It was initially planned that the program would run until 2013. But it was replaced by another program, called “Sustainable Development of Rural Areas,” which will be active until 2020. Within its framework, a project is being implemented aimed at providing housing for young workers in rural areas.
Providing young professionals in rural areas with housing
The program to improve living conditions in rural areas started in 2002 and will be relevant until 2020 . In accordance with federal legislation, funds for improving housing conditions are allocated in the form of subsidies to constituent entities of the Russian Federation from the federal budget as part of the rural development program.
Housing for young workers in rural areas is a program designed to help families purchase an apartment or house in rural settlements.
Young professionals can exercise their right only once in their life in the form of a preferential loan. The interest rate on the loan is 5% per annum. You can return the money within 10 years in equal (annuity) payments.
The amount of the subsidy is regulated by the rules of each region separately, depending on the market value of housing . But the amount cannot exceed 70% of the cost of housing, that is, a young specialist must have 30% of his own funds at the time of purchasing a house or apartment.
Each region sets a maximum price for an apartment, above which it will be impossible to purchase housing under the program. If both family members fall under the category of young specialists, the amount of the subsidy increases.
You can purchase housing on both the primary and secondary markets.
Program conditions:
- Housing loan at 5% per annum from the state budget.
- Repayment period is up to 10 years.
The estimated cost of the subsidy is established based on the total area of the living space, taking into account the norm for family members. For one person this norm is 33 sq.m., for a family of 2 people - 42 sq.m., for 3 or more - 18 sq.m. per person.
A young specialist has the right to use the subsidy for:
- Purchasing housing in a rural settlement that has been in operation for no more than 5 years.
- Construction of a private house or completion of already begun construction.
- Purchasing an apartment in an apartment building under construction.
Who can become a participant?
Citizens under 35 years of age who:
- received higher or secondary education in educational institutions with state accreditation;
- live permanently in rural areas;
- officially recognized as in need of improved housing conditions;
- can officially confirm the availability of their own funds in an amount of less than 30% of the cost of housing;
- got a job in their specialty no later than 3 months after receiving a diploma in a direction to a rural area;
- have worked in their specialty for at least 3 years.
Having received a subsidy, the program participant undertakes to work in the village in agricultural production or in the social sphere for at least 5 years.
Agro-industrial enterprises mean producers of agricultural goods. This list does not include owners of individual subsidiary plots.
Employment in the social sphere should be understood as any form of work in rural areas, including individual entrepreneurship, in the field of education, health care, social services, and physical education.
To take part in the program, the applicant must contact the regional housing committee. Before submitting an application to participate in the program, you must obtain the status of someone in need of improved housing conditions.
The application is submitted along with a list of the following documents:
- passports of spouses;
- children's birth certificates;
- a diploma of secondary or higher education from a state-accredited institution;
- employment contract/work book;
- document on marital status;
- act of the housing commission on the condition of housing or a document from Rosreestr on the absence of housing;
- a bank statement confirming the availability of the third part of the amount required to purchase a home.

This list of documents can be supplemented based on regional regulations.
Local authorities analyze the submitted documents, carefully check them and form a list of program participants. The application review period is 2 months. At the end of the period, the applicant is notified that the young specialist is included in the queue to receive a subsidy.
The timing of receiving a subsidy depends on the number of applicants . Rural authorities send lists to higher authorities before September 1. Depending on the number of applicants, approximate amounts and number of subsidies are compiled.
The calculation of the number of participants and the amount of subsidies that will be sent to the subjects is carried out after the approval of the annual budget, i.e. after November 1.
When distributing, the Ministry of Agriculture takes into account:
- number and standard of living of villagers;
- the number of emergency and dilapidated housing in the village;
- labor shortage in the region;
- average cost per square meter.
The transfer of subsidy funds is made by the credit institution to the account:
- seller of residential premises;
- contractor;
- developer;
- seller of building materials, if a private house is being built on its own.
How to get 1 million for a young specialist?
The greatest benefits are given to young doctors who moved to rural settlements as part of the Zemsky Doctor program. The state provides them with a one-time payment of 1 million rubles.
The money can be spent solely on improving your living conditions. For example, you can build your house on a site provided to a doctor for construction free of charge.
A prerequisite for receiving this payment is the doctor signing a 5-year employment contract . If a young specialist decides to quit without working the entire term under the contract, he will have to return part of the allowance.

In accordance with established requirements, the amount of compensation from the state will be exactly 70%.
In this case, the countdown should begin with the full cost of housing, which is stated in the purchase and sale agreement, as well as in other relevant documents.
However, it should be remembered that the fact that the state provides a significant subsidy does not mean that the specialist will get the apartment practically free of charge.
Modern housing prices are quite high, even when it comes to remote areas of our country and rural areas.
That is why the interested person should first take care of accumulating mandatory capital, the minimum amount of which will be 30% of the total cost of a particular home.
In addition, registration of this benefit involves the preliminary collection of a mandatory package of documents. First of all, it includes papers that can confirm the fact that the citizen does not own any other real estate. Otherwise, if there is one, the authorized person will definitely make a negative decision on this individual’s application.
