscow, childless families can receive 30% of financial assistance, while a family with children can receive 35% reimbursement of the cost of housing.

Subsidies can be used:

  • for the purchase of residential premises;
  • to build your own house;
  • for a contribution to the housing cooperative (housing and construction cooperative) to register ownership of the apartment;
  • for a down payment on a mortgage;
  • to repay debt on a mortgage or other housing loan issued before January 1, 2011.

  • Certificate of placement on the waiting list for housing; And, of course, an application for the participation of the young family in the cash assistance program from the state must be attached to the package of documents.

The application is written according to a standard template (can be found on the State Services website) in 2 copies. The text of the application must contain information about exactly what difficulties the young family is experiencing in terms of living space, as well as a reasoned need for state financial assistance.

After the package of documents has been collected in full, the family should contact the real estate department at the place of registration (or another authorized body), submitting a copy of the application.

The applicant takes the second copy with him.
The estimated processing time for an application does not exceed 10 working days.

After this period, the applicant receives a letter from the department informing him of the decision.

If the answer is positive, the young family becomes a participant in the program (however, the certificate is issued only when it is their turn).

  • who do not own sufficient square footage of living space (the norm is determined by Article 51 of the Housing Code).

These are two mandatory requirements that must be met. But that is not all. Below are the main requirements.

  2. Officially registered marriage.
  3. Single parent raising a child.

According to the last paragraph, the parent must also be no more than 35 years old. In this case, Russian citizenship is mandatory.

As mentioned above, a subsidy is paid to young families to purchase new housing. But in our country, purchase/sale relations are formalized in different contracts and differ significantly. This is due to the economic characteristics of the relationship. To understand what a young family can expect, let us again turn to Decree 1050.

But what kind of relationships, according to the official paper, are covered by the program?

  1. A regular contract for the purchase/sale of residential property.
  2. Payment of the last payment under a cooperative agreement (housing, savings, etc.). In this case, it is necessary to transfer ownership of the property immediately after payment.
  3. According to the cottage construction contract.
  4. For the down payment on a mortgage/loan.
  5. Under an agreement with the organization when purchasing economy class apartments.
  6. When participating in shared construction. At the same time, it is mandatory to enter the agreement into Rosreestr.
  7. Repayment of the principal debt on a mortgage/loan.

These are the conditions that must be met when concluding a housing contract in order for a subsidy to be assigned.

What documents are needed

Before the subsidy becomes active for paying for your own housing, it still needs to be issued. To do this, you need to contact your local authority. You need to take your passports with you, as well as the baby’s birth certificate, if there is one in the family. Upon arrival at the appointment, you will need to write an application in two forms.   • a bank account statement, or some other confirmation of the availability of funds to pay the main part of the cost of housing (in case of purchase).

This list can be continued for a very long time. For example, men, among other things, must bring their military ID. If there are two or more children in a family, and it has issued a certificate for maternity capital, then the certificate must also be provided. This will reduce the cost of a future apartment by almost 60%.

If you have drawn up an agreement with a housing construction cooperative (HBC), then it must also be provided along with a certificate of ownership.

How is housing need determined?

Before receiving a certificate for payments, you must register as a needy family. To do this, let’s go to the official website where the housing code is posted. We are interested in Article 51. It is this that determines the minimum standards for providing living space.

For regions of the country, the figure stated here is 10-14 square meters per person. But if the house is recognized as unsafe (there are documents), then regardless of the square footage, the family has the right to receive a subsidy for living space.

But the procedure for determining the minimum due for each family member has its own characteristics. Let's look at them.

  1. If a young family does not own apartments and has not used the right of social rent. At the same time, relatives should also not have their own real estate.
  2. When living with relatives, if each person has less than 14 square meters.
  3. If a family lives with a seriously ill person.

It is important to understand that actual residence does not matter. Registration is taken into account. It is on this basis that the minimum norm is calculated.

How is the payout amount calculated?

To determine the amount that the state is guaranteed to transfer to young people, the law has a simple formula. She looks like this:

(average cost of 1 square meter of housing in the region) * (minimum size of living space).

From the obtained value, 30 to 40 percent is taken (depending on what the family can count on). The resulting figure is the funds that will go from the budget to partially pay off the cost of housing.

The main requirement that must be met when transferring money: the apartment immediately becomes property by issuing a certificate.

How to act

After the documents are collected, they are taken to the local administration. There you write a statement. After this, administration employees are given 10 days to make a decision on your subsidy. The response must be in writing. When the positive side is accepted, your further actions are as follows:

  • receive a certificate;
  • take it to the bank where you previously opened an account;
  • receive a loan from the bank by completing all the necessary documents (if any);
  • after receiving money from the state to the bank account within 9 months, buy housing;
  • register it as property;
  • bring a documentary report to the administration.

After that, the apartment is yours.

The Housing program: what are its features?

The program is federal in nature (that is, it operates throughout Russia). But each region has its own conditions.

Local authorities have every right to set the amount of payments in their city. This became possible thanks to the flexibility of Legislative Act No. 1050.

In particular, the norm contains a calculation formula with which you can determine the estimated cost of an apartment or house.

The housing program is aimed at helping young members of society who have recently entered into a family union. To implement the measures provided for by Decree 1050, parliamentarians allocate money to pay part of the cost of living space.

The formula is spelled out in paragraph 16 of the appendices to the above-mentioned decree. It has two variables, one of which varies depending on the region of calculation. This is the standard cost of one square meter of housing.

For example, the Moscow region differs in price from Moscow to a lesser extent, and significantly. If in the capital the average price is 90-100 thousand rubles, then in Bryansk this value is 30-35 thousand rubles.

In addition, a different interest rate applies in Moscow. It is equal to 30% and 35% of the cost of housing, depending on the presence or absence of children in the family. For other regions, the value is increased by 5% for each case.

The question often comes up on the Internet: “will the program be canceled in 2020?” Subsidies for families, according to the official document, are carried out from 2015 to 2020.

That is, until December 31, 2020, young families can still apply for financial assistance. After this date, you will not be able to apply for money.

But those who have already received a certificate will be able to count on payment in 2021.

For reference. At the beginning of 2019, President V. Putin announced his decision on the need to make changes to the social housing program. According to him, the mortgage under the program should be reduced to 6% for the entire term. The speech took place as part of the annual address to the Federal Assembly. Moreover, Vladimir Putin obliged to introduce the norm retroactively (January 1, 2019).

A month later, an official document was published that established a 6% rate on mortgages for large groups of society. This approach in the country will be able to provide living space even for families with a small income.

The youth family (YF) is the engine of population growth. The country's leadership's intention to improve demographics led to the launch in 2002 of measures to support parents with children. The state program Young Family was completed in 2018, but in 2020 it will again be possible to obtain state support for a young family at the MFC.
